Under the U.S. Department of Justice (DOJ) 2010 ADA Standards, the play area must have an accessible route from the entry to the required ground-level and elevated play components, compliant entry and exit points, maneuvering and clear floor spaces, the required mix of accessible components, and surfaces that remain usable and safe. The entire playground does not have to be surfaced accessibly, but every required route, connection, clear space, turning space, and applicable use zone does.
Use the standards as the legal minimum, then make broader inclusive-design decisions about variety, reach ranges, social interaction, shade, sensory needs, and ease of supervision. The following checklist is intended for public-entity and public-accommodation projects designed, built, or altered under Sections 240 and 1008 of the 2010 ADA Standards.

Which ADA rules apply to a public playground?
Section 240 of the 2010 ADA Standards covers play areas for children ages 2 and over, while Section 1008 contains the technical requirements for play areas. The rules apply when a public entity or public accommodation designs, constructs, or alters a covered facility. A playground is not exempt simply because it is outdoors or because equipment is sold as accessible.
Separate play areas for different age groups are treated separately. If a site has one play area for toddlers and another for older children, each area must satisfy the applicable requirements. When construction is phased, each completed phase must leave the full play area compliant at that stage; a future phase cannot be used to justify an inaccessible interim condition.

There are narrow exceptions for family child-care facilities, certain relocations of components in existing play areas, amusement attractions, and alterations in which the ground surface is not changed. Those exceptions depend on the exact facts, so the project team should verify them against the regulation rather than assume that an existing playground is grandfathered.
Build an accessible route from the entry to play
Connect the entry, components, and exits
At least one accessible route must run within the play area. It must connect the play-area entry to the required ground-level play components and to the required elevated components, including the entry and exit points of those components. A route that stops at the edge of the playground, reaches only one feature, or bypasses the exit side of an elevated structure does not satisfy the connection requirement.
For soft-contained play structures, provide one accessible entry when the structure has three or fewer entry points, and two accessible entries when it has four or more. Count the structure’s actual entry points and show the compliant entries on the plans; labeling a nearby ramp outside the structure is not a substitute.

1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsUse the correct clear widths
| Route or condition | Minimum clear width | Important qualification |
|---|---|---|
| Ground-level accessible route | 60 inches (1,525 mm) generally | A route in a play area under 1,000 square feet may be 44 inches (1,120 mm) when the required turning-space condition is met. |
| Elevated accessible route | 36 inches (915 mm) generally | Short segments and other exceptions may apply under the standards. |
| Transfer system route | 24 inches (610 mm) may be permitted | Only in the circumstances defined by the standards, including certain routes between elevated components. |
Measure clear width between finished obstructions, not between nominal equipment dimensions. Account for guardrails, handrails, posts, edge protection, curbs, planters, and projecting play elements. Keep the route continuous through gates and transitions so a wheelchair or mobility device does not encounter a pinch point at the location where the drawing appears widest.

Choose ramps or a transfer system deliberately
Ramps connecting ground-level components in a play area have a maximum running slope of 1:16. A ramp connecting elevated components may rise no more than 12 inches (305 mm) per run. Landings, handrails, edge protection, and turning areas must also be coordinated with the applicable route provisions.
Transfer systems are allowed in defined circumstances and may form part of an accessible route between elevated components. They require a user to transfer from a mobility device to a transfer platform and then to the equipment. A transfer system can be useful where a ramp would consume too much space, but it is not equivalent to a ramp for every child or caregiver. During design review, compare the route’s continuity, platform size, transfer height, handholds, reach demands, and the number of elevated activities a child can actually reach.
Provide the required mix of ground-level and elevated components
Ground-level components must be sufficient and dispersed
The standards require a specified number and different types of ground-level play components based on the number of elevated play components provided. Use the regulatory table for the project’s exact count; do not substitute a single accessible panel for the required variety. Examples of component types can include manipulative, sensory, dramatic-play, and physical activities, but the compliance determination depends on the categories and quantities in the standard.

A better plan places accessible components along the same circulation network used by other children and near complementary activities, with sightlines that support shared play and supervision.

Serve at least half of the elevated components
When elevated play components are provided, at least 50 percent must be on an accessible route. The DOJ standard states: “Where elevated play components are provided, at least 50 percent shall be on an accessible route.” Calculate the percentage from the actual number of elevated components in the structure, document which components are served, and show the route to each component’s entry and exit. A ramp to the upper deck does not make every slide, climber, or platform accessible unless the route reaches the required component locations.
Design for integration, not just arithmetic
Meeting the percentage and component-count rules is the floor, not the goal. Compare alternatives by asking how many kinds of play are reachable, whether children can move between activities without backtracking, and whether a child using a wheelchair can participate beside peers. A route that technically reaches half the elevated components but leaves all cooperative or high-interest activities inaccessible provides less inclusion than a slightly different arrangement with the same equipment count.
Plan maneuvering, turning, and clear floor spaces
Provide at least one turning space on the same level as play components. If swings are provided, locate a turning space immediately adjacent to the swings so a child can approach, position, and leave without reversing through an obstructed route. Show the turning space on the site plan rather than assuming that open space somewhere in the use zone will work.
Each accessible play component also needs the required clear floor or ground space for approach and use. Clear spaces and accessible routes may overlap where the standards allow it, but overlap cannot create a conflict with another user’s maneuvering area, a fall zone, a gate swing, or a moving swing. Check the occupied dimensions of wheelchairs and other mobility devices, not only the footprint of the equipment.

Make play tables and interactive features usable
Where play tables are provided, the accessible table needs knee clearance at least 24 inches high, 17 inches deep, and 30 inches wide under the standard. Coordinate these dimensions with the table’s supports, panels, loose parts, and drainage so the measured clearance remains available after installation.
For manipulative and interactive features, consider children’s wheelchair reach ranges, shoulder height, approach direction, and the ability to operate controls with one hand. A control placed within an adult reach range may still be unusable for a child. Put interactive elements along the accessible route and provide enough adjacent clear space for a child and caregiver to participate together.
Specify surfacing that is accessible, safe, and maintainable
Know what must be accessible
The ADA minimum does not require every square foot of the playground surface to be accessible. The U.S. Access Board explains that accessibility standards are minimum standards and do not require the entire play surface area to be accessible. The required accessible route, clear floor and ground spaces, and turning spaces must comply with the standards. Surfaces in use zones must also meet the applicable impact-attenuation requirements.

A surface can be firm enough for a route yet fail the impact requirement in a fall zone, or pass at installation and become inaccessible later.

Design for drainage and inspection
Coordinate slopes, edges, drains, transitions, and retaining details so water does not wash out loose fill or leave depressions in the accessible route. Keep joints, seams, and changes in level within the applicable limits, and prevent landscape mulch, sand, or gravel from migrating onto the route.
DOJ guidance warns that a surface meeting ASTM criteria when installed can become inaccessible without ongoing maintenance. Put inspection, repair, and replacement procedures in the operating plan. The plan should identify who checks route firmness and levelness, how often use zones are measured, what condition triggers closure, and how damaged surfacing is restored and retested.

| Decision area | What to compare | Questions for the project team |
|---|---|---|
| Route continuity | Entry-to-component path, gates, decks, exits, and transitions | Does one continuous route reach every required connection without a dead end or narrow pinch point? |
| Component coverage | Number and variety of ground-level and elevated activities served | Are the required counts met, and can children reach different kinds of play rather than repeated versions of one activity? |
| Ramps versus transfers | Space, slope, platform size, transfer height, and independence | Which option lets the greatest number of users reach the most activities with the fewest assistance points? |
| Widths and turning | Clear width, turning space, swing approach, and overlapping clear spaces | Can a child and caregiver maneuver without blocking another route or entering a moving-equipment zone? |
| Surfacing | Accessibility, impact attenuation, drainage, edge retention, and maintenance | Will the installed surface satisfy both route and fall-zone needs over its service life? |
| Integration | Shared circulation, social play, visibility, and supervision | Are accessible components part of the main play experience rather than grouped apart? |
Use this comparison in the concept phase, before equipment locations are fixed. A product can have an accessible label and still produce an inaccessible site when its route, landing, use zone, or connection to other components is poorly arranged.
A practical compliance workflow for owners and designers
- Define the scope. Identify the public entity or public accommodation, the age groups, whether the work is new construction or an alteration, and whether any claimed exception actually applies.
- Map the play areas. Draw each age-specific play area separately, mark every entry and exit, and identify the number of elevated and ground-level components.
- Calculate the component obligations. Use the Section 240 table to determine the required number and types of ground-level components, then identify at least 50 percent of elevated components for accessible-route service.
- Draw the route first. Lay out the entry-to-component route with clear widths, turning spaces, gates, ramps, transfer platforms, and all elevated entries and exits before placing decorative features.
- Check maneuvering and reach. Add clear floor or ground spaces at components, the same-level turning space, the swing-adjacent turning space, and child-appropriate reach zones for controls and tables.
- Specify surfaces. Identify route and clear-space surfacing, impact-attenuation zones, ASTM documentation, drainage, edge containment, and transition details.
- Review integration. Walk the plan as a child using a wheelchair and as a caregiver accompanying that child. Check whether the route reaches varied, high-interest, cooperative activities.
- Document maintenance. Include inspection frequencies, repair responsibilities, closure criteria, replacement materials, and post-repair testing in the owner’s operations documents.
- Verify in the field. Measure installed clear widths, slopes, platform dimensions, knee clearance, turning spaces, surface condition, and component connections. Correct deviations before opening.
Common failures and how to correct them
- Accessible parking or a sidewalk stops at the playground gate: extend the accessible route through the play-area entry and to the required components.
- A ramp reaches one deck but not the required elevated activities: revise the deck circulation or add compliant connections so at least half of the elevated components are actually served.
- Accessible components are grouped in a separate corner: redistribute required ground-level components along the main play circulation and beside complementary activities.
- The route is shown as 60 inches on the plan but narrows in construction: measure between finished obstructions, including rails, curbs, posts, gates, and edge restraints.
- A swing has open space only several feet away: place the required turning space immediately adjacent to the swing and keep it outside conflicting moving-equipment areas.
- Surfacing passes at opening but fails later: implement scheduled inspections, replenish or repair the material, and retest when the surface no longer meets accessibility or impact criteria.
- A transfer platform is treated as a universal substitute for a ramp: evaluate user independence and provide ramp access where the project and applicable requirements call for it.
What to include in the construction and closeout package
Keep an accessible-route plan with measured widths, slopes, turning spaces, component connections, and entry and exit points. Include the component-count calculation, the list of elevated components served, table knee-clearance details, transfer and ramp sections, and product-specific surface test documentation. At closeout, record field measurements and the maintenance schedule so the owner can preserve compliance rather than treating accessibility as a one-time inspection item.
The legal test is whether the completed play area meets the applicable ADA minimums. The better design test is whether children with different mobility, strength, reach, and balance can join the same play experience, move between activities, and remain part of the group. Use both tests when approving the final layout.
