Temporary traffic signals and flaggers both control traffic when construction leaves one lane to serve vehicles moving in both directions. Neither method gives drivers permission to proceed simply because the road ahead looks empty or a red indication lasts longer than expected. Follow the signal or flagger controlling your approach, remain outside the work area, and wait for a clear instruction to move.
What the two methods have in common
A work zone that reduces a two-way road to one usable lane must coordinate traffic from opposite directions. The Federal Highway Administration’s Manual on Uniform Traffic Control Devices (MUTCD), 11th Edition (December 2023), identifies several ways to do that: flagger control, a temporary traffic signal, a pilot car, flag transfer, or STOP/YIELD control. The appropriate method is selected for the particular site rather than by a universal rule.

As a driver, your essential task is the same in every arrangement: identify the active control, stop when it tells you to stop, and proceed only when it authorizes your movement. A gap in visible traffic is not authorization. If a red signal remains displayed, stay stopped even when no opposing vehicle is immediately visible.

How a temporary traffic signal works
A temporary traffic-control signal is installed for construction or another short-term roadway condition. It can coordinate alternating movements through a one-lane, two-way section. FHWA describes temporary signals as capable of operating automatically in either a pre-timed mode or a vehicle-actuated mode.
Pre-timed operation
In pre-timed operation, the signal follows a programmed sequence. The red interval may continue for a planned period even when a driver cannot see vehicles approaching from the other direction. A long red indication therefore does not, by itself, show that the equipment has failed.
Vehicle-actuated operation
In vehicle-actuated operation, detection and the programmed control logic influence when a movement receives service. The presence or absence of traffic that you can see from your stopping position may not match what the equipment is detecting or what the sequence requires. Do not cross the stop line or enter the work area to test whether the signal will respond.

Why a signal is not automatically the preferred choice
Section 6L.01 of the 2023 MUTCD says temporary traffic-control signals should be used only when engineering judgment finds them preferable to other methods. The alternatives named by FHWA include changing the work staging or the size of the work zone to eliminate one-way movements, using flaggers, using STOP or YIELD signs, or relying on warning devices alone. A signal at a site does not mean every work zone needs one or that it is inherently safer or faster than a person controlling traffic.
How a flagger operation works
With a flagger operation, a trained person at the roadway controls the approach using the devices and directions provided for that site. In a one-lane, two-way operation, the flaggers at opposite ends must coordinate so that traffic is released from one direction while the other direction is held.
What you should watch
- Watch the flagger assigned to your approach, not a person working elsewhere in the project.
- Follow the displayed paddle, flag, or other direction in the manner indicated.
- Remain stopped until the flagger gives a clear instruction to proceed.
- Do not treat a moment when the flagger is looking away, speaking to a worker, or out of sight as permission to move.
The available material does not establish one universal set of spoken words for every flagger encounter. That is why the visible control and the instruction presented at your approach matter more than trying to apply a phrase you have heard at another project.

Why engineers choose one method over another
FHWA guidance points to a group of conditions rather than a single deciding number. The same road may use different controls as the work area, traffic pattern, or operating period changes.
Safety and work staging
Engineers consider how workers, equipment, and vehicles will be positioned and whether changing the staging or reducing the work-zone size could avoid alternating traffic altogether. If one-way movements can be eliminated, that option may be preferable to installing a temporary signal or assigning people to control the approaches.
Sight distance
The ability of road users and workers to see approaching traffic affects the control decision. Curves, hills, structures, and the physical layout of a bridge or highway can make direct observation difficult. Drivers should not use their own limited view to decide that the opposite direction is clear.
Traffic volume, capacity, and vehicle speeds
The amount of traffic the remaining lane must serve, the lane’s capacity, and the speeds at which vehicles approach all influence the operation. A control plan must handle the expected demand without allowing opposing movements to conflict.

Access points inside or near the controlled section complicate the pattern. Engineers account for side roads and driveways so that vehicles entering or leaving them do not undermine the alternating movement plan. A driver emerging from a driveway should still follow the control that governs that approach rather than joining the main road based on a perceived gap.

Pedestrian needs
Pedestrian movements are another site factor. The control arrangement must account for people who need to cross or travel through the work area, even when the vehicle lane appears clear.
Timing, operating hours, power, inspection, and maintenance
Signal timing, the hours during which the control is needed, power-failure considerations, and the ability to inspect and maintain the equipment all enter the decision. A signal that appears quiet or unattended can still be operating according to its programmed plan. Maintenance requirements are one reason the method cannot be judged from the driver’s seat alone.
What to do when the temporary signal stays red
A several-minute wait can occur in a temporary signal operation, especially when the arrangement is associated with a pilot car. In a 2010 FHWA interpretation concerning pilot-car use, the agency warned that drivers may see a red indication, no visible opposing vehicles, and no flagger, then assume the signal has malfunctioned. That assumption can lead them to enter the work zone in the wrong direction.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches- Stop at the location indicated by the signs, pavement markings, or signal setup.
- Keep the vehicle out of the work area and do not drive around the signal, barricade, or queued vehicles.
- Continue observing the signal and any supplemental signs or personnel.
- Wait for the signal sequence to authorize your movement. Do not use the absence of visible oncoming traffic as a substitute for a green indication.
- If a worker or flagger gives a direction that controls your approach, follow that active direction while remaining alert for other traffic and workers.
There is no universal wait duration established for temporary work-zone signals. The correct response to a long red is to continue obeying the control, not to create your own release rule.
What a pilot-car arrangement changes
A pilot car can be one of the methods used to coordinate one-lane, two-way traffic. In that arrangement, vehicles may be held while the pilot car leads traffic through the controlled section or returns to coordinate the other direction. The distance and layout can make opposing vehicles invisible from your stopping position.
That is why the red indication may remain on while the lane ahead looks empty. The absence of visible traffic does not tell you where the pilot car or the opposing group is. Entering early can place your vehicle in the path of traffic being guided from the other end or among workers and equipment.

Automated flagger assistance devices are not temporary signals
An automated flagger assistance device (AFAD) may look like an unmanned signal or other automated control from a driver’s perspective, but FHWA distinguishes it from a temporary traffic-control signal. In its 2012 interpretation, FHWA stated that the two have different functions and characteristics.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
The practical distinction is who operates the control:
- A temporary traffic-control signal operates automatically in a pre-timed or vehicle-actuated manner.
- An AFAD is manually operated by a flagger.
Do not assume that a person is absent merely because you cannot see one beside an AFAD. Conversely, do not treat an AFAD as proof that a normal signal sequence is running. Follow the indication or instruction presented at your approach.
Driver procedure before entering the controlled section
- Identify the control. Look ahead for a signal head, an AFAD, a flagger, signs, and the point where traffic is required to stop.
- Reduce speed early enough to stop smoothly. The exact approach speed and stopping location depend on the posted control and roadway conditions; do not wait until the last moment to react.
- Stop where directed. Keep clear of the work area, equipment, workers, and any marked crossing or access point.
- Read the indication or instruction. A green signal, a flagger’s release, or another displayed direction must apply to your approach before you move.
- Check the path while proceeding. Once released, remain prepared for workers, equipment, pedestrians, and vehicles entering from an access point.
- Stay in the assigned lane. Do not pass a queue, drive onto a shoulder to bypass the control, or move into the opposing lane to avoid waiting.
These steps apply whether the wait is short or several minutes. The control plan is designed for the whole section, not just the portion visible from your vehicle.

| Mistake | Why it is unreliable | Response |
|---|---|---|
| Proceeding because no opposing vehicle is visible | The opposing movement may be out of sight, or a pilot-car operation may be coordinating traffic beyond your view. | Remain stopped until the active control releases you. |
| Assuming an unattended signal is broken | Temporary signals can run automatically, and a long red can be intentional. | Continue to obey the red indication. |
| Following a control meant for the other approach | One-lane operations may have different controls at each end. | Follow the signal, AFAD, or flagger governing your lane. |
| Passing a stopped vehicle or control device | It can place you inside the work zone or in conflict with opposing traffic. | Stay in line and wait for release. |
| Treating an AFAD as a normal traffic signal | An AFAD is manually operated by a flagger and is distinct from a temporary signal. | Obey the device’s displayed direction and any accompanying flagger instruction. |
If the setup looks confusing
Construction layouts can include multiple signs, equipment, access points, and controls. When two indications appear inconsistent, do not choose the one that allows you to move sooner. Stop in a safe position before the controlled area and look for the control specifically assigned to your lane. Follow the most immediate active direction from the signal or flagger, and remain stopped if no clear release is displayed.
If equipment is dark, damaged, or obstructed, do not enter the work zone simply to investigate. The material available here does not establish a single nationwide procedure for every equipment failure or every jurisdiction. Follow posted instructions and any directions from authorized work-zone personnel; if no safe, clear instruction is available, remain out of the controlled section until the situation is resolved.

How conditions can change during a project
A work zone is not necessarily fixed for its entire duration. A bridge operation, highway project, or other temporary one-lane arrangement may be restaged, resized, or operated during different hours. Changes in sight distance, traffic demand, side-street access, pedestrian movements, signal timing, power, inspection, or maintenance can support a different control method later.
For that reason, experience from an earlier trip is not a substitute for reading the current setup. A location that previously used flaggers may later use a temporary signal, or the reverse, without either method being universally preferred. The active control at the time you arrive governs your movement.
What the federal guidance does—and does not—say
The discussion above reflects U.S. federal MUTCD material, particularly the 11th Edition issued in December 2023, plus FHWA interpretations issued in 2010 and 2012. The older interpretations address specific questions about pilot cars and AFADs under the 2009 MUTCD. They help explain those situations but do not replace the current signs, signals, flaggers, or instructions at a particular site.
- Federal guidance permits several methods for coordinating one-lane, two-way traffic.
- Temporary signals should be selected when engineering judgment finds them preferable to available alternatives.
- Site conditions determine the method; there is no universal safety ranking or wait time.
- A temporary signal and an AFAD are different devices with different operating characteristics.
- A long red wait is not permission to enter the work zone.
Actual arrangements can vary by state, local agency, roadway owner, and project. Always give the current work-zone control priority over assumptions based on another location.
Frequently Asked Questions
Why is the temporary work-zone signal still red when I cannot see any traffic?
The sequence may be intentional, including during a pilot-car operation in which opposing vehicles are beyond your view. Stay stopped until the signal releases your approach; there is no universal wait time that authorizes drivers to proceed.
Is an automated flagger assistance device the same as a temporary traffic signal?
No. FHWA distinguishes them: a temporary signal operates automatically in a pre-timed or vehicle-actuated mode, while an AFAD is manually operated by a flagger.
Are flaggers always safer or faster than temporary signals?
The federal guidance does not establish a universal safety ranking or speed advantage. Engineers choose the method using site-specific factors such as sight distance, traffic volume, capacity, access, pedestrians, timing, power, inspection, and maintenance.
What should I do if I am unsure which instruction applies to my lane?
Stop before the controlled section, identify the signal, AFAD, or flagger assigned to your approach, and follow that active direction. Do not proceed based on a gap in visible traffic or by passing the queue.
