Temporary Ramps vs. Lifts for Accessible Construction Detours

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with the route, not the equipment. When construction, maintenance, or a closure makes a pedestrian path in a public right-of-way inaccessible, the project generally needs an alternate pedestrian access route. A ramp is usually the most straightforward way to preserve continuous, independent travel when its runs, landings, width, slopes, transitions, and edge protection can fit the site. A lift can be appropriate only in the narrower situations covered by the governing accessibility provisions and when it can remain usable, available, and maintained throughout the detour. Neither a portable ramp nor a platform lift is automatically compliant because it is sold as “accessible.”

This guide explains how to establish the applicable rule, map the entire detour, determine whether a ramp can fit, identify when a lift may be allowed, and document an installation that remains accessible as work changes.

What the obligation is before choosing a ramp or lift

The first decision is not “ramp or lift?” It is whether the temporary pedestrian route remains accessible from the last usable point before the closure to the first usable point beyond it. The U.S. Access Board’s PROWAG scoping text states: “When a pedestrian circulation path is temporarily not accessible due to construction, maintenance operations, closure, or other similar conditions, an alternate pedestrian access route must be provided and comply with R303 and R402.” Read the complete scoping language at R2: Scoping Requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That requirement applies to temporary as well as permanent pedestrian facilities in the public right-of-way. PROWAG includes an exception when establishing or maintaining the alternate route is technically infeasible because of site conditions or existing physical constraints. Technical infeasibility is a site-specific finding, not a convenience exemption or a reason to send wheelchair users into the roadway without an approved alternative.

Federal applicability still depends on the project. The Department of Transportation’s rulemaking page dated December 18, 2024 describes adoption of PROWAG as regulatory standards for new construction and alterations of transit stops in the public right-of-way; it does not, by itself, establish identical federal coverage for every sidewalk, private development, or construction detour. Review the state and local accessibility rules, project funding, permits, facility location, and any applicable ADA or ABA requirements with the authority having jurisdiction. The DOT page is at PROWAG adoption rule.

Do not use the 2010 ADA Standards’ construction-process exception as a blanket statement that “construction is exempt.” That exception concerns structures and sites directly associated with the processes of construction, such as scaffolding, bridging, material hoists, storage, and construction trailers. It does not erase PROWAG’s separate treatment of temporary pedestrian facilities in public rights-of-way. See the 2010 ADA Standards for Accessible Design and compare it with the PROWAG scoping provisions.

Map the complete detour before selecting equipment

A ramp or lift is only one segment of an alternate route. Walk and measure the proposed path in both directions, including the approach from each end, crossings, turns, curb transitions, work-zone boundaries, and the point where pedestrians rejoin the original sidewalk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record the site conditions

  • Locate the closure, the nearest accessible points before and after it, and every decision point where a pedestrian could choose the wrong path.
  • Survey each elevation change, including curb faces, temporary plates, drainage channels, door thresholds, and changes caused by staged work.
  • Measure available width and turning space at the narrowest location, not just the average sidewalk width.
  • Note drainage, surface traction, lighting, snow or ice exposure, vehicle conflicts, sight lines, and places where a person may need to pass another user.
  • Identify where a lift would need a landing at both ends, electrical service or other operating requirements, weather protection, and a backup route during an outage.
  • Mark how the route will change when barriers, excavations, or work stages move.

Check the governing documents

Obtain the permit conditions, traffic-control plan, right-of-way requirements, adopted accessibility standard, and any transit-agency or public-works detail. Confirm who approves the alternate route and who is responsible for daily inspection, snow removal, repairs, and emergency access. Keep the approved drawing and field dimensions together so a later shift of the barricades does not silently invalidate the route.

What every alternate pedestrian access route must provide

PROWAG’s technical provisions address the route as a continuous system. The R3: Technical Requirements text covers the following elements.

Wayfinding and information

Provide advance signs at decision points so a person does not discover the closure only after reaching a barricade. The route also needs a nonvisual means of conveying information. Sign placement, contrast, illumination, audible information, and tactile or other nonvisual communication should be coordinated with the authority approving the detour and with the crossing or signal design.

Surface and clear width

Route surfaces must satisfy the referenced surface criteria or be no less accessible than the surface of the closed route. Avoid abrupt edges, loose aggregate, ponding, excessive vibration, and slippery materials. The continuous clear width is at least 48 inches. When an existing pedestrian circulation path is reused, the route cannot be narrower than the temporarily closed path. Do not measure between a handrail, signpost, curb, or channelizing device and then assume the remaining pinch point is acceptable; measure the usable clear width through the entire route.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Curb transitions and boundaries

Where the route crosses a curb, use a compliant curb ramp or blended transition. A temporary asphalt wedge or a loose plate is not a substitute unless the resulting transition meets the applicable criteria. Channelizing devices used to delineate the route need continuous detectable edging with the specified top and bottom positioning and only the limited gaps allowed at turning or crossing locations. The edging must be detectable by people who use a long cane and must remain continuous after installation, movement, or impact.

Temporary signals and crossings

If the detour changes a signalized crossing or uses a temporary pedestrian signal, check the associated pushbutton or passive-detection requirements. A route that is accessible to the curb but leaves a pedestrian unable to activate or receive the crossing information is not a complete accessible route.

When a ramp is the better solution

A ramp generally preserves the simplest form of independent travel: a person enters at one end, follows the same route as other pedestrians, and exits without waiting for an operator. That advantage exists only when the entire ramp and its approaches can meet the technical criteria and remain clear during the project.

Running slope and cross slope

In the cited PROWAG ramp text, each ramp run has a maximum running slope of 1:12, or 8.3 percent, and a maximum cross slope of 1:48, or 2.1 percent. The 1:12 figure is a limit, not a target. A gentler slope may be easier for many users and may reduce braking, tipping, and fatigue, provided the available footprint allows it.

For planning, a 24-inch rise requires at least 24 feet of sloped run at 1:12, before adding the required landings. A 30-inch rise requires at least 30 feet of run. Divide a taller elevation change into runs because no individual run may rise more than 30 inches. Confirm the actual rise after surface finishes, plates, curb transitions, and settlement are accounted for; a small field change can increase the slope beyond the design value.

  • ▶ Note: Please refer to the buyer’s guide to select the wheel chair ramp for home steps size before purchasing; Please notice that it is normal for the long portable wheelchair ramp to sink during use, and it will rebound soon. Please do not exceed the maximum weight capacity of this wheelchair ramp 800 lbs.
  • Double Non-skid: the aluminum surface of the wheelchair ramps for home is designed with folds to increase friction. The surface is also covered with non-skid layer for double non-skid protection. The handicap ramp can be fixed on the wooden platform with complimentary screws.

The transition plates at the top and bottom of the ramp make the ramp better fit the ground.
  • Wide Range of Applications: portable door threshold ramps can be used at front doors of home or garage steps and various cars to solve problems that may happen to wheelchairs, unloading trolleys, baby carriages, pet dogs, scooters and elderly people walking.

Width, landings, and direction changes

The minimum clear ramp width is 48 inches, including the space between handrails when handrails are provided. A landing is required at the top and bottom of each run. Each landing has a minimum clear length of 60 inches. Where the route changes direction, provide a 60-by-60-inch clear landing. Keep signs, posts, braces, drainage grates, and temporary storage out of those clear areas.

Landing slopes may not exceed 1:48 in either direction parallel or perpendicular to the ramp run. A landing that appears level but drains toward the edge at a steeper rate can fail this check. Verify it with a level or digital instrument after the ramp is loaded and secured.

Rise threshold, handrails, and edge protection

Runs rising more than 6 inches require handrails. The cited provisions also require the prescribed edge protection on each side of runs and landings, subject to the stated exceptions. Edge protection helps keep wheels, canes, and crutches from slipping off the side and prevents objects from rolling into a travel path. Treat it as part of the ramp design rather than an accessory added after delivery.

Surface, stability, and installation

Ramp runs and landings must meet the applicable surface requirements, with no changes in level on those surfaces. Anchor or otherwise secure modular sections so they do not creep, rock, lift, or separate when loaded. Check the transition at every joint, the contact with the ground, the side edges, and the drainage path. Reinspect after rain, frost, snow removal, vehicle contact, or relocation of adjacent barriers.

The technical text does not establish that every product marketed as a portable wheelchair ramp or modular access ramp system will comply when installed. Product labeling is not a public-right-of-way approval. The installed configuration must be checked for slope, clear width, rise, landings, cross slope, surface, edge protection, anchoring, and the requirements of the approving authority.

When a lift may be allowed—and why it is not a universal substitute

The cited PROWAG lift provisions are tied to defined facility conditions. For pedestrian-only or pedestrian-and-bicycle overpasses, underpasses, bridges, or similar structures with approach slopes steeper than 5 percent, PROWAG identifies a compliant ramp or an elevator or limited-use/limited-application elevator meeting the referenced accessibility requirements. Its scoping provisions also identify platform lifts for alterations under specified technical-infeasibility conditions, including situations in which an elevator or limited-use elevator is not technically feasible. Read the complete technical text at Accessibility Guidelines, 36 CFR Part 1190.

Those provisions do not say that any construction project may replace any sidewalk detour with any platform lift. First establish that the facility type, alteration, and technical-infeasibility finding fit an applicable provision. Then verify the lift itself, the approach and exit landings, independent usability, operating controls, protection from weather, and the hours during which it must be available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Operational conditions that can disqualify an otherwise suitable lift

  • The platform is locked, out of service, or available only when a worker is present.
  • The lift has no clear, accessible approach at one or both ends.
  • Power, controls, or weather exposure make operation unreliable during the detour period.
  • Maintenance or inspection is not assigned, documented, and funded.
  • There is no contingency route when the unit fails or the work phase changes.
  • Barriers or stored materials prevent a person from turning onto the platform or exiting safely.

The PROWAG preamble notes practical burdens associated with both options: long ramps can be difficult for some users and may require snow clearance, while elevators and lifts can require maintenance. It does not provide comparative uptime, lifecycle-cost, or reliability statistics. Do not claim that one option is universally cheaper or more dependable on that evidence. See the PROWAG Preamble, published August 8, 2023.

Ramp versus lift: a site-specific comparison

Decision factor Ramp implications Lift implications
Legal permission Can be used when the complete alternate route and ramp criteria can be met. Must fit a specific applicable provision; no blanket construction-detour substitution.
Elevation and footprint Needs substantial horizontal run plus 60-inch landings; each run is limited to 30 inches of rise. Uses less horizontal distance but needs accessible approach and exit space, platform clearances, and an appropriate installation.
Independent continuity Normally allows a user to travel through without waiting for equipment or an operator. Requires the unit to be unlocked, powered, usable, and available whenever the route is open.
Surface and weather Requires stable, level-jointed surfaces, traction, drainage, and regular snow or ice clearance. Requires protection and safe operation in weather; exposed controls and platform surfaces need inspection.
Maintenance risk Inspect joints, anchoring, edge protection, landings, and adjacent barriers after site changes. Plan inspection, servicing, outage response, and a backup route; comparative uptime is not established in the cited sources.
Changing work stages Sections may need redesign or relocation when the route shifts; every new configuration must be remeasured. Relocation and reconnection can interrupt access and require renewed approval.
Cost comparison No universal cost is established; price depends on length, materials, installation, and site work. No universal cost is established; equipment, power, installation, servicing, and contingency planning vary.

A step-by-step selection and approval process

  1. Define the jurisdiction and standard. Identify whether the route is in a public right-of-way, whether a transit stop is involved, which agency adopted the governing standard, and what permits or funding conditions apply.
  2. Document the closure. Photograph and measure the original route, the closure limits, elevations, width, crossings, and the dates or work stages that will affect access.
  3. Lay out an alternate route. Draw the path from accessible point to accessible point, including signs, nonvisual information, surfaces, clear width, curb transitions, detectable edging, crossings, and temporary signals.
  4. Test the ramp geometry. Calculate each run at no steeper than 1:12, limit each rise to 30 inches, add 60-inch top and bottom landings, add 60-by-60-inch landings at turns, and verify the 1:48 maximum landing and cross slopes.
  5. Check the physical details. Confirm 48-inch clear width, handrails for runs rising more than 6 inches, edge protection, stable joints, anchoring, drainage, traction, and the absence of level changes on runs and landings.
  6. Screen a lift only under an applicable provision. Record the facility condition or alteration condition that permits it, and obtain the access authority’s written acceptance before ordering or installing equipment.
  7. Design operation and backup. Assign who unlocks, inspects, cleans, clears snow, responds to failures, and provides an alternate route during outages. Publish contact information where a user can find it without entering the work zone.
  8. Inspect before opening. Travel the route in both directions using a wheelchair or other appropriate mobility device, check turning and passing locations, test the crossing information, and verify that signs and detectable boundaries are visible and detectable.
  9. Reinspect after every change. Repeat the measurements after moving barricades, adding plates, changing grades, experiencing severe weather, or changing the work phase. Keep dated inspection records with the traffic-control plan.

Common failure modes and corrections

“The ramp fits, so the detour is accessible.”

Failure: The ramp is compliant in isolation, but the approach has a steep curb transition, the landing is blocked by a sign, or the route narrows below 48 inches.

Correction: Measure and inspect the entire route, including both ends, turns, crossings, and the rejoining point. Remove obstructions and redesign the approach before opening the path.

“A 1:12 ramp is always the best design.”

Failure: The steepest permitted slope is used despite a long, exposed route, difficult braking conditions, or frequent snow and ice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Use a gentler slope where the footprint allows, provide secure landings, and include a written weather-clearance plan. The cited 1:12 value is a maximum.

“A portable ramp is automatically approved.”

Failure: A product is selected from marketplace dimensions without checking installed clear width, rise, cross slope, edge protection, anchoring, or landing geometry.

Correction: Evaluate the installed configuration against the applicable PROWAG provisions and local review. Obtain approval for the actual site, not just the product brochure.

“The lift can be used whenever someone asks.”

Failure: The unit is locked after hours, lacks power, has no attendant or response plan, or leaves users stranded during a fault.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Keep it independently usable during all route hours, assign inspection and maintenance, post a response contact, and maintain a documented contingency route.

“Construction is exempt.”

Failure: The project cites the 2010 ADA construction-process exception to remove an accessible sidewalk detour.

Correction: Distinguish construction-process structures from temporary pedestrian facilities in the public right-of-way. Apply the route requirements and obtain the authority’s determination for the actual project.

What to include in the project record

  • A plan showing the closure, alternate route, accessible connections, crossings, signs, detectable edging, and staging limits.
  • Surveyed elevations, calculated slopes, landing dimensions, clear-width measurements, and photographs of transitions.
  • The adopted standard, permit conditions, approval correspondence, and any documented technical-infeasibility finding.
  • Equipment information, anchoring details, surface specifications, handrail and edge-protection details, and installation date.
  • Inspection logs covering opening, daily or otherwise required checks, weather events, repairs, relocations, and final removal.
  • Names and contact methods for the person responsible for unlocking, cleaning, snow removal, maintenance, emergency response, and public notifications.

Bottom line for project teams

Choose a ramp when a continuous route can be laid out within the applicable slope, width, landing, surface, handrail, and edge-protection limits and can be kept clear as construction progresses. Consider a lift only when the facility and alteration conditions expressly support it, the authority approves that approach, and the project can guarantee independent operation, maintenance, and backup access. In every case, approval should cover the complete detour—not merely the ramp or lift—and should be revisited whenever the work zone changes.
