Los Angeles multifamily permits do not follow one universal checklist. The required approvals depend on the parcel’s zoning and Community Plan Area, the number and type of units, existing conditions, overlays, affordability commitments, and any requested exception. First determine whether the proposal is by-right, eligible for a ministerial or administrative approval, or requires a discretionary entitlement. A qualifying by-right project can go to the Los Angeles Department of Building and Safety (LADBS) for building permits; a project that needs discretionary approval must obtain it before permit issuance. Planning, building, housing, and other City functions may all be involved.
Why the parcel and proposal determine the permit route
“Multifamily” describes a use, not an approval category. Two apartment projects in different Community Plan Areas can face different forms, overlays, density limits, or review sequences. Before drawing a final permit set, assemble the facts that City staff will use to screen the project:
As an Amazon Associate I earn from qualifying purchases.
- Exact street address and legal parcel information.
- Community Plan Area and the applicable zoning code chapter (Chapter 1 or Chapter 1A where applicable).
- Existing use, structures, occupancy, and any prior approvals or recorded conditions.
- Proposed unit count, unit types, floor area, height, setbacks, parking and access approach, and construction scope.
- Whether affordable units or a deed-restricted affordability commitment is proposed.
- Any variance, density increase, height relief, use change, environmental clearance, or other exception the design may need.
These are screening inputs, not a parcel-specific determination. City Planning’s property and application resources, followed by a staff discussion, are the appropriate way to confirm the actual route for an address.

Los Angeles review paths: by-right, administrative, and discretionary
Los Angeles City Planning separates projects by how the City makes its decision. The distinction controls whether a planning entitlement comes before a building permit and whether the proposal can use an eligibility-based housing pathway.

| Path | How the decision is made | Relationship to building permits |
|---|---|---|
| By-right | The proposal complies with applicable zoning standards and does not trigger another required planning approval. | Applicants may proceed directly to LADBS to request building permits. |
| Ministerial | An objective, code-based determination for a project that qualifies under the applicable rules or program. | The qualifying ministerial decision is handled before or as part of the permit process; eligibility must be established for the specific project. |
| Administrative approval | A separate non-discretionary City Planning approval used for certain projects. | Obtain the required administrative approval before relying on the resulting plans for permits. |
| Discretionary entitlement | City Planning exercises judgment under an entitlement procedure because the proposal does not fit a by-right or applicable ministerial route. | The entitlement is a prerequisite to the building permit. After approval, satisfy conditions and any applicable appeal requirements before permit processing. |
City Planning’s official approvals guidance states: “Applicants for by-right projects may proceed directly to the Los Angeles Department of Building and Safety (LADBS) to request building permits.” Read the current process description at Los Angeles City Planning’s Planning Approvals page. Multifamily status alone does not guarantee any one path, and the City does not publish a universal number of days for all multifamily permits.
Complete a zoning screen before finalizing the permit set
Confirm the applicable code and standards
The Zoning Review Division checks consistency with standards such as land use, density, scale, height, and setbacks. A design that appears workable under a general zoning summary can still be affected by a Community Plan, overlay, specific plan, recorded condition, or a requested exception. Use the City’s current Zoning Review guidance to identify the review materials and referral points for the proposal.
Use a Preliminary Zoning Assessment when required
Los Angeles identifies a Preliminary Zoning Assessment (PZA) requirement for most housing projects. The City’s project applicability matrix—not a blanket assumption—determines whether the proposed work is covered. A PZA can be submitted with architectural plans to plan-check staff and referred to City Planning. Treat it as an early zoning consistency check, not as an entitlement or a substitute for a discretionary approval.
Expect electronic routing for some permits
Certain permit types are routed through LADBS’s ePlanLA review system. Coordinate the architectural, structural, and planning documents so that the zoning information, unit count, area calculations, and approval references agree across every upload. A mismatch can generate a correction cycle even when the underlying design is compliant.

What happens when discretionary entitlement is required
- Identify the entitlement and filing package. City Planning staff or the applicable application instructions identify the form, plans, findings, supporting reports, and fee information for the request.
- Submit the current application. Use the form version that applies to the property’s Community Plan Area and code chapter. Superseded forms may be rejected.
- Undergo City review and any required public process. The procedure can involve interdepartmental referrals, notices, hearings, or appeal rights depending on the entitlement. The exact sequence is case-specific.
- Obtain the determination. Keep the approved plans, decision letter, and conditions together; they become the controlling planning record for the permit set.
- Complete conditions and applicable appeal requirements. City Planning’s approvals process requires applicants to demonstrate compliance with approval conditions before proceeding to building permits. Confirm with staff when the decision is final for your case.
- Submit to LADBS and other reviewing departments. Building-code plan check and construction permits remain a separate function from the planning entitlement.
The current overview is on City Planning’s Planning Approvals page. It is not a substitute for case-specific filing instructions, which can change with the entitlement type or code chapter.
Affordable housing programs can change processing options
Priority Housing Program
City Planning’s Priority Housing Program offers priority case processing to qualifying affordable developments. The published threshold is at least five units and either:
- At least 20% of the units for extremely low-, very low-, or low-income households; or
- 40% of the units for moderate-income households.
Those percentages are alternatives, not cumulative requirements. Confirm the program’s definitions, documentation, covenant terms, and current intake requirements with City Planning before relying on priority treatment. Priority processing does not erase zoning standards or guarantee approval.

City Planning describes SB 35 as a streamlined ministerial route for eligible developments and notes that it is not subject to the California Environmental Quality Act (CEQA). Eligibility is project-specific; it can depend on affordability, site conditions, labor and prevailing-wage obligations, jurisdictional requirements, and other statutory criteria. Review the City’s current Housing Policy page and obtain a project screening before assuming SB 35 applies. An affordable proposal that misses one statutory condition cannot claim the route merely because it contains below-market units.

Budget the Affordable Housing Linkage Fee from the current schedule
The Los Angeles Housing Department (LAHD) publishes an Affordable Housing Linkage Fee schedule effective July 1, 2025. For residential projects with six or more units, the schedule lists rates from $10.32 to $23.20 per square foot, with the applicable amount varying by market area. Projects with two to five units use a different published structure. These are schedule figures, not a citywide estimate for every project.
| Residential project category | Published schedule information | How to use it |
|---|---|---|
| Six or more units | $10.32, $12.90, $15.47, or $23.20 per square foot, depending on market area | Identify the site’s market area and verify the effective schedule, exemptions, phase-in rules, and filing date with LAHD. |
| Two to five units | A separate published fee structure | Use the project’s unit category and current LAHD schedule rather than applying a six-or-more-unit rate. |
Check the LAHD Affordable Housing Linkage Fee background and schedule when pricing land, construction, and financing. A fee worksheet should identify gross floor area used by the schedule, market area, exemptions, affordability treatment, and the date the application or permit is filed. Do not carry a 2025 figure into a later filing without confirming that the schedule remains in force.
Use current forms and coordinate the City departments
Forms and code chapter
City Planning warns that forms change and that superseded versions may be rejected. Chapter 1 or Chapter 1A applicability depends on the property’s Community Plan Area. Download the current forms from the official application-forms page immediately before filing, and keep a copy of each submitted version in the project record.
Planning, LADBS, housing, and referrals
Development Services Centers provide a point for planning entitlement and administrative approval services. Complex projects may also require coordination with LADBS, LAHD, transportation, fire, public works, utilities, or other reviewing functions. City Planning does not issue every construction permit: planning determines land-use compliance and entitlements, while LADBS performs building-code plan check and permit processing. The City’s Planning Services page describes available service channels and helps identify where an early question belongs.

A practical pre-filing sequence
- Map the property. Record the address, parcel, Community Plan Area, zoning, applicable code chapter, overlays, specific plans, and prior approvals.
- Freeze the proposal facts. Record unit count, affordable-unit percentages and income categories, floor area, height, setbacks, parking, access, demolition or conversion scope, and requested relief.
- Run the zoning screen. Compare use, density, scale, height, setbacks, and other objective standards; flag every item that does not fit.
- Check PZA applicability. Use the City’s matrix and prepare the architectural information needed for referral to plan-check staff.
- Classify the review path. Document why the project is by-right, ministerial, administrative, or discretionary. If the answer depends on an interpretation, obtain written staff direction before completing the permit set.
- Screen housing programs. Test Priority Housing and SB 35 criteria separately. Preserve the unit minimum, affordability alternative, and all supporting eligibility evidence.
- Select the current forms. Match Chapter 1 or 1A and the Community Plan Area; check revision dates and required attachments.
- Estimate fees using the actual site. Apply the current LAHD schedule, market area, unit category, exemptions, and filing context; carry a contingency for changes.
- Prepare a coordinated submission. Make sure plans, calculations, entitlement documents, affordability commitments, and application data tell the same story before uploading to the applicable system.
- Track conditions and clearances. Assign an owner and due date to every planning condition and departmental correction, then retain evidence of completion for LADBS permit review.
Common permitting mistakes and how to correct them
Assuming every apartment project is discretionary
A compliant project without an additional planning trigger may be by-right. Conversely, a project that needs relief cannot bypass entitlement simply because the end use is housing. Re-run the zoning and overlay screen before selecting the application type.
Submitting a permit set before resolving zoning
LADBS plan check cannot cure an unresolved land-use conflict. Complete the PZA or other zoning review required for the proposal, and resolve density, height, setback, and use questions before locking architectural sheets.
Using a familiar but obsolete form
Forms are revised, and the correct chapter depends on the Community Plan Area. Download the current version at filing time and verify every attachment against the live instructions.
Treating affordability as automatic streamlining
Priority Housing has a five-unit minimum and one of two specified affordability alternatives. SB 35 has separate statutory eligibility. Document the exact commitment and obtain City confirmation instead of labeling a project “expedited” in a schedule or financing model.

Carrying a citywide fee into the budget
The 2025 linkage-fee schedule varies by market area and unit-count category. Identify the site-specific rate and possible exemptions with LAHD; do not multiply a single headline number by area and call the result a final fee.
Planning only for the City Planning review
Entitlement approval does not replace building-code review or other departmental clearances. Coordinate planning conditions, LADBS documents, and any referral requirements as one permit-management plan.
How the route changes in typical project situations
Code-compliant infill without special relief
If the address is confirmed under the applicable zoning, the proposed use and dimensions meet objective standards, and no additional planning approval is triggered, the project may be by-right. The team can prepare the PZA or other required zoning materials and proceed to LADBS for building permits.
Units and height that require an entitlement
If the design exceeds an objective standard or requests a use, density, height, or other exception, classify the required discretionary entitlement before permit filing. The planning decision, conditions, and any applicable appeal period become part of the permit sequence.
Five-or-more-unit affordable proposal
Test the Priority Housing thresholds exactly: at least five units plus either 20% for the specified lower-income households or 40% for moderate-income households. If the project also appears to fit SB 35, perform that statutory screening independently; one program’s eligibility does not establish the other’s.
What this citywide guidance cannot decide
No general article can determine a particular parcel’s entitlement, calculate its final fee, replace legal advice, or promise a permit date. Overlays, prior conditions, environmental and infrastructure issues, changing forms, and the proposal’s exact scope can alter the result. Confirm the address-specific route, current application requirements, fee treatment, and conditions with Los Angeles City Planning, LADBS, and LAHD before relying on a design, contract price, or construction schedule.
