Steel vs. Concrete: Which Building Material Has Lower Embodied Carbon?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Neither material is always lower-carbon. The answer depends on the complete building or structural system, not the material’s emissions per kilogram alone. A 2024 whole-building study found structural-steel buildings had 21–33% lower global-warming potential than reinforced-concrete buildings under its cradle-to-grave assumptions. Two other studies reached the opposite result: one reported 540.13 kg CO2e/m² for a concrete modular floor versus 788.80 kg CO2e/m² for steel through construction, while another found median whole-life values of 185 kg CO2e/m² for concrete and 228 kg CO2e/m² for steel. The figures differ because the studies used different buildings, quantities, mixes, production routes, transport assumptions, service lives and life-cycle boundaries.

The direct answer: compare equivalent buildings, not isolated materials

Steel can have a higher impact per kilogram yet produce a lower-impact building when its strength, spans, lighter weight or reuse potential reduce the quantity required. Concrete can perform better when its mix has low clinker content, local aggregates and efficient structural geometry, or when the comparison includes a steel production route with high process emissions. A fair answer is therefore a project-specific whole-building life-cycle assessment (LCA) using equivalent structural performance.

What the major studies actually found

The apparently conflicting results below are not interchangeable rankings. Each is valid only for the system, boundary and assumptions used by its authors.

Study and date System compared Reported result Boundary or qualification
Peer-reviewed whole-building study, 2024 Structural steel buildings versus reinforced-concrete buildings Steel had 21–33% lower global-warming potential Cradle-to-grave assumptions used in that study
PolyU/ICCREM comparative study, 2024 Modular concrete floor versus modular steel floor Concrete: 540.13 kg CO2e/m²; steel: 788.80 kg CO2e/m² Impacts through construction; modular configurations and quantities were study-specific
Journal of Industrial Ecology study, 2020 Identical frame configurations Median whole-life carbon: concrete 185 kg CO2e/m²; steel 228 kg CO2e/m² Median values across the study’s modeled cases
Journal of Building Engineering analysis, 2024 Material EPDs, including steel, cement and concrete Steel was among the highest median impacts per unit mass 180 EPDs; mass-based results do not represent a complete building

The table illustrates why a single “steel factor” or “concrete factor” is not a defensible building decision. A mass-based EPD comparison answers a screening question. It does not answer which structural scheme emits less for your project.

What embodied carbon includes

Embodied carbon is the greenhouse-gas impact associated with producing, transporting, constructing, maintaining, replacing and dismantling building materials. It is distinct from operational carbon produced by heating, cooling, lighting and equipment during use.

Most construction LCAs organize impacts into life-cycle modules:

  • A1–A3 (product stage): raw-material supply, transport to manufacturing and manufacturing itself. This is often called cradle-to-gate.
  • A4–A5 (construction stage): transport to site and construction or installation, including relevant waste and equipment.
  • B modules (use stage): maintenance, repair, replacement, refurbishment and operational effects when applicable.
  • C modules (end of life): demolition, transport, processing and disposal.
  • Module D: potential benefits or burdens beyond the assessed system boundary, such as future recycling or reuse. It must be reported separately rather than quietly netted against the building’s impacts.

The IPCC cautions that comparisons become very difficult when one study is cradle-to-gate, another is cradle-to-grave and another is cradle-to-cradle. A result without its boundary is incomplete.

How to make a fair steel-versus-concrete comparison

  1. Define the functional unit. Use kg CO2e per square metre of equivalent floor area for a building decision, with the building type, number of storeys and design life stated. Use kg CO2e per kilogram only for early material screening.
  2. Freeze the performance brief. Record spans, column grids, floor-to-floor heights, imposed and wind loads, fire resistance, vibration criteria, acoustic targets, durability exposure and required service life. A lighter frame that fails one of these requirements is not an equivalent alternative.
  3. Model actual quantities. Obtain tonnage of each steel section, reinforcement and connection, plus concrete volume by mix and strength class. Include slabs, beams, columns, walls, foundations and temporary works when they differ between options.
  4. Use product-specific data. Request current, third-party-verified EPDs for the proposed steel mill, reinforcement, cement or binder, concrete mixes, aggregates and major prefabricated components. Document the EPD validity period, declared unit and geographic scope.
  5. Record production routes. For steel, identify blast-furnace/basic-oxygen-furnace or electric-arc-furnace production, electricity mix, recycled input and whether the EPD uses average or plant-specific data. For concrete, record cement type, clinker share, supplementary cementitious materials, specified strength, aggregate source and curing assumptions.
  6. Add logistics and construction. Enter real supplier-to-site distances, shipment modes, batching or fabrication energy, site fuel, lifting, pumping, erection and expected waste. Prefabrication may change transport and site impacts in either direction.
  7. Apply one life-cycle boundary. Calculate the same A, B, C and, where relevant, separately reported D modules for both options. Do not give one option a recycling credit while excluding the other’s end-of-life flows.
  8. Test sensitivity. Recalculate with plausible changes in recycled content, electricity mix, cement replacement, transport, service life, reuse and end-of-life allocation. Report which assumptions change the ranking.
  9. Have the result reviewed. An independent LCA practitioner or design-stage carbon assessor should check quantities, EPD mapping, allocation rules and double counting before the number is used for procurement or planning.

Why steel’s result varies so widely

Production route and electricity

Primary steel made through a blast furnace and basic oxygen furnace generally has a different product-stage profile from steel made in an electric arc furnace (EAF). EAF emissions depend strongly on the electricity mix and the proportion of scrap charged. Two sections with the same mass can therefore have substantially different A1–A3 results.

Recycled content is not the same as a recycling credit

An EPD should state whether recycled input is measured as pre-consumer or post-consumer scrap and which allocation method is used. End-of-life recycling or reuse can be reported in Module D, but that potential future benefit is not identical to removing today’s manufacturing emissions. Keep the accounting rule consistent across alternatives.

Structural efficiency and reuse

Steel’s high strength-to-weight ratio can reduce frame mass, increase spans or simplify a lighter foundation. Bolted members may also be designed for disassembly and direct reuse. Those advantages only count when they are present in the design and documented; assuming all steel will be reused is not a valid default.

Fire protection, connections and secondary materials

Include fireproofing, coatings, decking, bolts, welds, connection plates and any composite slab materials. Omitting these items can make a steel frame appear artificially light. Conversely, a concrete comparison should include reinforcement, formwork effects where material, admixtures and curing energy.

Why concrete’s result varies so widely

Cement and clinker content

Most concrete production emissions arise from cement, especially clinker manufacture. A mix using supplementary cementitious materials or other lower-clinker binders can have a materially different impact from a high-clinker mix at the same nominal strength. The actual mix design and its EPD are more useful than a generic “concrete” factor.

Strength, durability and overdesign

Higher specified strength may require more cement, while exposure conditions can require a particular binder, water-cement ratio or cover depth. Designing only for strength and ignoring durability can cause premature repair or replacement impacts. Designing every element with the highest available strength can also add unnecessary cement.

Quantity, geometry and foundations

Concrete is often heavy, so a scheme may require larger foundations or additional transport. But a stiff flat slab, shear wall or repetitive modular system can be efficient in concrete and reduce steel, finishes or construction complexity. Compare the complete load path rather than the superstructure alone.

Carbonation and end of life

Concrete absorbs some carbon dioxide through carbonation during use and after demolition. The amount depends on exposed surface, age, crushing and environmental conditions. If carbonation is counted, state the model and timing; do not treat a generic percentage as a guaranteed offset.

Functional equivalence matters more than material weight

Suppose a client asks for a 12-storey office with a specified grid, fire rating and 60-year life. A steel option may use less frame mass but need composite decking, fire protection and a different foundation. A concrete option may use more mass but provide inherent fire resistance and thermal mass. The correct comparison totals every item needed to deliver the same brief.

For each option, create a quantity schedule with at least these categories:

  • primary beams, columns, slabs and walls;
  • reinforcement, connections, decking and fire protection;
  • foundations and retaining elements affected by frame weight;
  • transport, lifting, pumping, batching or fabrication;
  • construction waste and temporary works;
  • maintenance, repair and replacement over the stated life; and
  • demolition, processing, disposal, recycling and documented reuse.

Then multiply each quantity by the matching EPD impact for the same declared unit and sum the modules. For concrete, Canadian federal guidance demonstrates the basic approach: multiply each mix’s project volume by its global-warming-potential value, then apply analogous project-specific data for construction steel. The method is simple; obtaining comparable inputs is the demanding part.

When steel is more likely to be the lower-carbon choice

  • Long spans, high-rise grids or additions where steel’s strength reduces total structural mass.
  • Projects with a nearby EAF supplier using low-carbon electricity and high-quality scrap input.
  • Designs that preserve members for direct reuse rather than downcycling or disposal.
  • Sites where lighter foundations or rapid off-site fabrication materially reduce concrete, excavation or construction impacts.
  • Buildings designed for disassembly with documented ownership, connection details and a realistic reuse market.

These are tendencies, not guarantees. A heavy steel section from a carbon-intensive route can outweigh the savings from a lighter design.

When concrete is more likely to be the lower-carbon choice

  • Projects using verified low-clinker mixes with locally available supplementary binders.
  • Repetitive modular or short-span layouts where concrete quantities are tightly optimized.
  • Buildings where concrete provides several functions at once, such as structure, fire resistance, acoustic mass and thermal stability.
  • Regions with efficient local batching and aggregate supply but distant or carbon-intensive steel production.
  • Designs with long service lives and low replacement needs, supported by durability-specific mix selection.

Again, the ranking can reverse if cement content, transport, foundations or end-of-life assumptions change.

Costs, data and responsibility at each design stage

Concept design

Use regional generic datasets to compare structural concepts, but label the result as a screening estimate. Keep the same floor area, grid, storeys and boundary for both options. Do not publish a precise ranking when quantities are still broad allowances.

Developed design

Replace generic factors with supplier and mix EPDs, update frame and foundation quantities, and add transport and construction modules. Record the date and version of every EPD so later substitutions can be checked.

Procurement

Write carbon requirements into the specification: acceptable EPD program and validity, declared unit, product scope, production route, recycled-content definition, geographic coverage and required modules. Require approval before a substitute material is accepted, because a lower price or nominally higher recycled content does not automatically mean lower whole-life carbon.

Construction and handover

Track delivered quantities, actual suppliers, batch tickets, steel mill information, waste, haul distances and replacement products. Update the LCA with as-built data and retain the evidence with the building’s handover documents.

Common comparison mistakes and how to correct them

Mistake Why it misleads Correction
Comparing kg CO2e/kg steel with kg CO2e/kg concrete and declaring a winner The materials perform different structural functions and require different quantities Compare equivalent floor area or another functional unit after sizing both systems
Mixing cradle-to-gate steel with cradle-to-grave concrete One option includes use and end-of-life impacts the other excludes Use identical modules and disclose Module D separately
Using a generic concrete factor despite a known mix Cement content and binder type can dominate the result Use the actual mix EPD and project volume
Assuming all steel is recycled or reused Future recovery, quality and allocation are uncertain Document a realistic reuse pathway and report credits under the stated rule
Ignoring foundations, fire protection or reinforcement Subsystem omissions shift impacts to the apparently favored option Model the complete structural package and enabling work
Relying on a single average from another country Electricity, transport, manufacturing and regulations differ by region Use geographically appropriate EPDs and state any proxy data
Publishing false precision Early quantities and generic data do not justify decimal-level certainty Show ranges, assumptions and sensitivity results

A practical decision checklist

Before selecting steel or concrete on embodied-carbon grounds, confirm that the project team can answer “yes” to each applicable question:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Are both options designed to the same loads, spans, fire, vibration, durability and service-life requirements?
  • Are the compared floor areas, storeys and structural scopes identical?
  • Are A1–A3, A4–A5, relevant B and C modules, and any Module D declaration consistent?
  • Do steel inputs identify furnace route, electricity mix, recycled content and allocation method?
  • Do concrete inputs identify cement type, clinker share, strength, aggregate source and curing assumptions?
  • Are foundations, reinforcement, connections, fire protection, decking, formwork effects, waste and site energy included?
  • Are transport distances and modes based on actual suppliers or clearly labeled estimates?
  • Have service-life replacements, maintenance and durability assumptions been modeled?
  • Has the result been tested against plausible changes in mix, electricity, transport and end-of-life assumptions?
  • Can every major number be traced to a current, verified EPD or documented regional dataset?

How to report the result responsibly

Present the outcome as a range or a base case plus sensitivity cases, not as a universal material ranking. State the functional unit, building program, design life, geography, quantities, EPD dates, modules included, allocation rules and excluded items. Identify the assumption that has the greatest influence on the result. If the alternatives overlap within the uncertainty of the data, say that the study does not establish a clear winner and focus on design changes that reduce both options’ impacts.

The most defensible conclusion for a real project is therefore specific: “Under this building’s geometry, suppliers, mixes, life-cycle modules and service-life assumptions, option A has lower modeled embodied carbon than option B.” That statement is useful because another project may legitimately produce the opposite result.
