Vonovia is reportedly set to stop starting new residential projects in Berlin after its homes already under construction are completed. The claim comes from a secondary report citing Business Insider, not from a confirmed company announcement. The same report describes a new push into fee-based services for outside property owners under the Veveus brand.
What is reported about Vonovia’s Berlin construction plans?
A report published on October 10, 2026, says CEO Luka Mucic has indicated Vonovia will not launch new residential projects in Berlin once current construction is finished. It puts about 1,000 apartments still under construction in the city. Both the reported pause and the apartment count should be treated as claims from the secondary report, which attributes its account to Business Insider; the Vonovia releases reviewed do not independently confirm either detail. The reported decision is specific to new starts in Berlin. It does not establish that Vonovia is abandoning existing projects, stopping maintenance or modernization, or ending development elsewhere.
How does the reported halt fit with Vonovia’s investment figures?
Vonovia’s published figures describe broader investment categories and group-wide activity; they do not quantify Berlin new-build spending on its own.

Vonovia’s Q1 release also retained a group-wide development-project ramp-up outlook. Its H1 release said rental and Value-add performance remained strong, reported about €700 million of disposals, and confirmed the company’s 2026 earnings guidance and 2028 outlook. Those statements concern the group, not the number or timing of projects in Berlin. See Vonovia’s H1 2026 release.
What is Veveus, and what is known about its scale?
The same secondary report describes Veveus as a brand for services to institutional third-party property owners, covering investment, asset, property, and facility management. It says about 75,000 apartments are managed for external owners. The reviewed official Vonovia material does not independently confirm the launch details or the unit count, so these should be attributed to the report rather than treated as verified company disclosures. How do development and third-party services differ?
New residential development requires capital for land, construction, and project delivery, exposing the developer to project and balance-sheet demands. Third-party management instead earns fees for services provided to owners; it does not require Vonovia to own every property it serves. These are distinct business models, but the available disclosures do not establish comparable segment margins or returns, so they do not show that fee services are more profitable than development.
The geographic scopes also differ: the reported pause concerns new residential starts in Berlin, while the reported Veveus service activity concerns properties managed for external owners and is not presented as Berlin-only. Vonovia’s official group-level development outlook does not resolve what it will build in the city.
