In England, the local planning authority examines the proposal against the development plan and other material planning considerations. Nearby residents can inspect the plans, submit comments supporting or opposing the scheme, and follow the decision. The authority must consider relevant representations, but it decides how much weight each issue deserves; the number of objections does not decide the result.
The normal formal consultation period is 21 days, although the notice for a particular application controls and some public-service infrastructure applications have a shorter 18-day period. These rules apply to England, not automatically to Scotland, Wales or Northern Ireland.

What the process means for you
If a proposal is planned near your home, you have a right to understand what is proposed and make a representation. A representation may support the application, oppose it, or comment on particular details. You do not have to be an adjoining owner or even live close to the site: the Ministry of Housing, Communities and Local Government’s consultation guidance states, “Anyone can respond to a planning consultation.”
Your comments are part of the application record. They do not create a right to a personal meeting, a hearing or a particular outcome. The local planning authority (LPA) applies the relevant plan and policy framework, considers material planning issues and decides whether permission should be granted, refused or granted with conditions.

This article describes the England system. Your council’s planning register, publicity notice, local plan and application documents control the details of an individual case.
How an application moves through the system
| Stage | What the authority or applicant does | What a resident can do |
|---|---|---|
| Application and publicity | The applicant submits plans and supporting information. The LPA publishes the application on its register and may display a site notice or send neighbour notifications. | Locate the application, note the reference number and read the complete document set rather than relying on a description in a letter. |
| Consultation | The LPA invites representations and may consult statutory bodies or other organisations. | Submit a clear, evidence-based comment by the deadline shown in the notice. |
| Assessment | Planning officers assess the proposal against the development plan and material considerations, request information where needed and prepare a report or delegated decision. | Watch for amended plans, additional reports and revised consultation dates. Comment again if the authority invites further representations. |
| Decision | The LPA issues a written decision notice granting permission, granting it with conditions or refusing it. | Read the decision and conditions. Check the notice for any reference to your representation and for the route to challenge or appeal information. |
| Possible appeal | An applicant may appeal a refusal or, in some cases, conditions or non-determination. | Check the appeal notice promptly. Whether you can make a further representation depends on the appeal procedure. |
Find the application and read the evidence
Use the council’s planning register
Search the LPA’s online planning register, usually by address, postcode or application number. If an online record is unavailable or incomplete, use the contact details in the publicity notice to ask how to inspect the file. Registers and document names differ between authorities, so do not assume that a neighbour letter contains everything submitted.
Record the application number, site address, description of development, consultation closing date and the officer or planning-service contact shown on the record. A proposal described as a “change of use”, “material amendment” or “reserved matters” may have different issues from a new building, so read the formal description carefully.
Read the plans before forming a view
At minimum, check the location plan, block plan, existing and proposed floor plans, elevations, site sections, access and parking drawings, landscaping information and any design or access statement. Depending on the proposal, the file may also include transport, drainage, flood-risk, ecology, noise, heritage, trees, lighting, energy or contamination reports.

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque

Compare existing and proposed drawings. Look for the height and position of buildings, windows and balconies, boundary treatments, vehicle access, delivery areas, lighting, refuse storage, plant and hours of use. A concern is more useful when you can identify the drawing or document that shows it.
Deadlines and ways to comment
Check the notice, not a general calendar
Formal consultation normally lasts 21 days under England guidance. The publicity for your application gives the controlling closing date, and an authority may publish a later date when plans are amended or a fresh consultation is required. Certain public-service infrastructure consultations use an 18-day minimum. Submit before the stated deadline; a late comment may not be taken into account in the same way as a timely representation.
The council may accept comments through an online form, email or post. There is no single method that applies to every English authority. Follow the instructions on the register or site notice, include the application reference, identify yourself and state whether you support, oppose or are commenting on the proposal. Keep a copy of what you sent and the date of submission.
Who can respond
Anyone can make a representation. You do not need to prove that you were individually notified, own a neighbouring property or will suffer a direct loss. A group can send a coordinated response, but each person should explain their own planning concerns rather than submitting hundreds of identical statements. The authority may publish representations, including names and addresses, on the public file, so read the council’s privacy information before submitting.

What the authority can take into account
Planning is concerned with land use and the public interest. The decision must be made in accordance with the development plan unless material considerations indicate otherwise. The National Planning Policy Framework (NPPF) is a material consideration where relevant. The current NPPF decision-making chapter, published by MHCLG on 29 September 2026, says major development should be informed by early engagement with neighbours and the local community.
Whether an issue is material depends on the proposal and its circumstances. The authority decides the weight to give relevant matters; a point does not become decisive merely because many people raise it.
Issues that may be material
Investigate the plans and the policies that apply to the site. Depending on the scheme, relevant issues may include:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- the proposed use and whether it fits the site allocation, development plan and other applicable policies;
- the scale, height, massing, appearance and design of buildings;
- overlooking, loss of privacy, daylight or sunlight effects where these arise from the physical development and can be assessed through the plans;
- highway safety, access, parking, traffic movements, servicing and construction access;
- noise, disturbance, odour, lighting and activity associated with the proposed use;
- drainage, surface-water management, flood risk, tree loss, landscaping and biodiversity;
- effects on listed buildings, conservation areas, archaeological assets or valued landscapes;
- the effect of the development on living conditions, public spaces or other planning interests addressed by policy; and
- whether proposed conditions, mitigation or a legal obligation could make the development acceptable.
Make the connection between the issue and the proposal. For example, identify the proposed window on drawing A-203, explain which rooms or garden would be affected, and refer to the relevant local-plan policy if you know it. You do not need to write like a lawyer, but specific facts are easier for an officer to assess than a general statement that the scheme is “wrong”.

Concerns that are generally not material on their own
Government planning guidance says that a reduction in a neighbouring property’s value and the loss of private rights to light have generally not been treated as material planning considerations. Those matters may be important privately, but they are not normally reasons for the LPA to refuse planning permission.
Private disputes, boundary ownership, party-wall rights, restrictive covenants and access rights are usually handled through property or civil law rather than the planning decision. If a private issue also reveals a planning effect—such as a new access creating a highway-safety problem—describe the planning effect and provide evidence instead of relying only on the private grievance.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.How to write an effective objection or supporting comment
- Identify the application. Put the application number and site address at the top. State whether you support, oppose or are commenting on specified elements.
- Lead with the planning issue. Use a short heading such as “Overlooking from first-floor windows” or “Vehicle access and pedestrian safety”.
- Describe the practical effect. Explain what would happen, where and when. Distinguish an existing condition from a new effect created by the proposal.
- Point to evidence. Name the drawing, report, photograph or policy that supports your point. If a measurement is important, say how it was obtained and identify any uncertainty.
- Suggest a planning response where appropriate. A revised window position, obscure glazing, landscaping, acoustic treatment, delivery restriction or amended access may address a concern. Do not assume a condition can solve an impact that the plans fundamentally create.
- Keep private matters separate. You can mention personal circumstances for context, but focus the conclusion on the land-use effect that the LPA has power to assess.
- Send one coherent representation. Additional evidence can be submitted later if the register allows, but repeated copies of the same text rarely add weight.
A useful structure is: “The proposal would [specific change] at [location]. This would cause [planning effect] because [evidence]. It conflicts with [policy or design principle, if known]. I ask the authority to [refuse, amend or impose a specific planning condition].” This is guidance for clear writing, not a promise that a particular objection will change the decision.

Applicants may submit amended drawings, revised reports or additional information during assessment. Check the register after you comment. The authority decides whether an amendment is substantial enough to require further publicity or consultation; where it invites new representations, use the new deadline rather than relying on your earlier submission.

Read officer reports and consultation responses when they are published. They show which issues were treated as material, what technical consultees advised and whether mitigation or conditions were proposed. A report may address your concern even if it does not reproduce your wording.
Decision notices and notification
The LPA gives the applicant a written decision notice. England guidance also requires notice to certain people who made representations, including adjoining owners or occupiers in circumstances set by the rules. A grant may contain conditions controlling drawings, materials, hours, landscaping, drainage, access, noise or construction. Conditions are part of the permission, so read them with the approved plans.
If permission is refused, the notice must give clear and precise reasons. Those reasons identify the policy conflict or harm that the authority considered decisive. If permission is granted, the decision may explain why identified harm was outweighed or could be controlled by conditions. The decision notice, not an informal email or neighbour discussion, is the authoritative outcome.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteIf the applicant appeals
An applicant can appeal a refusal and certain other decisions. The Planning Inspectorate’s appeal procedure guidance applies to relevant applications dated on or after 1 April 2026 and was revised on 2 April 2026.
Do not assume that an appeal automatically creates a second consultation. For a Part 1 written-representations appeal, there is no further opportunity for interested parties to comment; representations made at application stage are sent to the inspector. Other appeal procedures generally allow interested parties such as neighbours to comment on most appeals. The authority normally tells you the relevant procedure, deadline and submission method in the appeal notice.
When you receive an appeal notice, read it immediately, check whether your original representation has been forwarded and follow the stated instructions. Address the inspector’s appeal questions and the decision reasons rather than simply resending an unchanged objection.
A practical resident’s checklist
- Confirm that the application is in England and identify the responsible LPA.
- Save the application number, site address, formal description and consultation deadline.
- Download the plans, supporting reports, officer documents and later amendments.
- Mark the drawings that show the issue you are raising.
- Check the local plan and any site-specific policy or designation.
- Separate material planning effects from property-value, private-rights and other civil-law concerns.
- Submit a concise representation using the council’s required channel before the deadline.
- Monitor the register for amendments, reports, committee dates and the decision notice.
- Keep the appeal notice if the applicant appeals and check whether further comments are permitted.
The key point for nearby residents
You have a meaningful opportunity to influence the evidence considered, but not a veto over development next door. The strongest representation links a specific feature of the proposal to a planning effect, evidence and an applicable policy. The LPA then decides the application under the development plan and relevant material considerations, weighing competing impacts and any mitigation.
