Rock excavation without blasting usually combines the method that creates a fracture with the equipment that removes or controls the broken material. A hydraulic breaker attacks exposed rock with repeated impacts; drilling creates accurately placed holes for splitting, grouting, anchoring or, where permitted, blasting; a hydraulic splitter forces a wedge inside a drilled hole; and expansive grout develops pressure as it cures and cracks the surrounding rock.
There is no universal “best” method. The practical choice depends on the rock mass and its discontinuities, the excavation geometry and scale, machine access, required production rate, allowable noise and vibration, face-control requirements, cost and logistics, and risks such as seepage, overbreak or dislodged material.

What each rock-excavation method actually does
The first planning mistake is treating drilling, breaking and splitting as interchangeable. They perform different jobs and are often combined in one excavation sequence.

Hydraulic breaker: impact on exposed rock
A hydraulic breaker (also called a hydraulic hammer or hoe ram) is a percussion tool mounted on an excavator. The carrier supplies hydraulic energy, and the breaker transfers repeated impacts into rock that the machine can reach. The excavator then handles the loosened pieces.

The Federal Highway Administration (FHWA) describes breakers as an option where blasting is prohibited because of environmental or other constraints. They can work in most rock types, but performance and face quality vary greatly with geology. For slope sculpting, FHWA says breakers are particularly effective in soft or moderately to highly fractured rock. Existing discontinuities can act like natural presplit lines, allowing blocks to separate with less hammer-induced scarring and secondary fracturing.
For efficient energy transfer, FHWA advises positioning the hammer perpendicular to the ground surface so the excavator can apply maximum downward pressure. A breaker is therefore most useful when the rock is exposed, the excavator has a stable working position and impact noise and vibration are acceptable. It is not equally productive in every intact, high-strength rock mass, and a CEDD slope manual identifies slow excavation rates and noise restrictions as possible limitations.
Drilling: making controlled holes
Drilling is a means of creating holes, not a complete breaking method by itself. Holes may be used for a hydraulic splitter, expansive grout, anchors, drainage, investigation or—where regulations and the project permit—for a blast design. The drill must be selected for the required orientation, depth, diameter, access and rock conditions.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsIn its civil-application guidance, FHWA describes track drills, also called drifter drills, as commonly used for vertical, angled or horizontal boreholes up to 12 m (40 ft). Downhole rigs are better suited to deep, near-vertical holes and hard rock. The same FHWA discussion gives a 75–230 mm (3–9 in) bit-diameter range and an engineered depth of about 60 m (200 ft), while noting that greater depths have been achieved. These are descriptions of the cited applications, not universal limits for every rig or ground condition.
FHWA’s ground-modification guidance adds selection criteria for drilling grout holes: the method should produce a straight hole, keep the hole wall from caving, allow cuttings to be flushed without blocking fissures needed for grouting and remain cost-effective. Those criteria apply to grout-hole work; they should not be treated as a single specification for every excavation.

Hydraulic splitter: a wedge inside a hole
A hydraulic rock splitter works inside a predrilled hole. As described by the International Atomic Energy Agency (IAEA), a wedge-shaped plug is driven hydraulically between two expandable guides. The guides press against the hole wall and generate a splitting force that opens a crack along the intended direction. The technique, borrowed from quarrying, is suited to rock or concrete in limited-access areas where a large impact tool cannot work safely or where vibration must be tightly controlled.
Expansive grout: chemical pressure after drilling
Expansive grout, also called rock-splitting mortar or a chemical demolition agent, is mixed and placed in drilled holes. During curing, the material expands and develops pressure against the hole walls until the rock cracks. The U.S. Army Corps of Engineers (USACE) reports that the described process may take 2–12 hours to produce results, depending on conditions. Its 2018 manual reports rock stress from chemical grout of up to 18,000 psi in the documented context; that figure should not be assumed for every product or project.

It is generally more expensive than blasting for large-scale fragmentation but can be cost-effective for small-scale boulder cracking. It is not risk-free: the Hong Kong Civil Engineering and Development Department (CEDD) warns that grout can seep into fractures and cause overbreak.
How the methods compare
| Method | Where the force acts | Best-fit conditions | Main constraints |
|---|---|---|---|
| Hydraulic breaker | Repeated impact on exposed rock | Accessible faces, trenches and slopes; soft or fractured rock where natural discontinuities help separation | Can be slow in massive hard rock; noise, vibration and hammer-induced scarring may limit use |
| Track or downhole drilling | Creates holes for another operation | Projects needing controlled hole location, depth and orientation; deep or hard-rock work with suitable rigs | Requires rig access, hole cleaning and stability; drilling alone does not remove the rock |
| Hydraulic splitter | Hydraulic wedge pressure inside a predrilled hole | Limited-access areas, concrete or rock where low vibration and directional splitting matter | Needs accurate holes and working room for the splitter; productivity depends on hole pattern and rock structure |
| Expansive grout | Pressure generated as grout expands in a drilled hole | Small-scale cracking, boulders and sensitive sites with strict noise or flyrock limits | Typically takes 2–12 hours in the USACE-described application; seepage and overbreak are possible; large-scale work can cost more than blasting |
The comparison does not produce a universal ranking. A fractured slope may favor a breaker, while the same project’s hard, confined toe could require drilling and splitting. A small boulder beside an occupied structure may justify grout despite its slower cycle, whereas a large production cut may require a different engineered approach.
Choosing a method: the project questions that matter
1. What is the rock mass like?
Strength alone is not enough. Map bedding, joints, faults, weathering and groundwater. Closely spaced discontinuities can help a breaker or splitter release blocks; massive, intact rock may demand extensive drilling or a higher-energy method. Existing cracks also create paths for grout seepage and can produce overbreak if pressure travels outside the intended block.

2. What geometry must be excavated?
Horizontal, angled and vertical holes require different drill access and mast positioning. Benches, shafts, narrow trenches and slope faces each impose different stand-off distances and working platforms. A method that fits a broad quarry face may be impractical in a constrained urban cut.
3. How much rock must be removed, and how fast?
Estimate volume, fragment size and the required excavation sequence before selecting equipment. Mechanical breaking may be acceptable for a small quantity or a carefully trimmed face but uneconomical when production must continue continuously. Expansive grout’s 2–12-hour reaction window can fit staged work on isolated boulders but may not suit a high-throughput excavation.
4. What noise, vibration and flyrock limits apply?
Check planning conditions, nearby buildings, utilities, occupied facilities and working-hour restrictions. Breakers generate impact noise and vibration. Grout avoids blast vibration and flyrock in the USACE-described use, but CEDD still identifies seepage and overbreak concerns. Lower-energy methods generally reduce environmental problems and risk, but no method eliminates the need for exclusion zones and monitoring.
5. How much face control is required?
If the finished slope or wall must remain sharply defined, prioritize predictable fracture paths and protect the final line from secondary damage. FHWA highlights geology, safety and acceptable scarring when discussing rock excavation. Natural discontinuities may help a breaker sculpt a face; a drilled-hole splitter or grout pattern can provide more deliberate crack locations when access and hole accuracy allow.
6. What are the cost and logistics?
Compare the complete cycle, not just the tool: mobilization, drilling, water or air for hole cleaning, consumables, loading and hauling, standby time, scaling, monitoring and disposal. No reliable project price or production rate can be assigned without a site investigation, quantities, local labor and equipment rates, permits and a method design. For large-scale fragmentation, USACE states expansive grout is generally more expensive than blasting; that observation does not establish a price for a particular site.

Typical non-explosive excavation sequences
Accessible fractured rock: breaker-led removal
- Expose and inspect the face, confirming the excavator can work from a stable platform.
- Mark the required excavation line and identify joints, bedding, utilities and potential loose blocks.
- Position the breaker perpendicular to the working surface, as FHWA advises, and begin with controlled impacts rather than forcing the tool into an unstable block.
- Remove loosened material with the excavator, scale the face as required and reassess the remaining rock before advancing.
- Use shorter, more controlled passes near the final line where scarring or overbreak matters.
The sequence is a planning outline, not an operating procedure. The equipment manufacturer’s instructions, a competent operator and the project’s temporary-works and safety plan govern actual work.
Confined rock or concrete: drilling and hydraulic splitting
- Survey the required crack direction and confirm that the proposed hole locations will not intersect utilities, anchors, drains or unstable voids.
- Select a rig that can hold the specified orientation and depth. Hole straightness and wall stability are critical to tool performance.
- Drill and clean the holes, removing cuttings so the splitter seats fully.
- Insert the splitter with its expandable guides aligned to the intended fracture direction, then apply hydraulic force in the manufacturer’s sequence.
- Separate and remove the cracked pieces, inspect the remaining face and repeat the pattern only after verifying how the rock responded.
The IAEA’s description explains the mechanism; it does not provide a universal hole spacing, pressure or cycle time. Those values must be engineered for the rock, splitter and desired fragment size.
Small boulder or sensitive site: expansive grout
- Characterize the boulder or rock mass, including open fractures and nearby structures that could be affected by movement.
- Design a hole pattern, diameter and depth for the intended split and confirm the grout manufacturer’s requirements for temperature, mixing and water ratio.
- Drill and clean the holes, keeping them open and stable until filling.
- Mix and place the grout using the product instructions, then establish a barricaded area and a monitoring plan while pressure develops.
- Allow the specified reaction period. USACE reports 2–12 hours for the described application, but actual timing varies.
- Inspect for cracking, seepage and displaced material before removing pieces or approaching the work.
Never seal, cap or handle filled holes contrary to the manufacturer’s instructions. Expansive agents can generate substantial pressure, and nearby fractures can redirect it.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Drilling details that determine whether splitting works
Hole quality often controls the result more than the nominal tool size. A deviated hole can send a splitter’s force away from the intended plane; a caved or water-filled hole can prevent grout from contacting the wall uniformly. Plan for access to the collar, rod changes, cuttings removal and safe handling of rods and hoses.
Choose a track drill when the work needs flexible vertical, angled or horizontal holes and the cited civil application is within roughly 12 m (40 ft). Consider a downhole rig for deeper, near-vertical holes or hard rock, using the FHWA-described 75–230 mm (3–9 in) bit range and about 60 m (200 ft) engineered-depth example only as a reference point. Confirm the actual rig’s limits, ground support and hole-deviation tolerance with the contractor and manufacturer.

Risks, failure modes and controls
- Unplanned dislodgement: Rock can move during any slope operation, including lower-energy methods. Establish exclusion zones, inspect above and below the work and control access.
- Overbreak: Breaker impacts, grout seepage through fractures or an overly aggressive split can damage the final line. Map discontinuities, use staged work and inspect after each release.
- Noise and vibration: Mechanical impacts may breach permit or occupancy limits. Schedule noisy work, monitor where required and consider drilling with splitting or grout when the site constraints justify it.
- Hole instability: Caving walls or blocked fissures reduce grout placement quality. Use a drilling method that protects the wall and flushes cuttings appropriately for the ground.
- Unexpected geology: A change from weathered to massive rock, a hidden void or groundwater can invalidate the assumed pattern. Stop, reassess and revise the method rather than increasing force blindly.
- Fragment handling: Cracked rock can remain hung up. Keep people out of the fall zone, use suitable lifting or excavation equipment and scale only under the approved plan.
How to combine methods on one project
Hybrid sequences are common. A drill may create relief holes, a splitter may open the controlled line, and a breaker may reduce detached pieces for loading. On a slope, drilling can define a line while a breaker removes the interior material. For a boulder beside a structure, grout can initiate a low-noise crack and an excavator can remove the separated pieces after the area is declared safe.
The combination should be designed around the final geometry and the weakest link in the sequence. There is little benefit in achieving a precise crack if the removal tool cannot reach the fragments, or in drilling a deep pattern when the site cannot support the rig safely.
What the available evidence does—and does not—establish
FHWA, USACE, IAEA and CEDD provide guidance and documented applications, not a substitute for a project-specific design. The cited material does not establish universal production rates, current rental prices, legal permissions, equipment models or a guaranteed result for a particular rock type. Before work starts, obtain a current site investigation, confirm local requirements, review manufacturer documentation and have a qualified project team approve the excavation and temporary-support plan.
