Asphalt and concrete are not interchangeable road surfaces. Asphalt concrete forms a flexible, layered pavement that bends slightly under traffic and can be milled, overlaid or recycled. Hydraulic-cement concrete forms a rigid slab that spreads loads through its stiffness and depends on strength, joints, curing, drainage and durability. Both systems rely on aggregates—the crushed stone, gravel, sand or processed material that provides most of the pavement’s volume and load-bearing skeleton.
Reclaimed asphalt pavement (RAP) and recycled concrete aggregate (RCA) can replace part of the virgin materials, but neither is an automatic substitute. The right choice depends on traffic, climate, drainage, local supplies, construction staging, agency specifications, quality testing, maintenance plans and whole-life cost and environmental effects.

What separates asphalt, concrete and recycled aggregate?
A road is a system of layers, not just a visible surface. The surface, base, subbase, drainage and underlying soil must work together. Asphalt and concrete describe the primary binder-and-aggregate pavement systems; RAP and RCA describe recovered materials that may be processed into those systems or into approved base and other layers.
| Material or system | How it behaves | Typical engineering focus |
|---|---|---|
| Asphalt concrete | Flexible pavement made from graded aggregate bound with asphalt binder | Mixture grading, binder content, temperature, compaction, density, fatigue, rutting, moisture and surface friction |
| Hydraulic-cement concrete | Rigid pavement made from aggregate bound in a cementitious matrix that hardens with water | Strength, durability, slab thickness, joints, load transfer, curing, drainage and exposure conditions |
| RAP | Reclaimed asphalt pavement recovered from existing asphalt and returned to approved mixtures or layers | Existing binder and aggregate properties, stockpile consistency, mixture performance and recycling process |
| RCA | Aggregate produced by removing, crushing and processing old hydraulic-cement concrete | Contamination, grading, density, absorption, abrasion, durability and compatibility with the new application |
There is no universal winner for service life. A well-designed, well-built pavement with an appropriate maintenance strategy can outperform a poorly matched alternative. Local traffic loading, freeze-thaw exposure, water, heat, material haul distances and construction quality often matter more than the material label alone.

Aggregates are the shared structural backbone
Aggregates include crushed rock, gravel, manufactured sand and processed reclaimed material. They form the granular skeleton of roadway bases, asphalt mixtures, concrete slabs, bridges and drainage features. Particle size distribution, shape, surface texture, cleanliness, strength and durability affect how layers carry and distribute loads.
The Federal Highway Administration (FHWA) advises selecting aggregate with regional availability, transport distance, sustainability and life-cycle pavement performance in mind. A source that looks inexpensive at the quarry can become a poor choice when long hauling, limited production capacity, moisture conditioning or difficult quality control is included.
Aggregate selection also has to fit the binder. Asphalt mixtures need aggregate that can be coated and compacted into a durable flexible layer. Concrete mixtures need aggregate that works with the cementitious paste, resists the project’s exposure and supports the required strength and dimensional stability. Base and subbase aggregates have separate grading, drainage and compaction requirements.

Flexible layers and load distribution
Asphalt concrete combines graded aggregate with an asphalt binder. The finished pavement is flexible: loads are distributed through several bound and unbound layers, and small movements can be accommodated without the slab-like action of concrete. A typical design may include an asphalt surface and binder course over an aggregate base and prepared subgrade, although layer types and thicknesses are project-specific.
Performance depends on balancing resistance to two different problems. At high temperatures or under repeated heavy loads, the mixture must resist permanent deformation and rutting. Under repeated traffic and changing temperatures, it must resist fatigue cracking and thermal cracking. Water control, adequate compaction and a sound base are as important as the mix recipe.

Where asphalt is advantageous
- Projects that need phased construction, frequent utility access or rapid return of lanes to traffic.
- Existing pavements suitable for milling, overlays or staged rehabilitation.
- Roads where a flexible structure can be designed for the soil, traffic and climate and maintained through periodic surface renewal.
- Projects with a reliable asphalt plant, suitable aggregate and available binder within practical haul distances.
Asphalt is not maintenance-free. Cracking, rutting, raveling, potholes and moisture damage can accelerate when drainage is poor, loads exceed assumptions or compaction is inadequate. A pavement-management plan should identify sealing, patching, milling, overlays or reconstruction before defects reach the base.
How hydraulic-cement concrete pavement works
Rigid slabs, joints and curing
Hydraulic-cement concrete hardens through a chemical reaction with water and forms a rigid slab. Its stiffness spreads wheel loads over a wider area than a flexible asphalt layer. Design therefore addresses slab thickness, concrete strength, joint spacing, load-transfer devices, reinforcement where specified, subbase support, drainage and curing.
FHWA uses the term “hydraulic-cement concrete” because modern binders may contain blended cements and supplementary cementitious materials rather than only Portland cement. The local exposure environment—such as freeze-thaw cycles, deicing chemicals, saturation, heat or abrasion—determines the durability provisions and testing needed.
Where concrete is advantageous
- Locations with sustained heavy or channelized loads where rigid-slab behavior is appropriate.
- Projects that can provide the required curing period, joint construction and concrete quality control.
- Sites with dependable cementitious-material, aggregate, batching and placement capacity.
- Designs where planned slab repairs and joint maintenance fit the agency’s long-term strategy.
Concrete can be difficult to repair invisibly once slabs, joints or load-transfer components deteriorate. Poor curing, inadequate drainage, reactive aggregate, joint problems or deicing exposure can cause cracking, scaling, faulting or spalling. Opening a lane quickly is also more complicated when concrete must reach specified strength before traffic.
What RAP is and how asphalt recycling is selected
RAP is reclaimed asphalt pavement removed by milling, excavation or full-depth rehabilitation. It contains old asphalt binder and aggregate, so its properties must be measured before it is incorporated into a new mixture or another approved layer. RAP can conserve virgin aggregate and binder and reduce disposal, but the recycled mixture still has to meet performance and construction requirements.

FHWA describes RAP as a principal recycling opportunity for flexible pavements and states that successful recycling must be cost effective, environmentally responsible and perform well. That three-part test is more useful than assuming that a higher recycled percentage is always better.

Four common RAP processes
- Central-plant hot-mix recycling: RAP is processed and proportioned at an asphalt plant with heated virgin materials and binder. The plant controls temperature, mixing and final gradation.
- Cold in-place recycling: Existing pavement is milled and processed on the road without heating the full mixture, then placed and compacted as a recycled layer under the project specification.
- Hot in-place recycling: The existing surface is heated, scarified, rejuvenated or remixed and placed during the same operation, where equipment, pavement condition and agency requirements allow.
- Full-depth reclamation: Asphalt and a portion of the underlying materials are pulverized and stabilized to create a renewed base or pavement structure. The selected stabilizer and final surfacing are design decisions.
The appropriate process depends on existing pavement condition, structural design, equipment, climate, traffic control, plant capability and governing specifications. RAP stockpiles should be managed for consistent gradation and binder characteristics; variable or contaminated feedstock can undermine mixture control.
What RCA is and what quality controls it needs
RCA is made by removing old hydraulic-cement concrete, crushing it and processing it into aggregate for new concrete or other roadway applications. The source concrete may contain soil, asphalt, reinforcing steel, chlorides, wood, glass or reactive materials, so processing and testing are essential.
Processing and acceptance checks
- Remove harmful soil, asphalt, steel, chlorides and other contaminants before final sizing.
- Control grading so the aggregate fits the intended base, subbase or concrete mixture.
- Account for lower particle density and higher water absorption than many virgin aggregates when proportioning water and paste.
- Verify abrasion resistance, soundness and other durability properties required by the project.
- Sample stockpiles and confirm that delivered material matches the approved source and specification.
FHWA Technical Advisory T 5040.37 (2007) reports advisory indicators for RCA used in the described high-quality concrete applications: more than 90% cement paste and aggregate, asphalt content below 1%, absorption below 10% and abrasion loss below 5% under the referenced methods. These figures are not universal national limits; the controlling transportation agency or project specification may set different thresholds, test methods or additional requirements.
RCA can also be useful in unbound base and subbase, where grading, drainage, compaction and contaminant limits govern. A source suitable for a road base is not automatically suitable for structural concrete. Each application needs its own mix design, approvals and acceptance testing.

Recycled aggregate is engineered material, not a shortcut
FHWA guidance states that recycled materials generally must satisfy the same quality requirements applied to virgin aggregate. Field acceptance requires testing and verification, not simply documentation that a material came from an old pavement.
For RAP, quality assurance centers on reclaimed binder content and properties, aggregate gradation, moisture, stockpile uniformity, mixture volumetrics and performance. For RCA, it centers on contamination removal, absorption, density, grading, abrasion and durability. Both materials can require adjustments to water, binder, cement paste, compaction energy or production temperature.
Specifications should identify the permitted source, processing steps, test methods, frequency of sampling, corrective actions and records required from the producer and contractor. Trial batches or test sections can reveal workability, compaction and finish issues before full production, when the governing agency allows them.
Recycled cementitious materials are different from recycled aggregate
Fly ash and ground-granulated blast-furnace slag are cementitious additions, not aggregate particles. They can replace part of the cementitious binder in concrete when the mixture is designed and tested for strength development, durability, setting, finishing and exposure.

How to choose a pavement material for a real project
Use the following sequence with the project engineer and the governing road agency. It prevents a low purchase price or a preferred material from deciding the outcome before the system is designed.
- Define the loading: Document traffic volume, axle loads, growth, buses or industrial vehicles, turning movements and any concentrated or slow-moving loads.
- Characterize climate and water: Evaluate freeze-thaw, temperature range, rainfall, flooding, groundwater, deicing chemicals and drainage paths. Moisture can damage either pavement family when the structure cannot shed it.
- Assess the existing structure: For rehabilitation, measure layer thickness, distress, subgrade support, cracking, rutting and drainage. The condition determines whether an overlay, recycling process, slab repair or reconstruction is realistic.
- Map local supply: Confirm aggregate quality, asphalt binder, cementitious materials, RAP or RCA processing, plant capacity and haul routes. Include seasonal availability and traffic-control impacts.
- Select a structural concept: Compare flexible asphalt layers, rigid concrete slabs and combinations such as asphalt over concrete or concrete over a prepared base. Design thickness and drainage rather than choosing by surface appearance.
- Set recycled-material requirements: Specify allowable RAP or RCA sources, contamination limits, grading, absorption, durability tests, stockpile controls and the percentage or application permitted.
- Plan construction and opening: Compare plant distance, lane closures, weather sensitivity, compaction windows, concrete curing, staging and access for emergency or utility work.
- Price the life cycle: Include acquisition, processing, transport, construction, inspection, routine maintenance, rehabilitation, user delay and end-of-life recovery. FHWA’s life-cycle approach treats these phases as one decision rather than comparing material purchase prices alone.
- Verify in the field: Require approved mix designs, calibrated equipment, density or strength testing, grading and contamination checks, curing records and documented acceptance before payment or opening.
Maintenance and end-of-life planning
Asphalt programs commonly use crack treatment, patching, milling and overlays, with recycling of removed material when specifications and processing capacity permit. Concrete programs may use joint resealing, partial- or full-depth slab repairs, grinding, load-transfer repairs and replacement of distressed panels. The best maintenance treatment depends on the failure mechanism; placing a new surface over an unstable base only hides the problem temporarily.
At the end of a pavement’s service period, milled asphalt can become RAP and demolished concrete can become RCA if they are separated, processed and accepted. Keeping materials clean during demolition improves future value. Mixed demolition debris is harder to qualify and may require disposal or lower-value uses.

Which material lasts longer?
Neither asphalt nor concrete has a guaranteed longer life in every location. Service life is the result of structural design, subgrade and drainage, material quality, construction control, traffic and climate, followed by timely maintenance. A concrete slab may be the better fit for a heavily loaded, well-drained facility with the curing time and joint program it needs. Asphalt may be the better fit where staged rehabilitation, rapid access and repeated overlays are central to the operating plan. In other projects, a composite pavement or recycled rehabilitation process can provide the best balance.
Make the decision with the agency’s current specifications and test methods. Confirm that every recycled source meets the intended application, and compare whole-life effects—including transport, processing, maintenance and end of life—before selecting the surface material.
