Before road work starts beside your home, obtain the project owner’s name, a current schedule, the expected traffic and pedestrian changes, a plan for driveway and emergency access, utility information, working hours, and a clear way to report problems. Keep the answers and official notices where everyone in the household can find them.
Federal Highway Administration (FHWA) guidance explains the safety and mobility issues that projects should manage, but it does not create one nationwide notice deadline, construction-hour limit, driveway-access guarantee, restoration promise, or complaint process. Your local road authority, permits, contract documents, and applicable ordinances control those details.

Who is responsible for the work, and how do I reach them?
Record the official project identity
Start with the public agency, developer, utility, or other entity that owns the project. Write down the project name and limits, the road authority or permittee, the prime contractor, and any named construction manager or public-information contact. If a project webpage, text-alert service, email list, or hotline exists, save it and subscribe to updates.

Ask where safety and access complaints go
Request the exact process for reporting a blocked driveway, unsafe detour, damaged property, missing barrier, or service interruption. Ask whether reports receive a reference number and what hours the contact is monitored. Save photographs, dates, and copies of replies if an issue remains unresolved. For an immediate danger, use the appropriate local emergency channel; do not wait for a routine project mailbox to be checked.
When will work happen, and what phases should I expect?
Get the current schedule, not an informal estimate
Ask for the latest construction schedule and identify the activities planned beside your property: surveying, utility locating, excavation, demolition, paving, concrete work, striping, landscaping, or restoration. Request the expected start and finish windows for each activity and ask how weather, utility conflicts, or other delays will be announced. A schedule is a planning document, not a guarantee; dates can change, so confirm the next phase before relying on it.
Use a phase-by-phase confirmation
| Phase | Confirm before it begins | What to monitor while it is active |
|---|---|---|
| Planning and design | Project limits, contacts, permits, proposed traffic and pedestrian arrangements, utility work, and known property-access effects. | Whether the public information matches the plan and whether later drawings or notices change the arrangement. |
| Pre-construction setup | Fencing, signs, staging areas, equipment routes, driveway transitions, temporary parking restrictions, and emergency access. | That barriers and signs are placed as announced and that a safe route remains available. |
| Active construction | The work scheduled for the next few days, lane or sidewalk closures, noisy operations, utility interruptions, and revised access instructions. | Actual hours, dust, drainage, traffic queues, pedestrian continuity, and any unexpected closure. |
| Restoration and closeout | Who will restore sidewalks, driveways, curbs, landscaping, drainage features, and temporary surfaces, and how defects are reported. | Settlement, ponding, damaged surfaces, missing signs, and whether temporary measures are removed safely. |
How will I reach my driveway, parking, deliveries, and emergency services?
Ask about every type of access
Do not ask only whether the road will be open. Confirm whether you can enter and leave the driveway, reach on-site parking, receive deliveries, put out refuse and recycling, and accommodate visitors, carers, taxis, or mobility vehicles. Ask whether access will be maintained continuously, restricted to certain hours, moved temporarily, or closed for a defined period.
FHWA identifies maintaining access for residents and businesses as a work-zone management concern. The project’s traffic-control plan should show how that goal is handled at your address, but the actual arrangement is project-specific. Ask how much advance coordination you will receive before a driveway or parking change and whom to call if the agreed route is blocked.
Verify emergency access separately
Ask how fire, ambulance, and police vehicles will reach the property during excavation, paving, or a full closure. If your household depends on scheduled medical transport, home care, oxygen delivery, or other time-sensitive services, explain that need to the project contact before work starts. Do not assume that a pedestrian opening is suitable for an emergency vehicle or that a posted detour works for every vehicle.

Compare offered access arrangements by practical criteria
If the project gives residents two or more route options, compare them using the same questions rather than choosing only the shortest route.
| Comparison point | Questions to ask |
|---|---|
| Reachability | Can residents reach driveways, parking, mail, refuse collection, schools, work, and essential destinations? |
| Pedestrian continuity | Is there a continuous, stable, adequately marked route, including for people using wheelchairs, walkers, or strollers? |
| Timing | When does the closure begin, how long does it last, and are daily opening periods reliable? |
| Emergency access | Can emergency services use the route at all times, including during overnight or weekend operations? |
| Update reliability | Who announces changes, through which channel, and how quickly are incorrect signs or blocked routes corrected? |
What happens to sidewalks, crossings, and accessible routes?
Ask for the route you should use during each phase
A sidewalk that is open today may be moved tomorrow. Ask whether sidewalks, curb ramps, crossings, paths to transit, and entrances to nearby businesses will be closed, shifted, narrowed, or protected. Request a map or written description of the safe route for each phase, including where to cross the road and how to return to your side of the street.
FHWA’s utility-excavation checklist asks whether work sites are safe for pedestrians and people with disabilities. Treat that as a prompt for questions, not as a nationwide guarantee. Check for a firm, slip-resistant surface; detectable edges around excavations; clear signs; adequate width; and a route that does not force people into moving traffic. If a route is inaccessible, report the condition to the project contact and the road authority rather than entering the work area.
If you have to walk through a construction zone
Use only the route designated by signs, barriers, or project staff. Stay outside fenced or marked work areas, keep children and pets with you, and do not step over barricades or move cones. If the designated route ends unexpectedly, turn back to the last safe point and contact the project rather than improvising around equipment or an excavation.
What traffic changes should I expect?
Request the traffic-control details
Ask for planned lane closures, one-way operations, flagger locations, detours, temporary signals, work-zone speed changes, and temporary parking or loading restrictions. Find out whether restrictions apply all day or only during active work, and whether a resident permit or alternate parking arrangement is available. Save the project’s update channel so you can check for a changed closure before leaving home.

FHWA describes work-zone traffic management as a way to minimize delays, protect motorists and workers, finish roadwork in a timely manner, and maintain access for businesses and residents:
“Managing traffic during construction is necessary to minimize traffic delays, maintain motorist and worker safety, complete roadwork in a timely manner, and maintain access for businesses and residents.”
That statement explains the purpose of traffic management; it does not tell you which lane will close or how long your detour will be. Those answers must come from the project’s approved traffic-control arrangements and local notices.
Could utilities or other services be interrupted?
Identify planned utility work
Ask whether excavation, relocation, protection, or temporary support for water, sewer, gas, electric, telecommunications, or drainage lines is planned near your property. Find out which utility provider is involved and whether the contractor or utility will issue the interruption notice. FHWA’s utility checklist raises questions about notifying adjacent owners and coordinating utility-location information; it does not establish one national notice period.
Prepare for an unexpected outage
Keep the utility provider’s outage number and the project contact available. If service stops unexpectedly, report it to the provider and the road authority, state the address and time, and ask whether the interruption is work-related. Do not touch exposed cables, pipes, standing water near electrical equipment, or damaged utility markers. Leave the work area and follow emergency instructions if you smell gas, see sparking, or face another immediate hazard.

What are the working hours and noise controls?
Confirm normal and exceptional hours
Ask for ordinary start and finish times, weekend or night work, concrete pours, pile driving, demolition, deliveries, backup alarms, and other unusually noisy operations. Find out how the project will announce a change in hours and where to report noise outside the permitted schedule.
FHWA states that roadway construction near residences should be controlled and monitored. Scheduling should consider the type, time of day, and duration of the activity, as well as local noise requirements and community concerns. Because those requirements vary, check your city or county ordinance and the project permit instead of assuming a federal rule sets the hours.
Plan for sensitive household needs
Tell the project contact about night-shift workers, infants, medical equipment, schools, or other circumstances that make certain operations especially disruptive. The project may not be able to change the schedule, but early notice gives the authority an opportunity to explain the constraint or identify a safer temporary arrangement.
How will dust, drainage, and disturbed areas be managed?
Ask what controls are in the plans
Dust is a possible construction impact, not a condition with one universal national threshold. Ask whether the project plans watering, covering loads, cleaning tracked sediment, limiting vehicle speeds, or other dust controls. If dust affects indoor air or visibility, report the location, time, weather, and activity producing it.

Ask how excavation, stockpiles, and temporary surfaces will be protected from erosion and storm-water runoff. FHWA’s model ordinance examples include erosion and storm-water controls, but model language is not automatically binding in your jurisdiction. The permit, drainage plan, and local inspection process determine what the project must do.

Clarify restoration
Before work starts, photograph existing driveways, sidewalks, curbs, landscaping, fences, drainage inlets, and other features near the work. Ask who will restore disturbed areas, what standard applies, and how you report settlement, ponding, cracking, blocked drainage, or damaged landscaping after crews leave. Keep the project reference number with your photographs.
Where do I report an immediate hazard or an unresolved problem?
Use the official escalation path
For a routine concern, use the project or road-authority contact printed on official notices or signs. Describe the exact location, the condition, and whether access, a pedestrian route, or a utility is affected. Include photographs only when you can take them from a safe place. Ask when you should expect a response and escalate through the authority’s published supervisor, permit office, or public-works channel if the first contact does not resolve the issue.
Act differently when there is immediate danger
For a collapsed trench, live wire, gas odor, uncontrolled traffic, missing barrier at an excavation, or another immediate threat, move away and use the appropriate local emergency number. Do not enter the work zone, remove signs, reposition barriers, or direct traffic yourself. General FHWA guidance supports safe work-zone management but does not prescribe one complaint or emergency procedure for every city, state, or project.

What is federal guidance, and what must I verify locally?
FHWA materials are useful for understanding the issues a responsible project should consider: traffic mobility, resident and business access, pedestrian safety, utility coordination, community effects, noise, and storm-water concerns. FHWA’s work-zone impact assessment guidance also treats access, utilities, and noise as community impacts that can be identified during planning.
Those materials do not let a resident infer a particular project’s notice period, permitted hours, right to driveway access, compensation, property-boundary rule, dust limit, restoration commitment, or complaint deadline. Verify each item in the road authority’s notices, permit conditions, approved traffic-management documents, utility communications, and local ordinances. FHWA announced federal work-zone rule updates in 2024, but current compliance questions should be checked against the applicable regulation and agency guidance for the project.
What should you have in hand before crews arrive?
- The project owner, road authority, contractor, and current contact details.
- The latest schedule, work phases, update channel, and instructions for schedule changes.
- A written description or map of driveway, parking, delivery, refuse, and emergency access.
- Safe pedestrian and accessible routes for every planned closure or shift.
- Lane closures, detours, temporary parking restrictions, and traffic-control information.
- Utility contacts, planned interruption details, and the procedure for an unexpected outage.
- Working hours, unusually noisy activities, local noise requirements, and the noise complaint route.
- Dust, erosion, storm-water, drainage, and restoration plans or permit references.
- The official process for routine complaints and the correct local emergency channel for immediate hazards.
Keep this information together and recheck it before each phase. A clear contact, a workable access route, and an up-to-date closure notice are more useful than a generic promise that construction will be managed safely.
