Stop Raised-Floor Plenum Leaks in UFAD: A Design-to-Commissioning Guide

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Eliminating air leakage in an underfloor air-distribution (UFAD) system requires treating the raised-floor cavity as a pressure boundary built by many trades. Seal every plenum penetration and perimeter or partition interface, assign responsibility before work starts, inspect seals while they are still accessible, and verify the finished system during commissioning. Duct sealing alone cannot control leakage from a large, pressurized floor plenum.

Why UFAD leakage is an assembly problem

UFAD delivers conditioned supply air through the cavity between the structural slab and the raised access floor. Floor-level or near-floor outlets then introduce that air into occupied spaces. The cavity functions as a supply-air plenum, so its floor panels, partitions, service penetrations, drains, edges and interfaces all influence how much air reaches the intended outlets.

That configuration changes the leakage question. In a conventional ducted system, attention often centers on duct joints and equipment connections. In UFAD, electrical conduits, data pathways, plumbing, floor drains, structural transitions, demising partitions, perimeter details and work installed by later trades can open paths out of the pressurized cavity or between zones. A plenum can therefore be poorly sealed even when the mechanical ductwork is well made.

ASHRAE’s Handbook—HVAC Applications, Chapter 58, states: “Floor plenums should be well sealed to minimize air leakage, and exterior walls should be well insulated and have good vapor retarders.” The U.S. Department of Energy’s Los Alamos National Laboratory Sustainable Design Guide likewise recommends sealing all plenum penetrations. These statements describe a whole-assembly design objective, not a particular sealant or proprietary product.

Map the complete plenum boundary before construction

The first practical step is a plenum-boundary review on the drawings and again in the field. Mark the structural slab below, the access-floor system above, the perimeter enclosure, vertical partitions, shafts, floor openings, equipment bases and every location where a service crosses the boundary. Include adjacent spaces that may be at a different pressure, such as corridors, shafts, ceiling plenums or exterior wall cavities.

Coordinate the raised-floor system and partitions

Access-floor pedestals and panels create the top of the supply plenum, while partitions may divide or interrupt airflow beneath them. Confirm where partitions terminate, how their bases meet the slab, and whether the design intentionally allows air to pass between zones. A partition that is shown only above the access floor may not provide the same pressure separation as one that continues to the structural slab. Record the intended condition rather than leaving field crews to infer it.

Review perimeter and exterior-wall interfaces

At the perimeter, the slab edge, exterior wall, curtain-wall zone, insulation, vapor retarder and access-floor edge must work together. Gaps at the edge can discharge supply air into concealed construction and can also expose the plenum to temperature and moisture conditions that increase condensation risk. Coordinate the floor-edge closure with the wall and insulation details before the raised-floor panels conceal the work.

List every service penetration

Overlay architectural, structural, electrical, plumbing, fire-protection, information-technology and mechanical drawings. Identify conduits, cable trays, pipes, sleeves, floor boxes, cleanouts, drains, control wiring, test points and temporary construction openings. The list should include small penetrations: a large number of minor openings can matter as much as one obvious opening when the plenum is pressurized.

Assign a sealing method and an accountable trade

A drawing note that says “seal penetrations” is not enough. For each opening, identify the responsible trade, the required fire, smoke, acoustic, water and movement performance, and the person who must inspect it. The exact material must comply with the project specification and the conditions at that joint; the guidance reviewed does not rank competing products.

Plenum location Typical leakage concern Project control
Electrical and data conduits Annular gaps around individual conduits or grouped pathways can connect the pressurized cavity to adjacent construction. Show the closure detail, coordinate it with cable installation, and inspect before panels or covers block access.
Floor drains, cleanouts and plumbing sleeves Openings around drains and sleeves can leak to the slab, pipe chase or another pressure zone. Coordinate the sleeve and drain assembly with plumbing and waterproofing details; seal the remaining perimeter as specified.
Partitions and vertical barriers Gaps beneath or around a partition can bypass an intended pressure division. Define whether the barrier continues to the structural slab and close the base and side interfaces continuously.
Perimeter access-floor edge Discontinuous edge closures can release supply air into exterior-wall or concealed cavities. Detail the edge with the wall, insulation and vapor-retarder assembly, then inspect the entire perimeter.
Equipment bases and floor boxes Irregular shapes and later modifications leave unsealed gaps in the panel or slab. Coordinate openings before cutting, provide a maintainable closure, and record field changes for final inspection.
Temporary construction openings Material movement and late trade access can leave the plenum open after the original seal is removed. Use a close-out checklist that identifies every temporary opening and requires documented reinstatement.

This responsibility matrix is a practical way to apply the whole-assembly principle described by ASHRAE and the recommendation to seal plenum penetrations in the Los Alamos guide. It should be incorporated into the project’s own drawings, specifications and quality plan rather than presented as a universal ASHRAE checklist.

Sequence the work so seals remain accessible

  1. Freeze the boundary design. Before procurement, identify all planned openings, partition lines, floor-edge conditions and access requirements. Resolve conflicts between the access-floor layout and service routes.
  2. Install sleeves, drains and supports first. A properly located sleeve or support lets the final closure follow a known geometry. Avoid relying on field-applied filler around an opening that was never coordinated.
  3. Complete rough-in and required inspections. Electrical, plumbing, fire-protection and communications work should reach the stage at which the penetration will not be enlarged or moved immediately after sealing.
  4. Seal the boundary in visible work areas. Follow the approved detail for each penetration and interface. Maintain required clearances, movement capability and fire or smoke ratings; do not substitute a material simply because it is convenient.
  5. Inspect before covering. Photograph or otherwise record the closure, its location and the responsible trade while the work can still be reached. Correct gaps, torn membranes, loose edges and unsealed temporary openings at this stage.
  6. Install access-floor panels only after sign-off. Panels make later inspection slower and can hide damage caused by subsequent work. Keep designated access points where future maintenance is expected.
  7. Reinspect after late changes. New cables, floor boxes, partitions or equipment can reopen the plenum. Require the trade making the change to restore the boundary and update the record.

Make inspection a construction hold point

Inspection should be planned, not left to the commissioning week. Establish a hold point before access-floor panels, wall finishes or equipment conceal the boundary. The inspection team should walk the entire plenum, compare actual work with the boundary drawings, and check interfaces rather than looking only for large holes.

Commission the plenum in the context of pressure distribution

Sealing is necessary, but the operating system must also distribute pressure as intended. ASHRAE notes that unequal return static-pressure drops can produce unequal UFAD plenum pressurization. One zone may therefore show different outlet performance or leakage behavior from another even when the construction details look similar.

Check return paths and zone relationships

During functional testing, verify that return-air paths, dampers and controls match the design serving each space. Look for symptoms of uneven pressurization, such as outlets that do not deliver the expected airflow, doors that are difficult to operate, or air escaping at an unplanned partition or perimeter location. Trace the condition to the pressure relationship rather than assuming that every symptom is a failed seal.

Use the project’s specified test procedure

The available guidance supports tightness as a design goal and recommends installation, inspection and testing as part of UFAD practice. It does not establish a single project-independent leakage rate, pressure-test value or field-test protocol. The commissioning plan and contract documents must therefore state the equipment, test condition, measurement locations, acceptance criteria and retest process for the particular building.

Do not invent a universal pass/fail number from a generic UFAD article. If the specifications do not identify an acceptance value, the design team, commissioning authority and owner should resolve that gap before testing. Document the chosen method and the pressure condition under which results are interpreted, because a leakage observation without a defined test condition cannot be compared reliably between projects.

Control moisture and temperature at the same time

Air leakage and condensation are related boundary problems. ASHRAE’s UFAD guidance discusses plenum temperatures, humidity, exterior-wall insulation and vapor retarders as part of condensation prevention. A leak that carries humid air into a colder concealed assembly can create a moisture risk even when the visible floor surface appears dry.

Coordinate the plenum’s thermal and vapor-control details with the envelope design. Confirm that exterior walls are insulated as specified, that vapor retarders are continuous where required, and that operating controls maintain acceptable humidity and temperature conditions. Investigate condensation warnings together with pressure and leakage observations; sealing one opening does not correct an envelope or control problem elsewhere.

Recover when leakage is found after turnover

Start with the boundary map

Use the as-built penetration register and pressure-zone drawings to narrow the search. Confirm whether the reported location is in the pressurized plenum, at a partition, or at an interface with an adjacent space. Check recent tenant, electrical and furniture work before opening finished construction.

Separate construction defects from operating imbalance

Compare the affected zone with neighboring zones under the same operating condition. If return pressure, damper position or control sequencing differs, correct the operating condition before concluding that the floor assembly is leaking. If the pressure relationship is correct, inspect the mapped penetrations and perimeter details for an unsealed or damaged closure.

Repair, document and retest

Use a repair compatible with the joint’s movement, fire and moisture requirements. Record the repair location and the condition that caused it, then repeat the project-specified verification under the same test conditions. Update the as-built record so future service work does not reopen the same path.

Common approaches that fail

  • Sealing only mechanical ductwork: The raised-floor cavity remains a multi-trade plenum, so unsealed service and perimeter openings continue to leak.
  • Leaving responsibility generic: When no trade owns a penetration, each assumes another contractor will close it.
  • Inspecting after panels are installed: Concealed defects become harder to find and more expensive to correct.
  • Ignoring late changes: New cables, partitions and floor boxes can undo an earlier inspection.
  • Using an unsupported universal target: A leakage number without a defined pressure condition or project specification can mislead the team.
  • Treating moisture separately: Pressure, temperature, humidity, insulation and vapor retarders interact at the same boundary.

Specify the deliverables in the project documents

A workable UFAD package should identify the plenum boundary on coordinated drawings and require a penetration schedule, trade responsibility matrix, approved closure details, inspection hold points and close-out records. Commissioning documents should identify the operating modes and pressure relationships to be checked, the test method and the acceptance criteria adopted for that project.

ASHRAE’s UFAD Guide is listed among ASHRAE publications, and ASHRAE’s publication updates page records the UFAD Guide listing as updated November 28, 2023. A 2010 report in Building Design + Construction described UFAD guidance from Tate Access Floors as covering design, installation, inspection and testing for architects, contractors and commissioning agents. That historical coverage reinforces the value of a process that follows the work from design through verification; it does not establish a universal test value.

Field close-out checklist

  • Has the pressurized plenum boundary been marked on the latest coordinated drawings?
  • Are all conduits, pipes, drains, sleeves, boxes and temporary openings listed?
  • Does every penetration have an assigned trade and an approved closure detail?
  • Were perimeter, partition and shaft interfaces inspected before panels concealed them?
  • Were late penetrations and repairs added to the as-built register?
  • Are return paths and pressure relationships included in functional testing?
  • Do the envelope insulation, vapor-retarder and humidity controls address condensation risk?
  • Does the commissioning plan state the project-specific test method and acceptance criteria?
  • Are failed observations corrected and retested under documented conditions?

A UFAD system is tight when its entire raised-floor assembly performs as a coordinated pressure boundary. Design reviews find the paths, trade assignments prevent omissions, accessible inspections catch defects, and commissioning confirms that pressure and moisture controls work with the sealed construction. The result is more dependable air delivery without pretending that one leakage-rate value applies to every project.
