Neither material is universally better. For an outdoor venue, choose the frame that best fits the site, loads, fire strategy, appearance, maintenance capacity and local approvals. Steel usually reduces exposure to rot, termites and fungal decay, while timber can offer a lower initial price and a warmer architectural character. Those are conditional advantages, not guarantees: the actual design, coating, detailing, climate, foundations and inspection plan determine cost and service life.
The practical way to decide is to develop equivalent timber and steel schemes, obtain comparable installed bids, and evaluate their maintenance and compliance obligations over the venue’s planned life.

What the comparison actually means
A pavilion is a structural system, not just a material choice. Roof area, span, occupancy, snow and wind loads, drainage, foundations, connections, cladding and fire performance all affect the result. A timber post-and-beam frame and a steel frame can both be engineered for a permanent venue. The UK government’s Timber in construction roadmap 2025 describes post-and-beam construction as structural timber and states: “Timber frame structures have long been used in low rise construction and as a result industry is well able to pursue timber in construction in these structures, while accounting for fire safety, durability and structural considerations.”

Timber and steel at a glance
| Decision factor | Timber pavilion | Steel pavilion | Evidence and questions for your project |
|---|---|---|---|
| Initial cost | May be lower in some bids, particularly for straightforward low-rise work. | May cost more or less depending on spans, fabrication, foundations, corrosion protection and erection. | No neutral, standardized pavilion price comparison was identified. Compare equivalent scope, inclusions, taxes, foundations, finishes and installation. |
| Routine maintenance | May require inspection, staining or sealing, moisture management and replacement of damaged members. | Requires inspection of coatings, joints, drainage points and corrosion-prone locations; damaged coating needs repair. | Poligon’s manufacturer comparison lists wood “staining / sealing every 2-5 years” and steel “factory coating; minimal touch-up.” These are vendor assertions, not universal intervals. Read the comparison. |
| Rot, insects and decay | Risk depends on species or engineered product, moisture content, end-grain protection, drainage, ground clearance and inspection. | Steel is not susceptible to biological rot or termite attack, but corrosion remains a detailing and coating issue. | Confirm material grade, preservative or finish specification, exposure category and warranty exclusions. |
| Span and connections | Large sections, engineered timber or hybrid connections may be needed as spans and loads increase. | Efficient for long spans and concentrated connection forces, subject to section sizing, buckling, fire protection and corrosion design. | Have a structural engineer check wind, snow, seismic actions where applicable, uplift, deflection, connection design and foundation reactions. |
| Fire strategy | Performance is specific to the tested product, dimensions, orientation, fixings, substrate and protective system. | Unprotected steel loses strength when heated; protection, compartmentation and evacuation design may be required. | Obtain project-specific evidence and approval. Do not assign one fire rating to “timber” or “steel” as a category. |
| Appearance | Visible grain and natural variation can support a landscape or heritage setting; color changes with weathering and finishes. | Clean lines, slender members and broad coating-color options suit contemporary or high-traffic settings. | Review full-size finish samples, junction details, lighting, signage and sightlines before selecting a frame. |
| Whole-life carbon | May reduce whole-life carbon in some applications, depending on sourcing, processing, transport, maintenance and end-of-life. | Recycled content, efficient sections, long service and recyclability can materially affect results. | Use a common life-cycle boundary that includes manufacture, maintenance and disposal. No pavilion-specific timber-versus-steel carbon total is established by the cited sources. |
Maintenance, moisture and service life
What the published shelter comparison says
Poligon’s shelter comparison presents steel as not susceptible to the rot, termites and fungal decay common in outdoor wood installations. Its maintenance table lists “staining / sealing every 2-5 years” for wood and “factory coating; minimal touch-up” for steel. Because the document is a manufacturer comparison with no visible methodology or publication date, use those statements as directional vendor claims rather than a promise for every pavilion.
How timber maintenance is controlled
- Keep posts and beams clear of standing water, splashback and soil; detail bases so water drains and end grain is protected.
- Specify a timber species or engineered product suitable for the exposure, with documented preservative treatment where required.
- Inspect cracks, checks, fasteners, joints, fungal staining and finish breakdown on a scheduled basis. Increase inspections after flooding, impact or unusual wet periods.
- Define who cleans, prepares and recoats surfaces, what products are permitted, and how inaccessible areas will be reached safely.
A five-year coating cycle is not a universal rule. Sun exposure, driving rain, salt, pollution, roof leaks, color, product chemistry and preparation quality can shorten or extend the interval.
How steel maintenance is controlled
- Specify the corrosion-protection system for the actual exposure, including surface preparation, coating thickness, edges, welds, bolts and touch-up materials.
- Prevent water traps at base plates, hollow sections, overlaps and roof drainage points. Provide inspection access before finishes conceal connections.
- Check for coating blistering, rust staining, abrasion, failed sealants and corrosion at dissimilar-metal interfaces.
- Record every repair and keep compatible touch-up products available; an apparently small coating breach can become a concealed corrosion problem.
Poligon claims a “longer service life (30+ years)” for steel shelters in its comparison. The document gives no visible test method or comparison basis, so treat 30-plus years as that manufacturer’s claim, not a verified lifespan for your venue. Require the bidder to state the assumed service life, exposure classification, inspection frequency and conditions of any warranty.
Structural design and the site usually decide first
Material selection cannot compensate for inadequate foundations or anchorage. The Health and Safety Executive’s venue and site design guidance calls for checking ground-bearing capacity, anchoring-point ground conditions, flood behavior and wind exposure. Those checks apply whether the frame is timber or steel.

Ground and foundation checks
- Confirm bearing capacity, settlement risk, groundwater, buried services and the effect of excavation on neighboring structures.
- Assess flood levels, flow paths and scour. A pavilion that is safe in still water may be vulnerable to moving water or debris impact.
- Design base plates, post shoes, hold-downs, piles or reinforced pads for calculated uplift, shear, overturning and compression. Do not select anchors from a generic catalogue table.
- Coordinate drainage so roof discharge does not saturate timber bases or wash soil from foundations.
Wind, snow and occupancy loads
Open-sided roofs can experience substantial uplift and fluctuating pressure. The engineer should establish the governing wind region, terrain, topography, roof geometry and local code combinations. Add snow, maintenance, lighting, speakers, signage, suspended decorations and any temporary event loads. Timber connections may govern before the beams do; steel sections may be slender but still require checks for buckling, vibration and connection stiffness.
Span, transport and erection
Compare the complete erection sequence. Large timber members may need protected storage and lifting plans that avoid wetting or impact. Steel arrives fabricated with tolerances, welds and coatings that must be protected during transport and site welding. Restricted access, crane position, road weight limits and working near an occupied venue can change the apparent price advantage of either system.
Fire safety and approval are assembly-specific
Do not describe a pavilion as having a single “timber fire rating” or “steel fire rating.” The UK’s Approved Document B fire-safety FAQs explain that reaction-to-fire performance depends on the tested product or system configuration; form, orientation, fixings and substrate matter. Some fire-retardant treatments also have maintenance requirements.

Questions to settle before choosing timber
- Is the proposed timber product covered by a test or classification for the exact end use, coating, orientation, fixing pattern and substrate?
- Will a fire-retardant treatment require periodic reapplication, inspection or controlled cleaning?
- How do roof coverings, acoustic panels, curtains, photovoltaic equipment and decorative elements affect the assembly?
- What evidence will the building-control authority and fire professional accept for evacuation, spread of flame, detection, suppression and firefighter access?
Questions to settle before choosing steel
- What temperature and duration must the members resist, and is protection by board, spray, intumescent coating or encasement required?
- How will fire protection remain continuous at bolts, base plates, penetrations and future alterations?
- Will the protection system tolerate the venue’s moisture, impact, cleaning and maintenance regime?
An open-sided pavilion is not automatically exempt from approval. Obtain a written project brief from the local building-control authority and coordinate the structural, fire, electrical and accessibility submissions before fabrication.
Cost: compare installed and whole-life numbers, not material prices
No independent source in the available evidence supplies standardized pavilion prices, service-life totals or a neutral timber-versus-steel life-cycle cost study. A credible comparison therefore starts with two equivalent designs and a transparent cost model.
Build an apples-to-apples bid package
- Issue the same site survey, geotechnical information, design loads, roof area, clearances, drainage concept and foundation assumptions to each bidder.
- Specify identical functional requirements: occupancy, accessibility, lighting and power allowances, acoustic or weather screens, roof finish, gutters, downpipes, paving interfaces and event equipment.
- Require separate prices for design, permits, foundations, fabrication, transport, cranes, erection, temporary works, fire protection, finishes, testing and handover documents.
- Ask for a schedule of exclusions, provisional sums, lead times, escalation assumptions and the cost of future alterations.
- Request a maintenance plan with labor hours, access equipment, coating or stain products, inspection intervals and allowance for component replacement.
Use a life-cycle worksheet
For each option, list the initial installed cost, planned inspections, routine cleaning, coating renewal, access equipment, likely component replacement, disposal and any venue closure needed for work. Discounting future costs may be appropriate for a finance appraisal, but state the discount rate and analysis period. Do not treat a vendor’s “minimal touch-up” phrase as zero cost.

Appearance, comfort and venue identity
When timber supports the brief
Visible timber can reinforce a park, garden, campsite, cultural or heritage setting. Its grain, joinery and natural variation become part of the visitor experience. Include a written weathering expectation: the color of unfinished timber changes, and transparent or pigmented finishes change the maintenance workload. Sample the actual species, finish and joint details outdoors rather than approving a small indoor swatch.
When steel supports the brief
Steel can create slender columns, long clear spans and precise repetitive geometry. Factory-applied color systems can coordinate with signage and brand standards, while replaceable panels or screens can be added without redesigning the primary frame. Confirm that coatings, welds, bolts and fire protection will present a consistent appearance after erection and touch-up.
Design for people, not photographs
- Check glare, radiant heat, rain splash, wind-driven rain and condensation at seating and circulation areas.
- Coordinate roof drainage so entrances and accessible routes remain usable during storms.
- Detail edges, bolts, splinters, sharp corners and climbable elements for the expected age range and crowd behavior.
- Plan lighting, speakers, cameras, banners and seasonal decorations with designed attachment points; improvised drilling can void corrosion or fire-protection warranties.
Whole-life carbon: define the boundary before comparing
The Timber in Construction Roadmap defines whole-life carbon to include manufacture, maintenance and disposal and identifies potential for timber to reduce whole-life carbon. That does not establish a numeric winner for a pavilion. A fair assessment must use the same service life, functional performance, transport assumptions, maintenance cycles, replacement rules and end-of-life scenarios for both schemes.

Information to request from each design team
- Material quantities by grade and finish, including fasteners, foundations, fire protection and coatings.
- Product-specific environmental data and the geographic and temporal assumptions behind it.
- Transport distances, fabrication energy and expected site waste.
- Maintenance products, access equipment, recoating frequency and replacement components.
- Demolition, reuse, recycling or disposal assumptions at the end of the assessment period.
Report the boundary, reference study period and excluded items alongside any carbon total. A timber frame with frequent replacement or intensive treatment cannot be compared fairly with a steel frame assessed only to factory gate, and vice versa.

A decision process for an outdoor venue
- Define the venue brief. Record capacity, event types, operating season, roofed area, clear spans, equipment, accessibility, appearance goals and acceptable closure time for maintenance.
- Document the site. Commission surveys for ground conditions, flood behavior, wind exposure, drainage, utilities, access and neighboring constraints. Follow the HSE site-planning factors before selecting a frame.
- Set the approval path. Identify the building-control authority, fire authority, planning requirements and any conservation, environmental or public-land constraints. In England, discuss combustible-structure evidence with building control before work starts.
- Develop two equivalent concept designs. Use the same grids, roof performance, foundations assumptions and service allowances so that the comparison isolates realistic system differences.
- Have independent engineers review both. Check load paths, connections, anchorage, durability, fire evidence, drainage, erection and maintainability. Ask for calculations and product data, not just renderings.
- Obtain comparable tenders. Normalize exclusions, provisional sums, escalation, taxes, permits, temporary works and site restoration.
- Score the proposals. Weight safety and approvals first, then site resilience, whole-life cost, maintenance capacity, appearance, carbon and programme. Record why each score was awarded.
- Lock the maintenance owner. Name the person or contractor responsible for inspections, records, cleaning, recoating, vegetation control and post-storm checks before signing the contract.
- Approve samples and mock-ups. Inspect a full-size connection, base detail, drainage outlet and finish under realistic light and weather before production.
- Plan handover and change control. Require as-built drawings, certificates, coating data, fire evidence, inspection schedules, spare finishes and instructions for future attachments.
Which material fits common venue conditions?
Choose timber when these conditions are true
- The architectural brief values visible natural material and the owner can fund regular inspection and finish renewal.
- The design is low-rise and the engineer can provide clear durability, connection and fire evidence for the exact assembly.
- Moisture can be controlled through generous roof overhangs, drainage, raised bases and accessible detailing.
- The procurement team can verify timber sourcing, treatment, moisture protection during construction and replacement procedures.
Choose steel when these conditions are true
- The venue needs long clear spans, repetitive bays, slender profiles or future attachment points.
- High traffic, vandalism, splash, insects or limited access to routine staining make biological-decay exposure a major concern.
- The owner can maintain coatings and any fire-protection system, with inspection access designed in from the start.
- Fabrication, transport and crane access favor a shop-produced frame and a fast, predictable erection sequence.
Consider a hybrid scheme
A steel primary frame with timber roof or soffit elements, or timber posts with steel connection hardware, can separate structural, visual and durability requirements. A hybrid is not automatically cheaper or simpler: fire interfaces, differential movement, condensation, corrosion between dissimilar metals and maintenance access must be engineered as one system.
Common mistakes and how to prevent them
Comparing unlike scopes
A timber quote may include a finished frame while a steel quote excludes fire protection, foundations or touch-up. Use a scope matrix and price every omission before ranking bids.
Assuming a material label proves compliance
“Mass timber,” “treated wood,” “galvanized steel” or “fire-rated coating” does not identify the tested assembly. Request product names, thicknesses, test classifications, installation limits and maintenance conditions for the exact configuration.
Recommended Free Tools
Ignoring water at the base
Many failures begin where posts meet paving, soil or splash zones. Detail drainage, capillary breaks, inspection access and replaceable components, then verify them during construction before they are concealed.
Leaving future attachments undefined
Speakers, banners, solar equipment and temporary weather screens add loads and penetrations. Provide designed connection zones and a change-control process; prohibit field drilling or welding without engineering approval.
Overlooking the maintenance workforce
A theoretical maintenance interval is useless if the venue cannot close safely, reach high members or source compatible products. Price access equipment, traffic management, cleaning and record keeping in the operating budget.
Choosing on carbon claims alone
Ask for a comparable whole-life assessment. Without the same boundary and reference period, a single carbon number can reward an accounting choice rather than a better project.

Start with site and approval constraints, then select the material that delivers the required load capacity and fire evidence with a maintenance plan the venue can actually execute. Timber is a strong candidate when natural appearance, low-rise structural use and managed moisture align with the brief. Steel is a strong candidate when decay exposure, long spans, repeatability or limited biological-maintenance capacity dominate. When both meet the requirements, choose on normalized installed cost, documented whole-life assumptions, carbon boundary and the venue’s long-term ability to inspect and repair the structure.
