Construction materials did not rise at one uniform global rate in September 2026. Official data show increases in Croatia, the Philippines and the United States, while Malaysia recorded rising cement prices but falling steel prices. The United Kingdom’s latest available observation, for August, also shows significant annual inflation, led by fabricated structural steel.

What rose most?
Fabricated structural steel in the UK
The largest named annual increase in the releases is fabricated structural steel in the United Kingdom, up 21.2% from August 2025 to August 2026. That is a component-level result, not the rate for every steel product or for all construction materials. The UK all-work index rose 6.4% over the same annual period and 0.4% between July and August.

Malaysia demonstrates why a single “construction materials” number can mislead procurement teams. Cement unit prices increased between 0.3% and 1.9% month over month depending on the reported area. Steel unit prices fell between 0.2% and 1.6% month over month in those areas, although the highest steel year-over-year increase reported by area was 5.1%. A contractor buying both products could therefore face a higher cement bill while receiving short-term relief on some steel purchases.

Croatia: modest monthly movement, high level versus 2021
The Croatian Bureau of Statistics reported on 9 October 2026 that domestic producer prices for building materials increased 0.3% in September compared with August and 4.3% compared with September 2025. The index stood 33.5% above its 2021 average. The monthly increase is relatively small, but the comparison with 2021 matters for projects whose budgets were set several years ago: today’s baseline remains materially higher even when month-to-month changes are limited.
United Kingdom: annual inflation concentrated in some products
The Department for Business and Trade’s latest observation is for August 2026 rather than September. Its all-work construction-material index increased 6.4% year over year and 0.4% month over month. Fabricated structural steel’s 21.2% annual rise shows that an average index can conceal severe pressure in a particular package, especially structural frames and related fabrication. UK estimates should therefore use current supplier quotations for steelwork instead of applying the all-work average to every bill of materials.

Philippines: wholesale pressure exceeded retail pressure in NCR
For Metro Manila, the Philippine Statistics Authority reported on 13 October 2026 that the retail construction-material index rose 2.0% year over year in September. The wholesale index rose 3.4%, down from 3.6% in August. The authority said the retail annual growth rate remained constant, while wholesale growth decelerated. The difference between the two measures can matter to contractors buying through distributors: a slower wholesale rate does not automatically mean every retail product has become cheaper.

The U.S. Bureau of Labor Statistics recorded a 0.7% monthly and 5.7% annual increase in its producer-price series for materials and components for construction in September 2026. This is an input-price measure, not a retail price for a specific project, region or supplier. It is most useful for tracking the direction of upstream costs and for reviewing escalation assumptions in contracts.

Why the percentages cannot be treated as one global rate
Four distinctions must accompany every comparison:
- Geography and coverage: Croatia’s domestic producer index, UK construction-material index, Philippine NCR indexes, Malaysian area quotations and the U.S. producer series represent different markets.
- Point in the supply chain: Retail, wholesale, producer and input indexes capture different stages before a material reaches a job site.
- Time basis: A monthly change measures the latest movement; a year-over-year change compares with the same month a year earlier; neither is a forecast.
- Material category: Steel, cement, concrete, timber, pipes and other products can move in opposite directions within the same country.
The official releases do not establish one common causal breakdown for all of these movements. They do not show that energy, freight, tariffs, currencies or supply disruptions alone caused every increase. Those explanations require country- and product-specific evidence.

Buy or lock pricing earlier when
- The item is on a critical path and a delay would cost more than carrying inventory.
- Your supplier’s quote expires soon or includes an escalation clause.
- You need fabricated steel or another package showing a large annual increase, as in the UK data.
- Storage, insurance and quality-control costs are known and manageable.
Wait, stage orders or re-quote when
- The material is not schedule-critical and prices are moving differently by area or product, as Malaysian steel did.
- You would have to finance or store materials for a long period.
- Your design may still change, creating waste or cancellation charges.
- Several suppliers can quote on the same specification, allowing a current market check.
A September price-response checklist for contractors
- Split the estimate by material and location. Do not apply a national or all-work percentage to every line item.
- Record the index type and date. Label each assumption as retail, wholesale, producer or input, and identify whether it is monthly or annual.
- Refresh quotations. Ask suppliers for validity periods, lead times, freight terms and any escalation formula.
- Prioritize exposure. Recalculate packages with the largest quantity, longest lead time or highest observed inflation, particularly structural steel where relevant.
- Update the budget and bid clauses. Construction cost estimating software can help version assumptions, compare supplier quotes and document changes for the client.
- Set a review trigger. Re-price before purchase orders if an index moves materially, a quote expires or the specification changes.
