The main barriers are the energy required to separate carbon dioxide, high capital and operating costs, difficult plant-specific retrofits, missing transport and storage infrastructure, technology and delivery risk, and weak demand for higher-priced low-emissions cement. These problems reinforce one another: a capture unit can work technically yet remain uneconomic if a kiln cannot supply its added heat, the site has no room, or captured CO₂ has no permitted route to permanent storage.
Carbon capture is unusually important for cement because limestone calcination releases process CO₂ that changing kiln fuels cannot eliminate. The International Energy Agency (IEA) says process emissions account for around two-thirds of emissions in a cement kiln and identifies CCUS as the only known route to widespread, deep reductions in conventional cement production short of closing the plant. Capture therefore addresses a chemistry problem, not just a fuel problem.

Why cement plants need carbon capture in the first place
Portland cement is made by heating limestone and other raw materials in a kiln. During calcination, calcium carbonate breaks down into lime and CO₂. The kiln also emits CO₂ from burning fuel to reach the required temperature. Switching to lower-carbon fuels can reduce combustion emissions, but it does not stop the calcination reaction.
The IEA states that “Process emissions account for around two-thirds of the emissions in a cement kiln.” (IEA, CCUS in Clean Energy Transitions.) Material efficiency, lower-carbon heat and supplementary cementitious materials can reduce emissions, but they do not remove the process CO₂ from a conventional clinker line. That is why capture is treated as a core option for deep decarbonisation rather than a replacement for every other measure.

1. Capture adds a substantial energy load
Heat for solvent regeneration
In a common post-combustion design, a chemical solvent absorbs CO₂ from kiln exhaust. The solvent must then be heated to release a concentrated CO₂ stream and be recycled. That regeneration step needs low- or medium-pressure steam or another source of thermal energy. A cement plant must find that heat without undermining kiln stability or increasing fossil-fuel use elsewhere.
Electricity for the capture island
Fans, pumps, compressors, cooling systems and CO₂ purification equipment consume electricity. The extra load can require a larger electrical connection, new substations or additional generation. Electricity availability and price therefore affect both engineering feasibility and operating cost.
An IEA innovation summary, using estimates attributed to ECRA (2017), reports capture rates of up to 95%, an additional 1–3.5 GJ of thermal energy and 50–90 kWh of electricity per tonne of clinker, plus sorbent replacement of 0.001–0.004 kg per kilogram of clinker. These are dated technical estimates published by the IEA in 2019, not guaranteed performance for every solvent, kiln or integration design. Actual loads depend on exhaust composition, capture rate, heat recovery, plant scale, ambient conditions and the selected process. See IEA, Innovation Gaps: Industry.

Capture equipment is not an isolated add-on. Steam extraction, waste-heat recovery, flue-gas cooling, gas cleaning and compression must be coordinated with a kiln that already operates continuously. A change in draft, gas temperature or pressure can affect production. The IEA’s 2018 cement roadmap highlighted uncertainty about integration costs, especially steam supply for solvent regeneration, because plant data were limited at that time. That historical warning illustrates why a feasibility study must use measured data from the actual kiln rather than a sector-average energy factor.
2. Capital and operating costs are high
The installation is a major industrial project
A capture project normally includes absorbers and regenerators, pumps, heat exchangers, gas treatment, compression, storage or loading systems, electrical upgrades, control systems and tie-ins to the kiln. Construction may require long outages or temporary operating restrictions. Financing must cover not only the capture unit but also utilities, civil works and the CO₂ connection.

An older IEA technical estimate put the cost of a new installation for a 2 million-tonne-per-year clinker plant at EUR 100–300 million. The estimate was reported in 2019 from ECRA 2017 and is not a current bid, universal project budget or directly comparable cost for every plant. Inflation, local construction prices, plant design, financing and the chosen capture route can change the figure materially.
Production-cost premiums are different from capture-unit costs
For a more recent sector-level comparison, the IEA’s 2025 Breakthrough Agenda Report estimates that early commercial near-zero-emissions cement plants using CCS could have production costs 75–150% above conventional plants, depending on region. The estimate uses 2024 energy prices, excludes explicit policy support such as subsidies or carbon pricing, and does not include regional variations in capital and non-energy operating expenses. It is a production-cost premium, not a price for the capture equipment alone. Details are in IEA, Breakthrough Agenda Report 2025: Cement and Concrete.

Cement is a competitive bulk material with tight margins and significant transport costs. A producer that raises its price without a buyer willing to pay for verified emissions reductions can lose market share. Operating expenses also rise with solvent replacement, maintenance, electricity, heat, water and CO₂ compression. The Global Cement and Concrete Association (GCCA) summarises the commercial problem plainly: “CO₂ capture is still expensive today.” (GCCA, Carbon capture and utilisation.)
3. Existing plants impose site-specific retrofit limits
Space and layout
Absorber columns, regenerators, compressors, tanks and access roads need substantial space. Older plants may have little room between the kiln, preheater, clinker cooler, storage buildings and property boundaries. Foundations, underground services and crane access can make an apparently open area unavailable. A new unit may also obstruct maintenance routes or require relocation of existing equipment.
Kiln size, age and operating pattern
Capacity, load factor, kiln type, age, efficiency and exhaust conditions influence the economics of capture. A large, efficiently operated kiln can spread fixed costs over more clinker, while a small or intermittently operated line may not. An old kiln nearing retirement may not justify a retrofit unless its remaining operating life is long enough to recover the investment.

Utilities and process compatibility
The plant must provide reliable heat, electricity, cooling and water while maintaining clinker quality. Flue gas contains dust, sulfur compounds, nitrogen oxides and other contaminants that can degrade solvents or increase pretreatment requirements. The capture design must match the actual gas stream and the plant’s control system. These are engineering questions, not values that can be answered from a generic capture percentage.

The IEA identifies capacity, load factor, plant type, available space, process integration and access to CO₂ transport and storage as decisive retrofit factors. Its CCUS analysis is available at IEA, CCUS in Clean Energy Transitions.
4. Captured CO₂ still needs a complete transport and storage chain
Transport is a project, not an afterthought
After separation and compression, CO₂ must be moved by pipeline, ship, rail, truck or a combination of modes. The route needs a design pressure, metering, materials compatible with the fluid, loading facilities and contingency arrangements. A kiln located far from a hub may face a costly connection or insufficient volume to justify dedicated infrastructure.
Storage must be permitted and demonstrably permanent
Permanent storage requires a suitable geological formation, characterization, monitoring, reporting and verification, as well as a clear allocation of long-term liability. Storage capacity near the plant may be unavailable, or a jurisdiction may not yet have rules for cross-border CO₂ movement. Permitting and liability requirements differ by jurisdiction, so a project cannot assume that a technically suitable reservoir is financeable.
Utilisation does not automatically solve the problem
Some projects plan to use CO₂ in products or industrial processes. The available market may be too small for cement-scale volumes, and the climate benefit depends on how long the carbon remains locked away. A use that releases CO₂ soon after sale is not equivalent to permanent geological storage. The GCCA notes that cooperation and development of a broader carbon economy are needed because capture costs and infrastructure requirements remain challenging.

5. Technology maturity and first-of-a-kind delivery risk
Different capture routes change different parts of the plant
Post-combustion chemical absorption treats kiln exhaust after combustion and is generally more adaptable to retrofits because it requires fewer fundamental changes to combustion equipment. It still needs substantial steam, electricity, gas cleaning and compression.
Oxy-fuel approaches use oxygen-rich combustion to produce an exhaust stream with a higher CO₂ concentration, but they require changes to combustion systems, oxygen supply and gas recirculation. The IEA’s 2019 innovation overview described oxy-fuel as needing scale-up beyond pilot work at that time. That is a historical maturity label; current status must be checked for the specific design and project.
No universal technology ranking exists
A responsible comparison considers:
- how much kiln and combustion equipment must change;
- capture rate, CO₂ purity and tolerance of impurities;
- thermal and electrical demand under local energy prices;
- capital, maintenance and consumables costs;
- available space, outage requirements and integration complexity;
- technology maturity, suppliers and first-of-a-kind delivery risk;
- transport distance, storage capacity and permanence; and
- carbon pricing, incentives, procurement rules and buyer commitments.
Because these variables differ by site, a plant-specific engineering and economic assessment is required before selecting a route.

Low-emissions cement needs a buyer
The IEA reports that demand commitments for near-zero and low-emissions cement remain limited. A producer may be technically ready but unable to secure a price premium or long-term contract. Public infrastructure agencies, building owners and contractors can help by specifying emissions limits and buying verified lower-emissions cement rather than treating all cement as interchangeable.
Contracts can unlock financing
Firm offtake agreements and advance purchase agreements give a supplier clearer revenue visibility and can support a final investment decision. Without them, the producer carries the risk that future customers will not value the captured product enough to cover its higher production cost. Carbon prices, tax incentives, grants, contracts for difference and public procurement can alter that calculation, but their availability and eligibility depend on jurisdiction.

Definitions and measurement matter
Buyers need consistent rules for measuring cradle-to-gate emissions, accounting for captured CO₂, verifying storage and comparing clinker substitution. If different schemes use incompatible boundaries, a plant may not receive credit for a genuine reduction or may face duplicate reporting. Coordinated standards reduce that uncertainty and make long-term purchasing commitments more credible.
How the barriers compound in a real project
Each barrier can amplify another. Additional steam and electricity increase operating costs; higher costs require a premium; a premium requires dependable demand; dependable demand is harder to secure when transport and storage are uncertain; and uncertainty makes lenders cautious about funding a first-of-a-kind retrofit. A project can therefore fail its investment test even when the capture chemistry performs as designed.
For that reason, a capture proposal should be screened as an integrated chain rather than as an equipment purchase.

What would make deployment easier?
Deployment becomes more credible when several conditions arrive together: reliable low-carbon heat and electricity, standardized capture equipment, shared CO₂ networks, permitted storage hubs, transparent measurement rules, public procurement and buyers willing to sign long-term offtakes. Material efficiency and supplementary cementitious materials can reduce the amount of clinker that needs to be produced, lowering the scale and cost of capture while the infrastructure develops.
The U.S. Department of Energy published a fact sheet for its Industry Guide to Carbon Capture and Storage at Cement Plants on November 29, 2023, illustrating the type of project-specific guidance owners need before making an investment decision: DOE fact sheet.
Bottom line for a cement-plant owner
Carbon capture is difficult because it adds an energy-intensive process and a new industrial value chain to a low-margin plant. The decisive questions are not simply whether a solvent can capture CO₂, but whether the kiln can supply the added energy, the site can accommodate the equipment, the project can connect to permanent storage, and customers or policy mechanisms will pay for the resulting low-emissions cement. Sector figures provide useful context, but only a site-specific technical, commercial and regulatory assessment can establish whether a particular retrofit is viable.
