What a Construction Permit Filing Tells You About a New York City Development

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A New York City Department of Buildings (DOB) filing tells you that someone applied for construction work at a specific property, what broad category of work was proposed, and how far the application has progressed in the city’s administrative process. It does not, by itself, prove that construction started, that the work was completed, or that the building can be occupied. To understand a development reliably, trace the filing through its permits, inspections, completion or sign-off records, and any required Certificate of Occupancy.

What a DOB filing actually represents

DOB describes a job as an application submitted for construction work on a property. The range is wide: a job may cover alterations to one apartment in an existing building or construction of a new building containing many units. That means the existence of a filing is evidence of a proposed project, not a description of the project’s final outcome.

The filing can answer several useful first questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Which property and job identifier are involved?
  • What kind of work did the applicant say was planned?
  • Is the application in plan examination, approved, permitted, completed, or signed off?
  • Which permits, inspections, violations, or occupancy records are associated with it?
  • Was the application handled through standard plan examination or a professional-certification pathway?

Those answers must be kept separate. An approved application is not automatically a permit, and a permit is not proof that the permitted work was finished. A completed or signed-off job still may require occupancy documentation before a space can be legally used for its intended purpose.

Start with the property and the correct DOB system

Search by the street address or by the job number shown in the public record. Newer filings and online transactions are handled through DOB NOW: Build, while the Buildings Information System (BIS) contains job and property information such as applications, complaints, violations, actions, and inspections. Historic jobs and current filings can appear in different systems, so do not assume that one portal contains every record for an address.

Record the identifying details before interpreting the project:

  • Street address and any borough, block, and lot information displayed by the system.
  • Job number, application number, and the system in which the record appears.
  • Applicant, filing date, current status, and the latest status-update date when shown.
  • Links or references to related permits, inspections, documents, and certificates.

If two records have similar addresses or descriptions, the job number is the safer way to keep them separate. A property can have multiple simultaneous jobs, including separate architectural, structural, electrical, plumbing, demolition, or equipment-related filings.

Use the application type as a scope clue

DOB’s main application labels provide an initial classification. They are useful for screening a development, but they are not a replacement for the detailed work description, drawings, or approved plans.

Application type What the label indicates What to verify next
New Building (NB) Construction of a new structure. Read the job description and review associated foundation, structural, building, and occupancy records.
Alteration-CO Construction of a new structure or a major alteration that changes use, egress, or occupancy. Confirm the proposed use, egress changes, occupancy implications, and whether a new or amended Certificate of Occupancy is required.
Alteration (Alt) Work that does not change use, egress, or occupancy; the category covers multiple kinds of alteration work. Inspect the stated scope and related permits because an alteration can still involve substantial construction within the existing building.

The permit-type references used by DOB also include general construction, foundation, full demolition, electrical, plumbing, and structural work. One development can therefore have a principal application plus connected permits. A single filing may not describe every trade or phase needed to execute the project.

Separate application, approval, permit, completion, and sign-off

DOB’s status vocabulary describes different points in the lifecycle. Treating all of them as “approved” or “finished” is the most common way to misread a development record.

Record stage What it tells you What it does not establish
Application or plan examination The filing is being processed, and plans or documents may be under review for legal and zoning objections. That construction has started or that a permit has been issued.
Approved The application has satisfied the applicable approval step shown in the record. That the work is permitted for construction, completed, inspected, or ready for occupancy.
Permit issued DOB has issued a permit for the work, either partially or for the entire application, as the status specifies. That all work under the job is complete or that every related permit is active and closed.
Completed The job record indicates completion at the stage defined by the applicable DOB status. That every required inspection, document, sign-off, or occupancy certificate has been satisfied.
Signed off The record shows the required closeout action for that job or permit has been recorded. That a separate Certificate of Occupancy requirement is unnecessary.

Permit issuance can be recorded as partial or entire. When the status is partial, look for the specific scope covered by the issued permit rather than treating the whole application as construction-authorized. For a current assessment, read the status of the application and the corresponding work permit together.

Understand how the plans were reviewed

The standard path begins with an Applicant of Record, who must be a New York State Registered Design Professional: a Professional Engineer or Registered Architect. That professional submits the application, drawings, and required documents. A DOB plan examiner reviews the plans for legal and zoning objections; approval follows when the applicable objections have been resolved.

DOB also offers a Professional Certification Program. A qualifying design professional certifies that the plans comply with applicable requirements, allowing the plans to avoid the ordinary plan-review process. Professional certification is not the same as an absence of city oversight: DOB states that certified filings remain subject to audit.

Review pathway How it works How to interpret it
Standard plan examination DOB plan examiners review submitted plans and objections are addressed through the application process. The record reflects a city plan-examination path, but approval still does not prove construction or completion.
Professional certification A qualifying registered design professional certifies plan compliance and the filing avoids ordinary plan review. The filing remains subject to DOB audit; certification should not be described as a full independent review by a city examiner.

If the record identifies the pathway, state which one applies. If it does not, do not infer the review method from the existence of an approval alone.

How to investigate a development step by step

  1. Locate the authoritative record. Search the address or job number in DOB NOW: Build and BIS as appropriate. Note which system returned the record and keep the exact identifier.
  2. Capture the filing basics. Write down the application type, filing date, applicant, work description, current status, and any stated scope limitations.
  3. Read the detailed description. The application type is only a category. The description and available drawings or documents show whether the work concerns a unit, an addition, a change of use, structural work, demolition, or a new building.
  4. Check permit issuance. Find the related permit and determine whether issuance is partial or entire. A status of approved without a corresponding issued permit should not be presented as authorization to build.
  5. Follow inspections and related actions. Review associated inspections, violations, complaints, and other job actions in the public systems. These records can reveal unresolved conditions or separate work that affects the development’s practical status.
  6. Confirm closeout and occupancy. Look for completion, sign-off, a Letter of Completion where applicable, and a current or amended Certificate of Occupancy when the work changes occupancy or use.

Use the most recent status shown for the relevant job and permit, but preserve the earlier milestones. A project can move from application to approval and permit issuance while related permits remain open or while a required occupancy document is still pending.

What post-permit records can prove

Permits

A permit is the authorization record tied to a defined scope of work. Check whether it covers the entire application or only a portion. Also check whether separate foundation, demolition, structural, electrical, plumbing, or general-construction permits are listed. The absence of one expected related record in a particular search should prompt a broader check across the applicable DOB system, not an assumption that the work was never proposed.

Inspections and violations

Inspection entries and violations add operational context that the original application cannot provide. They may show that work was inspected, that an issue was identified, or that an action remains associated with the job. Read the status and dates of each item rather than treating the mere presence of an inspection as proof that every requirement passed.

Sign-off and Letter of Completion

DOB post-permit guidance distinguishes completion from the original filing. A Letter of Completion process can require the appropriate permit status, submitted documents, and applicable inspections. Confirm that those prerequisites are reflected in the record before describing a job as closed out.

Certificate of Occupancy

Some applications require a new or amended Certificate of Occupancy. Other work should be signed off when complete without changing the occupancy document. The relevant question is not whether every job has a certificate, but whether this job’s scope triggers one. When it does, verify the certificate itself rather than inferring legal occupancy from an approved application or an issued permit.

How to compare two NYC development filings

Use the same dimensions for both records and compare like with like. Status labels from BIS and DOB NOW may use different system definitions, so check the applicable status-code reference before drawing a conclusion.

Comparison axis Questions to ask
Scope Is each record a New Building, Alteration-CO, Alteration, demolition, or another permit type? Does the description match the development being investigated?
Stage Is each filing under examination, approved, permitted, completed, or signed off? Is permit issuance partial or entire?
Documents and plans What work is stated in the description, and which application documents or approved plans are available?
Related records Which permits, inspections, violations, actions, completion documents, and occupancy records are connected to each job?
Review pathway Does the record identify standard plan examination or professional certification?

This method prevents a common error: declaring one project “ahead” because its application says approved while the other record uses a different system or has already moved into a permit or closeout stage.

Common misreadings and how to correct them

  • “Approved” means construction has begun. Approval is an application milestone. Verify an issued permit and look for inspection or other post-permit activity.
  • An application is the complete project. One job may sit beside separate trade or phase permits. Search related records and do not rely on the headline application alone.
  • A New Building label proves a finished building exists. It identifies proposed construction of a new structure. Completion, sign-off, and occupancy evidence are separate questions.
  • Professional certification means DOB did not oversee the filing. Certified plans bypass ordinary plan examination but remain subject to DOB audit.
  • A sign-off always replaces a Certificate of Occupancy. Some work requires a new or amended certificate. Check the scope and the property’s occupancy records.
  • One portal contains the entire history. DOB NOW: Build and BIS serve different record needs, and historic and current jobs may be distributed between them.
  • A filing proves the owner’s final intent. It records the submitted application and its administrative path. Changes, withdrawals, superseding filings, or unbuilt proposals may produce a different physical result.

What a filing cannot tell you on its own

A filing by itself cannot establish the construction start date, the percentage of work completed, the quality of workmanship, the current physical condition of the site, or whether every related permit has been closed. It also cannot establish lawful occupancy when the applicable Certificate of Occupancy has not been confirmed.

Those limits do not make the record unhelpful. They define the correct claim. You can accurately say that an application was filed for a stated scope, identify its recorded stage, and report whether associated permits, inspections, sign-off, completion documentation, or occupancy records are present. You should not turn those facts into a broader statement that the development is built, operational, or ready for tenants without the corresponding evidence.

A practical reporting checklist

Before describing a New York City development, make sure your notes answer each applicable item:

  • Have you matched the address to the correct job number and DOB system?
  • Have you quoted the actual application type and work description rather than relying on a shorthand label?
  • Have you separated plan review, approval, permit issuance, completion, and sign-off?
  • Have you checked whether permit issuance is partial or entire?
  • Have you searched for related foundation, demolition, structural, electrical, plumbing, or general-construction permits?
  • Have you reviewed inspections, violations, and other job actions?
  • Have you identified the review pathway, if the record states standard examination or professional certification?
  • Have you verified a Letter of Completion or other closeout evidence when applicable?
  • Have you checked for a required new or amended Certificate of Occupancy?
  • Have you dated your description because individual filing statuses can change?

The resulting account is precise: the DOB record shows what work was applied for and where it stands in the regulatory process, while permits, inspections, closeout records, and occupancy documentation show how far the development has progressed toward lawful completion and use.
