Steel-Slag Cement vs. Portland Cement: Uses, Strength, and Limitations

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Short answer: “Steel-slag cement” is an imprecise term. The material covered by the principal cement standard, ASTM C989/C989M-26, is ground granulated blast-furnace slag (GGBFS), a by-product of ironmaking—not ordinary steelmaking slag. GGBFS can be blended with portland cement or batched separately in concrete and mortar. It commonly develops strength more slowly at early ages but can deliver higher later-age strength when the grade, replacement level, mixture, curing, temperature, and test age are appropriate. Steelmaking slag is usually considered as a processed aggregate, where expansion from free calcium and magnesium oxides must be controlled.

Choosing between portland cement concrete and a mixture containing GGBFS is therefore a project-specific engineering decision. Compare like-for-like mixtures at the specified test age and exposure, and require qualification data for the actual slag source and concrete mixture. Do not treat an unprocessed steelmaking slag as a drop-in cement replacement.

Ground granulated blast-furnace slag (GGBFS)

GGBFS is the rapidly cooled, granulated slag produced during ironmaking in a blast furnace and then finely ground. ASTM C989/C989M-26 calls the resulting material slag cement and specifies it for use in concrete and mortar. The standard covers Grades 80, 100, and 120 and includes requirements for fineness, slag activity index, compressive strength, and chemical composition. The material may be incorporated into a blended cement or weighed as a separate ingredient in a concrete or mortar mixture.

ACI PRC-233-17, Guide to the Use of Slag Cement in Concrete and Mortar, addresses adding this blast-furnace slag cement alongside portland cement. Its recommendations do not apply automatically to slag from steelmaking or other smelting processes.

Steelmaking slag

Steelmaking slag is generated in processes such as basic oxygen or electric-arc steel production. It has a different mineralogy and a different established construction role. Federal Highway Administration guidance describes processed steel slag primarily as an aggregate for granular base, embankments and engineered fill, highway shoulders, and hot-mix asphalt pavement.

Steelmaking slag can contain free calcium and magnesium oxides that hydrate after placement. The resulting expansion can reach “up to 10 percent or more,” according to a 1997 FHWA materials description. That figure concerns steel-slag aggregate and should not be transferred to ASTM-conforming GGBFS cement. Steel slag must be crushed, screened to the required gradation, and qualified for the intended use; stockpiling or aging may be needed before incorporation into a pavement or fill.

How GGBFS is used with portland cement

Blended cement

A cement manufacturer can combine portland cement and GGBFS into a blended cement that meets the applicable blended-cement specification. The concrete producer then handles that product as the binder specified for the project.

Separate batching

GGBFS can also be stored and metered separately at the concrete plant. The batch ticket should identify the portland-cement content, GGBFS grade, replacement percentage, water-to-binder proportion, admixtures, and target strength age. Separate batching gives the mixture designer more control over the percentage and over changes between placements, but it requires accurate proportioning and a qualified quality-control system.

Principal binder with an activator

In some applications, an appropriate activator allows slag cement to serve as the principal cementitious material. This is not the same as adding untreated steelmaking slag to concrete. The activator, mixture proportions, curing regime, and acceptance criteria must be established by the responsible concrete engineer and demonstrated with project-specific testing.

What the governing standards actually cover

Material or document What it addresses What it does not establish
ASTM C989/C989M-26 Finely ground granulated blast-furnace slag for concrete and mortar; Grades 80, 100, and 120; fineness, slag activity index, compressive strength, and chemical composition requirements. It is not a blanket specification for every steelmaking slag or for unprocessed slag aggregate. Project specifications and local standards still govern acceptance.
ACI PRC-233-17 (2017) Guidance on using blast-furnace slag cement with portland cement in concrete and mortar. It does not provide a design guide for steelmaking-slag binders.
FHWA GGBFS guidance Historical discussion of grade, replacement, curing, and strength development in concrete. The replacement percentages are dated starting guidance, not universal current code limits.
FHWA Steel Slag—Material Description (1997) Processing and aggregate applications for steelmaking slag, including expansion concerns. Its aggregate expansion data should not be used as a universal statistic for GGBFS cement.

For a real project, the contract documents, local adoption of standards, owner requirements, and the engineer of record control. ASTM C989/C989M-26 confirms that the material can be used in concrete and mortar; it does not by itself approve a particular replacement percentage, exposure class, curing plan, or construction schedule.

Strength: what can be compared, and what cannot

There is no universal answer that one binder is “stronger.” Strength depends on the slag grade, percentage, total binder content, water-to-binder ratio, aggregate, admixtures, curing temperature and moisture, exposure, and the age at which cylinders or cores are tested. A comparison is meaningful only when those variables and the acceptance age are stated.

Typical age-related pattern

ACI’s FAQ summarizes the common trend this way: “Slag concretes have improved long-term strengths even though their early strength development is lower than portland cement concretes.” That is a trend, not a guarantee. A well-proportioned, well-cured slag mixture can meet an early requirement, while a poorly cured mixture can underperform at any age.

FHWA grade and replacement guidance

GGBFS grade or condition Guidance described by FHWA Practical interpretation
Grade 120, replacement up to 50% Generally equivalent to or greater than the comparable concrete without GGBFS at seven days and beyond. Confirm the actual percentage, curing, temperature, and specified test age with trial batches; “generally” is not a project guarantee.
Grade 100 Generally equivalent to or greater than the comparable concrete at 28 days. Do not use a 28-day expectation to promise seven-day stripping or opening strength.
Grade 80 Can have lower compressive strength at all ages, while its lower heat of hydration may suit mass concrete. Evaluate thermal-control benefits against the required strength and schedule.

The table reflects FHWA guidance rather than a current universal limit. A specification may require a different grade or percentage, and local producers may have validated mixtures that perform differently from the broad pattern.

How to report a fair comparison

Every strength result should identify:

  • the portland-cement and GGBFS contents and the replacement percentage;
  • the GGBFS grade and source;
  • the specified strength and test age, such as seven, 28, or later days;
  • curing temperature, moisture condition, and specimen type;
  • exposure conditions and any thermal-control requirements; and
  • whether the result came from laboratory trial batches, plant production, field cylinders, or cores.

A single seven-day result cannot establish long-term performance, and a later-age result cannot establish whether forms may be removed or a pavement opened early.

Setting time, curing, and construction schedule

Delayed setting

FHWA notes that concrete containing GGBFS may take longer to set. Low temperature can accentuate the retardation. The effect matters when crews need to finish a slab, strip forms, stress tendons, load a pavement, or reopen a lane on a fixed schedule.

Moisture and temperature control

Without adequate moist curing and temperature control, delayed setting can contribute to plastic shrinkage. The mixture should be protected from premature drying, and the curing method should be selected with the actual weather, placement thickness, surface area, and specification in mind. Cold-weather placements may need a different trial-batch plan from summer placements because the same GGBFS percentage can behave differently as temperature changes.

Schedule decisions

Before approving a slag mixture for a time-critical placement, establish acceptance data at every decision age. If seven-day strength controls form removal, lifting, prestress transfer, or traffic opening, test that age directly. Do not substitute a 28-day design strength for an early-age requirement. Include contingency time or a verified acceleration strategy when the consequences of delayed setting are high.

Steelmaking slag as aggregate: the principal limitation

Steelmaking slag aggregate requires source-specific processing. Hydration of free calcium and magnesium oxides can cause volume change after the material has been placed. FHWA reports that volume changes may reach up to 10 percent or more and explains that exposure or stockpiling can allow expansive reactions to occur before use. The time required varies and may extend to 18 months.

Processing and qualification steps

  1. Identify the process and source. Record whether the material came from basic oxygen, electric-arc, or another steelmaking process, and keep the source consistent during qualification.
  2. Crush and screen. Produce the gradation required for the intended base, fill, shoulder, or asphalt application.
  3. Provide aging or exposure where required. Allow the source to weather or stockpile long enough for the responsible authority to judge expansive behavior; 18 months is an upper figure reported in the FHWA discussion, not a universal waiting period.
  4. Test the processed aggregate. Confirm gradation, soundness, expansion-related properties, and other requirements in the project specification.
  5. Control placement and drainage. Keep the approved material, moisture condition, layer thickness, and compaction procedure consistent with the qualified use.

These controls apply to steelmaking slag aggregate. They do not mean that ASTM C989 GGBFS cement must be aged for 18 months, nor do they make steelmaking slag suitable as a cementitious replacement.

Historical replacement guidance and exposure decisions

FHWA’s dated guidance for states with less experience described replacement of up to 25 percent for concrete exposed to deicing salts and up to 50 percent for other applications when mix-specific data were unavailable. The guidance also stressed selecting an appropriate slag grade and providing suitable curing.

Those percentages are historical starting points, not current universal code requirements. A project may permit a higher or lower percentage, prohibit a material for a particular exposure, or require documented field performance. The engineer should review the locally adopted concrete code, owner standards, exposure classification, durability provisions, and available qualification data before setting the percentage.

When a GGBFS mixture is usually a good candidate

Mass concrete and thermal control

Grade 80 can have lower heat of hydration, which FHWA identifies as a potential advantage in mass concrete. The benefit must be weighed against its possibility of lower compressive strength at all ages and against the actual thermal-control plan.

Projects with later-age strength acceptance

Where the governing acceptance age is 28 days or later and the schedule allows the mixture to develop, a qualified GGBFS mixture may fit well with the strength-development pattern described by ACI and FHWA. Trial batches still need to prove the specified result under production-like curing.

Routine concrete and mortar

GGBFS is covered for concrete and mortar under ASTM C989/C989M-26, either within a blended cement or as a separately batched ingredient. The mixture designer can select a grade and percentage that meet the project’s strength, setting, temperature, and durability requirements.

When caution is warranted

Early opening or form removal

Use caution when seven-day strength, rapid finishing, or rapid traffic opening controls the schedule. Slag-related set retardation and lower early strength may require revised curing, temperature management, admixture strategy, or a different binder system.

Cold weather

Low temperatures can accentuate set retardation. Require cold-weather trial data rather than assuming warm-weather production results will transfer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Unqualified steelmaking slag

Do not place steelmaking slag in a cement silo or add it to a concrete batch because it is called “slag.” Its expansion risk and different chemistry require a separate aggregate qualification process.

Insufficient curing capacity

If the contractor cannot maintain the specified moisture and temperature conditions, a mixture that depends on later-age development may not achieve the intended performance. Cure the actual placement, not merely the laboratory cylinders.

A practical specification and approval workflow

  1. Define the material precisely. Write “ground granulated blast-furnace slag conforming to ASTM C989/C989M-26” when that is what is intended. If steelmaking slag aggregate is intended, identify it as aggregate and state the required processing and expansion controls.
  2. Set the performance targets. List required compressive strength at each acceptance age, slump or workability range, setting constraints, thermal limits, exposure classes, and opening or stripping criteria.
  3. Select the grade and starting percentage. Use the producer’s available Grade 80, 100, or 120 material and a percentage allowed by the project documents. Do not copy a percentage from another job without checking source, climate, cement, aggregate, and curing.
  4. Run trial batches. Produce the same mixture with plant materials and admixtures. Test early and specified ages, and record temperature and curing conditions.
  5. Check construction behavior. Document initial and final set, finishing window, bleeding, plastic-shrinkage risk, temperature rise, and early-age strength needed for the planned sequence.
  6. Qualify production and delivery. Verify silo identification, batch-ticket quantities, sampling frequency, and procedures for a change in slag source or grade.
  7. Define corrective action. State what happens if strength, set, temperature, or expansion-related test results fall outside limits: hold the placement, adjust the mixture only with engineering approval, increase curing protection, or remove and replace rejected material as required by the contract.

Questions to ask before approving a mixture

  • Is the proposed product GGBFS covered by ASTM C989/C989M-26, or is it steelmaking slag?
  • What are the grade, source, replacement percentage, and total binder content?
  • At what age is strength accepted, and what early-age operation depends on strength?
  • What curing temperature and moisture conditions were used for the qualification data?
  • How will the mixture behave at the expected placement temperature?
  • Does the exposure involve deicing salts or another condition with special project limits?
  • Are the results from laboratory specimens, field cylinders, or cores, and are they representative of production?
  • What documentation is required if the source, grade, cement, aggregate, or admixture changes?

Bottom line for designers and contractors

Use the term “slag cement” for the ASTM C989 GGBFS material and reserve “steelmaking slag” for the separately processed material used chiefly as aggregate unless a qualified binder system has been specifically demonstrated. GGBFS can be blended with portland cement or added separately, and its usual performance pattern is slower early strength with potential for improved later strength. Grade, percentage, curing, temperature, test age, and exposure determine whether that pattern helps or hurts a particular job.

Steelmaking slag is a different decision. Its aggregate applications are established, but expansion from hydrating calcium and magnesium oxides requires crushing, screening, aging or exposure where appropriate, and source-specific qualification. Neither material should be accepted by name alone; approve the exact product and mixture against the project’s current standards and test evidence.
