The right choice depends on the covering (such as shingles, tile or shakes), deck substrate, sheet construction, expected exposure, slope, climate, code and the complete roofing-system manufacturer’s instructions. “Base sheet” is not a universal product class: asphalt-saturated felt, fiberglass-reinforced asphalt sheets, modified-bitumen membranes, self-adhering sheets and synthetic underlayments can all serve different roles.
What a base sheet does in a steep-slope roof
Steep-slope assemblies use an underlayment as a secondary water-control layer below the visible roof covering. It can protect the deck while the covering is being installed, help manage water that reaches beneath shingles or tiles, and provide a compatible surface for the next layer. In some assemblies the sheet is called a felt layer; in others it is an anchor or base sheet that supports a separate underlayment.

The term does not by itself specify the material, standard, fastening method, exposure limit or permitted roof covering. A sheet approved under one manufacturer’s system may not be acceptable under another system, even when both products are sold as base sheets. Treat the sheet, fasteners, tapes, flashings and roof covering as one assembly rather than selecting a roll in isolation.

Material families you may encounter
The IIBEC technical article “The Underlying Facts: Product Types, Standards, And Characteristics Of Underlayments: Part I Of II” (February 2006) places several families under the broader underlayment category. Their names describe construction, not automatic interchangeability.

Asphalt-saturated felt
Organic felt is saturated with asphalt and commonly identified by historical numbers such as No. 15 or No. 30. It is flexible and familiar to roofing crews, but its allowable exposure, fastening details and use beneath a particular covering must come from current product literature and project requirements.
Asphalt-coated fiberglass sheets
These sheets use a fiberglass mat coated with asphalt. Fiberglass reinforcement changes tear and pull-through behavior compared with organic felt, but a fiberglass product still needs a specific approval for the deck, covering and assembly in which it will be installed.
Modified-bitumen sheets
Modified-bitumen underlayments are asphalt sheets modified with polymers. They can be supplied as mechanically fastened or self-adhering products and may have different temperature, primer, lap and exposure requirements from ordinary felt.
Self-adhering rubberized sheets
Self-adhering sheets are a separate membrane category. They are often selected for locations needing extra adhesion, such as eaves, valleys or ice-dam-prone areas, when the roof design and manufacturer permit them. A self-adhering membrane should not be treated as a generic substitute for a specified base sheet.

Asphalt felt versus fiberglass base sheet
The clearest source-documented comparison is between two products introduced in a Building Enclosure announcement dated January 28, 2022. The descriptions below report that article’s product information; they are not an independent laboratory comparison or a universal code recommendation.
| Product example | Construction and surface | Uses described in the announcement | Decks described | Important qualification |
|---|---|---|---|---|
| Shur-Gard #40 | Felt saturated with asphalt, coated on both sides with weathering-grade coating asphalt and surfaced with mineral fines to reduce sticking in the roll | Felt layer beneath shingle and tile roofing; described as suitable for warm, arid climates | Steel, concrete and wood | Climate and performance language is manufacturer-originated information reported by trade coverage; verify current data and regional availability |
| F/G Base Sheet | Inorganic fiberglass mat coated with a weathering-grade oxidized asphalt blend and surfaced with granular fines | Felt-layer use in shingled roofing systems | Steel, concrete and wood | The article attributes enhanced weathering and aging characteristics and tear and pull-through strength to the product; those statements are not comparative test results |
Construction is the practical distinction: one product starts with asphalt-saturated felt, while the other starts with an inorganic fiberglass mat. That difference can affect handling and resistance characteristics, but it does not establish that one is best for every roof. Confirm the exact roof covering, deck and assembly approval before substituting either sheet.

That description illustrates why the word “base” must be read in context. Polyanchor HV is a related product example, not evidence that it can replace the Shur-Gard or F/G sheets. Polyglass separately describes Polystick TU PLUS as a tile underlayment; an anchor sheet and a tile underlayment may be sequential layers in a specified system rather than interchangeable products. Check the current assembly drawings, deck limitations and fastening schedule for the exact system.
Five questions that determine whether a sheet is suitable
1. What roof covering will be installed?
Shingles, tile, shakes and other coverings impose different underlayment needs. Tile and slate assemblies may require an anchor sheet plus a dedicated underlayment, while a shingle system may call for a particular felt or fiberglass sheet. Do not infer approval for tile from approval under shingles.
2. What is the deck substrate?
Identify whether the deck is wood, steel, concrete or another substrate, and document its thickness, condition and fastening capacity. The 2022 Building Enclosure announcement says both Mule-Hide examples are compatible with steel, concrete and wood decks, but that statement does not override a project specification or current manufacturer limitation. Polyanchor HV, by contrast, is described for approved steep-slope wood decks.

3. What is the sheet’s construction and assembly role?
Record whether the product is asphalt-saturated felt, fiberglass-reinforced asphalt, modified bitumen, self-adhering membrane or synthetic. Then determine whether it is the only underlayment, an anchor sheet below another membrane, or a localized protection layer. Similar-looking rolls can have different roles.

4. How much exposure and weathering must it tolerate?
Consider roof slope, construction schedule, ultraviolet exposure before the covering is installed, wind and climate. A product described for warm, arid climates is not automatically suitable for every climate. Obtain the current permitted exposure period and storage requirements from the manufacturer.
5. What does the complete roof-system documentation require?
Current installation instructions, project specifications, local code, roof-covering approvals and warranty conditions govern the final choice. Confirm compatible primers, flashings, fasteners, laps and accessories rather than mixing instructions from unrelated products.
Standards and historical weight figures
The IIBEC article’s 2006 discussion references ASTM D 4601 for asphalt-coated glass-fiber base sheets and ASTM D 6757 for inorganic steep-slope underlayment. Those references are historical context. Before specifying a product, verify the current ASTM edition, the adopted building code and the product’s present listing or evaluation report.

How to specify or buy a base sheet
- Write the assembly description first. State the covering, roof slope, deck material, climate or exposure concern and whether the sheet is temporary protection, the sole underlayment, or an anchor layer beneath another membrane.
- Collect current product documents. Request the technical data sheet, installation instructions, safety information and any code evaluation or listing. Check the publication date and confirm that the document applies to your region.
- Match the deck and fasteners. Verify that the sheet is approved for the exact substrate and that the specified nails, screws, plates or adhesives are permitted. A product listed for wood should not be assumed acceptable on steel or concrete.
- Check covering-specific compatibility. Look for explicit language covering shingles, tile, shakes, slate or the planned roof material. If a second underlayment is required, confirm the order of layers and whether the products are approved together.
- Resolve exposure and weather details. Ask how long the sheet may remain uncovered, how it should be protected from ultraviolet light and weather, and whether the project’s slope or climate changes the requirement.
- Coordinate edge and penetration details. Verify eave, rake, valley, wall, curb, skylight and penetration details. If a self-adhering membrane is proposed for eaves or valleys, treat it as a distinct accessory or underlayment layer, not as an automatic replacement for the base sheet.
- Confirm availability and warranty terms. The 2022 product announcement may not reflect current stock, packaging or regional distribution. Obtain written confirmation of the current product name, roll dimensions, storage conditions and warranty requirements before ordering.
Common specification mistakes and their fixes
- Assuming every “base sheet” is interchangeable: Compare construction, approved coverings, deck and assembly role. If any one is different, obtain written approval before substituting.
- Choosing by weight alone: Historical No. 15 and No. 30 figures do not describe today’s products. Use current technical data and the specified standard.
- Using an old standard citation as current code guidance: The ASTM references discussed by IIBEC date to a 2006 article. Check the edition adopted by the project and the authority having jurisdiction.
- Confusing a base or anchor sheet with a tile underlayment: Confirm whether the system requires both layers and in what sequence.
- Leaving a sheet exposed beyond its rating: Schedule installation so the covering follows within the stated exposure period, or select a product specifically approved for the anticipated delay.
- Treating marketing language as test evidence: The Building Enclosure announcement repeats manufacturer descriptions. It does not establish comparative performance between felt and fiberglass sheets.
- Ignoring the deck condition: Replace or repair unsound decking and verify fastening capacity before installing any underlayment. A compatible sheet cannot correct structural or substrate defects.
- Mixing instructions from different systems: Use one coordinated set of current manufacturer instructions for laps, fasteners, adhesives and accessories, and document any approved deviation.
A practical decision path
For a shingle roof, begin with the shingle manufacturer’s approved underlayments and then narrow the choice by deck and exposure. For a tile, concrete, clay or slate roof, determine whether the design calls for a nailable anchor sheet, a tile underlayment or both; the Polyanchor HV example shows how those roles can be separated in a documented system. For a steel or concrete deck, require explicit substrate approval rather than extrapolating from a wood-deck detail.
When two products meet the same documented requirements, compare handling, availability, exposure allowance, fastening method and total installed-system compatibility. There is no source-supported universal ranking of asphalt felt over fiberglass, or fiberglass over felt. The defensible choice is the one approved for the actual roof assembly and installed exactly as its current instructions require.
What to verify before work starts
- Roof covering, slope and jurisdiction are written on the specification.
- Deck material and condition are confirmed in the field.
- The exact product name and current technical documents match the order.
- Applicable code and current ASTM references have been checked.
- Exposure limit, storage and weather protection are understood by the crew.
- Fasteners, laps, flashings and self-adhering accessories are coordinated.
- Warranty conditions do not require a different underlayment or installer procedure.
Care and consideration should be given to all decisions about the use and type of underlayment for steep-slope roof assemblies, as stated in the IIBEC technical article. That principle matters because the underlayment is hidden after completion: a mismatch may not be visible until the roof is exposed to wind, weather or a repair.
