Srinagar Smart City Limited (SSCL) CEO Dr. Basharat Qayoom inspected three key facilities on 17 October 2026: the Souq Market and Craft Centre at Batamaloo, an electric-bus charging station under construction at Batamaloo, and the Integrated Command and Control Centre (ICCC) at HMT. The review focused on construction quality, delivery schedules, maintenance, technology use and the facilities’ practical value to residents.
Three facilities formed the inspection
Souq Market and Craft Centre, Batamaloo
At the Souq Market and Craft Centre, Qayoom examined the facility’s operational status, maintenance requirements and general upkeep. The review treated the market as an operating public asset rather than a completed construction project: day-to-day reliability, cleanliness, repairs and the visitor experience were part of the assessment.

Electric-bus charging station, Batamaloo
The Batamaloo charging station is still under construction and is intended to support Srinagar’s electric-bus fleet. Qayoom reviewed construction progress, execution quality and associated infrastructure. He directed officers to track the pace of work closely, remove bottlenecks and deliver the station within the stipulated timeline.
The project links a physical construction programme with Srinagar’s cleaner-public-transport goals. Its usefulness will depend not only on finishing the civil works, but also on whether the completed facility can reliably support bus operations and be maintained over time.

Integrated Command and Control Centre, HMT
At the HMT ICCC, the CEO reviewed current functioning, monitoring mechanisms and technology-enabled operations. He called for more effective use of the centre for integrated urban monitoring, real-time situational awareness and coordinated responses to civic and infrastructure problems.
He also sought stronger information-sharing between departments, documented follow-up and clearer accountability. An ICCC can only improve city management when alerts and information lead to assigned action, escalation where necessary and verification that problems have been resolved.

- Track accountability: Ensure that issues identified through inspections or the ICCC receive follow-up and closure.

Why the inspection matters beyond project completion
The inspection reflects a broader standard for judging smart-city investment. Creating a building, road, control room or charging facility is only the first stage. Residents experience the result through reliable services, functioning equipment, timely repairs, safe public spaces and responses that are coordinated across departments.
The report’s stated test is whether smart-city infrastructure delivers “sustained functionality, operational reliability and measurable contribution to public convenience,” rather than being assessed solely by its physical creation. That approach places maintenance and service performance alongside construction progress.

Officials involved in the review
Qayoom was accompanied by the Joint Commissioner (Administration) of the Srinagar Municipal Corporation, SSCL’s Chief Engineer, the Joint Commissioner (Works) of the corporation, the ICCC General Manager, Executive Engineers from the Kashmir Power Distribution Corporation Limited and the Mechanical Engineering Department, and officers from the SMC, SSCL and other line departments.
The multi-department attendance is significant because the inspected assets cross organisational boundaries: the market requires civic maintenance, the charging station depends on engineering and power coordination, and the ICCC relies on information and action from several public agencies.

The focus on quality, timelines and coordination follows earlier SSCL inspections. A January 2024 review covered Jehangir Chowk Junction, the Traditional Souq Market and Craft Centre at Batamaloo, parking and pedestrian works, and Batamaloo Mominabad Road. In July 2024, CEO Dr. Owais Ahmed reviewed projects in Downtown Srinagar, including Kohnakhan Dalgate, Khanyar, Rajouri Kadal, Nawa Kadal and Safa Kadal Nallamar Road, while stressing interdepartmental coordination and timely delivery.
