Tower Crane vs. Mobile Crane: Which Is Better for Your Jobsite?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Neither crane is universally better. Choose a tower crane when your project needs repeated lifting over a largely fixed, constrained site for an extended period. Choose a mobile crane when you need transportability, discrete lifts, or the ability to reposition between work areas. The correct decision depends on the actual load, working radius, height, access, ground conditions, setup space, schedule, and lift plan—not on the crane label alone.

Before committing, have a qualified lift planner or crane provider verify the exact machine, configuration, load chart, support arrangement, and operating conditions. OSHA defines rated capacity as the manufacturer’s maximum working load under specified conditions, including factors such as equipment configuration, radius, and boom length. A headline “maximum capacity” is not enough to establish that a planned lift is feasible.

What is the difference between a tower crane and a mobile crane?

Tower crane

A tower crane is erected at a worksite and operates from a fixed or engineered climbing position. Its mast and jib create a lifting system that can serve a developing structure or a constrained urban site without driving around the project between picks. Depending on the design, the crane may be tied to the structure or use another engineered support arrangement as it climbs.

The trade-off is substantial site work before the first lift. The project must accommodate foundation or structural supports, delivery and erection, ballast, erection equipment, possible climbing operations, inspections, wind controls, and eventual dismantling. The tower location also has to work for the entire construction sequence, not merely for one early lift.

Mobile crane

A mobile crane arrives on a carrier and can be transported to a project, set up for a lift, then moved or removed. The category includes different carrier and boom arrangements, so “mobile crane” is not a single capacity or performance specification. The selected machine may use outriggers, counterweights, telescoping or lattice boom sections, and different travel or working configurations.

Mobility saves time when lifts are intermittent or spread across locations, but it does not eliminate engineering constraints. The delivery route, turning space, setup footprint, outrigger reactions, ground support, boom configuration, counterweight, radius, and access to both the pick and set points must all be verified.

When should I use a tower crane instead of a mobile crane?

Start with the work pattern rather than the equipment category. A tower crane is often a better fit when the same site needs lifting repeatedly as floors, façades, mechanical systems, or other structural elements progress. A mobile crane is often a better fit when the project has a limited number of planned picks, when work areas change, or when the machine can be brought in only for the periods it is needed.

Decision axis Tower crane considerations Mobile crane considerations
Lift pattern and duration Useful when lifting must remain available across a developing structure or constrained site for an extended operating period. Validate the tower location and reach for the full sequence. Useful for discrete operations, scheduled picks, or work where repositioning is important. Confirm that travel, setup, and each planned configuration are practical.
Load and reach Check the load at the required radius, height, and configuration on the manufacturer’s chart. Capacity changes with location along the jib and operating conditions. Check the exact boom, counterweight, outrigger or carrier configuration, radius, and manufacturer chart for the planned lift. The same crane can have materially different capacity in different setups.
Access and footprint Reserve space for the tower position, foundation or support, erection, climbing equipment if required, and dismantling. Check clearances to structures, property lines, utilities, and other cranes. Assess the delivery route, working and outrigger areas, overhead clearances, turning room, and whether the crane can reach the pick and set points from its setup position.
Ground and structural support Foundation and structural supports, including attachment means, require engineered design under the applicable U.S. tower-crane rules. Verify bearing capacity, drainage, level, mats or other supporting materials, and outrigger reactions for the selected crane and lift.
Schedule and cost Compare mobilization, erection, climbing, operating term, inspections, and dismantling against the value of having repeated lifting available. Compare delivery, setup, each mobilization or repositioning, operating time, demobilization, and any supplementary lifts.
Safety planning Plan erection, climbing, dismantling, support design, wind limits, plumb, ballast, inspections, safety devices, operational aids, and coordination with nearby structures or cranes. Plan ground conditions, configuration, access, setup, lift-zone control, traffic interface, power-line clearances where applicable, and the hazards of the specific pick.

How to compare capacity, radius, and height

Capacity is a location-specific value, not a single number printed on a brochure. The load chart for the exact crane and configuration governs. It normally reflects the relationship among load weight, working radius, boom or jib length, counterweight, support arrangement, and other operating conditions. A load that is acceptable close to the crane may be outside the chart farther away.

Use the gross load, not only the object weight

Identify the total suspended load: the object, rigging, lifting beam, hook block, spreader, shackles, and any other items carried by the crane. Confirm the weight from reliable project information and account for the configuration that will actually be used. If the weight or center of gravity is uncertain, resolve that uncertainty before selecting equipment.

Measure the working radius accurately

Working radius is the horizontal distance from the crane’s center of rotation, or the point defined by the applicable chart, to the load’s center of gravity. Measure the pick and set positions, not just the building line. Include the radius at the most demanding point in the lift path and account for any need to slew, telescope, or reposition.

Check height and clearance separately

A crane can have enough rated capacity yet fail the lift because the hook cannot reach the required elevation or because the boom, jib, load, or rigging cannot clear an obstruction. Check hook height, building edges, temporary works, utilities, neighboring cranes, public areas, and the final set position. For a tower crane, check both the free-standing and tied or climbing stages that will exist during the relevant lift. For a mobile crane, check boom angle, luffing or telescoping limits, and transport or assembly requirements.

Read the exact chart and configuration

Use the manufacturer’s current chart and operating manual for the machine being quoted. Confirm whether the chart assumes full or partial outriggers, a particular counterweight, a specific jib or boom arrangement, a carrier orientation, level ground, or other conditions. If the planned setup differs from the chart assumptions, the lift planner must resolve the difference; do not interpolate a capacity from a different configuration.

Site access, setup, and ground conditions

Tower-crane site requirements

  • Engineered support: Provide the foundation, structural support, ties, and attachment means shown by the manufacturer or designed by a registered professional engineer where required.
  • Erection and dismantling space: Reserve room for delivery vehicles, erection equipment, component laydown, exclusion zones, and the reverse sequence at project completion.
  • Climbing and ties: If the crane will climb or attach to the structure, plan each climbing stage, tie location, structural load path, access arrangement, and inspection hold point.
  • Clearances: Map the jib envelope, counter-jib, mast, hook path, nearby buildings, property boundaries, power lines, roads, and other cranes. Establish controls for oversailing where applicable.
  • Wind exposure: Define operating and out-of-service wind limits from the manufacturer’s instructions and applicable rules. Stop or secure work when conditions exceed those limits.

Mobile-crane site requirements

  • Delivery route: Confirm bridge limits, road width, turning radius, grades, overhead obstructions, gate dimensions, and whether the machine can arrive in the required configuration.
  • Working platform: Verify that the setup area is firm, drained, sufficiently graded, and able to support the crane and outrigger reactions. Use mats or other supporting materials when required by the manufacturer or ground assessment.
  • Level and orientation: Establish the permitted level tolerance and orient the carrier so the planned chart applies through the critical part of the lift.
  • Outrigger and tail-swing envelope: Mark the full outrigger footprint, counterweight swing, boom path, and exclusion zones. Protect excavations, trenches, edges, buried services, and recently placed fill.
  • Repositioning: If the crane will move between picks, plan whether it may travel with the boom raised or load suspended. Many moves require a separate configuration, route inspection, and controlled procedure.

OSHA compliance guidance emphasizes that adequate ground conditions are fundamental because capacity and stability depend on them. The basic expectation is firm, drained, sufficiently graded ground, with supporting materials where needed to meet the manufacturer’s support and level specifications. A mobile crane’s ability to drive to a location does not prove that the location can safely support a working lift.

Safety: compare the lift controls, not the labels

Neither category is inherently safe or unsafe. Safety depends on the machine, setup, load, environment, personnel, procedures, and supervision. NIOSH’s 2021 Preventing Struck-by Injuries in Construction: Lift Zone Safety bulletin describes overturning as a prominent accident pattern for mobile cranes and collapse as a prominent pattern for tower cranes. Those observations describe accident patterns in the bulletin; they are not comparative rates and do not establish that one crane type is safer overall.

Controls common to both crane types

  • Use a written lift plan that identifies the load, rigging, radius, height, chart, configuration, sequence, communications, weather limits, and stop-work criteria.
  • Establish a controlled lift zone. Keep people clear of suspended loads, pinch points, swing areas, and potential line-of-fire locations.
  • Assign competent, qualified roles for the operator, signal person, rigger, lift director, and any person directing critical operations as required by the governing rules.
  • Inspect the crane, rigging, safety devices, operational aids, and ground or support conditions before use and after events that could affect them.
  • Coordinate with other cranes, concrete pumps, delivery traffic, scaffolds, temporary works, utilities, and occupied areas.
  • Define communication methods and a single authority for stop-work decisions. A missed or ambiguous signal is a reason to stop, clarify, and restart.

Additional tower-crane controls

For U.S. construction, OSHA 29 CFR 1926.1435 adds tower-crane requirements while the other applicable provisions of Subpart CC continue to apply. The rule addresses erection, climbing, and dismantling procedures; wind limits; plumb tolerance; counterweight and ballast; safety devices; operational aids; and inspections. It also requires tower-crane foundations and structural supports, including the portions of a structure used for support and the means of attachment, to be designed by the manufacturer or a registered professional engineer.

That support design must be treated as part of the crane system. Changes to the building sequence, tie locations, foundation conditions, ballast, or climbing method can change the engineering basis. Keep the approved documents available to the erection and operating teams and establish hold points for inspection before returning the crane to service.

Additional mobile-crane controls

Mobile-crane planning concentrates on stability and configuration at the chosen setup. Verify the actual outrigger extension, counterweight, boom length, jib, carrier orientation, tire or outrigger support, and radius against the chart. Control access around the crane, account for tail swing, and protect the machine from unstable edges, voids, or changing ground conditions. Reassess the setup after heavy rain, excavation, nearby loading, or any event that could reduce support.

What do U.S. and Australian rules say?

United States

OSHA’s tower-crane provisions are in 29 CFR 1926.1435, within Subpart CC of the construction standards. The regulation should be checked in its current form, together with all other applicable Subpart CC requirements, before work begins. The standard is not a substitute for the manufacturer’s instructions, an engineered support design, or a project-specific lift plan.

Australia

Safe Work Australia’s Guide to mobile cranes, published March 19, 2020, covers mobile cranes, tower cranes, several other crane categories, and inspection and maintenance topics. It is Australian workplace-risk guidance. It should not be presented as the governing requirement for a U.S. project or any other jurisdiction. On an Australian site, confirm the current state or territory requirements and the duties that apply to the principal contractor, crane owner, operator, and other parties.

How to compare total project cost

There is no defensible universal price ranking. Local labor, equipment availability, site congestion, transport distance, project duration, support work, and regulatory requirements can change the result. Obtain comparable, written quotes that use the same lift assumptions and clearly separate one-time and recurring costs.

Cost item Questions for a tower-crane quote Questions for a mobile-crane quote
Equipment and mobilization What crane model, jib, mast sections, counterweight, and transport are included? Is initial mobilization priced separately? What machine and configuration are included? Are delivery, permits, escorts, and travel time included?
Setup or erection Does the price include foundation or support interfaces, erection equipment, assembly labor, testing, and commissioning? Does it include outrigger mats, counterweight installation, boom or jib assembly, setup, and verification?
Operating period What are the included hours, shifts, operator coverage, inspections, maintenance, and standby terms? What are the minimum hours, shift rules, standby charges, and time allowed for each pick or setup?
Repositioning or climbing Are climbing stages, ties, inspections, and changes to the support arrangement priced? What is charged for each move, reconfiguration, or second setup?
Demobilization Are dismantling, removal equipment, transport, and restoration included? Are teardown, loading, permits, and return transport included?
Ground and supplementary work Who pays for foundation, structural reinforcement, access preparation, and any auxiliary crane? Who pays for ground improvement, mats, temporary roads, traffic control, or a second crane for assembly?

Ask every bidder to state the assumed load, radius, height, lift count, working days, weather allowance, crew, and support conditions. A lower hourly rate can be more expensive if it requires repeated mobilizations, longer setup, extra ground work, or an additional crane.

A practical crane-selection process

  1. Define the lift: List each significant load, verified gross weight, dimensions, center of gravity, rigging, pick point, set point, required height, and sequence.
  2. Map the site: Record access routes, crane positions, working radii, underground services, excavations, edges, overhead obstructions, neighboring structures, public interfaces, and other lifting equipment.
  3. Set the schedule: Identify whether lifting is continuous, repetitive, or concentrated into a few operations. Include the dates when the crane must be available and the consequences of weather or delay.
  4. Screen both categories: Test a tower-crane layout and a mobile-crane setup against the same lift list. Eliminate options that cannot meet reach, height, access, support, or sequence requirements.
  5. Check the exact charts: Obtain the manufacturer chart for each candidate machine and configuration. Have a qualified person verify the critical radius and the most demanding lift.
  6. Engineer support: Design tower foundations, ties, and structural supports as required. For a mobile crane, assess ground bearing, drainage, level, mats, outrigger reactions, and edge stability.
  7. Plan the controls: Assign roles, communication methods, exclusion zones, weather limits, inspection points, emergency procedures, and stop-work authority.
  8. Request like-for-like quotes: Require all vendors to disclose equipment, crew, transport, setup, operating term, repositioning, dismantling, support work, standby, and exclusions.
  9. Approve and brief: Integrate the selected crane into the project lift plan, confirm permits and jurisdictional requirements, brief everyone involved, and update the plan when site or sequence conditions change.

Common selection mistakes and how to correct them

Choosing by maximum advertised capacity

Problem: A crane is selected because its nominal capacity exceeds the load weight.

Correction: Check gross load, radius, height, boom or jib, counterweight, support, and every chart condition for the critical lift.

Comparing hourly rates instead of total cost

Problem: A quote excludes setup, ground work, standby, repositioning, or dismantling.

Correction: Normalize all one-time and recurring cost items against the same lift schedule and assumptions.

Treating guidance from another jurisdiction as law

Problem: An Australian guide or a general safety article is used as though it were the site’s governing rule.

Correction: Identify the jurisdiction, verify the current regulator’s requirements, and use manufacturer instructions and qualified engineering advice for site-specific decisions.

Jobsite decision checklist

  • Have the weight, dimensions, center of gravity, rigging, pick points, and set points been verified?
  • Has the critical working radius been measured from the correct crane reference point?
  • Does the exact manufacturer chart cover the load at that radius, height, boom or jib, counterweight, and support configuration?
  • Can the crane be delivered, erected, set up, operated, repositioned, and removed without conflicts?
  • For a tower crane, are foundation, ties, structural supports, climbing, ballast, wind, plumb, inspections, and dismantling engineered and scheduled?
  • For a mobile crane, are route, ground bearing, drainage, level, mats, outriggers, edge distances, tail swing, and reconfiguration addressed?
  • Are exclusion zones, communications, qualified roles, weather limits, and stop-work criteria documented?
  • Do quotes include equipment, mobilization, setup or erection, operating period, repositioning or climbing, dismantling, ground preparation, crew, and supplementary lifts?
  • Has a qualified lift planner reviewed the final choice against the actual site and sequence?

Bottom line: choose the crane that fits the complete lift plan

Select a tower crane when sustained, repeated lifting from a fixed position justifies engineered support and the erection, climbing, and dismantling work. Select a mobile crane when transport and repositioning provide a real advantage and the route, setup platform, configuration, and lift schedule support that choice. In either case, the deciding evidence is the exact load chart, the actual site conditions, and a documented lift plan reviewed by qualified professionals. If those inputs are not yet known, the jobsite is not ready for a responsible crane selection.
