Aggregate is the sand, gravel or crushed stone; cement is the water-reactive binder; and concrete is the hardened composite made when cement paste binds the aggregate. Cement is therefore an ingredient in concrete, not another name for the finished material.
That distinction matters when you are choosing a product, reading a repair specification or discussing a driveway, slab, footing or path with a contractor. The sections below explain what each material does, how the proportions work, what changes performance and which product category usually fits a small household repair.

The short answer: aggregate, cement and concrete are not interchangeable
| Term | What it is | What it does |
|---|---|---|
| Aggregate | Granular mineral material, usually sand plus gravel or crushed stone | Forms the rigid mineral skeleton and acts as filler in the mix |
| Cement | A powdered hydraulic binder, commonly Portland cement | Reacts chemically with water and hardens into paste that binds aggregate |
| Concrete | The complete composite of aggregate, cement, water and possible additions | Provides the finished hardened material used in structural and paving work |
The Federal Highway Administration describes basic Portland cement concrete as coarse aggregate (crushed stone or gravel), fine aggregate (usually natural sand), Portland cement and water. The American Cement Association puts the relationship simply: concrete forms when Portland cement creates a paste with water that binds sand and rock as it hardens.

What is aggregate?
Aggregate is the mineral portion of concrete. It is not a chemical binder and does not become concrete on its own. In a typical mix, fine aggregate is sand and coarse aggregate is gravel or crushed stone. Together, those particles occupy most of the concrete volume and provide a load-bearing framework for the hardened paste.

How much aggregate is in concrete?
FHWA pavement guidance from 1997 gives typical aggregate proportions of about 80 to 85 percent of the mix by mass and 60 to 75 percent by volume. Those figures describe typical Portland cement concrete proportions, not a universal formula for every bagged product, pavement, foundation or engineered structural mix. A product label or project specification can use a different grading and proportion.
Why aggregate choice changes performance
Aggregate is more than inexpensive filler. Its properties influence the amount of water a mix needs, how easily it can be placed, the strength that can develop, shrinkage and long-term durability. FHWA identifies several relevant characteristics:
- Grading: the distribution of particle sizes affects how efficiently particles pack together and how much paste is needed to fill spaces.
- Particle shape and texture: these affect workability and the amount of water required to move and consolidate the fresh concrete.
- Absorption: porous particles can take up water, changing the water available for cement hydration and affecting consistency.
- Durability and abrasion resistance: aggregate must withstand the exposure and wear expected in the finished work.
For a homeowner, this is why two products that both contain “concrete” on the label may behave differently. Aggregate size and quality are part of the product’s performance, not merely its appearance.
What is cement?
Cement is the binder in concrete. Portland cement is a hydraulic cement: it sets and hardens by reacting with water through a chemical process called hydration. The reaction produces a stone-like hardened mass. Because the reaction is with water, hydraulic cement can harden even when it is not exposed to air.

When water is added, cement particles react and form a paste. That paste coats the aggregate, fills the spaces between particles and, as hydration proceeds, locks the sand, gravel or crushed stone into a solid composite. The hardened paste is what binds the aggregate; aggregate is not glued together by dried water alone.
How much cement is in concrete?
FHWA’s 1997 guidance says Portland cement is typically about 15 percent of Portland cement concrete by weight. It also gives cementing materials at about 7 to 15 percent of the mix by absolute volume, with water at about 14 to 21 percent. These are typical guidance values, not instructions for measuring a home batch. Strength, exposure, aggregate grading, placement method and the specified performance can all require a different design.
Portland and blended cements
The American Cement Association describes both Portland and blended cements as hydraulic cements. ASTM C150 Portland cement types listed by the association include Types I, II, III and V. Their availability and suitability depend on the application and local supply. A homeowner should use the cement type named in the project specification rather than selecting a type solely by its number.

Concrete is the complete, proportioned mixture—not just the cement powder. Its basic ingredients are aggregate, cement and water. Some mixes also contain supplementary cementitious materials or admixtures. Once mixed and placed, the cement paste hydrates and binds the aggregate into the hardened material recognized as concrete.

The Federal Highway Administration describes aggregate as a filler bound by hardened Portland cement paste formed by hydration reactions between Portland cement and water. That description explains why removing any major component changes the material:
- Without aggregate, you have cement paste rather than ordinary aggregate concrete.
- Without cement, aggregate particles do not form the same hydraulic-cement composite.
- Without the designed water, hydration and workable placement cannot proceed as intended.
Concrete is therefore a composite whose performance comes from the interaction of all its ingredients, not from cement alone.
How the three materials work together
- Water is introduced to the cement. The water starts hydration in the cement particles.
- A cement paste forms. The reacting cement and water create a paste that remains workable long enough for placement under the product or project requirements.
- The paste coats the aggregate. Fine and coarse particles become surrounded by the paste, while their grading and shape influence the amount of paste and water needed.
- Hydration continues. The paste hardens into a stone-like mass and binds the aggregate into concrete.
Admixtures are separate materials added to change fresh or hardened properties. FHWA defines an admixture as a material other than Portland cement, water and aggregate that is added for that purpose. An admixture is not a replacement for understanding the basic mix: it modifies the behavior of a concrete mixture that still depends on the cement, water and aggregate system.
Why mix proportions and aggregate size matter to a homeowner
Concrete that is easy to place is not automatically the strongest or most durable concrete for a particular exposure. The balance among cementing materials, water and aggregate affects workability, strength and durability. Aggregate grading can reduce or increase the voids that paste must fill; absorption can alter the effective water available for hydration; and particle shape can change how readily the fresh mix moves into forms.

Exposure also matters. A repair exposed to repeated freezing and thawing or chemical attack has different durability demands from a sheltered, lightly loaded patch. The required strength, placement thickness and aggregate size must be compatible with the work. A coarse aggregate that is too large for a thin repair can prevent proper consolidation, while a product intended for a different use may not meet the project’s specified performance.

For a small, non-engineered household repair, the clearest product category to search for is a bagged premixed concrete mix. A premixed product supplies the aggregate and cementitious ingredients in a controlled dry blend; you add water according to the package directions. This avoids having to source and proportion separate sand, stone and cement for a small quantity.
Check these points before purchasing
- Intended use: confirm that the label matches a repair, slab, path, post or other intended application.
- Required strength: use the strength stated by the project specification or repair instructions, not a guess based on the bag size.
- Aggregate size: verify that the coarse aggregate is suitable for the thickness and detail of the repair.
- Exposure: account for freezing and thawing, moisture and possible chemical attack where the finished concrete will be used.
- Workability and setting time: choose a product whose handling time fits the size of the placement and the available labor.
- Premixed or separate ingredients: for a small job, premixed concrete is usually simpler; larger or structural work may require a specified mix design and controlled batching.
Basic use sequence
- Read the entire package directions before opening the bag, including required tools, water range, placement limits and curing instructions.
- Measure the stated water quantity. Do not add extra water simply because the mix feels stiff; excess water changes the designed proportions and can reduce performance.
- Combine the dry mix and water using the method and mixing time on the label.
- Place the concrete promptly in the prepared repair area and consolidate it as directed so voids are minimized.
- Finish and protect the placement according to the product instructions and the project’s exposure requirements.
Package directions govern a bagged product. Structural repairs, load-bearing elements and work with a specified strength or exposure class should follow the project specification or an engineer’s mix requirements; a general homeowner explanation cannot substitute for an engineered design.

When a bagged mix is not enough
A premixed bag is not a universal answer. Escalate to a qualified contractor or engineer when the work is structural, carries significant loads, connects to an existing foundation, involves a footing or retaining element, or must meet a formal strength, durability or inspection requirement. The correct cement type, aggregate grading, water content, admixture package and placement procedure may need to be selected together.

Likewise, do not infer suitability from the word “cement” on a product. Cement powder is a binder; the finished concrete performance depends on the complete composite and its specified proportions.
Common homeowner misunderstandings
“Cement and concrete are the same thing.”
They are not. Cement is one ingredient. Concrete is cement paste combined with aggregate and water, with possible supplementary cementitious materials or admixtures.
“Aggregate is just cheap filler.”
Aggregate supplies most of the mass and volume and strongly affects water demand, workability, strength, shrinkage and durability. Its grading, shape, absorption and resistance to wear are functional properties.
“Adding water always makes concrete easier to use.”
Water is necessary for hydration and workable placement, but the designed water content matters. Adding water outside the package or mix instructions changes the proportions and can undermine the intended performance.
“Any cement type will do.”
Portland cement types and blended cements are hydraulic, but availability and suitability depend on the application and local supply. Use the type required by the specification or product instructions.
A practical decision checklist
- Identify whether you need aggregate, cement or complete concrete; most household placements need the complete concrete product.
- Determine whether the job is non-engineered maintenance or structural work.
- Record the required strength, thickness, exposure and setting or working-time constraints.
- Choose aggregate size and product form that fit the repair dimensions and placement method.
- Use a premixed bag for a small repair when its label matches the application.
- Follow the stated water quantity and mixing procedure exactly.
- Obtain project-specific professional guidance where loads, durability classes or inspections apply.
Bottom line
Remember the sequence: aggregate is the sand, gravel or crushed-stone skeleton; cement is the water-reactive binder; concrete is the finished composite. Hydration turns cement and water into hardened paste, and that paste binds the aggregate. For a small non-engineered repair, select a correctly labeled bagged concrete mix and follow its directions. For structural or exposure-critical work, rely on the project’s specified mix and qualified technical advice.
