Choose the fence for the job’s actual purpose. High-visibility mesh can mark a work boundary, rigid metal panels create a stronger continuous enclosure, and screened panels or hoarding provide visual control but add significant wind loading. None of these systems is automatically a worker fall-protection guardrail. Before ordering, check the contract documents, site plan, local requirements, expected wind exposure, access needs, and the supplier’s installation instructions.
What temporary construction fencing is meant to do
ASTM F3342-19 describes temporary fences as “physical barriers used to define and designate the boundary of construction sites.” That definition is deliberately broad: a fence may keep the public away from work, identify the limits of a project, control vehicle or pedestrian access, screen operations, or protect stored materials. Those functions impose different demands on height, strength, continuity, visibility and anchorage.

- Access control: creating a continuous enclosure with controlled gates and limited opportunities to pass through.
- Screening: reducing views into the site or containing dust and visual disturbance, subject to the design effects of the covering.
- Fall protection: preventing a worker from falling from an elevated work surface. This is governed by guardrail requirements, not by the fact that a perimeter fence happens to be nearby.
A fence selected for the first objective may be unsuitable for the second or third, and an ordinary perimeter fence should not be represented as satisfying the fourth.

Mesh, panels or a solid barrier?
High-visibility safety mesh
Safety mesh is the lightest option in the comparison. A Unified Facilities Guide Specifications (UFGS) example calls for orange high-density polyethylene (HDPE) grid fencing at least 48 inches high and secured tautly to posts. The 48-inch figure belongs to that specification example; it is not a universal minimum for every project or jurisdiction.
Mesh is useful when the principal need is a conspicuous visual boundary around a work area. Its open grid allows people to see the work zone and lets wind pass through more readily than a solid covering. That does not make it a complete access-control system in every situation. Verify the required barrier function, post spacing, support method, continuity and the consequences of someone pushing, climbing or cutting the material.
- Use the height and color required by the project documents rather than assuming the orange, 48-inch example applies.
- Install it tautly and maintain the tension; loose sections can sag, detach or create openings.
- Confirm that the posts and bases are suitable for the ground and exposure.
- Do not describe mesh alone as a fall barrier unless a separately designed, compliant system provides that function.
Temporary metal fence panels
Panel systems use rigid sections connected to one another and supported by bases, posts or another approved support arrangement. They are appropriate when the site needs a more substantial, continuous enclosure than lightweight mesh can provide. ASTM F3342-19 describes temporary panel enclosures at 6 or 8 feet and says panels should be securely attached together or to a supporting post with a positive connection.

Panel height is only one part of the specification. Compare the panel construction, connection hardware, base or ballast system, gate arrangement, corner treatment and the supplier’s installation limits. A tall panel that is not positively connected or adequately supported can be less reliable than a shorter system installed as designed.

When a specification or quotation says “temporary construction fence panels,” ask exactly what is included: panel sections, bases, clamps or connectors, gates, privacy fabric, weights, delivery, installation and removal. ASTM and UFGS examples establish the category, not compliance of a particular unverified product.
Screened panels and hoarding
Screen fabric attached to an open panel changes the engineering problem. ASTM warns that screening turns the described temporary fence into a solid barrier and states that the described system is not capable of handling 110 mph wind gusts under the cited ASCE/SEI 7-10 basis. That warning applies to the guide’s described system and design basis; it is not a universal wind rating for all temporary fences.
The South Australian transport department’s 2025 safety notice makes the same practical point: wind actions increase as attachments or coverings make a panel more solid. The UK Health and Safety Executive (HSE) also warns that wind loading on plywood and similar sheeting can be considerable. Do not add privacy mesh, printed banners or plywood to an existing fence until the supplier or project designer confirms that the panels, posts, bases and connections are designed for the added load.

Hoarding is a more solid boundary, often selected where visual separation, public protection or site control is important. Its supports and fixings must be treated as part of a designed system, not as accessories that can be improvised after the panels arrive.
Comparison of the three systems
| System | Primary use | Figures in the cited guidance | What must be verified |
|---|---|---|---|
| High-visibility HDPE mesh | Visible boundary marking around a work area | UFGS example: orange grid, at least 48 inches high, secured tautly to posts | Required height and color, post spacing, support and tension, continuity, and whether a stronger enclosure is required |
| Rigid temporary metal panels | Continuous perimeter enclosure and access control | ASTM F3342-19 describes 6- or 8-foot enclosures; UFGS gives 6- or 8-foot galvanized chain-link panel examples | Panel construction, positive connections, bases or posts, gates, corners, wind exposure and installation instructions |
| Screened panels or hoarding | Visual screening or a more solid boundary | No universal height or wind value established; ASTM’s described system carries a specific 110 mph warning when considered under its cited basis | Design for the covered condition, wind region and exposure, support and ballast, sight-line rules, access and contract requirements |
The UFGS heights and the ASTM examples are institutional specifications or guide descriptions. They should not be copied into a different project without checking the governing documents.

How to select a system, step by step
- Read the governing documents first. Review the contract specifications, drawings, site plan and any temporary-works requirements. ASTM F3342-19 specifically directs users to investigate these documents and potentially applicable local codes.
- Define the required function. State whether the fence marks a boundary, prevents public entry, screens work, protects stored materials, or serves another purpose. If worker fall protection is needed, specify a guardrail system separately.
- Map the fence line. Identify corners, slopes, excavations, vehicle crossings, emergency routes, pedestrian interfaces, delivery points and gate locations. The fence must remain continuous where the boundary is intended to be closed.
- Select the barrier type and height. Use mesh for a light, visible boundary only when the project permits it. Use connected panels where a rigid enclosure is required. Use screening or hoarding only when the support system is designed for the covered condition.
- Assess wind and exposure. Consider regional wind, building-corner effects, open terrain, nearby structures, the length of uninterrupted fence and whether a screen will be attached. Ask the supplier for the allowable configuration, base or ballast requirements and any limits on panel spacing.
- Specify connections and supports. List the panel connectors, posts, bases, weights, braces and gates. ASTM calls for positive connections between panel sections or to supporting posts; a plan that omits those details is incomplete.
- Check public-protection requirements. In the UK, HSE guidance says a two-metre small-mesh fence or hoarding is typical in populated areas and says boundaries should be physically defined where necessary. Those statements are UK guidance, not a worldwide minimum. Elsewhere, consult the applicable authority and project documents.
- Document inspection and removal. Assign who will inspect the line after installation, after severe weather, after deliveries or impacts, and when the site is left unattended. Include a controlled removal sequence so openings are not created before the work area is safe.
Installation details that determine performance
Make the line continuous
Gaps at corners, around gates or between panels undermine the boundary’s purpose. Lay out the system so each section meets the next, and use the manufacturer’s corner and termination details. Do not assume that simply placing panels edge to edge creates a secure enclosure.
Use positive panel connections
ASTM F3342-19 calls for panels to be securely attached to one another or to a supporting post with a positive connection. Use the specified clamps, couplers or other fittings, tighten them as instructed and inspect for missing or loose hardware. Match connectors and bases to the panel system; generic parts may not have the required fit or capacity.
Keep mesh taut and supported
For a mesh installation, secure the material tautly to the posts as required by the applicable specification. Check the bottom edge for openings, the top edge for sagging and every attachment point for tearing. Replace damaged sections rather than tying a temporary patch that creates an unintended gap.
Install gates as part of the barrier
A gate is a structural interruption and an access-control point. Confirm its clear width, swing or sliding direction, latch, traffic separation and emergency-use arrangements in the site plan. The gate support and adjacent panels must be able to remain stable when the gate is opened or closed; do not leave a disconnected panel line whenever deliveries pass through.

Secure the site when unoccupied
HSE public-protection guidance recommends securing temporary fencing when a site is unoccupied. Apply that principle through the project’s access plan: close and latch gates, remove climbable loose materials near the line, and investigate any panel that has shifted after weather or vehicle contact.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why privacy screening changes the design
An open panel allows some air to pass through. A fabric screen, banner or plywood infill reduces that porosity and increases the force transferred to the panel, connections and bases. The effect is greatest on long, uninterrupted runs and at exposed corners, but the exact demand depends on the site and system.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Before installing a covering, obtain written supplier or designer guidance for the proposed panel class, attachment method, maximum run, base or ballast arrangement and weather limits. The ASTM warning about 110 mph gusts is a limitation stated for its described fence under an ASCE/SEI 7-10 basis, not permission to use that number as a blanket design value. Conversely, the absence of a published value does not mean a fence is safe to screen.
If the required visual barrier cannot be supported by the available bases and posts, change the system, shorten exposed runs, add an engineered support arrangement or remove the covering. Do not solve a wind problem by adding more unapproved weights or by fastening fabric more tightly without checking the design.
Public protection and local rules
Requirements vary by country, municipality, contract and site context. The HSE’s “Protecting the public” guidance says, “All construction sites require: … Site boundaries: You need to define boundaries physically, where necessary, by suitable fencing.” It also identifies a two-metre small-mesh fence or hoarding as typical in populated areas. Treat those statements as UK guidance for public protection, not as a universal legal minimum.

For any location, verify requirements that may affect height, mesh opening, visibility at driveways, pedestrian diversions, lighting, signs, accessibility, fire routes and protection of neighboring property. A fence that meets a material specification can still create a hazard if it blocks a sight line, narrows a walkway or redirects people into traffic.
A perimeter fence is not fall protection
OSHA’s Technical Manual describes a guardrail system as “a barrier installed to prevent workers from falling off a work surface edge to a lower level.” That is a distinct safety system with defined components and strength criteria. OSHA notes that temporary guardrails may be used while permanent structures are being installed or during transient work.
Orange mesh, chain-link panels or screened hoarding placed around a site perimeter do not automatically meet those guardrail requirements. If a worker could fall from an elevated slab, platform, roof edge or similar work surface, provide the fall-protection system required for that location and activity. Keep the perimeter-fence specification and the fall-protection plan separate, even when they are near each other.
Troubleshooting common failures
| Symptom | Likely issue to investigate | Corrective action |
|---|---|---|
| A panel line leans or moves in wind | Insufficient base, missing connection, unsuitable spacing or an unapproved screen | Close the affected area, inspect every connector and support, remove unauthorized coverings and obtain supplier or design guidance for the exposed condition |
| Screen fabric billows or tears | Covering has increased solidity beyond the panel system’s design | Stop using the covered configuration until the supplier confirms the design; replace damaged fabric and check bases, posts and fasteners |
| People can walk around the ends | The boundary is not continuous or the termination detail is inadequate | Extend and positively connect the line, protect corners and coordinate the layout with the site plan |
| Mesh sags or has openings at the bottom | Insufficient tension, damaged ties or uneven ground | Re-tension and resecure the mesh, repair or replace damaged sections and address the ground condition without creating trip hazards |
| A supervisor calls the fence fall protection | Perimeter control has been confused with an OSHA guardrail | Stop relying on the fence and have the competent project safety team provide the required guardrail or other fall-protection system |
| Gates are left open after deliveries | Access procedure does not assign responsibility or provide a usable latch | Revise the delivery and closing procedure, repair the latch and verify the gate at the end of each access event |
What to put in a fence specification or quotation
- Fence purpose and the areas to be enclosed.
- Plan location, total length, corners, terminations and gate positions.
- Required height, material, color, mesh or panel type and any screening.
- Panel connection method, post or base type, ballast, bracing and allowable spacing.
- Wind assumptions and the covered or uncovered configuration for which the system is approved.
- Ground conditions, slopes, crossings and interfaces with public routes or vehicles.
- Installation, inspection after weather or impact, maintenance, access control and removal responsibilities.
- The governing contract, local code or institutional specification, identified by its applicable edition.
Providing these details prevents a quotation for “temporary fencing” from quietly substituting a lightweight boundary for a rigid enclosure, or an open panel for a screened barrier that requires a different support design.
