Check the actual bag before you pay. Under Honduras’s hydraulic-cement technical regulation (RTH 91.01.05), a packaged bag should carry clear, permanent Spanish information: product and brand, applicable ASTM classification, country of manufacture, manufacturing and packing dates, a recommended-use date no more than 60 calendar days after manufacture, lot identification, storage and handling instructions, risks, net mass, the responsible company and address, and the registration number assigned by the competent national authority (ANC). Then verify that the cement type matches your project specification. Import certificates and customs documents are primarily the seller’s and importer’s responsibility, not paperwork an ordinary retail buyer must assemble.
The regulation is listed by the Secretaría de Desarrollo Económico (SDE) as RTH 91.01.05:26, while the SDE-hosted PDF displays RTH 91.01.05:25. Those are two ways the identifier appears in official SDE materials; keep the distinction in mind when asking a supplier for the applicable text.

Start with a complete, legible Spanish label
Honduras’s RTH requires packaged hydraulic cement information to be in Spanish and presented clearly, visibly and permanently. A printed sticker that is peeling, unreadable or covering key information is a reason to pause. Use the bag itself—not a salesperson’s verbal assurance—as your first compliance check.

| Check on the bag | What should be present | Why it matters |
|---|---|---|
| Product identity | Product name, commercial brand, cement type and the applicable ASTM classification/designation | Lets you compare the material with the project specification instead of buying by brand recognition alone. |
| Origin | Country of manufacture | Identifies where the cement was produced and is also needed in import documentation. |
| Dates | Manufacturing date and packing date, each with day, month and year | Allows you to judge age and trace a batch. |
| Recommended-use date | A date no more than 60 calendar days after manufacture under the regulation | Shows the regulated interval stated for use; it is not a substitute for proper storage. |
| Traceability | Lot or batch identifier | Connects the bag to production and conformity records if a problem is reported. |
| Storage | Storage and conservation instructions | Hydraulic cement can be damaged by moisture before use. |
| Safe use | Correct-use and handling instructions and product risks | Provides the manufacturer’s required precautions for handling and application. |
| Quantity | Net content expressed as mass, such as kilograms or tonnes | Confirms what quantity you are purchasing and prevents reliance on bag size alone. |
| Responsible party | Manufacturer, importer, distributor or packer, as applicable, with address or domicile | Identifies the business legally responsible for the product in the supply chain. |
| Registration | Registration number assigned by the ANC | Shows that the product is the registered product introduced for sale, rather than an untraceable package. |
The RTH also requires verification when a package declares a strength above the applicable minimum for that cement type: the declared value must be supported and met through the applicable conformity process. A strength number printed on a bag is therefore a claim to check, not an automatic guarantee.

Read the dates and lot number together
Manufacturing and packing dates
Look for day, month and year for both manufacture and packing. They may be printed in different places or formats, so ask the seller to explain an unfamiliar code before buying. A packing date later than manufacture is normal when the product was filled after production; missing dates are not equivalent to a fresh product.
The 60-calendar-day recommended-use limit
RTH 91.01.05 sets the recommended-use date at no more than 60 calendar days after the manufacturing date. For example, if the bag says it was manufactured on 10 October, the labelled recommended-use date cannot be later than the corresponding 60-calendar-day point under the regulation’s calendar calculation. Do not treat the 60 days as a promise that every bag remains in perfect condition: humidity, torn packaging and poor warehouse conditions can reduce quality sooner. Reject bags that are past the labelled date or show moisture damage, even if the date appears valid.
Use the lot identifier for questions or complaints
Photograph the lot number, dates, registration number and the seller’s receipt before opening the bag. If several bags have the same lot, keep that information together. It gives the supplier and the ANC a specific traceability reference instead of an unspecific complaint about a brand.

Confirm the registration number, not just the brand
The RTH makes registration of producers, importers, distributors and sellers—and of the products they introduce—mandatory before commercialization, importation or distribution. The stated registration validity in the regulation is five years. The package should carry the ANC-issued registration number for the product.
A familiar commercial name does not, by itself, prove that the particular cement is registered or conforms. Check that the number is printed legibly and that the product name, type, responsible company and origin on the bag are consistent with the seller’s invoice or product information. If a supplier cannot explain a missing or contradictory number, choose another bag or ask the supplier to obtain clarification before payment.
The SDE’s legal-and-regulations page lists the measure as RTH 91.01.05:26: SDE laws and regulations. The SDE-hosted technical PDF itself displays RTH 91.01.05:25: RTH hydraulic-cement PDF. Cite the exact identifier shown on the document you are using rather than silently changing the final year digit.

Match the cement type and ASTM classification to the job
The regulation does not declare one cement type universally best. It requires each type to meet the current applicable technical specification and acceptance or rejection criteria. Before shopping, obtain the project’s concrete, mortar or masonry specification from the designer, engineer or building authority. Compare that requirement with the type and ASTM designation printed on the bag.
| Cement category referenced by the RTH | ASTM specification cited | Buying decision |
|---|---|---|
| Hydraulic cement | ASTM C1157/C1157M | Verify that the bag’s classification is the one called for by the project. |
| Portland cement | ASTM C150/C150M | Check the stated type and designation against the engineer’s specification. |
| Blended hydraulic cement | ASTM C595/C595M | Confirm the blend classification and any project limitations before substitution. |
| Masonry cement | ASTM C91/C91M | Use only where the specified masonry application permits it; do not substitute it for a concrete cement without technical approval. |
ASTM references identify the technical standard; they do not tell you that a product is suitable for every structural or nonstructural use. If a bag and the project documents name different cement types, stop and get qualified technical advice rather than choosing by the lowest price or highest advertised strength.
What imported-cement documents are required
For an imported product, the RTH separates pre-entry controls from the documents presented at customs. These requirements are mainly handled by the importer and seller. A retail buyer should not be told to obtain the importer’s complete set of import documents as a condition of an ordinary purchase.

Pre-entry requirements listed by the RTH
- Proof that the importer and the product are registered.
- An applicable test report from an accredited laboratory, no more than 30 days old for the listed pre-entry requirement, and identifying the country of origin.
- An ANC product opinion validating compliance.
Documents listed at the customs point of entry
- Commercial invoice.
- Transport documents.
- A document detailing the cargo’s packaging or presentation.
The registration application provisions also call for business and representative details, company documents, the product name, brand and type, a technical sheet, a product opinion against the RTH and applicable ASTM standard, and information about the accredited laboratory conducting product tests. Those are regulatory submissions, not extra papers a homeowner normally needs to carry to a hardware store.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How conformity and quality are assessed
A compliant label is an important screening tool, but it is not independent proof that every bag has passed a laboratory test. The RTH describes a separate conformity-assessment system based on sampling, testing and inspection.
Sampling
Sampling follows ASTM C183. It is performed by a conformity-assessment body that is accredited for the relevant scope and authorized by the ANC. This is intended to make the sample representative and the process independent of the seller’s preference.

- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete

Laboratory testing
Tests must be carried out by an accredited laboratory whose scope specifically covers cement analysis. The methods depend on the cement type and use the applicable ASTM standards. Results are submitted to the ANC for review and validation. The regulation states that internal laboratory results from manufacturers, importers or sellers are not accepted for its regulatory purpose, citing impartiality and conflict-of-interest concerns.
Inspections and possible locations
Inspections may occur at customs, factories, warehouses, stores, hardware shops and other sales points. That means a product can be checked after import and during distribution, not only when it first crosses the border. You do not need to commission a private laboratory test for a normal retail purchase; first document the label, lot and receipt and raise any concern with the seller or the competent authority.
A practical buying procedure
- Define the requirement. Write down the cement type, ASTM classification, strength or performance requirement and intended use from the project specification.
- Inspect a sealed bag. Choose a bag whose Spanish text is clear, permanent and readable. Do not rely on a loose photocopied label or verbal description.
- Check identity and classification. Match the product name, brand, cement type and ASTM designation with your written requirement.
- Check origin and responsible party. Confirm the country of manufacture and the manufacturer, importer, distributor or packer, including an address or domicile.
- Check dates and lot. Record manufacture and packing dates, confirm the recommended-use date is within the 60-calendar-day maximum from manufacture, and photograph the lot identifier.
- Check storage and safety information. Read the conservation, handling, correct-use and risk instructions. Look for torn, damp, hardened or caked material before loading it.
- Check quantity and registration. Verify net mass in kilograms or tonnes and locate the ANC registration number. Ask the seller to resolve any mismatch between the number and the product description.
- Compare the paperwork you actually receive. Ensure the invoice identifies the product and seller. For a project purchase, retain the invoice, photographs and delivery details with your job records.
- Escalate unresolved discrepancies. Do not open or incorporate a bag with missing dates, no registration number, an unreadable label or a type that conflicts with the project. Ask the seller for written clarification or return it before use.
Red flags and what to do
| What you see | Risk or uncertainty | Action before purchase |
|---|---|---|
| No Spanish label or text that cannot be read | Required information may be missing or impossible to verify. | Request a properly labelled bag; do not accept a verbal substitute. |
| Manufacturing or packing date missing | You cannot establish age or traceability. | Reject the bag unless the seller provides a compliant replacement. |
| Recommended-use date exceeds 60 days after manufacture | The printed interval conflicts with the RTH requirement. | Do not buy; ask the seller to correct the stock or documentation. |
| Registration number absent or inconsistent | The product’s registration status is unclear. | Ask for verification from the seller or choose a product with consistent information. |
| Damp, lumpy, torn or re-sealed bag | Moisture may have altered the cement before use. | Reject it and inspect replacement bags from dry storage. |
| ASTM type does not match the project | The material may not meet the specified application, even if the label is otherwise complete. | Obtain approval from the responsible engineer or designer before substituting. |
| Seller offers only an internal test report | The RTH does not accept internal manufacturer, importer or seller results for its regulatory assessment. | Ask for the product’s regulated registration and conformity evidence through the supplier or ANC process; do not order your own test for routine buying. |
Storage after you buy
Label compliance does not protect cement that is stored badly. Follow the bag’s conservation instructions, keep bags dry and protected from ground moisture, and use intact packaging. Arrange stock so that older lots are used first, while preserving the lot and date information until the material is consumed. If a bag becomes wet or develops hard lumps, separate it from usable stock and ask the supplier about return or replacement rather than blending it into a structural mix.

Televisión Nacional de Honduras reported on 2 October 2026 that the regulation would enter into force on 6 October 2026, quoting the Secretariat of Economic Development: “La nueva normativa establece una regla clara: solo podrá comercializarse cemento registrado, con calidad comprobada, información clara y condiciones adecuadas de almacenamiento.” Read the dated report here: TNH report of 2 October 2026.
The report mentioned several companies with registered products at that time. That was a dated news account, not a live exhaustive register and not proof that a particular bag on a shelf is currently registered. For a current purchase, rely on the label, the seller’s documentation and confirmation through the ANC or SDE channels rather than on a historical company list.
Bottom line for a Honduran buyer
Before paying, match the bag’s cement type and ASTM classification to the project, then verify the complete Spanish label: origin, manufacture and packing dates, the 60-day maximum recommended-use interval, lot, storage and safety instructions, net mass, responsible company and address, and ANC registration number. Imported-cement test reports, product opinions and customs papers belong mainly to the importer and regulator. Your practical protection is to buy a sealed, dry, traceable bag, keep the receipt and label photographs, and stop when any required information is missing or contradictory.
