A ready-to-move home can let you inspect the actual unit and occupy it sooner, but only after you verify approvals, completion or occupancy documents, and the seller’s title. An under-construction home may offer a different price and payment schedule, yet you must fund the wait, accept uncertainty about delivery and finished quality, and confirm how GST applies to the specific transaction.
Make the decision by comparing each property’s complete expected outlay and month-by-month cash flow—not its advertised base price. In India, that means checking the agreement, state-specific charges, loan disbursement terms, rent, handover costs, project records and the documents establishing lawful completion.

What the comparison really involves
“Under construction” generally means the home has not reached the contractual and regulatory point at which possession can lawfully be handed over. “Ready to move” is marketing language unless the seller can show the relevant completion or occupancy documentation issued by the competent authority. A finished-looking building can still be awaiting a required certificate, and a possession offer does not by itself settle the tax or legal position.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
The choice has six separate dimensions:
- Total cost: agreed price, applicable GST, stamp duty, registration, financing, rent and handover charges.
- Time to occupancy: the date you can realistically move in after lawful possession, not merely the date a salesperson quotes.
- Cash-flow capacity: whether you can carry rent and construction-stage loan costs while waiting.
- Execution evidence: project registration, approvals, title, progress records and the contract’s protections.
- Ability to inspect: an actual unit and common areas versus drawings, specifications and work in progress.
- Risk tolerance: your ability to absorb a changed timeline or pursue a remedy if possession is late.
There is no verified market-wide figure establishing a typical discount, premium or delay for either category. Treat any claimed “usual” percentage as a seller-specific assertion unless it is supported by a dated, relevant source.

Build a complete cost comparison
Obtain the written offer, payment schedule, draft or registered agreement and lender estimate for both homes. Put every amount into one worksheet and separate one-time costs from monthly cash flow.
| Cost item | Under-construction home | Ready-to-move home | What to verify |
|---|---|---|---|
| Agreed consideration | Contract price plus any construction-linked instalments | Contract price payable under the sale arrangement | Unit, floor, orientation, carpet area and inclusions named in the agreement |
| Additional property charges | Parking, floor-rise, location, amenities and other stated charges | The same categories, plus any possession or transfer charges | Whether each charge is contractual, itemised and payable when claimed |
| GST | May apply depending on the completion-certificate or first-occupation threshold and transaction facts | Do not assume “ready” means GST-free; establish certificate status and payment dates | Certificate issued by the competent authority, first-occupation date and current notification |
| Stamp duty and registration | State-specific amount based on the actual buyer and property | State-specific amount based on the actual buyer and property | Current state schedule and the basis used for calculation |
| Accommodation while waiting | Rent and related moving or storage costs until lawful occupancy | Usually shorter, but include any gap before handover or registration | Realistic possession date and your notice period for existing housing |
| Loan interest and EMI cash flow | Staged disbursements can create pre-EMI interest and later full EMI obligations | Often a faster move to full disbursement and regular EMI | Lender’s disbursement schedule, interest method, rate and reset terms |
| Handover and running costs | Maintenance, utilities, society or association charges when specified | Immediate maintenance, utility deposits and society charges may begin at handover | Sale documents, possession letter and association or facility schedule |
| Delay or relocation scenario | Model additional rent, interest and a later move as a scenario | Model document or repair delays before occupation | Use scenarios, not an assumed probability of delay |
Calculate the expected outlay over the time horizon that matters to you:
total outlay = consideration + applicable taxes + stamp duty and registration + financing cost + accommodation cost + handover and utility charges
Then map the timing of each payment by month. A lower quoted price can lose its advantage once GST, rent, interest and transaction charges are added. Conversely, a completed home’s higher price may be offset by avoiding months of rent and construction-stage interest. Only the actual figures in your offer and loan documents can establish which is cheaper.
Separate cash price from cash flow
Two homes with the same total outlay can create very different financial pressure. For an under-construction purchase, mark every instalment trigger, the amount the lender will release, your own contribution and the interest payable before full disbursement. Add rent until the date you can legally occupy. For a completed home, identify when the lender expects registration, possession and full disbursement, and budget for the larger EMI that may start sooner.

Ask the lender for a written schedule rather than relying on a generic calculator. Confirm whether interest is charged only on amounts disbursed, how part-prepayments are treated, and what happens if construction milestones or documentation delay a drawdown.
How GST changes the comparison
GST treatment turns on the exact transaction, not the brochure label. Official GST material uses issuance of a completion certificate by the competent authority, or first occupation, whichever is earlier, as a key dividing point. The CBIC construction-services entry describes supplies of construction intended for sale before that threshold, subject to the classification, conditions and notification applicable to the apartment and project.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →In a 8 December 2018 Ministry of Finance release, the government stated: “It is brought to the notice of buyers of constructed property that there is no GST on sale of complex/ building and ready to move-in flats where sale takes place after issue of completion certificate by the competent authority.” The release also said GST applies to under-construction sales, or to ready-to-move flats where the certificate had not been issued at the time of sale. That statement explains the threshold but is not a substitute for checking the current notification and the facts of your purchase.
The GST Council’s 19 March 2019 implementation release described effective rates of 1% for specified affordable housing and 5% for other housing construction under the framework adopted then. Those figures have classifications and conditions and must not be applied mechanically to a present-day purchase. Have the seller and a qualified tax adviser confirm the current rate, project category, certificate status, payment dates and any conditions that apply.
Questions to put in writing
- Has the competent authority issued the completion certificate? If so, obtain its number, date and scope.
- Has any unit or the project been occupied, and on what documented date?
- When will each part of your consideration be received, and how does that timing interact with the threshold?
- What GST rate and notification does the seller rely on, and is the amount included in the quoted price or added separately?
- What happens to the tax amount if the certificate, possession date or payment schedule changes?
Do not treat a promise that a certificate is “expected soon” as proof that the transaction has crossed the threshold. Preserve the certificate and the seller’s tax explanation with your agreement and payment records.

RERA protection when possession is late
The Real Estate (Regulation and Development) Act, 2016 creates a framework intended to improve transparency and protect homebuyers. Before booking, check the project’s applicable state RERA registration and disclosures. Compare the possession date in the registered agreement with the project record, and read the clauses on milestones, extension, cancellation, interest and handover.
Section 18 addresses a promoter’s failure to complete or give possession according to the agreement. If the allottee withdraws, the promoter is liable on demand to return the amount received with prescribed interest and compensation as provided under the Act. If the allottee remains in the project, the promoter is liable for prescribed interest for every month of delay until possession. The exact route, rate, forum and process depend on the Act, applicable state rules, project facts and the agreement.
These remedies do not guarantee on-time delivery. They also do not remove the practical cost of finding temporary accommodation, servicing a loan or arranging a move. Use the RERA record and contract to assess evidence of execution, then decide whether your finances can absorb a wait while a claim is evaluated.
RERA and agreement checks
- Confirm the registration number, promoter identity, sanctioned plans and the possession date shown in the state RERA record.
- Check whether the unit, tower, phase and amenities in the agreement match the registered project disclosures.
- Read the clauses that define the start date, grace period, force-majeure events, buyer default, cancellation and interest.
- Verify the title and approvals supplied for the land and development, and note which approvals remain outstanding.
- Keep receipts, demand letters, construction updates and every written promise about possession.
What you can inspect before buying
Ready-to-move home
You can usually examine the actual unit, finishes, ventilation, natural light, visible defects, common areas, access roads, noise and the immediate surroundings. Inspect with a qualified independent professional if the seller permits access. Check that the measured layout and stated area match the agreement, and record defects with photographs before signing a possession or handover document.
Physical completion is not enough. Ask for the completion or occupancy documentation required by the competent authority, along with the title, sanctioned plan, fire and utility approvals where relevant to the property, and evidence that the unit being sold is the unit approved. A “ready-to-move” label alone proves none of these points.

Under-construction home
You are evaluating plans, specifications, samples, the construction record and the promoter’s ability to deliver. Visit the site to compare actual progress with the published schedule, but remember that visible work does not establish a lawful possession date or final quality. Confirm the materials, fittings, brands or performance standards promised in the agreement rather than relying on a showroom or verbal assurance.
Ask how changes to plans, amenities or common areas are approved, what remedy applies to a material deviation, and which items are included in the quoted consideration. Your inspection is necessarily provisional until the finished unit and common areas exist.
Documents to verify before signing
Use a property lawyer familiar with the state’s rules to review the document set. The following checklist is a starting point, not a substitute for legal advice.
- Project identity: state RERA registration and disclosures, phase, tower, unit number and promoter details.
- Title and authority: documents showing the seller’s right to sell, sanctioned plans, development permissions and approvals relevant to the property.
- Agreement: carpet area, specifications, price schedule, taxes, parking, amenities, possession date, delay interest, cancellation, handover and defect obligations.
- Completion evidence: completion or occupancy documentation issued by the competent authority for a completed home; do not rely on an informal possession letter alone.
- Tax record: GST explanation, certificate date, payment schedule and the notification or classification relied upon.
- Association and utilities: maintenance commencement, utility connections, deposits, common-area obligations and any society or association charges.
- Loan papers: sanction letter, disbursement conditions, interest rate and reset terms, prepayment rules and the lender’s estimate of interest during construction.
Have every promised inclusion or concession written into the agreement or an attached schedule. A brochure can be changed or withdrawn; a signed contractual description is easier to enforce.
Decision framework: which option fits your situation?
Choose completed inventory only after document verification when:
- You need a predictable move date and cannot comfortably pay rent alongside housing finance.
- You value inspecting the exact unit, finishes and surroundings before committing.
- The seller can produce the required completion or occupancy documentation, clear title and approvals.
- The all-in cost remains acceptable after registration, taxes, financing, maintenance and handover charges.
Consider an under-construction purchase when:
- Your move horizon is flexible and you have a reserve for additional rent, interest and moving costs.
- The project’s RERA record, approvals, title, progress and promoter disclosures withstand independent review.
- The agreement gives a clear possession date, payment milestones and understandable delay and cancellation terms.
- The tax treatment and lender schedule are confirmed for your exact transaction, not inferred from advertising.
- You accept that the finished unit and common areas cannot yet be inspected and that the timeline may change.
Pause or renegotiate when:
- The seller will not provide the certificate, RERA record, title documents or a complete cost sheet.
- The agreement’s possession date, grace period or delay remedy is vague or conflicts with the project record.
- GST is described only as “included” or “not applicable” without certificate and payment-date analysis.
- Your budget works only if rent ends on the earliest promised date.
- Loan approval depends on future documents or staged disbursements that have not been confirmed in writing.
Model delay instead of predicting it
No legal source establishes that a particular project will be delayed. Build at least three cash-flow scenarios: possession on the contractual date, a later date that extends rent and construction-stage interest, and a scenario in which you must change accommodation or financing. Use your actual monthly rent, loan terms, notice periods, storage or moving costs and any documented charges. The purpose is to test affordability, not to assign an unsupported probability.

- Recalculate the total if possession moves later, and identify the month in which your reserve would be exhausted.
- Decide in advance what evidence would trigger a legal consultation, lender discussion or withdrawal analysis.
If the later scenario would force you to miss loan payments or abandon essential expenses, the apparent price advantage is not affordable risk.
Common mistakes and how to avoid them
Relying on the “ready” label
Fix: demand the competent authority’s completion or occupancy documentation and check that it covers the project and unit relevant to your purchase.
Comparing base prices only
Fix: include GST where applicable, state stamp duty and registration, rent, financing, parking and amenity charges, maintenance, utilities and the cost of delay.
Recommended Free Tools
Assuming historical GST rates are current
Fix: use the current official notification and obtain a transaction-specific explanation from the seller or a qualified tax adviser. The 1% and 5% figures described in the 2019 framework are not universal current rates.
Treating RERA as an on-time-delivery guarantee
Fix: use registration and disclosures to assess the project, and understand Section 18 remedies without assuming that a claim eliminates waiting or cash-flow strain.
Accepting verbal promises
Fix: put the possession date, specifications, inclusions, charges, tax treatment and remedies in the signed agreement and schedules.
Ignoring the lender’s timing
Fix: obtain the staged-disbursement and interest schedule, then test it against rent and your own contribution month by month.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesA practical pre-booking checklist
- Collect the written price sheet, payment plan, draft agreement and all charge schedules.
- Retrieve the project’s state RERA record and reconcile the unit, phase, approvals and possession date.
- Have title, sanctioned plans, development permissions and the agreement reviewed independently.
- For a completed home, inspect the actual unit and common areas and obtain completion or occupancy documentation.
- For an under-construction home, inspect progress, compare it with disclosures and confirm specifications and milestone evidence.
- Ask the lender for a written sanction and disbursement schedule, including construction-stage interest and EMI timing.
- Confirm GST using the certificate or first-occupation threshold, current notification and actual payment dates.
- Calculate total outlay and monthly cash flow under on-time and delayed-possession scenarios.
- Reserve funds for registration, handover, utilities, maintenance, moving and defects that are not covered by the seller.
- Sign only when every material promise and charge appears in the agreement or an attached schedule.
The sound choice is the home whose documented cost, timing and risks fit your finances. A completed unit can reduce uncertainty about what you will receive, while a construction-stage purchase can be reasonable for a buyer with time, reserves and strong project evidence. In either case, verify the documents first and judge affordability using the complete cash-flow model rather than the headline price.
