In Wales, “affordable housing” is a policy and planning category for homes made available to people whose needs are not met by the open market. The home must be affordable to an eligible household in its local market and remain available to future eligible households through secure arrangements. It can include social rent, intermediate rent and some low-cost home-ownership arrangements, so it does not mean one uniform rent, price or application route.
Whether you can access a particular home depends on the local council, housing association, scheme provider, your housing circumstances and sometimes local-connection rules. The practical starting point is to contact your council’s housing service and relevant providers, then check the tenure, total cost and eligibility rules for each home.

How Wales defines affordable housing
Welsh Government’s planning definition is based on need, local affordability and long-term availability. The Technical Advice Note 2 (TAN 2) glossary describes it as “housing provided to those whose needs are not met by the open market.” It adds that the home should meet eligible households’ needs at a cost they can afford, taking account of local incomes and house prices, and should remain affordable for future eligible households.

1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsThis means “affordable” is not simply a description of a cheap house. A home priced below another home in the same area may still be ordinary market housing. For planning purposes, the arrangement must be designed to serve eligible households and preserve that access over time. Read the full planning terminology in the Welsh Government’s TAN 2.

Affordability is local
There is no single Wales-wide income ceiling that determines eligibility for every affordable home. Local incomes, house prices and the type of housing need in an area all matter. A rent or purchase price that is manageable in one community may not be affordable in another, which is why councils and providers apply local assessments and scheme rules.
Not every low-cost home is affordable housing
TAN 2 distinguishes intermediate housing from “low cost market housing”. The Welsh Government says low-cost market housing is not affordable housing for the purpose of the land-use planning system. A discounted market home can therefore be cheaper than nearby properties without meeting the planning definition. Check the legal and allocation arrangements, not just the advertised price.
The main types of affordable housing
Social rent
Social rented homes are generally rented below market levels. They are provided by local authorities and Welsh registered social landlords, with rents governed through the Welsh Government Rent and Service Charge Standard. A social-rent tenancy is not the same as an intermediate-rent tenancy: the rent basis, allocation process and household circumstances considered can differ.
Intermediate housing
Intermediate housing costs more than social rent but less than market rent or market prices. Welsh Government examples include homes let at intermediate rents and equity-sharing arrangements such as Homebuy. The exact payment structure, eligibility test and resale or staircasing conditions depend on the scheme and provider.
Low-cost home ownership and shared ownership
Shared ownership is one possible route, not the definition of affordable housing itself. A household buys a share of a property and has an arrangement covering the remaining share; the buyer must assess the combined cost, including any rent or other payment on the unowned share, service charges, mortgage costs and future changes in payments. It can qualify as affordable housing where secure arrangements keep the home affordable for eligible households and later occupants.

Do not assume every shared-ownership listing has identical rules. Ask who owns the retained share, how additional shares can be bought, what happens on resale and how the affordability protection is maintained. Rent to Own–Wales is treated distinctly in official delivery statistics, so it should not be casually presented as interchangeable with every other ownership or equity-sharing scheme. The Welsh Government’s 2024–25 affordable housing delivery release explains how schemes are counted.
Specialist and supported provision
Affordable-housing delivery can include supported housing, homes for older people, extra-care housing, adapted homes and other needs-based provision. These are not automatically general-needs homes. A person may meet the broad definition of housing need and still be unsuitable for, or ineligible for, a particular specialist scheme.

Who affordable housing is for
The core group is households who cannot afford suitable market housing and whose needs are not met by the open market. “Household” can include a single person, a couple, a family, an older person or someone requiring an adapted or supported home. The relevant test is the household’s circumstances and the home’s local affordability, rather than a national label applied identically everywhere.
Housing need and local allocation rules
Local authorities assess housing need and generally manage housing registers, often working with housing associations. The council’s assessment may consider the suitability of your current home, homelessness risk, overcrowding, medical or disability-related requirements and other local priorities. The provider or scheme may then apply additional conditions.
Being eligible to join a register does not guarantee an offer of a particular home. Each listing can have its own bedroom, income, tenure, household or residency requirements. Ask the council or provider to explain which rules apply before you rely on an advertisement.

Local connection: an example, not a national rule
Some planning agreements protect homes for people with a connection to the area. Eryri National Park Authority says proposed occupiers of certain affordable homes must meet local-person criteria, with Section 106 legal agreements helping keep homes affordable for local people and future residents. That is an Eryri planning example, not a universal Wales-wide eligibility rule. Read the authority’s explanation at Eryri’s Affordable Housing planning page and check whether an equivalent condition applies to the home you are considering.

How to apply in Wales
There is no single application form for every tenure. Use this sequence to identify the right route without assuming that registration with one organisation covers all options.
- Contact your local council’s housing service. Ask for a housing-needs assessment and instructions for joining or updating the council’s housing register. The council can also explain homelessness advice and support; the Welsh Government’s current guidance is available at Homelessness, housing advice and support.
- Describe your circumstances accurately. Explain who will live with you, why your current accommodation is unsuitable, any accessibility or support needs and any immediate homelessness risk. The assessment outcome affects which homes and priority routes can be considered.
- Search the council and provider routes separately. Ask which registered social landlords operate locally and whether they advertise intermediate-rent, shared-ownership or other low-cost home-ownership opportunities outside the general social-housing register.
- Check the exact scheme conditions. Before applying, request the tenure, rent or price, service charges, household criteria, local-connection test, allocation method and documents required. Do not infer any of these from the word “affordable”.
- Compare the full ongoing cost. For rented homes, include rent and service charges. For ownership schemes, include the mortgage or payment for the share you buy, any payment on the retained share, service charges, insurance, maintenance responsibilities and likely transaction costs.
- Keep your application current. Tell the council or provider when your address, household, income, health, employment or homelessness situation changes. A changed circumstance can alter the assessment or the type of home for which you qualify.
If you are already homeless or at risk of losing your home, say so immediately. Housing advice and homelessness duties can involve different timescales and decisions from an ordinary housing-register application.
How to compare two affordable homes
Two homes carrying the same broad “affordable” label may create very different commitments. Use the following comparison before accepting an offer or signing an agreement.
| Question | What to check | Why it matters |
|---|---|---|
| What is the tenure? | Social rent, intermediate rent, shared ownership or another equity-sharing arrangement | The tenure determines the agreement, payment structure and route into the home. |
| What is the total ongoing cost? | Rent, service charges and, for ownership, costs attached to both the owned and unowned shares | A lower headline rent or price may not mean a lower monthly commitment. |
| Who is eligible? | Housing-need, income, household and any local-connection criteria | Eligibility is set locally and may differ between homes in the same area. |
| How is it allocated? | Council register, provider allocation, a scheme application or another process | Applying through the wrong route can delay or prevent consideration. |
| How is affordability protected? | Resale restrictions, Section 106 terms, staircasing rules and arrangements for later occupants | The planning definition expects affordability to continue for future eligible households. |
| Is the home suitable? | General-needs, adapted, supported, older-person or extra-care provision | A household may need a particular design or support package, not simply a lower cost. |

- Welsh registered social landlords delivered 2,681 affordable housing units in 2024–25, according to the Welsh Government’s release published on 13 November 2025.
- 2,203 of those units (82%) were social rented housing. The percentage is the share of the 2,681 units delivered by Welsh registered social landlords, not the share of all affordable homes in Wales.
- Those 2,203 social-rented units represented 60% of all additional housing delivered by all providers in 2024–25. The denominator is all additional housing delivered by all providers, so this is not a measure of the proportion of the existing housing stock.
- Welsh Government’s 2025-based estimates, released in 2026, indicate that around 35% of newly arising housing need over the next five years is expected to be for affordable housing. This is a forecast of newly arising need, not the percentage of current homes, applicants, vacancies or households who will receive a home.
The delivery figures are set out in Affordable housing provision: April 2024 to March 2025. The forward-looking estimate is explained in Estimates of additional housing need: 2025-based. Neither publication establishes a national waiting time, average rent or universal income threshold.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why the definition matters in planning and construction
For a development, the affordable-housing description affects how homes are planned, secured and occupied. Planning authorities may require mechanisms that keep a home available to eligible households beyond its first sale or letting. A Section 106 legal agreement is one example: in Eryri, such agreements are used to secure affordability for local people and future residents.
The Welsh Government’s affordable housing delivery scheme also covers different forms of provision, including social and intermediate options and needs-based accommodation. A project should therefore identify the intended tenure and users early, rather than treating “affordable” as a generic specification. Design, accessibility, management arrangements and long-term ownership or resale conditions all need to match the approved scheme.
Questions to resolve before a home is marketed
- Which tenure or tenures are being delivered, and who will own or manage them?
- What local evidence establishes the need and affordability level?
- What legal mechanism keeps the home available to future eligible households?
- Are any homes intended for supported, older-person, extra-care or adapted use?
- Which council, landlord or provider will assess applicants and administer allocations?
- How will service charges, maintenance responsibilities and future resale or staircasing be explained to occupants?
Common misunderstandings to avoid
“Affordable” means the same everywhere
It does not. Local incomes, prices, planning conditions and provider policies shape the practical meaning of a particular home.

A shared-ownership advert guarantees eligibility
Shared ownership is a route that may qualify under the definition, but each scheme has its own affordability, household and application rules. Check the provider’s terms and the full cost.
A local-person rule applies across Wales
Local-connection conditions can arise from a particular planning authority or legal agreement. The Eryri example should not be applied automatically to homes elsewhere.
A forecast of need is a list of available homes
The estimate that around 35% of newly arising need may be for affordable housing is a forward-looking planning measure. It does not tell you how many homes are vacant now or where an applicant sits on a register.

What to do next
For personal eligibility, contact your local council first and ask for a housing-needs assessment and the correct register or advice route. Then contact relevant housing associations or scheme providers about homes outside the council’s general register. For every property, obtain the written tenure, eligibility, locality, payment and long-term affordability conditions before making a decision. That approach reflects what affordable housing means in Wales: not one national price, but a locally administered arrangement intended to keep suitable homes accessible to eligible households over time.
