The best replacement depends on what the project must accomplish. For remote design, coordination and stakeholder review, use a shared building information model (BIM) managed in a common data environment (CDE), then add a venue digital twin or VR, AR or MR visualisation when people need to understand space, sightlines or operating scenarios. Those tools can replace many meetings and some in-person review work. They cannot replace a physical venue when the project must accommodate spectators or stage an event.
For event hosting, compare an existing venue adaptation and temporary infrastructure against capacity, access, circulation, facilities, safety, planning approvals, schedule and site impacts. The right answer is therefore a decision about function, not a single piece of software or a headset.

Start by defining what “replace” means
The phrase can describe two very different requirements. A remote development team may be asking how to replace physical design reviews, coordination meetings and site walk-throughs. Alternatively, an organiser may be asking how to replace the stadium itself as an event venue. Treating those as the same problem leads to poor specifications and unrealistic expectations.
Replacing in-person development work
A coordinated digital model can become the shared reference for architects, engineers, the client, contractor, operator and external stakeholders. Drawings, model elements, decisions, revisions and approvals are linked to the same information workflow. Participants can review the current design from different locations instead of relying on disconnected files or a series of site meetings.

FIFA’s Stadium Guidelines says that “the digital workflow allows interaction and engagement with external stakeholders, interested parties and supporters alike.” It also recommends a higher BIM utilisation level for larger, more complex stadiums, with BIM maturity Level 2 or Level 3. This is guidance for stadium projects, not a guarantee that every software package or team will deliver the same result.
Replacing the physical venue for an event
A digital model, digital twin or immersive visualisation cannot provide seating, toilets, access routes, emergency egress, broadcast compounds, concessions, loading areas or a safe structure. If spectators must attend in person, the practical alternatives are usually:
- adapt an existing stadium, arena or other suitable venue;
- combine several existing venues with temporary event infrastructure;
- build a temporary or demountable venue where the site, approvals and programme allow it; or
- change the event format so that a physical stadium is no longer required.
Digital tools still help in this scenario, but as planning and assurance layers rather than as the venue itself.

The strongest remote-design replacement: BIM in a common data environment
What the combination provides
BIM is the structured digital representation of the building and its systems. A CDE is the controlled place where project information is collected, reviewed, issued and retained. Used together, they give a remote team one current source for geometry, documents, comments, approvals and change history.
The model can show the bowl, roof, structure, façade, seating, concourses, services and site interfaces. The CDE governs which information is work in progress, shared for coordination, authorised for use or archived. That distinction matters: a visually impressive model is not automatically an approved construction document.

Use information requirements before software selection
Define what each participant must decide and what information is needed at each stage. A client may need capacity and sightline decisions; an operator may need maintenance access and replacement strategies; a contractor may need coordinated geometry, sequencing and temporary works information. Set naming, revision, approval and exchange rules before teams begin uploading files.
ISO 19650 is a useful framework for organising information management. An Autodesk University stadium-renovation case description reports that more than 30 firms were aligned through ISO 19650 standards in a CDE, with 11 construction teams involved. That is a project example from a 2024 session description, not independent proof that one platform or process is universally best.
Quick wins for a faster PC:

FIFA describes BIM dimensions that can connect the model to wider project decisions:
- 3D: coordinated geometry and spatial relationships.
- 4D: construction sequencing and programme information.
- 5D: cost and quantity information.
- 6D: lifecycle and operational information.
Not every project needs every dimension at the same depth. The useful test is whether the information answers a decision the team actually has to make. Adding data that nobody maintains creates confidence without control.
How a remote team should run a stadium design review
- List the decisions. Separate design approval, clash resolution, construction planning, cost review, operational planning and stakeholder communication. Give each decision an owner and due date.
- Set the information requirements. Define required model elements, drawing status, file formats, naming conventions, revision rules, approval gates and security permissions for each stage.
- Establish the CDE. Create controlled work-in-progress, shared, authorised and archived areas. Make the current approved issue obvious and prevent superseded files being mistaken for live information.
- Federate discipline models. Bring architectural, structural, civil, building-services, seating, specialist systems and temporary-works information together for coordination. Keep authoring responsibility with the relevant discipline.
- Run structured checks. Record clashes, access conflicts, sightline issues, maintenance constraints and unresolved assumptions as assigned actions rather than informal meeting comments.
- Review with the right view. Use plans and sections for technical decisions, model views for coordination, and immersive views for spatial understanding. A headset should not be used to hide missing dimensions or unresolved requirements.
- Publish decisions back to the CDE. Capture the decision, responsible person, affected objects or documents, approval status and next action. This creates an auditable record for remote participants.
- Reissue and verify. After changes, check that linked drawings, quantities, sequences and visualisations reflect the same revision. Do not treat a rendered image as evidence that every underlying model has been updated.
Add a venue digital twin for spatial and operational questions
What a digital twin contributes
A venue digital twin is an interactive virtual representation of a venue that can be viewed remotely and used to scenario-plan. The VenueTwin description from OnePlan presents this type of service as a way to inspect venue space and test possible arrangements. Such a system is most valuable when the question is “what happens if we change the layout, route or operating plan?” rather than simply “what does the building look like?”

Depending on the information connected to it, a twin may help teams explore seating layouts, hospitality zones, workforce positions, access routes, event overlays, temporary facilities or operational scenarios. The twin should draw from controlled project information; otherwise it becomes a separate visual mock-up that can drift away from the design.
Where VR, AR and MR fit
FIFA identifies virtual reality (VR), augmented reality (AR) and mixed reality (MR) as possible ways to view stadium visualisations, including showing views from seats before completion.
- VR places a participant inside a rendered or model-based environment. It is useful for sightlines, scale, wayfinding and stakeholder understanding.
- AR overlays digital information on the physical world. On a site, it can help compare installed work with the model, provided alignment and device accuracy are adequate.
- MR allows virtual objects and the real environment to be considered together, which can support spatial coordination and demonstrations.
These are presentation and review layers. They do not replace the BIM, CDE, approvals, engineering analysis or physical inspections. A headset is only useful when the underlying visualisation is current and when the review question benefits from immersion.
Physical alternatives when spectators still need a venue
| Option | What it can replace | Key checks | Main limitation |
|---|---|---|---|
| Existing venue adaptation | Some or all of a new permanent stadium | Capacity, sightlines, accessibility, circulation, structural loading, facilities, broadcast and event approvals | Existing geometry and infrastructure may constrain the event |
| Temporary or demountable infrastructure | Permanent new construction for a defined event period | Site suitability, foundations, weather, fire and life safety, transport, assembly time, dismantling and approvals | Short programme and temporary systems can increase coordination risk |
| Multiple existing venues | One large building where activities can be distributed | Travel between sites, consistent security, ticketing, broadcast, scheduling and spectator experience | Operational complexity and reduced concentration of spectators |
| Digital-only or broadcast format | The need for a spectator venue at the point of delivery | Production, connectivity, audience access, rights and participant experience | It is not a physical live-stadium substitute |
Adapt an existing venue carefully
Existing-venue use can reduce permanent construction, but “available seats” is not the same as event capacity. Check sightlines, accessible seating, crowd separation, queuing space, toilets, concessions, medical provision, loading, broadcast compounds, power, acoustics, roof or weather protection and emergency egress. Confirm whether the structure can support temporary stages, screens, lighting or hospitality installations.
Use temporary infrastructure as a designed system
Temporary stands, hospitality units, back-of-house buildings, shade, fencing, bridges, lighting and services must be designed, checked, installed and inspected. Their temporary status does not remove duties for structural safety, fire safety, accessibility, security or crowd management. Include dismantling, reinstatement and storage in the project plan from the start.

Apply site-selection tests
FIFA’s stadium guidance identifies adequate space and surrounding facilities, availability, planning approvals, accessibility and local impacts as site-selection considerations. Apply those tests to an existing venue or temporary site, not just to a new-build plot. A venue that appears large enough may fail because transport, pedestrian circulation, emergency access or neighbouring impacts cannot be managed.
LA28’s stated venue approach illustrates the use of existing venues and temporary infrastructure instead of relying solely on new permanent construction. It is an example of an event strategy, not a universal prescription; each project must test its own programme, approvals, commercial commitments and local conditions.

Common failure modes and how to correct them
Buying visualisation before defining decisions
A polished walkthrough can impress stakeholders while leaving unresolved capacity, accessibility or construction questions. Write the decision list first, then commission only the views and scenarios needed to answer it.
Calling a disconnected 3D model a digital twin
A model that has no controlled updates, operational data or scenario logic is a visual model, not necessarily a useful twin. Define what information the twin receives, who maintains it and how users know which revision they are seeing.
Letting remote files fragment
Email attachments and personal cloud folders make it difficult to establish the current issue. Use the CDE as the authoritative exchange location, with permissions and status codes that reflect the project’s information-management plan.

Assuming an existing venue is automatically suitable
Check the whole event system: arrivals, queues, accessible routes, security, toilets, concessions, medical response, loading, broadcast, evacuation and local traffic. Capacity alone cannot establish suitability.
Ignoring physical verification
Remote review can reduce travel, but it does not remove the need for surveys, inspections, testing, commissioning and statutory approvals. Use digital review to target physical checks, not to claim that they are unnecessary.
Cost, procurement and evidence limits
The available guidance does not establish a general price comparison between BIM platforms, CDEs, digital twins, VR equipment, existing-venue adaptation and temporary infrastructure. Costs depend on project scale, information requirements, integration, licensing, modelling effort, site work, approvals and the length of the event. Obtain current, project-specific quotations and require suppliers to state what implementation, training, data conversion, support and ongoing maintenance include.
FIFA guidance provides the planning and workflow principles. The Autodesk University case provides an example of large-team coordination under ISO 19650. The VenueTwin material describes a vendor’s product category and capabilities. None of these sources establishes a universally superior software stack or comparative performance result.
A practical recommendation
For a remote development project, begin with a shared BIM and CDE workflow, define information requirements and decision owners, and use model-based reviews as the formal coordination process. Add VR, AR or MR when immersion improves a specific review, and add a venue digital twin when interactive scenario planning or operational context justifies the extra data and maintenance.
If the goal is to host a physical event without building a large permanent stadium, assess existing venues first, then test temporary infrastructure or a distributed-venue strategy against capacity, accessibility, circulation, facilities, safety, approvals, site availability, schedule and local effects. Keep the digital environment as the coordination and planning backbone; do not present it as a substitute for the physical requirements of a live venue.
