Set the allowance from the rule governing your funding, the percentage base it specifies, and a documented assessment of site, design, procurement and schedule risk. Official benchmarks range from 5% to 10%, but they are not interchangeable: one may be calculated on total project budget, another on construction cost, another on soft costs, and another on a combined project-cost allowance.
Use contingency for unforeseen costs required to deliver the approved scope. Do not treat it as an informal fund for adding rooms, upgrading finishes or making other scope changes. Before anyone commits the money or instructs a contractor, follow the project’s grant, board, procurement and change-order approvals.

What percentage should a school construction budget include?
Start with the applicable owner, grant or capital-program rule. If no rule sets a rate, have the design and cost team quantify project-specific risks and obtain approval for the resulting allowance. The following official examples illustrate the range, but none is a universal school-sector standard.

| Jurisdiction or program | Published benchmark | Percentage base | Important qualification |
|---|---|---|---|
| Victoria, Australia | Typically 5–10% | Total project budget | The Victorian Department of Education’s 4 May 2026 school-upgrades policy says the rate depends on site risks. It is a government planning benchmark, not a general rule for other jurisdictions. |
| Rhode Island, United States | Maximum 5% for construction contingency; owner’s contingency of 2% | 5% of estimated construction cost; 2% of estimated soft costs | The School Building Authority design-review guidance treats these as separate allowances. Do not add or compare them without preserving their different bases. |
| Pennsylvania, United States | 10% default construction contingency | Construction contingency | The October 2024 Department of General Services guide requires a cost-risk assessment and Assistant Director approval for a rate below 10%; reductions below 8% require additional senior approvals and notice that the agency bears overruns. |
| New South Wales, Australia | At least 10% for construction and project contingencies combined | Total project cost | This is a requirement in the Building Early Learning Places Program guide, not a rule for every school construction project. |
| England | No comparable universal percentage stated | Not stated | The 2026–27 Department for Education capital-funding overview describes school condition allocation, the Condition Improvement Fund and devolved formula capital, but does not set a universal contingency rate. |
These figures should not be averaged into an “industry norm.” A school owner in another state or country must check its own funding agreement, procurement rules, delegated authority and current capital guidance.

Why the denominator matters
A percentage has meaning only when its denominator is explicit. A 5% allowance on construction cost can produce a very different dollar amount from 5% of the entire project budget, which may also include consultants, project management, furniture, equipment and information-and-communications technology.
Total project budget
This base normally includes the complete approved budget, not just the building contract. Victoria’s 5–10% example uses this basis.
Estimated construction cost
This base applies to the physical works estimate. Rhode Island’s 5% maximum is calculated this way.
Estimated soft costs
Soft costs include professional and other non-construction services. Rhode Island separately identifies a 2% owner’s contingency on estimated soft costs; it is not the same allowance as the 5% construction contingency.

Combined project cost
New South Wales requires a minimum 10% for construction and project contingencies together in the named grant program. The guide distinguishes the two risk categories even though the minimum is expressed against total project cost.
What a school construction contingency is for
Contingency protects delivery of scope that has already been approved. The cost must be unforeseen when the budget was established and necessary to complete that scope.
Latent or unexpected site conditions
Examples include ground conditions discovered during excavation, hidden utilities, contaminated material or other conditions that could not reasonably be priced from the information available at approval.

Cost escalation and procurement effects
New South Wales describes construction contingency as covering increases in labour or material costs, construction delays and unforeseen site conditions. The exposure is greater when procurement is later than planned or market prices move between design approval and contract award.
Unforeseen delays and project-level fees
Some programs allow contingency for delay-related costs or unexpected project-management and statutory fees. New South Wales calls these “project contingency” risks, distinct from builder and construction risks. Your project documents should define whether such costs sit in the same fund or in separate allowances.
What contingency does not cover
Contingency is not a substitute for deciding and funding new scope. New South Wales expressly excludes scope changes: adding a classroom wing, changing a material specification for preference, or installing an unapproved technology package should go through the project’s formal approval and funding process.
It is also not a reason to understate a known cost. If design documents already show a requirement, include a realistic estimate in the base budget. Label foreseeable escalation, design development and construction contingency separately when the governing budget requires that distinction.

How to set the allowance for a new project
- Identify the governing rule. Read the grant terms, project agreement, bond or capital-fund conditions, public-procurement requirements, board policy and delegated-authority schedule. Confirm whether the rule specifies a percentage, a dollar ceiling, a minimum, a separate owner’s allowance or a combined total.
- Define the approved scope and budget base. Freeze the scope being funded at the relevant approval stage. List construction, design and other consultants, permits, project management, furniture, equipment, technology, escalation and other cost categories so the percentage base is unambiguous.
- Build a risk register. Record each material uncertainty, its likelihood, potential cost, timing and mitigation. Site investigations, hazardous materials, design maturity, utility information, market capacity, long-lead items, inflation exposure and the amount of work still to be procured should be visible to the decision-maker.
- Separate contingency types. Use the labels required by the governing program: design contingency, construction contingency, owner’s contingency, escalation allowance and general project contingency are not automatically interchangeable. State who controls each balance and which risks may draw on it.
- Quantify and test the allowance. Estimate the exposure for each risk rather than selecting a percentage by habit. Compare the result with the applicable benchmark and explain any deviation. Pennsylvania requires a cost-risk assessment when its construction contingency is below the 10% default, with stricter approvals below 8%.
- Obtain approval before procurement commitments. Put the amount, base, permitted uses and authority limits in the approved budget, funding agreement and contract-administration plan. A contingency that appears in an internal spreadsheet but is not authorized may not be spendable.
How to draw contingency during construction
Use a written draw process that connects the event, the cost and the remaining risk. A practical file for each request should contain:
- a description of the unforeseen condition and when it was discovered;
- the affected approved-scope item, drawing or specification;
- the contractor or consultant quotation and the owner’s cost review;
- the proposed funding source and the contingency balance before and after the draw;
- schedule and completion effects;
- the approval required under the project’s authority matrix; and
- the updated forecast to completion.
Approval should precede a commitment or instruction to perform the work. Pennsylvania’s guide states that contractors must not be directed to perform change-order work without funding in place. Use the contract’s change-order form and procurement controls; an email promise that money will be found later creates both cost and audit risk.

Victoria
The Victorian School Building Authority (VSBA) manages the project contingency. The policy says, “Contingency should not be accessed before Practical Completion unless required.” If an earlier draw is necessary, it must follow the VSBA’s approval and project-control arrangements rather than an informal site decision.

Pennsylvania
The Department of General Services framework links contingency to cost forecasts, risk assessments, approval thresholds and change-order controls. It also discusses replenishing construction contingency based on the remaining work and current project risk. Owners using another jurisdiction’s program should adopt equivalent written controls without assuming Pennsylvania’s titles or thresholds apply.

Grant and reserve-funded projects
A grant agreement can impose a release test even when the construction budget includes contingency. New York’s school-finance guidance, for example, says a voter-authorized capital reserve cannot be spent without specific voter approval. Check whether a draw needs funder consent, board action, voter authorization or a delegated officer’s signature.
When can unused contingency be released?
Keep the allowance available while a credible risk remains. At each cost report, reassess the likelihood and value of open risks, the amount of work left, pending claims and the time needed to reach completion.
Victoria requires formal discussion of unspent contingency after Practical Completion before it is allocated elsewhere. Other programs may require repayment, reallocation approval, grant closeout documentation or a board resolution. Do not transfer a balance merely because the forecast looks favorable; follow the fund’s closeout rule and retain the approval record.
Illustrative calculation method
Suppose a governing rule uses total project cost as its base. Add the approved construction, professional, project-management, permit, furniture, equipment and technology amounts that the rule includes. Multiply that total by the permitted percentage, then document the risk assessment that supports the result. If a rule instead uses estimated construction cost, exclude soft costs from the denominator and calculate any owner’s contingency separately. The same project can therefore produce different dollar allowances under different programs without either calculation being wrong.
Quick Recap
Common mistakes and how to correct them
- Quoting a percentage without its base. Write “5% of estimated construction cost” or “5–10% of total project budget,” not simply “5% contingency.”
- Combining separate allowances. Keep construction, owner’s and project contingency distinct when the program gives each a different denominator or use.
- Using contingency to add scope. Route enhancements and omissions through formal scope, funding and approval changes.
- Drawing before authorization. Obtain the required approval and funding before issuing a change order or directing work.
- Ignoring the project phase. Reassess risk as design advances, bids are received, contracts are awarded and work is completed; a late-stage balance is not automatically available for new commitments.
- Failing to replenish or forecast. After a draw, update the cost-to-complete forecast and decide whether the remaining balance still covers the unfinished work.
- Assuming one jurisdiction’s rule travels. Victoria, Rhode Island, Pennsylvania, New South Wales and England use different programs, terms and decision rights. Apply only the rule that governs your project.
A decision checklist for school owners
- Which law, grant, bond, reserve or agency policy governs this project?
- What exactly is the percentage base, and which cost categories are included?
- Are design, construction, owner’s, escalation and project contingencies separated?
- Which unforeseen risks remain, and what evidence supports their estimated values?
- Is the proposed cost necessary to deliver approved scope rather than an enhancement?
- Who must approve the draw, and must approval occur before commitment?
- What balance and forecast remain after the draw?
- How will unused funds be handled at Practical Completion or grant closeout?
