S3 vs S1P vs S2 Safety Boots: Which Rating Do You Need?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose the class that matches the hazards you actually face: S1P is for dry workplaces where puncture or perforation from sharp objects is the extra risk; S2 is for wet exposure when that puncture protection is not required; S3 combines S2’s water-penetration and absorption resistance with perforation resistance and a cleated outsole. S3 is not automatically the safest choice for every job, because heat, cold, chemicals, electrical hazards, metatarsal impacts and whole-boot waterproofing require additional markings or standards.

The labels come from EN ISO 20345 safety-footwear classifications. The applicable edition and the exact marking on the boot matter: current EN ISO 20345:2022+A1:2024 materials include S3S and S3L variants that use different perforation-test systems.

What do S1P, S2 and S3 mean?

EN ISO 20345 is the principal European safety-footwear standard for general-purpose protection. It addresses risks such as mechanical impact, slipping, thermal exposure and ergonomic strain. A workplace with a special hazard may require a complementary standard or an optional marking in addition to the basic class.

The class is cumulative. S1P and S2 each start with the S1 baseline and add a different protection. S3 starts with S2, then adds perforation resistance and a cleated outsole.

Rating Protection added or required by the class Best match What it does not establish by itself
S1P S1 properties plus perforation resistance Dry indoor or sheltered work where nails, screws, scrap or other sharp objects can penetrate from below Resistance to water penetration and absorption of the upper; a waterproof membrane; protection from heat, cold, chemicals or electrical hazards
S2 S1 properties plus resistance to water penetration and absorption of the upper (shown as WPA in current marking tables) Wet exposure where the underfoot perforation hazard is not part of the task Perforation resistance; a fully waterproof construction for prolonged immersion; special chemical, thermal, metatarsal or electrical protection
S3 S2 properties plus perforation resistance and a cleated outsole Wet construction, groundworks, landscaping and similar jobs combining water exposure with sharp-object hazards Universal protection for every hazard; whole-boot waterproofing; special resistance that is not separately marked

This table describes the class requirements, not a ranking of comfort or overall quality. A well-fitting S2 boot can be safer in a wet job without puncture risk than an ill-fitting S3 boot, while an S1P boot may be the more suitable and less burdensome choice for a dry indoor task.

What is the difference between S1P, S2 and S3 safety boots?

S1P: dry conditions plus underfoot puncture protection

S1P is the targeted choice when the work area is normally dry but sharp objects can be driven upward through the sole. Typical examples include a dry warehouse with loose fasteners, interior fit-out, installation work and workshops where offcuts or screws may be present.

The “P” identifies perforation resistance. It does not mean that the entire boot is puncture-proof, that the upper cannot be cut, or that every type of sharp object is stopped in every direction. The test method, insole and sole construction specified by the standard govern the claim. Inspect the manufacturer’s declaration and care instructions if your site has unusually large, angled or repeated penetrations.

S2: wet exposure without the class’s perforation requirement

S2 adds resistance to water penetration and absorption of the upper to the S1 baseline. It is intended for work where the boot exterior is regularly splashed or exposed to damp conditions, but the risk assessment does not require a perforation-resistant midsole.

S2 can suit general maintenance, food or washdown areas and outdoor work on surfaces where sharp-object penetration has been assessed as unlikely. If nails, rebar ends, scrap metal or similar objects are credible hazards, S2 alone leaves a gap: the class does not include the S1P/S3 perforation requirement.

S3: the combined wet-and-puncture class

S3 combines S2’s water-penetration and absorption resistance with perforation resistance and a cleated outsole. That combination is why it is common for construction, groundworks, landscaping and other jobs where wet ground and sharp debris occur together.

The cleated outsole is part of the S3 class, but a class label is not a substitute for checking the boot’s actual slip performance, tread pattern, stability and compatibility with the surface. Mud, oil, smooth concrete, ladders and polished floors can demand different tread and slip characteristics. Follow the site assessment and the manufacturer’s surface-use guidance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Are S3 boots waterproof?

Not necessarily. S3 includes a test for water penetration and absorption of the upper, commonly identified as WPA in current marking tables. That is narrower than a promise that the complete boot remains dry during prolonged standing water, immersion, pressure at seams or heavy rain over a full shift.

Water can enter through the tongue, stitching, closure, collar or damaged areas even when the upper passed the class test. When sustained rain, flooded ground, washdown or immersion is expected, look for the manufacturer’s separate WR (water-resistant footwear) claim and read the conditions attached to it. Check whether the claim applies to the whole construction, how high water may reach and whether maintenance or reproofing is required.

Do not treat “water-resistant upper,” “water-repellent leather” or a waterproof membrane mentioned in marketing copy as interchangeable with an EN ISO 20345 class. Confirm the exact symbols on the boot and its declaration of conformity.

Does S3 mean the boot is always safer than S1P or S2?

No. S3 has more class requirements, but “more” is not the same as “right for every job.” Extra structure, a deeper tread or a heavier upper can affect flexibility, weight, heat build-up and fatigue. Those trade-offs matter when a worker spends a shift climbing stairs, kneeling, driving or walking on smooth indoor floors.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Choose S1P when the workplace is dry and perforation is the defining additional hazard.
  • Choose S2 when water exposure is material but the risk assessment does not identify underfoot penetration.
  • Choose S3 when both water exposure and perforation are credible hazards and a cleated outsole is suitable for the surfaces.

If another risk is more severe than water or puncture, select the class and additional marking that address that risk rather than moving automatically to S3.

How to choose the right rating: a workplace method

Protective-footwear selection is a risk and ergonomics decision. Use the following sequence with the employer’s assessment, site rules and the boot’s conformity documents.

  1. List the tasks and surfaces. Separate indoor, outdoor, roof, excavation, workshop, warehouse, road and washdown work. Note kneeling, ladder use, driving, long walking routes and time spent standing.
  2. Record water exposure. Distinguish occasional splashes from persistent rain, wet vegetation, washdown, puddles and immersion. S2 or S3 addresses the class’s upper water test; prolonged wet conditions may also require a separate WR claim.
  3. Check for perforation hazards. Look for nails, screws, wire, rebar, scrap, glass, sharp stone and hidden debris. If penetration from below is credible, use a class that includes perforation resistance, such as S1P or S3, subject to the exact current marking.
  4. Assess slip conditions. Identify oil, mud, loose aggregate, smooth concrete, wet tile, ladders and ramps. Match the outsole compound and tread to the surfaces; a cleated outsole can be useful outdoors but awkward or damaging on some finished floors.
  5. Identify special risks. Check for hot surfaces, molten material, cold stores, chemicals, static or electrical requirements, falling objects above the toe, and impacts to the metatarsal area. These may need optional markings or complementary standards beyond S1P, S2 or S3.
  6. Set the climate and comfort requirements. Consider heat, cold, ventilation, sock thickness, drying time and the number of hours worn. A class-compliant boot that causes pressure points or excessive moisture is unlikely to be worn correctly.
  7. Verify compliance before purchase. Read the marking inside the boot or on its label, check the manufacturer’s declaration of conformity, confirm the standard edition and ensure the size range and replacement policy suit the workforce.

Current EN ISO 20345 markings: S3, S3S and S3L

Many articles still use the familiar S1P/S2/S3 shorthand, but current EN ISO 20345:2022+A1:2024 materials also show S3S and S3L variants. The suffixes distinguish different perforation-test systems. They are not interchangeable abbreviations, and a buyer should not infer that an older S3 marking and a newer S3S or S3L marking were tested in exactly the same way.

For a purchase, workplace inspection or tender, copy the marking exactly as shown on the boot and in the declaration of conformity. Ask the supplier which standard edition applies in your country and whether the model is certified to that edition. This avoids treating a catalogue heading or a retailer filter as the legal conformity statement.

Optional protection you may need in addition to the class

S1P, S2 and S3 describe a defined set of properties. They do not automatically include every feature a construction or industrial task may require.

Hazard or requirement Why the class alone may be insufficient What to verify
Prolonged rain, deep puddles or immersion S2/S3 water penetration and absorption testing concerns the upper and does not promise waterproof performance in every construction A separate WR claim, its limits and maintenance instructions
Hot floors, welding sparks or high-temperature contact Thermal protection is not created by choosing S3 The applicable heat-related marking or complementary standard
Cold stores or winter exposure Cold insulation is separate from the S-class number The cold-insulation marking and the temperature range stated by the manufacturer
Chemicals, oils or solvents General safety classification does not establish resistance to every chemical Chemical compatibility data for the exact substance and boot materials
Electrical contact or static-control zones Electrical properties require their own marking, test and work procedure The site’s electrical specification and the relevant footwear marking or standard
Objects striking the instep Perforation resistance protects against penetration from below, not every impact from above Metatarsal protection if the task requires it

Never infer a special property from colour, a waterproof-looking membrane, a metal-free construction or a product name. The required symbol, test and scope must be documented for the model being issued.

Fit, comfort and compatibility are safety controls

Class selection cannot compensate for poor fit. Measure both feet, try the socks used at work and allow normal toe movement without the foot sliding inside the heel. Check that the toe area does not press when crouching, the heel stays secure on stairs and the tongue and collar do not create pressure points.

Walk, climb a step and kneel in the boots before issuing them for a full shift. Inspect the insole, laces or fastening system and any orthotic compatibility. Workers who develop blisters, numbness or excessive heat may loosen the boot, remove protective components or stop wearing it, defeating the intended protection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ventilation and drying are practical concerns in S2 and S3 footwear. Rotate pairs when possible, dry them according to the manufacturer’s instructions rather than on a high-heat radiator, and replace boots when the sole, upper, closure or protective components are damaged. A visible class mark does not guarantee that a worn or modified boot still meets the certified construction.

Examples: matching the class to common jobs

Dry interior fit-out

A worker installing partitions in a dry building encounters screws and metal offcuts but little water. S1P is the logical starting point if the risk assessment confirms underfoot penetration and no special thermal, chemical or electrical requirement. S3 would add water-related and tread features that may be unnecessary indoors.

Wet maintenance area without sharp debris

A maintenance worker regularly walks through damp floors and washdown splash zones, while the area is controlled and free of nails or sharp scrap. S2 addresses the class’s water exposure requirement. If immersion or standing water is routine, verify whether a separate WR claim is needed.

Groundworks after rain

An excavation or landscaping crew works on muddy ground with nails, wire and broken material. S3 aligns with the combined water and perforation hazards and supplies a cleated outsole. The employer must still check slip performance, ankle stability, weather requirements and any plant-specific rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cold-store work with chemical cleaning

Neither S2 nor S3 alone answers this scenario. The assessment must add cold insulation and chemical compatibility requirements, then verify the corresponding markings and documentation. Choosing S3 solely because the floor is wet could leave the more serious hazards unresolved.

Buying and checking an S-class boot

  1. Specify the hazard combination in the purchase request. State whether the need is dry plus perforation, wet without perforation, or wet plus perforation, and list any optional properties.
  2. Request the exact model marking. Ask for a photograph or technical sheet showing the complete designation, not just “safety boot” or “S3 style.”
  3. Confirm the edition and conformity document. Check whether the model is certified to EN ISO 20345:2022+A1:2024 or another edition accepted by the jurisdiction and contract.
  4. Check size, width and stock before committing. A class is useful only if every worker can obtain a secure, comfortable fit and replacement pairs are available.
  5. Inspect on delivery. Compare the received marking, sole, closure and protective components with the approved model. Do not substitute a visually similar version without reassessment.
  6. Train users on limits and care. Explain what the class covers, what it does not cover, how to clean and dry the boots, and when damage requires withdrawal.

Common mistakes and how to correct them

  • “S3 is always safest.” Correct this by matching the class to the documented hazards and considering comfort, surface and fatigue.
  • “S2 is puncture resistant because it is a higher number than S1P.” The number does not add perforation protection; S2’s added property is water penetration and absorption resistance.
  • “S3 means waterproof.” Treat WPA and a separate WR claim as different questions, especially for immersion or prolonged standing water.
  • “The old S3 label explains every current model.” Check for S3S or S3L and the exact standard edition in current documentation.
  • “Any boot with a safety toe covers the whole job.” Add the required thermal, chemical, electrical, metatarsal or other protection when the assessment identifies it.
  • “A damaged boot is still compliant because its label remains visible.” Remove boots with split soles, exposed protective components, failed closures or altered construction and replace them through the site’s PPE process.

Quick decision guide

Ask this first If the answer is yes Likely direction
Is the workplace generally dry, but can sharp objects penetrate from below? Yes S1P, unless another hazard requires a different class or optional marking
Is water exposure significant, but has underfoot penetration been ruled out? Yes S2, with a separate WR check if prolonged wetting or immersion is expected
Are both water exposure and underfoot penetration credible? Yes S3, S3S or S3L as identified by the applicable current marking and conformity document
Is there heat, cold, chemical, electrical, metatarsal or another special risk? Yes Do not stop at S1P, S2 or S3; add the required marking or complementary standard

The practical answer is therefore hazard-specific: S1P for dry puncture risk, S2 for wet exposure without puncture risk, and S3 (or the applicable current S3 variant) for the combination. Confirm the exact marking, standard edition, optional properties and fit before issuing the boots.

Frequently Asked Questions

What does the “P” in S1P stand for?

It identifies the class’s perforation-resistance requirement, aimed at sharp objects penetrating from below. It is not a guarantee against every cut or impact to the upper.

What does WPA mean on a safety-boot specification?

WPA refers to the water penetration and absorption test for the upper used in current marking tables. It should not be read as a promise that the complete boot is waterproof during immersion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should an employer choose one class for every worker?

Only when the tasks, surfaces and special hazards are genuinely the same. A documented risk assessment may justify different classes or optional markings for different work areas.
