Timber vs. Steel and Concrete for Low-Carbon Construction

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Short answer: Mass timber often has lower modeled whole-building global-warming impact than functionally equivalent steel or reinforced-concrete buildings, but it is not automatically the lowest-carbon choice. The outcome changes with building height, enclosure and fire-protection design, local products and transport, the life-cycle modules counted, and how biogenic carbon and end-of-life recovery are treated. A credible decision compares complete, code-compliant buildings on the same functional basis rather than comparing tonnes of framing material.

The strongest current comparison is a 2024 whole-building life-cycle assessment (WBLCA) of nine U.S. residential buildings at 8, 12 and 18 stories. It modeled mass timber, structural steel and reinforced concrete using provisions associated with the 2021 and 2024 International Building Code (IBC). The results are useful evidence for those modeled cases, not a universal ranking for every site.

Is timber lower carbon than steel and concrete?

In the published matched-building studies available for this comparison, mass timber generally produced a lower modeled global-warming potential (GWP) than the steel or concrete alternative. That finding is conditional: the buildings must provide equivalent floor area, use, structural performance, fire and acoustic performance, and service life, and the analyst must disclose which life-cycle modules are included.

The headline changes substantially when a study moves from manufacturing, construction, use and end-of-life stages (A–C) to module D, which reports potential benefits beyond the building system, such as material reuse or recycling. Module D also interacts with the treatment of biogenic carbon stored in wood. Those accounting choices are not interchangeable, so the percentages below must be read with their boundary labels.

Comparison in the 2024 nine-building study Life-cycle boundary Mass-timber GWP difference What the figure means
Versus reinforced concrete A–C 39–51% lower Modeled reduction through the assessed product, construction, use and end-of-life stages.
Versus structural steel A–C 28–34% lower Same A–C boundary; it is not a module-D result.
Versus reinforced concrete A–C plus module D 81–94% lower Includes the study’s treatment of biogenic carbon and recyclability beyond the building system.
Versus structural steel A–C plus module D 76–91% lower Includes module-D assumptions; it cannot be compared directly with the A–C percentages as if they used one boundary.

These ranges come from Vaibhav Kumar, Marco Lo Ricco, Richard D. Bergman, Prakash Nepal and Neelam C. Poudyal in Building and Environment (2024). They describe nine modeled, functionally equivalent U.S. buildings, not a guaranteed saving for a future project.

What does a whole-building life-cycle assessment count?

A WBLCA follows the building over defined stages instead of stopping at the factory gate. Most construction LCAs use the following module structure:

  • A1–A3: extraction and processing of raw materials, transport to the manufacturer and manufacture of products.
  • A4: transport from the manufacturer to the project.
  • A5: construction activities, installation losses and site energy.
  • B modules: impacts during use, such as replacement, maintenance or operational effects when they are included in the study.
  • C modules: demolition, transport, waste processing and disposal at the end of the reference study period.
  • Module D: potential benefits or burdens beyond the building system, commonly associated with reuse, recycling or recovered material displacing future production.

The 2024 comparison used the Athena Impact Estimator for Buildings and reported A–C results separately from results that included module D. That separation matters because a timber design can receive a very different modeled credit when stored biogenic carbon and future material recovery are counted. A project team should never put an A–C percentage beside a module-D percentage in one ranking without labeling the boundaries.

Biogenic carbon is an accounting choice, not a guaranteed permanent store

Wood contains carbon absorbed while the tree grew. An LCA must specify when that uptake is recognized, how long the carbon is considered stored in the product, and what happens when the product is reused, recycled, burned or landfilled. Different program rules can therefore produce different results for the same bill of materials. Ask for the product declaration and the calculation rules before treating a biogenic-carbon credit as a project commitment.

Functional equivalence is the control condition

A fair comparison keeps the function constant: the same occupancy, floor area, number of stories, fire rating, acoustic target, thermal performance, design life and code obligations. If the timber option uses a lighter enclosure, fewer finishes or a different basement, the result may reflect those design changes rather than the structural material alone. Report the functional unit, reference study period, geography, structural scope and included modules with every result.

What the 2024 matched-building study actually compared

Kumar and colleagues modeled nine multistory residential buildings at 8, 12 and 18 stories. Each height was designed with mass timber, structural steel and reinforced concrete alternatives. The study associated the timber designs with Type IV-C, IV-B and IV-A provisions in the 2021 and 2024 IBC, then calculated whole-building impacts rather than only the frame.

That scope makes the study more useful than a material-to-material comparison, but it still has boundaries. The buildings are U.S. models, the products and transport assumptions represent the study scenario, and the code provisions do not establish what any particular city has adopted. A result for an 18-story model should not be presented as evidence that every 18-story timber project is permitted or will achieve the same GWP.

The 2024 code sensitivity

The study examined the newer IBC provisions that allow more exposed mass-timber components in certain Type IV assemblies. In its modeled cases, reducing structural fire encapsulation under the 2024 provisions produced up to a 1.05% GWP reduction. That is a modeled sensitivity, not a blanket credit: the actual fire-resistance design, exposure limits, sprinklers, connections and authority-having-jurisdiction review still control a project.

What other case studies show

Independent studies illustrate why one building cannot stand in for all projects.

Study Building or cases Boundary and result Important qualification
Liang, Gu, Bergman and Kelley, Wood and Fiber Science (2020) 8,360 m², 12-story mixed-use building in Portland, compared with a concrete alternative A1–A5 global-warming impact was 18% lower for the mass-timber design The timber design consumed more primary energy than the concrete design.
Puettmann and colleagues, Sustainability (2021) Modeled regional and height cases in the United States Mass timber had 22–50% lower embodied carbon than concrete across the cases A1–A5 embodied energy was higher for the timber buildings in every studied case; embodied carbon per area increased with height in the regional analysis.

The Portland result demonstrates that a lower GWP score does not imply lower primary-energy demand. The regional study likewise found a consistent energy disadvantage for its timber cases even while carbon was lower. Those indicators answer different questions and should be reported side by side.

Why the result changes from one project to another

Height and structural efficiency

As a building gets taller, columns, walls, beams, connections and lateral systems may need more material or higher grades. The most efficient timber layout at eight stories may not be the most efficient at eighteen. A comparison should disclose material quantities per square metre and show whether the alternatives use the same spans, grids, floor-to-floor heights and lateral-load assumptions.

Enclosure and thermal details

Walls, windows, insulation, cladding and air-sealing layers can outweigh differences in the frame. A timber building may use a different wall build-up, while a concrete or steel option may require another fire or moisture strategy. Include the complete enclosure and verify that thermal, moisture, durability and acoustic targets are equivalent.

Fire protection and code assemblies

Encapsulation, gypsum layers, intumescent coatings, sprinklers, protected connections and exposed-wood allowances all affect quantities. The same nominal frame can have a different footprint when a jurisdiction requires more protection. Model the assembly that the authority will actually approve, not an idealized bare frame.

Acoustics and finishes

Residential projects often add toppings, resilient layers, suspended ceilings or extra wall boards to meet impact-sound and airborne-sound requirements. If one option receives those layers and another does not, the LCA is not functionally equivalent. Include ceiling finishes and acoustic build-ups explicitly; WoodWorks comparative studies identify these non-frame differences as material to the comparison.

Transport, waste and local supply

Mass-timber panels, steel sections and concrete constituents travel through different supply chains. A local ready-mix plant may have a different transport profile from imported panels, while prefabrication can change site waste and installation energy. Use project-specific distances, plant data and installation losses rather than a generic national average when the decision is close.

Does lower embodied carbon mean lower environmental impact?

No. GWP measures climate forcing, generally in carbon-dioxide equivalents. Primary or embodied energy measures energy demand, and other indicators can track particulate matter, acidification, eutrophication, water use or resource depletion. The 2020 Portland comparison is a direct warning: its mass-timber design had lower A1–A5 global-warming impact but higher primary-energy use.

For a balanced decision, publish a small dashboard instead of one score:

  • GWP for the same declared modules, with biogenic-carbon treatment stated.
  • Embodied or primary energy for the same modules.
  • Material quantities and replacement assumptions over the reference study period.
  • Construction waste and transport assumptions.
  • Any additional indicators required by the owner, planning authority or certification program.

Do not convert a lower GWP result into a claim that timber is the most sustainable material in every category. The evidence supports a climate finding under stated conditions, not an all-impact verdict.

How U.S. code context affects a timber comparison

The 2024 study is rooted in U.S. IBC provisions. Type IV-C, IV-B and IV-A assemblies have different limits for exposed mass timber, fire-resistance ratings and building characteristics. The 2021 and 2024 editions are not automatically adopted everywhere, and amendments can be stricter than the model code.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before calling a design permitted, confirm the edition and amendments adopted by the local jurisdiction, the building height and area limits, construction type, occupancy, sprinkler requirements, egress, fire-resistance testing, connection protection and any seismic or wind provisions. Obtain an authority-having-jurisdiction review for the actual drawings. The study’s modeled allowance for less encapsulation cannot substitute for that approval.

  1. Set the functional brief. Record occupancy, gross and net area, number of stories, spans, floor-to-floor heights, design life, vibration and acoustic targets, thermal performance, fire rating and expected construction date.
  2. Define the geography and code. Identify the site, adopted IBC edition or other governing code, seismic and wind categories, climate zone, local amendments and available suppliers.
  3. Develop genuinely equivalent schemes. Keep grids, lateral-load criteria, floor performance, enclosure performance and finish requirements aligned. Document any unavoidable difference, such as a basement or transfer level.
  4. Choose product data. Prefer current, product-specific environmental product declarations (EPDs) for timber, steel, concrete, insulation, gypsum, finishes and other major quantities. Record declared units, validity dates, electricity mixes and allocation rules.
  5. Set the LCA boundary before calculating. Decide whether the study reports A1–A3, A1–A5, A–C, module D or a separate operational phase. State the reference study period and treatment of biogenic carbon, reuse, recycling and landfill.
  6. Model the whole building. Include structure, foundations, enclosure, fire protection, acoustic layers, ceilings, finishes, temporary works where material, transport, site energy, replacement and end-of-life processes.
  7. Run sensitivity cases. Test height, timber species or supplier, concrete cement content, recycled steel assumptions, transport distance, fire encapsulation, service life and end-of-life pathways. Show which assumptions move the result most.
  8. Report more than one indicator. Present GWP and energy together, then add other indicators required for the project. Keep A–C and module-D outputs in separate rows or figures.
  9. Have the result checked. A qualified LCA practitioner should review data quality, functional equivalence, mass balances and interpretation before the owner uses the result for procurement or a public carbon claim.
  10. Carry the chosen design into documents. Tie the LCA assumptions to specifications, EPD requirements, submittals, fire and acoustic details, and construction waste plans so substitutions do not silently invalidate the comparison.

When each material may be the better fit

The studies do not support a universal winner, but they do support a practical screening conversation. The table below identifies questions to investigate rather than automatic prescriptions.

Project condition Timber question Steel question Concrete question
Low-GWP target Can a code-compliant mass-timber scheme meet the brief with lower modeled GWP under the owner’s declared boundary? Can high-recycled-content sections, efficient spans and local supply close the gap in the whole-building model? Can cement substitution, optimized volumes and local batching reduce the concrete option’s modeled GWP?
High-rise or transfer structure Do added members, connections, protection and transfers erase the frame advantage? Does the steel system provide the required spans and lateral capacity with less material than the alternatives? Do stiffness, mass or foundation needs make concrete the more efficient complete system?
Fire and acoustics What encapsulation, exposed-wood limits, toppings and ceilings will the authority require? What fireproofing and corrosion protection are required for the actual exposure? What protection, curing and finish assumptions are included, and are they equivalent?
Supply and schedule Are panels, beams and qualified installers available at the site when needed? Can fabrication and erection capacity meet the programme without long transport? Can local plants, formwork and curing constraints support the schedule and chosen mix?

Common mistakes and how to correct them

Using one percentage as a universal rule

Problem: Quoting a study’s reduction without naming the buildings or boundary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: State the study, building type and height range, geography, modules and biogenic-carbon treatment in the same sentence or table cell.

Comparing frames instead of buildings

Problem: Counting timber, steel or concrete members while omitting foundations, enclosure, fire protection, acoustic layers, ceilings and finishes.

Correction: Use a whole-building scope and identify every major assembly that differs between schemes.

Mixing A–C and module-D numbers

Problem: Presenting an end-of-life or reuse credit as though it were part of the manufacturing result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Keep A–C and A–C-plus-D outputs separate, explain the accounting rules, and show sensitivity to alternative end-of-life pathways.

Equating carbon with energy

Problem: Calling a design lower impact because its GWP is lower.

Correction: Report energy and other required indicators alongside GWP; the Portland and regional studies show why the distinction matters.

Assuming model-code language equals approval

Problem: Treating Type IV provisions in a study as permission to build in every jurisdiction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Verify the locally adopted code, amendments and project-specific review before fixing the structural system.

Locking in generic data too early

Problem: Making a procurement decision from national-average datasets when local products are known.

Correction: Update the model with supplier EPDs, transport distances, mix designs, recycled-content declarations and actual quantities before contract award.

A decision checklist for owners

  • Have all three schemes met the same area, occupancy, height, fire, acoustic, thermal and service-life requirements?
  • Are the LCA modules and reference study period written in the project brief?
  • Is biogenic carbon reported separately from physical product emissions and end-of-life credits?
  • Are enclosure, foundations, fire protection, ceilings, finishes and temporary works included?
  • Do the data represent the project region and likely suppliers?
  • Are GWP, energy and other material indicators shown together?
  • Has the locally adopted code and authority review been confirmed?
  • Have sensitivity cases identified what would change the preferred option?
  • Will specifications preserve the assumptions after substitutions and value engineering?

The practical answer for low-carbon construction

Mass timber is a strong candidate when a complete, code-compliant design demonstrates lower whole-building GWP than equivalent steel and concrete alternatives under a clearly stated boundary. The published evidence does not justify treating timber as automatically sustainable, nor does it support carrying a study’s percentage directly into a new project. The responsible choice is the material system that meets the brief with the lowest verified impact across the indicators and life-cycle stages the owner has declared.
