Neither surface is automatically safer. A playground is only as protective as the specific product, installation and maintenance program. Engineered wood fiber (EWF) can provide compliant impact attenuation when it is playground-rated, installed at the specified depth and kept level. Unitary rubber systems can provide a more stable accessible route and avoid routine loose-fill raking, but they still require product-specific impact and accessibility tests, correct drainage, heat assessment and repairs. Compare bids by documented ASTM performance and site-specific lifecycle work—not by the word “rubber” or “wood” alone.
Quick verdict: choose the maintained system that fits the site
| Question | Engineered wood fiber (EWF) | Unitary rubber (mats, tiles or poured-in-place) | Loose-fill rubber mulch |
|---|---|---|---|
| Impact protection | Can comply when the product meets ASTM F2075 and ASTM F1292 and remains at its required depth. | Can comply when the specific system has ASTM F1292 results for the installed thickness and is installed as tested. | Must have product-specific ASTM F3012 and ASTM F1292 documentation; loose particles still displace. |
| Routine maintenance | Frequent depth checks, raking, leveling, replenishment and removal of contamination. | No loose-particle top-up, but cleaning, inspections, seam or patch repairs and eventual resurfacing remain possible. | Requires loose-fill inspection, raking and replenishment similar to other loose-fill systems. |
| Accessible route | Surface displacement can reduce firmness and stability; maintaining an ASTM F1951-compliant route takes active work. | Can provide a continuous firm and stable route when the tested system, base and transitions are installed correctly. | Loose particles can migrate from the route and require frequent correction. |
| Main site concerns | Compression, displacement under swings and slides, drainage and contamination. | Surface heat, drainage, cracking, wear and product-specific repair requirements. | Displacement, contamination, drainage and the same heat or weather issues as other rubber products. |
| Cost conclusion | Often shifts more cost into recurring labor and material replenishment; the amount is site-specific. | Often shifts more cost into preparation and installation; lifecycle cost depends on repairs, cleaning and replacement timing. | Requires a site estimate that includes replenishment and containment. |
The U.S. Consumer Product Safety Commission (CPSC) says more than 200,000 children go to U.S. hospital emergency rooms each year with injuries associated with playground equipment; the checklist page does not state a publication year for that figure. Protective surfacing is one part of risk control, alongside equipment design, inspections, supervision and fall-zone layout.

What you are actually comparing
Engineered wood fiber is a specified loose-fill product
EWF is processed wood fiber manufactured for use beneath and around playground equipment. It is not the same as decorative bark, landscaping mulch or unprocessed wood chips. ASTM F2075-26 addresses particle size, consistency, purity, drainage and hazardous heavy-metal concentrations. A supplier should identify the playground product by name and provide current test documentation; a generic statement that the material is “wood mulch” is not enough.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Because EWF is loose fill, use changes its depth. CPSC states that loose-fill surfacing compresses at least 25% over time because of use and weathering. People also displace it by walking, running and landing, especially under swings and at slide exits. The installed depth therefore has to include the manufacturer’s allowance for expected compression and displacement, and it must be restored when inspections show a shortfall.

Unitary rubber is installed as a continuous system
Unitary rubber includes rubber mats, tiles and cured poured-in-place systems. The material is held in place rather than spread as individual particles, so it can support a continuous route for wheelchairs and other mobility devices when the entire assembly is designed and tested for that use. The base, binder, wear course, edges, transitions and drainage are part of the system; changing any of them can change performance.
CPSC lists ASTM F2479 for poured-in-place specification, installation and maintenance guidance. Require the proposed thickness and substrate to match the configuration in the supplier’s ASTM F1292 impact report. A report for a different thickness, base or wear layer does not establish the performance of your project.
Loose-fill rubber mulch is not the same as unitary rubber
Rubber mulch consists of loose particles. It can move out of high-use areas, collect debris and need leveling or replacement. CPSC identifies ASTM F3012, in addition to ASTM F1292, for playground rubber mulch. Do not use a product documented only for landscaping, pathways or athletic infill as a playground protective surface.

CPSC depth and fall-zone guidance
CPSC’s Public Playground Safety Checklist recommends at least 12 inches of wood chips, mulch, sand or pea gravel, or mats made of safety-tested rubber or rubber-like materials. Protective surfacing should extend at least 6 feet in all directions from equipment, with the layout adjusted for equipment-specific fall zones. The handbook distinguishes unitary from loose-fill materials and calls for regular inspection and maintenance.

For EWF, CPSC says the product should meet ASTM F2075 and ASTM F1292. For playground rubber mulch, it identifies ASTM F3012 and ASTM F1292. Manufacturers should provide critical-height data, minimum fill-depth data, toxicity information and accessibility results based on ASTM F1951 where an accessible route is required.
Impact attenuation: ASTM F1292 and field checks
ASTM F1292 addresses impact attenuation—how a surface limits impact forces during a fall—and supplies a critical-height rating under the test conditions. Ask for the complete, current report, not just a logo or a statement that the material is “ASTM compliant.” Where applicable, ASTM F3313 provides a method for field impact testing. Field results can reveal loss of performance caused by aging, inadequate depth, water damage, poor installation or repairs.
Material quality: ASTM F2075-26
ASTM F2075-26 sets EWF requirements for particle size, consistency, purity, drainage and hazardous heavy metals. The standard expressly warns that compliance does not mean an injury cannot occur. It is a material specification, not a guarantee against falls, equipment hazards or inadequate supervision.

ASTM F1951 evaluates the firmness and stability of playground surface systems for accessibility. A passing result applies to the tested system and conditions. For a real accessible route, check the entire path: entrance, transitions, slopes, turning areas, clearances, edges and the surface beside each play component. EWF can become soft or rutted when fiber migrates; unitary rubber can fail at a raised seam, damaged edge or poorly drained low point.

Which surface is easier to maintain?
EWF maintenance is frequent and measurable
Plan for a documented inspection and replenishment program. Staff should check the depth at high-use locations, rake displaced material back into fall zones, level ruts, remove foreign objects and contamination, and add certified material when the depth falls below the manufacturer’s minimum. CPSC specifically calls for attention under swings and at slide exits. Wear mats can reduce displacement in those locations but do not eliminate depth checks.
The Access Board notes that EWF surfaces require frequent maintenance to comply with ASTM F1951-99 because user activity and other factors displace the surface. It also states that the selected material affects maintenance frequency and cost. In practice, a school with many daily users, frequent rain or poor containment will generally need more labor than a lightly used, well-drained site; obtain a site estimate rather than applying a universal schedule.
Unitary rubber reduces loose-fill work, not all maintenance
Because mats, tiles and poured-in-place rubber stay in place, they avoid routine raking and top-up of loose particles. They still need sweeping or washing, inspection for cuts, delamination, open seams, edge lifting and worn areas, and prompt repair before a defect becomes a trip or impact hazard. Poured-in-place systems may need patching or a new wear layer; tiles may need individual replacement. The manufacturer should state approved cleaners, repair materials, inspection intervals and the conditions that invalidate the warranty.

Dark rubber can become hot enough to blister bare feet in intense sun, CPSC warns. Shade, surface color, irrigation and a heat-check procedure should be considered during design. Heat does not make every rubber system unsuitable, but it is a site-specific hazard that a low-maintenance claim cannot ignore.

Loose-fill rubber mulch still moves
Loose-fill rubber mulch needs checks for depth, displacement, contamination and drainage. It may require raking and replenishment in the same high-use areas as EWF. Its rubber composition does not turn it into a unitary surface or establish accessibility without product-specific ASTM F1951 evidence.
Compare the work in a written maintenance plan
| Task | EWF | Unitary rubber | Loose-fill rubber mulch |
|---|---|---|---|
| Depth or thickness verification | Frequent depth measurements, especially at impact points. | Inspect for wear, thinning, seams and damaged areas; verify thickness where the manufacturer requires. | Frequent depth measurements and leveling. |
| Redistribution | Rake and level displaced fiber. | Normally not applicable, but correct lifted edges or displaced tiles. | Rake and level displaced particles. |
| Replenishment | Add playground-rated EWF for compression and loss. | Patch or replace damaged areas; resurfacing interval is product- and site-specific. | Add compatible playground-rated rubber mulch. |
| Cleaning | Remove glass, metal, animal waste and other contamination; replace material when necessary. | Use the approved cleaning method and remove debris from seams and drains. | Remove contamination and debris; replace material if it cannot be cleaned safely. |
| Drainage check | Look for ponding, washout and clogged edges or drains. | Check drains, base saturation and freeze-thaw damage. | Check ponding, washout and clogged containment. |
Climate, drainage and site conditions can reverse the apparent advantage
Rainfall can wash loose fill from slopes or low edges and leave a thin area where a fall is most likely. Freeze-thaw cycles can heave a base, open seams or create uneven transitions. Flood-prone sites may need elevated grades, containment and a replacement plan for contaminated or displaced material. Shade reduces heat on rubber; full sun, dark colors and reflected heat increase the need for temperature checks. Ask each bidder to show the drainage layer, edge containment, sub-base preparation and response to standing water—not merely the surface color and thickness.
Lifecycle cost: request a project estimate, not a universal price
Material choice changes where costs occur. EWF may have lower initial material and installation costs but recurring labor, delivery and replenishment. Unitary rubber may require more excavation, base preparation, edge detailing and specialized installation, followed by cleaning, repairs and eventual resurfacing. Loose-fill rubber adds containment and replenishment work. The Access Board states that the material selected affects the frequency and cost of maintenance.
A credible estimate separates:
- Site preparation, excavation, grading and drainage base.
- Containment edges, transitions and accessible-route construction.
- Initial material, delivery and installation labor.
- Scheduled inspections, cleaning, raking, depth checks and replenishment.
- Repairs, patching, tile replacement or resurfacing.
- Removal and replacement timing, including disposal.
Do not quote a universal cost or lifespan without defining the area, equipment layout, climate, drainage, use level, product and installation scope.

How to compare two real bids
- Define the fall zones and routes. Mark equipment-specific fall areas, the 6-foot general extension recommended by CPSC where applicable, entrances, turning areas and transitions before comparing quantities.
- Match the product to the use. Confirm that EWF is playground-rated, that rubber mulch is intended for playground use, and that a unitary system is specified for the expected fall height and traffic.
- Verify impact evidence. Obtain the current ASTM F1292 report, critical-height rating, tested thickness and substrate. Ask whether ASTM F3313 field testing is included after installation or when performance is questioned.
- Verify accessibility evidence. Request ASTM F1951 results for the exact system and review route continuity, firmness, stability, slopes, edges and transitions.
- Check material and health documentation. For EWF, request ASTM F2075-26 documentation, purity and heavy-metal information. For rubber, request toxicity information and the composition documentation supplied by the manufacturer.
- Review installation and drainage details. Require the base design, drainage path, edge containment, minimum installed depth or thickness, initial allowance for settlement and the installer’s qualifications.
- Price the maintenance plan. Have each bidder state inspection frequency, labor assumptions, replenishment quantities, cleaning method, repair response and replacement timing.
- Read the warranty limits. Confirm coverage for cracking, seams, color, drainage-related damage, heat, improper cleaning and owner maintenance. A warranty does not replace an ASTM test report.
- Plan acceptance testing. Document installed depth or thickness, accessible-route condition, drainage operation and any required field impact test before opening the playground.
Procurement checklist for schools and public owners
- Product name and playground-specific intended use.
- ASTM F1292 impact-attenuation report and critical-height rating.

- ASTM F1951 accessibility test results wherever an accessible route is required.
- Drainage, sub-base, installation, cleaning, inspection and repair instructions.
- Toxicity and heavy-metal documentation appropriate to the product.
- Current warranty, exclusions and approved repair method.
- Installer qualifications and references for comparable playgrounds.
- A site-specific lifecycle estimate separating installation, annual maintenance, repairs and replacement.
Common failure modes and corrective actions
| Observed problem | Likely issue | Action |
|---|---|---|
| Thin spots under swings or at slide exits | Loose-fill displacement and compression. | Close the affected area if depth is below the required minimum; redistribute and replenish with compatible playground material, then document the measurement. |
| Ruts or a soft, unstable accessible route | EWF migration, inadequate base or poor drainage. | Restore firmness and stability, correct drainage or base defects, and recheck the complete route against the product’s ASTM F1951 evidence. |
| Standing water | Blocked drains, inadequate slope or saturated sub-base. | Keep the area out of service where impact performance or access is compromised; clear or repair drainage and replace contaminated or washed-out surfacing as required. |
| Raised seam, lifted edge or crack in rubber | Wear, freeze-thaw movement, substrate failure or improper repair. | Restrict access around the defect and use the manufacturer’s approved repair method; do not improvise with incompatible materials. |
| Surface too hot for bare feet | Dark rubber, direct sun or reflected heat. | Add shade or operational controls, evaluate color and irrigation options, and follow the owner’s temperature policy before reopening. |
| Supplier cannot provide complete reports | Unverified product, wrong application or outdated documentation. | Do not treat the product as compliant; request current, product-specific reports or obtain another bid. |
Which option fits common project situations?
Choose EWF when
- The owner can commit staff or a service contractor to frequent depth and displacement checks.
- Initial budget, natural appearance or easy spot replenishment is important.
- The site has effective drainage and containment, and the accessible route can be maintained continuously.
- The supplier provides ASTM F2075-26 and ASTM F1292 documentation for the proposed product and depth.
Choose unitary rubber when
- A continuous, firm route is a primary design requirement and the tested system supports it.
- The owner can fund qualified installation, drainage construction and future repairs.
- Heat exposure, cleaning, seams, wear and resurfacing have been addressed in the maintenance plan.
- The exact thickness, base and installation method are covered by ASTM F1292 and, where needed, ASTM F1951 evidence.
Use caution with loose-fill rubber mulch when
- The bid relies on the word “rubber” without ASTM F3012 and F1292 reports.
- The site cannot support regular raking, depth checks and replenishment.
- An accessible route would be difficult to keep firm and stable as particles migrate.
- Heat, drainage, contamination or end-of-life disposal has not been addressed.
Inspection and recordkeeping after opening
Assign a responsible person and record inspection dates, measured depths or observed thickness, weather events, repairs, replenishment quantities and closures. Inspect after storms, vandalism, construction work or any event that may move or damage the surface. Keep the product test reports, installation drawings, warranty, cleaning instructions and repair records together so a future manager can verify that the installed surface still matches the tested configuration.
Arrange a qualified playground-surfacing inspection when the surface has been altered, when field performance is uncertain or when a major repair is completed. A passing inspection does not remove the need for routine checks; it confirms conditions at the time of evaluation.
Bottom line
For safety, the deciding factor is documented performance and ongoing condition, not the material label. EWF is a valid protective surface when it is playground-rated, meets ASTM F2075 and F1292 requirements, remains at the required depth and is maintained often enough to preserve accessibility and impact attenuation. Unitary rubber can reduce loose-fill labor and support a stable accessible route, but it must be installed and maintained as a tested system, with heat, drainage, repairs and resurfacing planned. Compare complete bids using the same fall zones, test reports, maintenance assumptions and lifecycle categories; then select the surface your owner can keep compliant every day.
