ASTM E84

What Building-Code Tests and Certifications to Look for in Flame-Retardant Coatings

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose the fire test from the building use, not from the coating label. For an interior wall or ceiling finish, ASTM E84 (also published as UL 723 in many listings) provides comparative surface-burning results. NFPA 286 addresses how an interior finish contributes to room fire growth. NFPA 285 addresses fire propagation through certain exterior wall assemblies that contain combustible components. Those methods answer different code questions and cannot be substituted for one another.

Before accepting a claim such as “Class A” or “fire rated,” obtain the complete test report and the product’s listing or evaluation report. Confirm the tested substrate, coating thickness and application, curing, topcoat, installation details, code edition, and conditions of use. Then have the authority having jurisdiction (AHJ) confirm that the evidence applies to the project and the locally adopted code.

Start with the regulated use

The correct documentation depends on what the coating is doing in the building. A laboratory result is useful only when its test scenario matches the code provision governing the proposed installation.

Interior walls and ceilings

Interior finish provisions commonly address flame spread, smoke development, or the finish’s contribution to room fire growth. ASTM E84 or UL 723 may provide surface-burning data for an applicable finish. Where the code requires a room-corner or room-fire-growth route, NFPA 286 is the relevant type of evidence.

Exterior wall assemblies

When a wall contains combustible components, the issue may be fire propagation through the entire exterior wall construction. NFPA 285 evaluates that assembly behavior. A coating sample that performs well in a surface-burning test does not, by itself, establish NFPA 285 compliance.

Other applications

Roofs, concealed spaces, doors, ducts, structural protection, and special industrial uses can have different provisions. Do not select a test solely because a salesperson uses the words “fire retardant.” Identify the code section, occupancy, construction type, location, and substrate first.

What each major test actually tells you

Method or document Primary question What to verify What it does not establish
ASTM E84 / UL 723 How does the exposed surface compare in flame spread and smoke development under the specified tunnel-test conditions? Edition, specimen construction, substrate, coating application, curing, reported flame-spread and smoke-developed values, and the classification required by the code. It does not by itself define the coating as noncombustible or predict every real-fire hazard.
NFPA 286 How does an interior wall or ceiling finish contribute to fire growth in a room? Room configuration, exposure sequence, finish system, substrate, and the acceptance criteria in the adopted code edition. It is not a substitute for an exterior-wall assembly test.
NFPA 285 Does an exterior wall assembly containing combustible components resist fire propagation under the prescribed multi-story exposure? Complete wall build-up, interfaces, openings, insulation, membranes, cladding, joints, and approved configuration. A coating-only E84 result cannot establish assembly compliance.
Listing or evaluation report Is there technical evidence describing where and how this identified product may be used? Exact product identity, tested configuration, installation instructions, limitations, code edition, and issuing organization. It does not remove the AHJ’s responsibility to approve the proposed use.

ASTM E84 and UL 723: useful evidence with defined limits

ASTM International describes ASTM E84 as a comparative method conducted under specified fire-exposure conditions. The current ASTM page identifies edition E84-26a, updated April 15, 2026. The method compares surface flame spread and smoke density with select red-oak and fiber-cement-board surfaces; it is not a universal fire-safety test.

A report normally provides a flame-spread index and smoke-developed index, which a code may use to assign a surface-burning class. Ask which edition was used and whether the report covers the exact product and specimen proposed for the project. A result from a bare, noncombustible board may not represent a coating applied over wood, foam, gypsum, or another combustible substrate.

UL 723 is another designation encountered in product listings and specifications for surface-burning testing. Treat the method name, edition, laboratory scope, and listing language as the controlling details rather than assuming that two labels automatically provide identical project coverage.

Why “Class A” is not “fireproof”

“Class A” is a surface-burning classification under the applicable test and code framework. It does not mean that the coating cannot ignite, that the underlying material is noncombustible, or that a wall, ceiling, or exterior assembly will resist fire for a specified number of hours. The ASTM E84 significance statement expressly limits the method to comparative measurements under its defined exposure conditions.

NFPA 286: interior room fire-growth evidence

NFPA 286 evaluates the contribution of a wall or ceiling interior finish to fire growth in a room. It is a system-oriented test: the finish, substrate, joints, and installation arrangement form the specimen rather than an isolated label claim.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The 2021 International Building Code (IBC) acceptance criteria cited for this route include:

  • No flame spread to the ceiling during the 40 kW exposure.
  • No flame spread to the sample extremity.
  • No flashover.
  • Peak heat release of no more than 800 kW.
  • Total smoke released of no more than 1,000 m².

These are code acceptance values from the 2021 IBC, not universal limits for every jurisdiction. Local amendments or a later adopted code edition may change the applicable route or criteria. The report should identify the finish construction and the exact exposure sequence used so the code official can determine whether it is an acceptable alternative.

NFPA 285: an exterior wall assembly test

NFPA 285 addresses fire propagation through certain exterior wall assemblies containing combustible components. The specimen can include cladding, air cavities, insulation, water-resistive barriers, membranes, windows, spandrels, and other interfaces. The test question is whether the configured assembly limits vertical and lateral fire spread under the prescribed exposure.

Because the result belongs to an assembly, changing one component can invalidate the evidence. A different insulation, sheathing, membrane, cavity depth, fastener pattern, opening detail, or coating location may place the proposed wall outside the tested configuration. Request the full assembly description and installation drawings, not just a certificate bearing the words “NFPA 285.”

Why the substrate and application system control the result

Fire behavior depends on what lies beneath and beside the coating. NFPA committee and public-comment materials explain that an interior paint or coating should be tested on the same substrate, or on a representative substrate, and that effectiveness must be maintained under service conditions. They also discuss evaluating an overcoat together with the fire-retardant coating as a system.

For every report, record:

  • Substrate type, density, thickness, facing, and surface preparation.
  • Product name, formulation or revision, batch or identifier where listed, and number of coats.
  • Wet or dry film thickness, coverage rate, primer, dilution, and application method.
  • Cure time, temperature, humidity, and any conditioning before testing.
  • Topcoat or sealer identity and compatibility.
  • Specimen orientation, joints, edges, penetrations, and exposure conditions.

A coating tested over cement board may produce a favorable surface result while saying little about the same coating over timber or foam. Conversely, a report may be valid for a particular wood species, thickness, and application rate but not for a different substrate or a field-applied topcoat.

Test report, listing, and evaluation report are different documents

Laboratory test report

The report records what a laboratory tested, how it was prepared, and what happened under that method. Check the laboratory identity, standard edition, specimen details, measured results, deviations, and dates. A test report is evidence, not an unrestricted permission to use the product everywhere.

Product listing

A listing generally identifies a product and the uses or configurations recognized by the listing organization. Read the installation instructions and limitations attached to the listing. Verify that the product identifier on the container and submittal matches the listed item.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Evaluation report

UL explains that evaluation reports provide technical evidence to assist code authorities. They commonly describe the product, tested or analyzed configurations, installation conditions, and code references. UL also states that approval remains the responsibility of the code authority. An evaluation report therefore strengthens a submittal but does not replace AHJ review.

What to request before specifying or buying

  1. Identify the code path. Ask the designer or code consultant whether the project requires surface-burning data, NFPA 286, NFPA 285, a fire-resistance design, or another provision.
  2. Request the complete report. Do not rely on a brochure, label, or one-line “Class A” statement.
  3. Match the substrate. Compare the report’s substrate and thickness with the actual wall, ceiling, panel, timber, insulation, or sheathing.
  4. Match the application. Confirm coats, film thickness, coverage, primer, dilution, curing, and approved topcoats.
  5. Check the configuration. For an assembly test, compare every layer, joint, opening, cavity, and interface with the proposed details.
  6. Check the edition and jurisdiction. Note the standard edition and the locally adopted building-code edition, including amendments.
  7. Obtain written AHJ acceptance. Submit the report, listing or evaluation report, installation instructions, and drawings through the project’s normal approval process.

How to compare two coating submittals

Use the same fields for both products. A lower numerical index or a more impressive marketing phrase is not enough if the specimens or conditions differ.

Comparison field Questions to ask
Method and edition Was the same standard and edition used, and does it address the project’s code path?
Substrate and specimen Is the tested material, thickness, orientation, and construction representative?
Coating system Are product identity, coats, thickness, primer, cure, and topcoat the same?
Result What measured values and acceptance criteria are reported, and who set the criteria?
Scope of documentation Does a listing or evaluation report identify the exact configuration and limitations?
Code applicability Does the evidence cite the adopted code edition and fit the project jurisdiction?

Final approval belongs to the project’s AHJ

Building codes are adopted and amended by jurisdictions. The 2021 IBC criteria quoted for NFPA 286 may not be the provisions enforced at your site. The AHJ may also require a particular listing, an evaluation report, a tested assembly, field inspection, or additional documentation.

For a defensible submittal, identify the local code edition, cite the applicable section, attach the full test and listing documents, mark the tested configuration against the drawings, and state every limitation. A product label can start the inquiry; only evidence matched to the project and accepted by the AHJ can close it.
