If road construction may block your driveway, contact the project manager, contract administrator, or engineer named on the project notice as soon as possible. Ask for the exact closure dates and hours, how you will enter and leave, and what approved alternative access or parking is available. Explain any mobility, medical, emergency, delivery, childcare, or work-schedule needs, and ask for the plan in writing.
Make an access plan before work reaches your driveway
Start with the public notice, project webpage, posted sign, or letter. Save the project number and the contact details, then contact the named project representative. A project notice may direct residents with accessibility needs to the project manager or contract administrator; that person is also the right starting point for coordinating access.

Ask for specific answers rather than relying on a general promise that the work will be brief:

- What dates and hours will the driveway be closed or restricted?
- Can I enter or leave outside the active work window?
- Will any part of the driveway remain open, or can work be staged to preserve partial access?
- If the driveway must close, what temporary access or parking has the project approved?
- Who will install and maintain that arrangement, and when will normal access return?
- How will emergency vehicles, medical visits, mail, deliveries, and garbage collection be handled?
Describe constraints that change what is workable: a wheelchair or mobility aid, regular home medical visits, emergency response needs, caregiving or school schedules, a work vehicle, or a delivery that cannot be rescheduled. Keep emails, messages, notices, and photos of posted closure information so you can refer to the agreed dates and arrangements.

Ask what temporary access the project can provide
Construction plans differ by location and project. Examples in project documents include the options below; they are not general homeowner entitlements.

When comparing options, consider how long access is interrupted, whether the route is safe and practical, and whether it works for accessibility needs and essential services. Ask who has approved the arrangement; a route that sounds convenient is not necessarily safe to use.

During the closure, follow the approved route
Follow project signs and instructions. Do not drive across an excavation, newly placed concrete, barricades, or a route the contractor has not opened. If the agreed access is unusable, contact the project representative promptly, describe the exact problem, and ask for a safe alternative and an estimated restoration time.
Check the project’s directions for mail, deliveries, and waste collection. One municipal notice, for example, tells residents to place waste containers at the property front before 7 a.m.; the contractor moves them outside the work zone when collection vehicles cannot enter and returns them later. Follow your own project’s instructions rather than assuming that arrangement applies to you.

If access is unexpectedly blocked
- Contact the project representative. Call the project manager, contract administrator, or engineer named on the notice and ask for a safe, immediate access plan.
- Record what happened. Note the time and location, what notice you received, and any safety or accessibility consequences. Take photos only from a safe place, and record any essential trip or accessible route affected.
- Escalate to the agency responsible for the road if needed. If you cannot reach the contractor or project contact, call the transportation or public works office that owns the road. Give the project number and property address.
- Use emergency services for immediate danger or a medical emergency. Do not remove traffic-control devices or create your own crossing through an active work zone.
Notice periods, permits, and what they do—and do not—establish
There is no single nationwide promise of uninterrupted driveway access or universal notice period in the cited examples. One Wisconsin project requires coordination with owners at least two working days before driveway interruption; a separate project specification calls for at least two days’ notice when access must be limited. The municipal notice says affected properties will be notified but gives no fixed period in the cited passage. Check the actual project notice, contract, and local rules instead of treating another project’s timing as a guarantee.
Confirm who controls the road before assuming which office can approve access changes. City, county, and state roads may have different permit authorities. Austin’s right-of-way guidance directs county-road questions to the county and state-road access questions to TxDOT; Montgomery County likewise distinguishes county roads from state or municipal roads. Ask before creating or changing an entrance in a public right-of-way. Montgomery County says a permit may be required for a temporary construction entrance or repair or restoration of an apron connected to its roads. Maryland SHA requires a residential entrance permit for access from a residence to a state highway and reserves final approval to the district engineer. Austin says it does not issue driveway permits for county right-of-way and directs state-road access to TxDOT. These examples do not establish a permit rule for every temporary route arranged by a roadwork contractor.
