A new-home builder’s advertised or base price is rarely the same as the amount you will spend to complete and take ownership of the home. The difference is usually explained by scope: one quote may include only the house construction, while another includes approvals, site works, connections, landscaping and more. Some amounts are allowances rather than fixed prices, and design changes or unknown ground conditions can increase the contract sum.
Use the list below as a contract-checking checklist, not as a universal legal rule. The signed contract, drawings, specification, site, package and local regulations determine what is included. Compare itemized quotes based on identical plans and assumptions, then have every inclusion, exclusion, allowance and variation procedure confirmed in writing.

Why a base quote can differ from your full project cost
A project-home price normally describes a defined package of work. It may be based on a standard design, a level block, a stated specification and assumptions about nearby services. If your site or selections fall outside those assumptions, the price can change. Non-fixed estimates can also move with design complexity, material prices and labor costs.
A low headline price is not evidence of a lower total cost until the plans, specifications, site assumptions and handover scope match another builder’s quote. A one-page figure is not enough to identify those differences. BC Housing’s 2025 guidance recommends detailed designs and estimates because materials, labor, supply conditions and location affect the result.

Pre-construction, approvals and professional services
Costs incurred before construction may be separate line items or may be included only up to a stated amount. Ask who commissions and pays for each item, when it is due and whether the quoted amount is a fee, an allowance or a reimbursement.
- Design development, architectural drafting and preparation of construction plans.
- Feature, boundary or contour surveys and set-out information.
- Soil tests, geotechnical reports and site classifications.
- Structural engineering, energy assessments and other professional certifications.
- Planning applications, building permits, inspection charges and permit acquisition.
- Council or development levies and other authority charges.
- Insurance, bank, legal or finance-related costs connected with arranging the project.
BC Housing includes design, surveying, permit acquisition and professional services in its estimating framework. The NSW Planning Portal notes that planning application fees may be additional to a project-home base price. The Australian government’s YourHome budgeting guidance also identifies plans, approvals, geotechnical and engineering certification, surveyor fees, insurance, bank and legal fees as items to investigate. Those examples show why responsibility must be checked rather than assumed.
Site preparation and uncertain ground conditions
Site work is one of the largest sources of variation because a standard house price cannot fully predict what is underground or how equipment will reach the block. Confirm whether the quote includes the following, and state the quantity or limit where applicable:
- Vegetation, old structures, rubbish or unsuitable material removal.
- Access roads, temporary access, traffic control and protection of neighbouring property.
- Excavation, cut-and-fill, rock breaking, piering and disposal of spoil.
- Imported fill, gravel, compaction and trucking, including dumping charges.
- Works on sloping or reactive land.
- Stormwater drainage, pits, pumps and connections to the lawful point of discharge.
- Retaining walls, battering and erosion or sediment controls.
- Footings or slabs strengthened because of soil, wind, flood, bushfire or other site conditions.
Victoria’s consumer checklist warns that excavation costs can increase if rock was not identified in the soil report. Request the report used for the estimate, the assumed excavation depth and material quantities, access assumptions and the method for pricing an overrun. A site item can be included, excluded, capped or treated as a provisional allowance; the contract should say which.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Utility connections and authority charges
“Services included” can mean that pipes or conduits are installed within the lot, not that every provider or authority charge is paid. Ask separately about electricity, water, sewer, gas where relevant, telecommunications and stormwater.
- Connection or extension from the lot to the street network.
- Provider application, inspection, meter or capacity charges.
- Temporary construction power and water.
- Upgrades needed because the existing network lacks capacity.
- Account establishment, deposits and consumption before handover.
BC Housing identifies electrical-grid, water and sewer connections as estimate components. The amount and payer depend on the site and service provider, so require a written statement identifying builder work, third-party charges and any allowance.
External works and what “complete” means
A basic house package may finish at the building line or include only minimal external work. A turnkey package may include more, but the word turnkey is not a substitute for an inclusions schedule. Confirm whether the price covers:
Recommended Free Tools
- Driveway, paths, crossovers and final surfacing.
- Topsoil, turf, planting, irrigation and garden beds.
- Boundary fencing, gates and screening.
- Retaining structures, drainage and surface-water management.
- Safety fencing, sediment barriers and temporary protection.
- Letterbox, clothesline, external taps, bins or other handover items required by the design or local authority.
YourHome lists driveways, landscaping, safety fencing, retaining walls, sediment barriers, excavation, drainage and stronger footings among possible site allowances and finishing costs. The NSW Planning Portal explains that a turnkey option may include landscaping, fencing and driveways that a buyer would otherwise arrange separately. Read the schedule for quantities, grades, lengths, finishes and completion standards.

Fixtures, appliances, finishes and upgrades
“Included kitchen,” “stone benchtop” or “quality fixtures” is too vague to price reliably. Identify the make, model or equivalent standard, quantity, dimensions, color and installation method for each significant selection.
- Ovens, cooktops, rangehoods, dishwashers, refrigerators and laundry appliances.
- Cabinet doors, handles, benchtops, splashbacks and internal storage.
- Flooring type and area, carpet grade, tile size and laying pattern.
- Light fittings, switches, fans, heating, cooling and smart-home equipment.
- Taps, basins, toilets, shower screens, mirrors and accessories.
- Internal doors, hardware, wardrobes, blinds, paint systems and feature walls.
Alberta consumer guidance recommends a written contract that identifies extras and upgrades, including appliances, and breaks out upgrade and landscaping costs. Victoria describes a Prime Cost item as a listed selection whose exact make, model or price has not yet been determined. NSW guidance uses the same concept for fixtures selected after signing. If your chosen item costs more than the allowance, you generally pay the difference and any contractually applicable margin or installation change; the calculation must be stated in your contract.
Allowances: Prime Cost items and Provisional Sums
An allowance is not automatically a fixed final price. Ask what assumption produced the amount, what evidence supports it and how the final adjustment is calculated.

| Provisional Sum (PS) | Work whose scope or cost is uncertain, such as excavation, rock removal or drainage. | What site information and quantities support the estimate? What triggers an adjustment? How will notice, evidence, overheads and approval be handled? |
Large or numerous allowances make two headline prices difficult to compare. A quote with a lower total may simply transfer more risk to you through PC items and PS amounts. Have the builder identify every allowance in a schedule attached to the contract.

Design changes, non-standard work and price movement
A variation can arise from a changed room layout, larger floor area, extra power points, a different finish, an added inclusion or a site condition. The NSW Planning Portal identifies design, build size or complexity, non-standard finishes, extra inclusions, material prices and labor costs as reasons the final price may rise. YourHome notes that variations are often expensive and recommends budgeting a contingency, but the cited guidance does not establish a universal percentage.
Before signing, find out whether the contract is fixed-price, cost-plus or a hybrid with allowances. For any non-fixed element, ask:
- What events permit a price change?
- How many written quotes or invoices support the adjustment?
- What builder margin, administration fee or escalation clause applies?
- Must you approve the change before work starts?
- What happens if you reject a proposed variation?
- How does a change affect the completion date?
Put desired fixtures, fittings and appliances into the original specification wherever possible. A written variation should describe the work, price effect, tax treatment, schedule effect and signatures or approvals required.

Some expenses occur at completion or purchase rather than during construction. Ask the builder, conveyancer or lender which party is responsible and when payment is due.

The Canada Mortgage and Housing Corporation’s 2008 buyer guide gives a useful question: ask what building or closing costs may be charged beyond the basic home price and chosen upgrades, including driveway surfacing, warranty, title-transfer legal fees or utility adjustments. Because that guide is old, use it as a prompt rather than a current fee schedule.
In the United Kingdom, the New Homes Quality Board’s Part 2 of the New Homes Quality Code states: “The developer does not have to tell the customer about the normal costs and charges associated with owning the new home (for example, the cost of utilities, energy bills, and home insurance).” That statement applies within that code’s UK context; ask separately about these recurring costs.
How to compare two builder quotes fairly
- Lock the design. Give each builder the same drawings, engineering information, room schedule and site plan.
- Align specifications. Match appliance quantities, fixture standards, flooring areas, insulation, windows, heating and cooling.
- List site assumptions. Record soil classification, access, slope, excavation depth, rock treatment, drainage and retaining requirements.
- Separate allowances. Put every PC item and PS in a table with its amount, assumptions and adjustment rule.
- Define completion. Compare driveways, fencing, landscaping, external drainage, cleaning, certificates and handover documents.
- Check services. Identify who pays each utility-provider and authority charge.
- Read variation and escalation clauses. Compare notice, evidence, margins, approval and time-extension provisions.
- Add non-build costs. Budget permits, professional fees, finance, legal work, inspections, insurance and settlement expenses that are not in the contract sum.
Alberta guidance recommends a written contract detailing the home, base price, upgrades, warranty, deposit insurance and landscaping. BC Housing cautions that a one-page quote does not provide enough information for an informed decision. A detailed inclusions and exclusions schedule is therefore as important as the headline total.

- Which plans, specifications and revisions form part of the contract?
- Which approvals, permits, levies, inspections and professional reports are included?
- What soil, access, excavation and drainage assumptions support the site price?
- Are rock, unsuitable soil, imported fill, spoil removal and retaining included, capped or provisional?
- Which utility connection and provider charges are included?

Independent checks and inspections
An independent building consultant, architect or construction lawyer can help assess uncertain provisional sums and contract wording, subject to local licensing and legal rules. If you arrange independent progress inspections, allow for their fee separately. NSW Government contract guidance gives an indicative cost of $250–$500 for each independent progress inspection; the publication date was not stated on the accessed page, so treat that range as a NSW example rather than a universal current price.
Bottom line for your budget
The commonly missed costs are not a fixed national list. They are the parts of the project that a particular package leaves undefined: approvals and professional work, site and ground conditions, services, external completion, selections, allowances, variations and certain closing or ownership expenses. The safest comparison is an itemized one based on identical plans and specifications. Do not sign until every allowance has an assumption, every exclusion has an identified payer and every possible price change has a written procedure.
