Germany has no single nationwide checklist for a building permit. The documents for a Bauantrag are set by the Bundesland, the municipality, the type and size of the project, and the approval procedure. In practice, you should expect a formal application, a current site or cadastral plan, architectural drawings, a building description and the technical evidence relevant to your project. File the package with the responsible lower building supervisory authority (untere Bauaufsichtsbehörde) and confirm its current local checklist before submission.
What you normally submit with a German Bauantrag
The recurring core is a set of Bauvorlagen (building-application documents). These allow the authority to identify the site, understand what you intend to build or change, and test compliance with planning, building, safety and environmental rules. The exact forms, signatures, drawing scales, file naming and number of copies are determined by state and local rules.

1. The formal building application
The Bauantrag is the application form for the permit procedure. It is generally filed with the lower building supervisory authority, not directly with a state ministry. Bavaria’s official guidance states that construction, alteration and change of use generally require permission and that the application is submitted to this authority. The authority then coordinates municipal participation and comments from other agencies where required.

Use the current form supplied by your authority. A project can be handled under a standard permit, a simplified procedure or a notification/knowledge procedure depending on the state and circumstances; the form and supporting documents differ accordingly. A form alone is not a complete application.

2. Site and location evidence
A current cadastral extract or official Lageplan is a recurring requirement. Munich, for example, lists a current cadastral extract and, where applicable, a Lageplan. North Rhine-Westphalia’s service portal identifies an official site plan as an application prerequisite. These documents show the parcel boundaries, neighboring properties, buildings, access and other features needed to assess the proposal.
Ask whether the authority requires an extract from the land register or cadastral map, a surveyor-prepared site plan, a particular issue date, or a specified scale. Do not assume that an old plan from a previous project is acceptable.
3. Architectural drawings
Bauzeichnungen normally include the plans needed to understand the building in three dimensions and its relationship to the site. The local checklist may require, for example, floor plans, all relevant elevations, sections, roof plans and a site plan showing the proposed footprint. Drawings should be coordinated with the written description and technical reports; inconsistent dimensions or room uses are a common reason for requests for additional documents.

The Baubeschreibung explains what the drawings show: intended use, construction method, materials, floor areas, building services, fire-safety concept where applicable and other project data requested on the state form. Mainz lists the Lageplan, Bauzeichnungen and Baubeschreibung among its required Bauvorlagen. Treat the description as a technical document, not a marketing summary. Every statement should match the plans and calculations.
Technical evidence: what is conditional and who signs it
German authorities require technical evidence when it is relevant to the project. The documents can be submitted with the initial application or, where state law allows, at a defined later stage. Your architect or engineer should identify the trigger for each item before filing.

Structural evidence
A structural design or other bautechnischer Nachweis may be required for the proposed building, alteration or change of use. Mainz lists technical evidence among its Bauvorlagen; Munich lists structural evidence conditionally. The responsible structural engineer determines the calculations, plans and verification route required under the applicable state building code.
Fire-safety evidence
Fire-safety documentation is project-dependent. Munich identifies fire-safety evidence as a conditional submission. Larger, more complex or specially used buildings can require a fire-safety concept, escape-route information or additional verification. The authority’s checklist and the project’s building class, occupancy and construction determine the scope.

A drainage or Grundstücksentwässerung plan is a recurring technical item. Mainz specifically lists the drainage plan. It should show how wastewater and rainwater are handled and how the proposal connects to the public system or an approved on-site solution. Coordinate it with the utility provider and the site levels shown on the Lageplan.
Energy, access and utilities
Energy evidence, vehicle and bicycle access, utility connections and accessibility information can be required depending on the building and procedure. These are not universal attachments for every small project. Your design team should check the current state and municipal forms and identify whether a separate calculation, confirmation or approval is needed.
Additional approvals and specialist attachments
Some matters are decided under other public-law regimes. If your project triggers one of them, include the separate request and supporting evidence with the building application or follow the authority’s specified parallel process.

Parking and mobility
Parking requirements differ by state and municipality and can depend on use and floor area. North Rhine-Westphalia’s portal lists a parking-space calculation among prerequisites. Supply the calculation, plan and any requested evidence of spaces on the property or an accepted alternative.
Heritage protection
A listed building, a protected ensemble or a site in a heritage area can require heritage consent in addition to the building permit. Submit the heritage authority’s application, a description of existing historic fabric, drawings of proposed changes and photographs or other documents requested locally. Do not wait for the building authority to discover the issue after filing.
Water law
Projects near water, in a flood-risk area, involving groundwater, wells, retaining structures or unusual drainage can need a water-law approval. Include hydraulic information, drainage details and the separate application where the responsible water authority requires it.
Nature conservation and trees
Protected habitats, species, landscape features or significant tree removal can trigger nature-conservation evidence or a separate decision. The authority may request surveys, an avoidance and mitigation plan or a replacement planting plan. The need is site-specific.
Other public-law decisions
Mainz guidance states that supporting documents for additional public-law decisions must be submitted when those decisions are needed. Depending on the project, this can include road access, contamination, monument protection, aviation, immissions or other specialist matters. Ask the lower building authority to identify every participating agency before the package is finalized.

Special rule for projects in the Außenbereich
A project outside a built-up area or an applicable development plan is in the Außenbereich for planning purposes. Mainz requires an official topographic-map extract at a scale of 1:25,000, with the project site marked, for projects in the Außenbereich. This is an additional location document, not a substitute for the cadastral extract or site plan. Confirm the authority’s definition of the area and any environmental or landscape evidence before commissioning drawings.
Who may prepare and sign the documents?
A bauvorlageberechtigte Entwurfsverfasser—an architect or engineer authorized under the relevant state rules—normally prepares and takes responsibility for the plans and Bauvorlagen. Bavaria states this directly. The authorized designer coordinates the drawings, Baubeschreibung and technical evidence and signs the documents required by the state forms.
Specialist engineers may prepare structural, fire-safety, energy, drainage or environmental evidence. Their qualifications and signature requirements vary by state and by the type of verification. If you are the owner, you can gather ownership and project information, but you should not assume that self-prepared drawings will be accepted as a complete professional submission.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why the checklist changes from one project to another
State building law controls the basic document rules, while local authorities apply them to the actual site and procedure. Baden-Württemberg requires all documents needed to conduct the building-permit or knowledge procedure to be filed as Bauvorlagen and requires deviations, exceptions and exemptions to be applied for separately. Saarland likewise requires all documents needed to assess the project, including technical evidence, while allowing some items to be supplied later in defined circumstances.

| Factor | How it changes the documents |
|---|---|
| Bundesland | Determines forms, Bauvorlagen rules, authorization and whether technical evidence may follow later. |
| Municipality | Sets local filing instructions and may request project-specific evidence or additional copies. |
| Project type and size | Influences structural, fire-safety, accessibility, energy, parking and environmental submissions. |
| New build versus alteration or change of use | Changes the drawings, existing-building survey, fire-safety assessment and proof of the proposed use. |
| Standard versus simplified or notification procedure | Changes which issues the authority examines and which declarations or evidence are required. |

Step-by-step filing sequence
- Identify the jurisdiction. Confirm the Bundesland, municipality and address, then find the responsible lower building supervisory authority.
- Request the current checklist. Ask for the latest Bauantrag form, Bauvorlagen list, digital or paper filing rules, file-format limits, signature requirements and payment instructions. Ask which documents can be submitted later, if any.
- Engage an authorized designer. Appoint a bauvorlageberechtigte architect or engineer and agree who will obtain cadastral documents, surveys and specialist reports.
- Confirm the planning context. Establish whether a development plan applies, whether the site is in the built-up area or Außenbereich, and whether heritage, water, nature or access constraints are known.
- Prepare the core package. Assemble the application, current cadastral extract or Lageplan, coordinated Bauzeichnungen and Baubeschreibung.
- Commission triggered evidence. Add structural, fire-safety, drainage, energy, parking, accessibility, utility and environmental documents required for this project.
- File separate requests. Include deviation, exception or exemption requests and supporting evidence; add heritage, water, nature-conservation or other public-law applications where triggered.
- Submit and track completeness. File through the authority’s required channel. Keep the submission receipt and watch for a completeness notice or request for additional documents. Respond with a coordinated, dated package rather than sending conflicting revisions.

Common filing mistakes and how to avoid them
Using a generic internet checklist
Generic lists often omit local forms or state-specific evidence. Treat them as orientation only and use the authority’s current checklist for the actual submission.
Submitting drawings without an authorized signatory
Where state rules require a bauvorlageberechtigte Entwurfsverfasser, unsigned or improperly signed plans can prevent the application from being treated as complete. Confirm eligibility before work begins.
Ignoring a separate approval
A building permit does not automatically replace heritage, water or nature-conservation decisions. Identify parallel approvals early and attach the documents the participating authority needs.
Relying on outdated site information
Old cadastral extracts, changed parcel boundaries or unverified utility routes can make otherwise correct drawings unusable. Obtain current location evidence and reconcile it with the survey and design.
Assuming technical evidence is always filed later
Some state rules allow defined items to follow, but others expect them with the application. Ask in writing which documents may be deferred and record the deadline.
How to get a reliable answer before you spend on drawings
Send the authority a short project description containing the address, parcel numbers, proposed use, approximate size, new-build or alteration status and any known heritage, water or environmental constraints. Ask for the responsible contact and the current checklist for the intended procedure. Then have your authorized architect or engineer mark each item as “required,” “not applicable” or “to be confirmed,” with the responsible specialist and target date. This simple matrix prevents the most expensive omission: discovering a new approval requirement after detailed plans and reports are complete.
The safest expectation is therefore a tailored package, not a fixed number of documents. Start with the Bauantrag, location evidence, drawings, Baubeschreibung and relevant technical proofs; then add every specialist document that the site, use and state procedure trigger.
