A UK-made product can be cheaper, cleaner or neither, depending on its specification, manufacturing route, recycled content, energy mix, transport and the evidence supplied by the seller. An imported product may also become more expensive when the UK Carbon Border Adjustment Mechanism (CBAM) applies from 1 January 2027. That tax changes the delivered-cost calculation; it does not replace a like-for-like quotation and product-specific emissions comparison.
This guide sets out a procurement method for construction, infrastructure and industrial buyers comparing UK and overseas sources of steel, aluminium and cement.

What the evidence can—and cannot—prove
Official UK material describes CBAM, statutory carbon-price treatment, a public-sector steel-sourcing action and selected trade statistics. It does not provide matched, current quotations for equivalent UK-made and imported products across all three materials, nor product-level life-cycle assessments using identical specifications and boundaries. It is therefore not defensible to say that British material is always cheaper, that imports are always dirtier, or that one country has the lowest footprint for every product.
Country of manufacture is only one input. Two products sold under the same broad material name can differ in grade, strength, dimensions, finish, production route, recycled content and electricity source. A valid decision compares the complete delivered package and records the quality of the emissions evidence behind each number.

Is UK-made steel greener than imported steel?
Steel’s production route matters more than the label
Steel made in an integrated blast-furnace/basic-oxygen-furnace route has a different emissions profile from steel made in an electric arc furnace. Scrap content, the proportion of primary iron, electricity generation and the treatment of upstream inputs all affect the result. An imported coil, section or rebar with a high recycled content and a well-documented route may have lower embodied emissions than a UK product made with a more carbon-intensive route; the reverse can also be true.
Do not compare a generic “tonne of steel” with another generic tonne. Match the grade, yield strength, dimensions, tolerances, coating or finish, certification and fabrication state. If one quotation is for cut-to-length, tested and delivered sections and the other is for mill-length material at the port, neither the price nor the footprint is comparable.
Evidence to request from steel suppliers
- Production route and furnace configuration.
- Recycled content and the accounting treatment of scrap.
- Product-specific environmental declaration or equivalent emissions statement, including the reporting year, system boundary, included precursors and verification status.
- Factory-gate price and delivered price, with currency, volume, quote date, payment terms, freight and any duties or border charges identified separately.
- Lead time, available quantities, testing, conformity documentation and proposed substitutions.
For public buyers, the UK steel strategy says in-scope organisations making new relevant steel procurements should consult UK Steel’s digital catalogue before deciding. That is a sourcing and market-engagement instruction. It is not evidence that UK steel is always lower-priced or lower-carbon, and the cited strategy does not establish an equivalent catalogue requirement for aluminium or cement.

Primary and recycled aluminium are fundamentally different comparisons
Aluminium’s footprint is strongly affected by whether the product is primary metal or recycled metal, the electricity used for smelting, the refinery and anode inputs, and how much fabrication is included. A comparison between a UK-extruded profile containing substantial recycled metal and an imported primary billet is not a country comparison; it is a route and content comparison.
Specify alloy, temper, dimensions, tolerances, surface treatment and recycled-content claim before requesting prices. Ask whether the declaration covers only ingot, or also casting, extrusion, rolling, finishing and packaging. Confirm whether reported emissions are verified and whether indirect electricity emissions are included under the stated boundary.

Logistics can change the delivered result
Aluminium is high-value and relatively light compared with its value, so freight, insurance, currency and inventory financing can affect cost even when the ex-works price looks attractive. Record the transport mode, origin and destination, distance assumption and delivery term. A nearby product is not automatically lower-carbon if its production route is substantially more intensive, while a distant product is not automatically worse if it has a documented low-emissions route and efficient shipment.
Is UK cement cheaper or cleaner than imported cement?
Clinker content and kiln performance drive emissions
Cement comparisons must identify the cement type, strength class, constituent proportions and any performance requirements in the project specification. Clinker production is generally the emissions-intensive part of cement manufacture; replacing clinker with supplementary materials changes both the footprint and the performance characteristics. Kiln fuel, process efficiency, electricity, quarry operations and grinding configuration also matter.

Conversely, an imported cement with a longer route may still be competitive when the product is available in the required strength class and the supplier can provide reliable, verified data.
Check project acceptance before comparing offers
For each cement offer, confirm the applicable standard, strength development, setting characteristics, durability requirements, declaration boundary, manufacturing site and delivery form (bulk or bagged). Keep the product declaration version and date with the tender record. If a supplier supplies only an industry-average or default value, mark the uncertainty rather than presenting it as a precise product advantage.
How UK CBAM changes the cost calculation from 2027
Scope is decided by commodity code
HM Revenue & Customs says the UK CBAM is scheduled to start on 1 January 2027 for specified goods in the aluminium, cement, fertiliser, hydrogen, and iron-and-steel sectors. The covered goods are identified by commodity codes; not every item sold within one of those sectors is automatically covered. The government summary gives some scrap products in relevant iron-and-steel and aluminium codes as examples of goods that may be excluded. Confirm the exact code and current rules before treating an import as taxable.

The HMRC policy paper, updated 9 September 2026, describes CBAM as “a new tax which will ensure that highly traded, carbon intensive goods which are imported into the UK face a comparable carbon price to that paid by manufacturers producing the same goods in the UK.” The statement explains the policy objective; it does not make two particular products equal in price or emissions.

Who is directly affected
HMRC states that businesses importing £50,000 or more of specified goods from the covered sectors over a 12-month period will be directly impacted. Businesses that use covered goods in their supply chains can be indirectly affected through supplier pricing and availability. Treat £50,000 as the published threshold in the policy paper and check current guidance against the goods, importer and accounting period in your transaction.
How the charge is calculated
For a covered import, the framework uses the imported weight and the emissions intensity to determine embodied emissions. The statutory charge is the applicable sectoral domestic carbon price per tonne of embodied emissions, with an adjustment linked to UK Emissions Trading Scheme free allocation. In practical terms, the landed-cost impact depends on:
- whether the commodity code is in scope;
- the mass of the shipment;
- verified actual emissions or an allowed default value;
- the quarterly sector price and statutory adjustments; and
- any evidence of a carbon price already paid where the rules allow it to be recognised.
The detailed legal provisions are in the Finance Act 2026 CBAM provisions. Do not insert a single permanent “CBAM rate per tonne of steel, aluminium or cement” into a budget: the price and product data are variable.
Indirect emissions are not included at launch
The government factsheet says indirect emissions will not be included when CBAM begins in 2027, with inclusion delayed until 2029 at the earliest. This is the currently published design, not a guarantee that the treatment will never change. Preserve the boundary used in every supplier declaration so future rule changes can be modelled without rebuilding the whole comparison.

What the published trade figures show
The 2026 government impact assessment reports average UK non-EU exports for 2022–2024, using DESNZ analysis of HMRC Overseas Trade Data and EU Joint Research Centre emissions-intensity data:
| Sector | Average export value | Average exported mass | Associated emissions |
|---|---|---|---|
| Iron and steel | £2,868 million | 880,655 tonnes | 1,993,935 tCO2 |
| Aluminium | £577 million | 97,120 tonnes | 731,845 tCO2 |
| Cement | £120 million | 629,906 tonnes | 216,839 tCO2 |
These are non-EU exports, not UK import totals, domestic consumption or footprints for a named product. They provide trade context only. The figures cannot establish that UK-made material is cleaner or cheaper than an imported equivalent.
A like-for-like comparison sheet for procurement
Put the following fields in the same tender return or supplier-comparison workbook. Keep cost, carbon, technical compliance and commercial risk as separate axes; combining them into one unexplained score hides important trade-offs.
| Axis | Information to capture |
|---|---|
| Technical specification | Grade, strength, dimensions, tolerances, finish, standards, certification and fabrication state. |
| Production | Manufacturing route, recycled content, plant location and relevant upstream inputs. |
| Emissions evidence | Product-specific declaration, reporting year, system boundary, included precursors, verification and actual or default data. |
| Price | Factory-gate and delivered amounts, currency, quote date, volume, payment terms, duties, taxes and carbon charges. |
| Transport | Mode, origin, destination, distance assumption, consolidation and delivery term. |
| CBAM status | Commodity code, in-scope determination, importer responsibility, emissions data required and applicable date. |
| Delivery and risk | Lead time, available capacity, minimum order, storage, quality hold points and contingency supply. |
| Project compliance | Approved standards, design assumptions, test certificates and client or funding conditions. |
Step-by-step method to choose between UK and imported supply
- Freeze the specification. Write the exact material grade, performance, dimensions, finish, quantity, delivery schedule and permitted substitutions. Obtain design approval before asking suppliers to optimise the product.
- Classify the import. Determine the commodity code for the offered product and check the current CBAM list and guidance. Record whether the transaction falls within the £50,000 12-month threshold and who will be the importer of record.
- Request two prices on identical terms. Ask every supplier for ex-works and delivered prices, currency, validity period, quote date, volume breaks, payment terms, freight, insurance, duties and any expected CBAM cost shown separately.
- Request comparable carbon data. Require the emissions intensity, unit, boundary, reporting year, verification, recycled content and production route. Ask the supplier to identify any default value used because product data are unavailable.
- Normalise logistics. Use the same delivery point and project programme. State the transport mode and distance assumption, and add unloading, storage, testing and handling costs that differ between offers.
- Model the 2027 exposure. For an in-scope import, calculate the shipment’s embodied emissions from weight and emissions intensity, then apply the relevant sectoral domestic price and statutory adjustments. Run a sensitivity case for alternative emissions data, exchange rates, freight and delivery dates.
- Check technical and programme risk. Confirm certificates, test regimes, availability, lead time, minimum order, continuity and an approved alternative. A nominal saving is not bankable if it causes redesign, delay or rejected loads.
- Document the decision. Retain quotations, declarations, commodity-code reasoning, assumptions, calculation date and approvals. State explicitly where evidence is measured, verified, estimated or missing.
How to interpret common outcomes
UK supply has the lower delivered price and lower reported emissions
This is the simplest case, but still check that both offers use the same specification and boundary. Record the evidence date and ensure the advantage is not caused by a shorter validity period, a temporary freight rate or an unpriced imported carbon charge.
Imported supply has the lower price but higher emissions
Quantify the carbon difference and the possible CBAM cost rather than rejecting the offer automatically. If the import remains compliant and competitive after a realistic 2027 charge and risk allowance, the buyer can make a transparent decision about budget, carbon targets and programme reliability.

- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete

Imported supply has lower reported emissions
Check verification, system boundary, recycled-content accounting and whether the figure is product-specific or a generic default. Confirm that performance and certification are equivalent. A lower number based on a narrower boundary is not a lower whole-product footprint.
One supplier cannot provide product data
Use an allowed default only where the applicable rules permit it, label the result as uncertain and avoid presenting it as a precise advantage. Set a tender requirement for improved evidence, or compare the supplier using an evidence-quality condition rather than silently awarding a carbon score.
Public-sector and private-sector implications
Public organisations subject to the steel-strategy action should consult the UK Steel digital catalogue for new relevant steel procurements and record how UK-made options were considered. They should still test price, carbon, specification and delivery on equivalent terms. Private buyers can use the same catalogue as a market-engagement lead, but the strategy does not create a general preference that overrides value-for-money, technical compliance or project requirements.
Recommended Free Tools
For aluminium and cement, the same evidence-led process applies, but the cited government material does not establish a parallel catalogue instruction. Buyers should engage qualified suppliers directly and request current declarations and quotations.
Questions to put in every supplier request
- What is the exact manufacturing site and production route?
- What recycled or secondary content is present, and how is it calculated?
- What emissions boundary and reporting year apply?
- Is the declaration independently verified, and which precursors and electricity emissions are included?
- What commodity code will be declared at import, and is the product covered by the current CBAM list?
- Which emissions value will be used for CBAM: verified actual data or a default?
- What are the delivered price, quote validity, freight assumptions, duties and potential carbon charges?
- What lead time, capacity, certificates and substitute products are available?
Bottom line for a sourcing decision
Choose the offer that meets the specification and has the lowest credible total cost and emissions on the same declared basis—not the offer with the most favourable country label. From 1 January 2027, verify CBAM scope and model the statutory charge for covered imports, but keep that calculation separate from the underlying product footprint. A defensible recommendation will show the quotation, logistics, carbon evidence, uncertainty, compliance and delivery risk side by side.
