Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsConstruction and demolition work in Delhi must begin only after the site has the prescribed dust controls in place. The baseline measures cover the perimeter, scaffolding, exposed soil and materials, vehicle movements, debris storage, worker protection and, for larger projects, anti-smog equipment. Separate portal-registration and remote-monitoring conditions can apply when Stage I of the Graded Response Action Plan (GRAP) is in force. Non-compliance can bring coercive action, environmental compensation or a stop-work order.
Who the Delhi requirements apply to
The Environment Department’s dust-mitigation notice addresses project proponents, contractors, builders, and any person or authority undertaking construction or demolition in the National Capital Territory of Delhi. It is not limited to a particular ownership model or type of developer. The responsible party must arrange controls before work starts and keep them operating as the site changes.

Set up the site before excavation, demolition or deliveries
Build a continuous perimeter barrier
Install dust- or wind-breaking walls of appropriate height around the site boundary. The barrier should limit wind-driven escape of loose soil and debris and remain intact as the work progresses. Inspect gates, corners and temporary openings because a gap can become a concentrated dust outlet.
Cover the building and scaffolding
Fit scaffolding and the building under construction with tarpaulin or green net. Keep the covering secured, repair tears promptly and extend it as new floors or elevations are added. Covering is a source-control measure: it contains dust close to the work rather than relying only on airborne suppression.
Plan paved access and cleanable routes
A DPCC-hosted checklist states that roads leading to or at projects above 20,000 square metres of built-up area must be paved and blacktopped. Treat this as a threshold-specific checklist item, and verify whether a later order changes its scope before relying on it as the complete current rule. For every project, designate a clean route for trucks and a wheel-washing point before the first loaded vehicle arrives.
Control soil, sand and construction materials
Keep dusty materials covered
Do not leave loose soil, sand, construction and demolition (C&D) waste, or other dust-causing material uncovered. Use tarpaulins, covered containers or other secure enclosures, and re-cover stockpiles after each delivery or shift. Place piles away from the perimeter and drainage paths where wind or runoff could spread them.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Keep materials and debris inside the plot
Store construction material and debris on the site. Do not place it on public roads or pavements. Arrange enough internal storage capacity and schedule removal before piles overflow. A public-road pile creates both a dust source and an obstruction that can trigger separate enforcement.
Suppress dust during surface work
The DPCC checklist says not to grind or cut building materials in the open. Use wet-jet methods for grinding and stone cutting. Sprinkle unpaved surfaces and loose soil adequately to suppress dust, increasing the frequency during dry, windy conditions and whenever vehicle traffic visibly lifts dust. Water should be applied in a controlled way that prevents runoff carrying cement or silt into public drains.
Manage vehicles carrying material or debris
Cover every load
Vehicles carrying construction material or debris must be fully covered and protected. Check the sheet or enclosure at the gate before departure; an uncovered load can shed dust along the entire route, not just at the site.

Record dispatches
Maintain a simple movement record showing the vehicle, time, material or waste type, destination and confirmation that the load was covered and the wheels were cleaned. This supports the DPCC checklist’s record-keeping expectation for C&D-waste handling and gives the site manager evidence when a complaint or inspection occurs.
Handle C&D waste lawfully
Recycle C&D waste on site where the facility and process are authorized, or transport it to an authorized recycling facility. The DPCC-hosted checklist calls for maintaining a record. Keep weighbridge slips, transporter details, receiving-facility acknowledgements and dates together with the site waste register. Never use a public verge, pavement or road as a temporary dump while waiting for a truck.
Protect workers who handle dusty loads
Provide dust masks to workers involved in loading, unloading or carrying construction materials and debris. The cited Delhi checklist names the protection but does not specify a mask model, filtration rating or certification. Select protection through a competent occupational-health assessment for the actual material and exposure, train workers in correct use, replace damaged or saturated masks and do not treat a mask as a substitute for enclosure, wet methods or housekeeping.

When anti-smog guns are required
The 2021 Environment Department guidance names anti-smog gun(s) for sites above 20,000 square metres of built-up area. This is a built-up-area threshold, not the 500-square-metre plot threshold used in the GRAP monitoring provision described below. Install and operate the equipment as part of a wider dust plan; an anti-smog gun cannot replace covered materials, enclosed cutting, wheel washing or lawful debris storage.
DPCC’s 2025 listing also identifies a separate direction dated 29 May 2025 on mandatory anti-smog guns on high-rise buildings. The listing does not provide the detailed definition of “high-rise,” equipment specifications, exceptions or effective dates. Obtain and read the full direction before deciding that a high-rise project is outside the 20,000-square-metre rule or before declaring a particular gun arrangement compliant.
Portal registration and remote monitoring during GRAP Stage I
The Delhi-hosted GRAP schedule dated 21 November 2025 contains a conditional Stage I action: C&D activity should not be permitted for projects with a plot size equal to or greater than 500 square metres if they are not registered on the relevant state/GNCTD portal or do not fulfil the specified remote-monitoring requirements. This is not a permanent ban at every air-quality level; it applies when the cited GRAP stage and conditions are operative.
What the DPCC monitoring presentation describes
A DPCC presentation for the described project class refers to:
Best Value
- Milwaukee Ink all Fine Point Marker, Black, 4 Per Pack
- 4 per pack Features Clog Resistant Marker Tip Writes through Dusty, Wet and Oily Surfaces Durable Marker Tip for Writing on Concrete, OSB and Rough Surfaces
- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete

The presentation references the July 2023 revised GRAP and the 500-square-metre plot-area threshold. Confirm the portal’s current fields, hardware specifications, data-retention rules and declaration format before procurement; a presentation is not a substitute for the operative order.
Check the 2025 DPCC directions
DPCC’s official 2025 listing separately identifies a direction dated 22 May 2025 requiring registration on the DPCC Dust Portal before the Municipal Corporation of Delhi issues a building sanction plan. The listing does not show the complete thresholds, definitions, exceptions or operative text. Obtain the full direction and coordinate with the sanctioning authority before submitting a plan.

A practical inspection and records routine
- Before mobilization: identify the project’s plot area and built-up area separately; review the current Delhi, DPCC and GRAP orders; appoint a dust-control manager; and draw the barrier, covered-storage, wheel-wash and waste routes on the site plan.
- At the start of each shift: inspect the perimeter, tarpaulin or green net, stockpiles, unpaved surfaces, cutting stations, water supply and wheel-wash area. Record defects and the person responsible for correction.
- At every delivery: verify the load is covered, unload inside the plot, re-cover the stockpile and log the vehicle and material.
- Before every departure: clean the vehicle, wash its wheels, check the cover and record the destination for material or C&D waste.
- Every fortnight where the portal regime applies: complete the required self-declaration, confirm sensor connectivity and video-fencing status, and retain the submission evidence.
- After high-wind, complaint or inspection events: photograph the repaired control, document the corrective action and review whether work should pause until dust is contained.
Keep plot area and built-up area distinct
Delhi’s cited materials use two different measurements for two different regulatory purposes. The 20,000-square-metre figure in the 2021 dust guidance is a built-up-area threshold associated with anti-smog guns and, in the DPCC checklist, paved and blacktopped access roads. The 500-square-metre figure in the 21 November 2025 GRAP schedule is a plot-area threshold for the conditional Stage I registration and remote-monitoring restriction. Do not substitute one measurement for the other in a compliance form or contractor instruction.
What to verify before relying on newer orders
CAQM’s official homepage lists Direction No. 97 dated 20 February 2026 concerning dust mitigation in C&D projects and management of demolition waste. The listing alone does not establish its detailed duties or effective dates. Read the direction itself and reconcile it with the site’s existing waste, transport and monitoring procedures.
Likewise, obtain the complete 22 May 2025 Dust Portal direction and 29 May 2025 high-rise anti-smog-gun direction from DPCC. Until the operative text is checked, describe their existence accurately but do not infer thresholds, exceptions, technical specifications or universal applicability from the listing title.
Enforcement consequences
The Environment Department’s notice expressly says that failure to comply with dust-control measures may result in coercive action as permitted by law, environmental compensation prescribed by the National Green Tribunal and/or stoppage of construction at the project site. A project that has bought suppression equipment but leaves debris on a pavement, sends out uncovered trucks or cuts materials dry can still fail the baseline requirements.
For a defensible site file, retain the approved dust plan, inspection logs, photographs, worker briefings, mask-issue records, water and wheel-wash checks, vehicle and waste registers, authorized-recycler receipts, portal submissions and corrective-action records. These documents do not replace the physical controls, but they demonstrate that responsibilities were assigned and failures were addressed.
