A school construction bond lets a school district borrow money now for long-lived capital work and repay the debt over time. Depending on the state and the voter-approved measure, proceeds can fund new schools, additions, renovations, land, site work, safety and accessibility improvements, equipment, technology, buses, design, construction management and other project costs.
There is no nationwide list of eligible expenses. The ballot language, the bond authority used and state law control what a particular bond may pay for. A bond is generally capital funding—not a replacement for the district’s operating budget.

What a school construction bond is—and what it is not
A construction bond is a financing mechanism for projects expected to serve students for many years. Instead of waiting until a district has accumulated enough cash to build or modernize a facility, the district issues debt and uses the proceeds for authorized capital purposes. Repayment occurs over the bond term under the rules approved by voters and established by state law.

The key distinction is between capital costs and ordinary operating costs. Capital costs create, acquire, improve or equip a facility or other long-lived asset. Operating costs keep schools running day to day. California’s Proposition 39 guidance, for example, says bond proceeds cannot be used for salaries, utilities, routine maintenance or general operating expenses. Other states use different statutory language, but the same capital-versus-operating test is a useful starting point.

Even when a cost appears related to construction, eligibility depends on the exact authorization. A project list may name individual schools, rooms, sites or systems. If an expense is not within the ballot measure and applicable law, the district may not be able to charge it to the bond.
Common projects a school construction bond can fund
New schools, classrooms and additions
New construction can include an entire school campus, a replacement building, classroom wings, science or career-technical spaces, gymnasiums, libraries, administrative areas and other facilities identified in the measure. Additions expand an existing campus when enrollment or program needs exceed current capacity.
Bond language may authorize a broad program, such as constructing or replacing school facilities, or it may identify particular campuses and room counts. The project list determines whether a district can shift money between locations or project types.
Renovation, modernization and reconstruction
Modernization is often the largest part of a school bond program. Eligible work can include reconstruction, rehabilitation and replacement of obsolete building components; heating, ventilation and air-conditioning systems; roofs; electrical and plumbing systems; windows; interiors; and instructional spaces. California Proposition 39 guidance includes reconstruction, rehabilitation, replacement and modernization of school facilities among permitted capital purposes.
Renovation does not necessarily mean cosmetic work. A project can address structural or building-system deficiencies, improve energy performance, reconfigure classrooms, or bring an older campus up to current educational, health or safety expectations when the measure authorizes that work.
Land acquisition and site preparation
A bond may pay for acquiring a necessary school site. Texas Education Code Chapter 45 expressly lists the purchase of necessary school sites as a permissible bond purpose. Site work can then prepare the property for construction: grading, drainage, utilities, paving, athletic fields, play areas, access roads and other improvements identified in the project scope.

Site acquisition and site work are separate budget concepts. A district can have substantial site-work costs even when it does not buy new land, and a land purchase may require its own authorization or conditions.
Safety, security, health and accessibility
Measures can include authorized improvements that make facilities safer, healthier or more accessible. Examples may include fire and life-safety systems, secure entries, emergency communications, accessibility upgrades and removal of hazardous conditions, but the specific eligible work must appear in the local authorization or be permitted by state law.
Texas provides an explicit example. Texas Education Code §45.1011 states: “The proceeds of bonds issued by school districts for the construction and equipment of school buildings in the district and the purchase of the necessary sites for school buildings may be used to pay the costs associated with complying with school safety and security requirements for school facilities in accordance with Section 37.351.” This is a Texas rule, not a universal rule for every state.
Furniture, fixtures and equipment
Some bond measures allow furnishing and equipping new or renovated facilities. That can include items that become part of the instructional environment, such as classroom furnishings, laboratory equipment, kitchen equipment, athletic equipment or other facility equipment named in the project list.
Eligibility is not automatic. California Proposition 39 guidance allows furnishing and equipping facilities under its rules, while California’s Proposition 46 guidance describes a narrower real-property focus. The measure should specify whether movable equipment is included and whether it must be tied to a particular facility.

Technology treatment varies more than many voters expect. A bond may cover infrastructure or equipment associated with a new or modernized facility, but a state can impose separate voting or eligibility requirements for technology acquisitions and upgrades. Texas law, for example, requires certain technology equipment acquisitions or updates to be submitted as a separate ballot proposition rather than combined freely with other purposes.

Read the technology language closely. “Technology” might mean wiring and network infrastructure, classroom systems, security systems or specified equipment; it does not necessarily authorize every future device replacement or software purchase.
School buses and transportation equipment
Some state laws permit bond proceeds to buy buses or other transportation equipment. Texas law includes buses among listed school-construction bond purposes. Whether buses are included in a particular measure depends on the ballot language and state authorization. A bus purchase should not be assumed eligible merely because it serves a bond-funded school.
Design, engineering and other project costs
The visible building is only one part of a capital program. A project budget can include architecture and engineering, surveying, permitting, testing, construction management, legal or issuance costs where authorized, contingencies and other costs directly connected to delivering the approved work.
Michigan’s Department of Treasury 2025 School Bond Qualification and Loan Program Annual Report tracks construction management, contingencies, and architecture and engineering as distinct budget categories. The exact costs chargeable to a bond still depend on local authorization and law; a category appearing in one state’s report is not a blanket authorization nationwide.
What a bond normally cannot pay for
A bond is not a general-purpose pot of school funding. Costs that ordinarily belong to annual operations—such as teacher and staff salaries, utilities, routine maintenance and unrestricted program spending—are generally outside a construction bond’s purpose. California Proposition 39 guidance expressly bars those uses.
The boundary can be difficult for mixed projects. A new building may be bond eligible, while the staff who operate it are paid from the operating budget. A technology installation may qualify when it is part of an authorized facility project, while recurring subscriptions or replacement cycles may not. The controlling documents are the ballot measure, state statutes, implementing regulations and any official project list.

How to find out what a particular bond will pay for
- Obtain the exact ballot measure and project list. Look for the resolution, voter pamphlet, project schedule and any attachments naming schools, facilities or equipment. Do not rely on a campaign summary alone.
- Identify the bond authority. Determine which section of state law authorizes the issue and whether the district used a general-obligation, school-facility or another statutory authority. Different authorities can have different eligible purposes.
- Separate project types from cost categories. Check for new construction, remodeling, site acquisition, site work, equipment, technology, buses, design, management and contingencies. A measure can authorize a building but omit one or more of these supporting categories.
- Read restrictions and exclusions. Note language governing operating expenses, technology, safety work, land purchases, transfers between campuses and deadlines for spending proceeds.
- Check oversight documents. Review committee reports, annual audits, project dashboards and board resolutions to see how the district is allocating authorized money.
- Ask the district for a current budget-to-project crosswalk. Request the approved budget, committed amounts, remaining balances and the document showing why each major category is eligible. This is the fastest way to resolve an ambiguous line item.
What a real bond budget can contain: Michigan’s 2025 example
Michigan’s 2025 Department of Treasury report illustrates how a school bond budget is distributed beyond the headline building work. The figures below describe Michigan school districts with passed proposals in that report; they are not a national average and should not be used to predict another district’s allocation.
| Budget category | Share of reported average project budgets | What the category represents |
|---|---|---|
| Remodeling | 35.91% | Renovation and modernization of existing facilities |
| New construction | 18.73% | New buildings, additions or replacement facilities |
| Site work | 11.95% | Grounds, utilities, grading, paving and related site improvements |
| Construction management fees and costs | 8.67% | Management services and delivery costs |
| Construction contingencies | 7.45% | Allowances for unforeseen eligible project costs |
| Architecture and engineering fees and costs | 7.37% | Design, engineering and professional services |
| Furnishings and equipment | 5.39% | Facility furnishings and equipment |
| Technology | 3.86% | Technology purchases or systems included in the program |
| Buses | 0.66% | Transportation equipment |
| Site acquisition | 0.00% | Land purchases; none was reported in this dataset |
Remodeling and new construction together represented approximately 54.6% of average project budgets in that Michigan dataset. The remaining share covered site work, professional and management fees, contingencies, furnishings, technology and buses. Actual percentages vary with the age of a district’s buildings, land needs, enrollment, construction market and the wording of the local proposal.

California
California Department of Education guidance for school-facility debt financing explains that Proposition 39 proceeds must be spent only on projects described in the ballot measure. The guidance excludes salaries, utilities, routine maintenance and general operating costs. Proposition 39 also provides for a Citizens’ Bond Oversight Committee and annual independent financial and performance audits.
California’s Proposition 46 guidance is a useful contrast because it describes a narrower real-property focus than Proposition 39. A California district therefore cannot answer “what does a school bond pay for?” without identifying the proposition or other authority used.
Texas
Texas Education Code Chapter 45 lists school construction, acquisition, equipment, buses and necessary school sites among permitted purposes. It also contains specific ballot rules, including separate treatment for certain technology purchases or updates. Safety and security expenditures can be paid from qualifying construction and equipment bond proceeds under §45.1011, subject to the statute’s conditions.

New York State Education Department guidance addresses what happens to money left after a project or bond issue. Unspent obligation proceeds, premiums, accrued interest and earned interest are subject to state rules directing them toward reducing outstanding principal and interest. A district in another state may follow a different rule, so leftover-fund treatment must be checked locally.

Oversight, audits and public accountability
Oversight is part of the bond framework, not an optional public-relations exercise. California Proposition 39’s model includes a Citizens’ Bond Oversight Committee plus annual independent financial and performance audits. Those mechanisms help test whether money is being spent on the authorized projects and whether project delivery matches the approved program.
Other states and bond measures may require different committees, reports, audits or board approvals. Review the district’s adopted policies and published reports for the governing schedule. A useful oversight record should show the original authorization, budget changes, contracts, payments, remaining balances and the reason for any transfer or scope adjustment.
Questions to ask when comparing two school bond proposals
- Which schools and facilities are named? A districtwide authorization and a campus-specific list offer different flexibility.
- Which work is actually authorized? Compare remodeling, replacement, additions, new construction, site work and safety projects line by line.
- Are supporting costs included? Check for land, design, engineering, construction management, contingencies, furnishings, equipment, technology and buses.
- What restrictions apply? Look for prohibited operating uses, separate technology propositions, spending deadlines and rules for moving money.
- Who provides oversight? Identify committees, independent auditors, annual reports and public dashboards.
- What happens to unused money? Determine whether state law requires repayment, debt reduction or another disposition.
- What geography and legal framework govern the issue? The same phrase—such as “school construction bond”—can have different legal effects in different states.
Common mistakes that lead to misunderstandings
Assuming every bond pays for every school need
A measure may focus on roofs and mechanical systems while excluding staffing, programs or routine repairs. Read the authorized project list instead of treating the word “construction” as unlimited.
Treating a sample budget as a promise
Michigan’s percentages show one 2025 dataset, not a standard allocation. A district buying land or replacing an entire campus will have a very different cost profile from one modernizing existing buildings.
Ignoring professional and contingency costs
Design, engineering, management and contingencies are legitimate parts of many capital programs, but they must be authorized. Comparing only the contractor’s visible construction price can make a project appear underfunded.
Overlooking the ballot’s technology language
Technology may be allowed, limited to facility infrastructure or required to appear in a separate proposition. Confirm the statutory treatment before assuming a bond can fund devices or upgrades.
Forgetting that leftover funds have rules
Premiums, interest and unspent proceeds are not necessarily discretionary cash. State law may require debt reduction or another specified use.

Bottom line
A school construction bond pays for the capital projects and related costs that its ballot measure and state law authorize: commonly new or replacement facilities, additions, renovations, site work, land, safety and accessibility improvements, equipment, technology, buses, design, management and contingencies. It generally does not fund ordinary school operations. To determine the answer for a specific district, start with the official project list, then verify the bond authority, exclusions, oversight rules and treatment of unspent money.
