A regeneration partnership with Homes England does not, by itself, tell you whether your home will be demolished, whether you must move, what rent you will pay, or what compensation you will receive. Homes England works with local authorities, housing associations, developers and other partners; the practical effect on residents is set by the named local scheme, its timetable and its written resident offer.
If you have heard that your estate or neighbourhood is part of such a partnership, ask for the scheme plan, programme, consultation timetable and residents’ charter (or equivalent offer). Then check the terms for your exact tenure—secure tenant, leaseholder, freeholder, private renter or another category—rather than relying on a general announcement.

What “partnership with Homes England” means
Homes England is the public body that supports housing and place-making in England. It can bring land, capital, expertise, statutory powers and influence, while local authorities and delivery partners determine how a particular regeneration project is designed and implemented. In an announcement dated 18 December 2025, Homes England described a regional operating model intended to provide solutions aligned with local priorities, with the model planned to come into effect in April 2026.

A project might involve new homes, refurbishment, roads, public spaces, community facilities or a combination. The name of the partnership alone cannot establish that any particular address is included.

Homes England’s Chief Executive, Amy Rees CB, said: “Collaboration is vital to creating the new homes and thriving places that communities want and need.” This explains the agency’s approach, not the result for an individual household. The legally and practically important documents are the local plan, planning and land documents, consultation materials and the written resident offer.
Why your tenure changes the answer
Regeneration proposals affect people differently. National estate-regeneration guidance recommends that a residents’ charter distinguish between groups rather than treating everyone as having identical rights. Your tenancy or ownership documents, where you live, and how the scheme is funded will all matter.
Secure tenants
Ask whether your tenancy remains secure during and after the works, what rent level will apply in a replacement home, and whether you can stay on the estate. The local offer should explain housing choices, the expected number of moves and how the landlord will manage temporary or permanent relocation. Do not assume that a new-build tenancy automatically carries the same rent or terms as your current home.
Leaseholders and resident freeholders
Find out whether the proposal involves buying your home, offering another property, shared ownership or an equity arrangement. Check how any valuation will be made, who pays legal and moving costs, what happens to service charges, and whether a replacement property is offered on equivalent terms. A leaseholder’s remaining term can be significant, particularly if compulsory purchase is later proposed.
Non-resident homeowners
If you own a property but do not live there, the resident protections designed for occupants may not apply in the same way. Ask about notice, valuation, acquisition arrangements and your tenants’ position. Keep your correspondence address and ownership records up to date with the landlord, council or acquiring authority.

Private renters
A private renter may have a different notice, rehousing and compensation position from a social tenant or owner-occupier. Ask who your landlord is dealing with, whether your tenancy can continue during works, what notice period applies, and whether the scheme provides help with finding another rental home. Do not infer rights from an offer made to another resident group.
The documents to request before making decisions
Written information is more reliable than a meeting summary or rumour. Request copies, or a clear web link supplied by the local authority or landlord, to the following:
- Scheme plan and boundary: the map or address list showing which buildings, roads and facilities are included, excluded or subject to a later phase.
- Programme and phasing: anticipated design, planning, acquisition, decanting, construction and completion dates, with the dependencies that could change them.
- Residents’ charter or equivalent offer: the commitments for each resident group, including housing choices, rent or ownership terms, moving arrangements and support.
- Consultation and participation plan: how residents can comment, what decisions remain open, and how feedback will be recorded and answered.
- Landlord or council policy: the policy governing allocations, temporary moves, compensation, service charges, repairs and complaints.
- Compulsory-purchase information, if mentioned: the acquiring authority, draft or confirmed orders, notices, objection deadlines and contact details for claims.
Ask the organisation providing the documents to identify the version date. Regeneration plans change, and an old leaflet may not reflect the current design or legal position.
Will you have to move?
A partnership announcement does not answer that question. Some schemes refurbish occupied homes, some rebuild part of an estate, and some combine both approaches. A move may be unnecessary, temporary, voluntary, required for a particular phase, or permanent. The local offer should state which categories apply and how many moves are expected.
National estate-regeneration guidance encourages early, continuing discussion of the estate plan and each resident’s housing needs and choices. It also aims to protect community ties and says that, where possible, residents should move only once to a new home on the estate. These are guidance points, not an automatic entitlement to remain in one building or to receive a particular property.

- Is my address in the current phase, a later phase or outside the scheme?
- Would any move be temporary or permanent, and who decides?
- How many moves are expected before I return or settle permanently?
- What size, type and location of home would be offered?
- How would the proposal affect access to family, friends, work, schools, care and transport?
What could happen to rent, ownership and the replacement home?
The residents’ charter template identifies several subjects that a local offer may cover: housing options; secure tenants’ rights and rent levels; buy-back, shared-ownership or equity options; energy-efficiency improvements; disturbance payments and their criteria; support for vulnerable residents; participation opportunities; and maintenance of homes, shared spaces and local infrastructure while work continues.
“May cover” is important. The national template is a checklist for developing a local offer, not a guarantee that every scheme provides every option. Compare the document with your current position. A proposed home could differ in rent, service charge, lease length, council-tax band, energy performance, accessibility, bedroom number or distance from your present address.
Request an individual written assessment if anyone in your household is elderly, disabled, receiving care, expecting a child or otherwise vulnerable. Explain adaptations, medical needs, support networks, school arrangements and employment travel in writing. Keep copies of evidence and ask how the information will influence the offer.
If compulsory purchase is involved
Compulsory purchase (often abbreviated to CPO) is a separate legal process from partnership working. An acquiring authority must follow statutory procedures, and compensation depends on your interest in the property, occupation, valuation date and other facts. A regeneration partnership does not automatically create a CPO or the right to a payment.

How compensation is generally assessed
The official compulsory-purchase guidance says compensation is generally based on the market value of the relevant interest at the applicable valuation date. The “no-scheme principle” means that increases or decreases caused by the acquiring authority’s proposed scheme, or its prospect, are disregarded when the value is assessed. The detailed calculation can be technical, particularly where development potential, partial acquisition or business effects are involved.
Home-loss payments in England
A person who actually lives in the property may qualify for a home-loss payment when the statutory conditions are met. The guidance includes requirements such as occupying the property as your only or main residence for at least one year before displacement and holding a qualifying interest or right to occupy.
| Qualifying claimant described in the guidance | Home-loss amount | Conditions and date qualification |
|---|---|---|
| Qualifying freeholder or leaseholder with at least three years left on the lease | 10% of the market value of the interest, subject to a minimum of £8,100 and a maximum of £81,000 | Prescribed amounts stated as effective from 1 October 2023; eligibility and current figures must be checked |
| Other qualifying claimants | £8,100 | Flat amount stated as effective from 1 October 2023; eligibility and current figure must be checked |
The guidance says these prescribed amounts may be reviewed. They are conditional CPO payments, not a standard benefit for everyone affected by regeneration. Before relying on a figure, confirm that the current guidance, your occupation history and your legal interest satisfy the rules.
Rehousing and disturbance
The guidance describes a duty for a local housing authority to rehouse a resident displaced by compulsory purchase when no suitable alternative accommodation is available on reasonable terms, subject to conditions. One condition it identifies is residence from the date the CPO notice was published. The duty is therefore fact-specific; it should not be presented as a universal promise that every displaced person receives a particular home.
Short-term tenants and other lawful occupiers may have limited disturbance claims. The amount and items that can be claimed depend on the legal basis of occupation and the evidence of costs. Keep receipts for removals, storage, reconnection of services and other reasonable expenses, and ask the acquiring authority which costs it will consider.

When to obtain independent advice
If you receive a formal notice, disagree with a valuation or believe the acquisition causes a material detriment, consider advice from an appropriately qualified independent surveyor or housing solicitor. The compulsory-purchase guidance identifies technical disputes, including appropriate alternative development and material-detriment claims, where professional input can be important. Check qualifications, fees and conflicts of interest before instructing anyone.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to compare a local offer
Use the same questions for every option and record answers with the document date. This prevents a headline promise from obscuring costs or conditions that apply only to one resident group.
| Topic | Questions to put to the council, landlord or delivery body |
|---|---|
| Eligibility | Which resident groups qualify, and what evidence or deadlines apply? |
| Home offered | What size, tenure, location, accessibility standard and energy performance will be provided? |
| Rent and ownership | What rent, service charge, lease term, purchase price or equity share would apply? |
| Moves | Is a move required, how many are expected, and who pays moving or storage costs? |
| Timing | Which dates are fixed, which depend on planning or funding, and how will changes be notified? |
| Support | What help is available for disability, health, caring, school, work or language needs? |
| Community facilities | How will repairs, communal areas, roads, play spaces and services be maintained during construction? |
| Challenge and complaints | Who reviews an individual offer, and what is the escalation or independent-review route? |
Protecting your position while plans develop
Keep your tenancy agreement, lease, title information, rent statements, service-charge records and correspondence together. Note every meeting date and follow verbal assurances with an email asking for confirmation. If you are offered a choice, ask for the deadline, the consequences of declining and whether the choice can be revisited if the scheme changes.

Pick the symptom - the matching free tool is one click away.
Continue paying rent, service charges or mortgage payments unless the responsible organisation formally tells you otherwise. Report repairs through the normal channel and record unresolved problems with photographs and reference numbers. A regeneration proposal does not remove existing obligations or repair rights.
Take part in consultation even when the proposal appears settled. Ask whether resident comments can alter the design, phasing, tenure mix or facilities, and request published responses to major issues. Encourage neighbours with different tenures to compare information, because an offer that is suitable for a secure tenant may not answer a leaseholder’s or private renter’s questions.
What can be established without a named project
Because this question does not identify a location, estate or agreement, no affected-address list, consultation timetable, resident vote, funding package, rent figure, replacement-home promise or displacement decision can be confirmed. There is also no single statistic that measures outcomes for all homeowners and renters involved in Homes England partnerships.
The reliable conclusion is narrower and more useful: Homes England partnership status signals collaboration around housing or place improvements, while your actual rights and choices come from the local scheme documents and, if applicable, compulsory-purchase law. Obtain the written offer, check the section that matches your tenure, and get case-specific advice before signing away an interest or accepting a move.
