Whether you can reach a home or business during road construction depends on the exact closure, work phase and traffic-control plan. A “road closed” sign may block through traffic while still allowing local access before the physical closure, but that is not automatic. Detour time also has no universal estimate: route length, congestion, nearby projects and changing phases all matter. Use the responsible transportation agency’s current project page or traveler-information service, follow every temporary sign and ask project staff about phase-specific access before you travel.
What a construction detour is—and why the arrangement matters
A detour is one part of a temporary traffic-control arrangement. The plan may route traffic around a closed segment, divert it through a temporary road, keep one direction moving at a time or preserve a controlled route through the work area. Its purpose is to move the public safely while giving crews a protected work space. Oregon Department of Transportation (ODOT) guidance includes vehicles, bicycles and pedestrians in that planning.

ODOT states that “A traffic control plan is required for any temporary activity that will disrupt the normal flow of traffic on a highway.” The plan normally identifies signs, barriers, signals, flaggers, lane arrangements, pedestrian provisions and the route used when the normal roadway cannot operate. Because construction stages change, the plan and the usable route can change with them.
Official guidance from U.S. federal, state and municipal agencies is not a nationwide promise that every property, bus stop or side street will remain open. A project notice for the road you need to use is the controlling information.

Can I still reach my home or a business during construction?
Sometimes, but only the project’s current traffic-control arrangement can confirm it. The location of the closure and the work phase are decisive. Iowa Department of Transportation guidance describes a “ROAD CLOSED TO THRU TRAFFIC” arrangement: local traffic may continue along the segment to reach homes and businesses when the actual closure lies farther ahead. That sign pattern is an Iowa example, not a guarantee that every agency uses the same rule.
How to read a local-access situation
- Through traffic: If the sign says the road is closed to through traffic, a driver going beyond the work area may be turned around or denied entry.
- Local traffic: Residents, customers, deliveries or service vehicles may be allowed to reach a property before the closure point when the agency has provided that access.
- Physical barrier: A barricade, police direction or “road closed” control point overrides assumptions based on a map. Do not drive past it.
- Changing phases: An open driveway or side street can move, narrow or close when crews shift work areas.
Questions to ask before driving to a property
- Which driveway, intersection or access point is open during the current phase?
- Is access available all day, only outside work hours or only under flagger control?
- Can customers, deliveries, large trucks and service vehicles use the same route?
- Will the access point change on a stated date or when a milestone is reached?
- Is a signed detour required even if the destination is close to the closure?
TxDOT guidance calls for continuous safe property access and coordination with local government, businesses, schools, post offices and emergency-response teams. That describes a planning obligation for the project, not proof that a particular driveway is open today. Ask the project contact for the current access point and follow posted traffic control.
How much extra time will a construction detour take?
There is no reliable universal number of extra minutes. A detour’s effect depends on its length, traffic demand, signal timing, congestion, weather, work hours, nearby projects and the phase active when you travel. Alaska Department of Transportation and Public Facilities (Alaska DOT&PF) says detour planning considers expected travel times and interactions with nearby projects. ODOT advises travelers to plan ahead and check current closures, detours and delays before leaving.

A safer way to estimate your trip
- Check the project’s current phase and closure hours immediately before departure.
- Identify the signed detour rather than choosing a shortcut that may enter the work zone.
- Allow time for queues at merges, temporary signals and intersections where detour traffic joins the normal network.
- Check for other construction, events or weather on the detour corridor.
- If arriving at a fixed time, build in a buffer and verify conditions again before returning.
Do not rely on a generic “add 10 minutes” rule. Unless the current project source gives a measured or estimated delay, a specific figure would be guesswork.
Where can I find the current detour map and closure information?
Start with the transportation agency or local road authority responsible for the work. Look for its project page, closure bulletin or traveler-information service, then contact project staff when the question concerns a particular phase or property.
Information sources in priority order
- Current agency project page: Check the active phase, closure limits, dates, work hours, maps and contact details.
- Official traveler-information service: ODOT directs travelers to TripCheck for current closures, detours and delays.
- On-site signs and flaggers: These control movement at the moment you arrive and can supersede an older online notice.
- Project staff: Ask for a phase-specific access point, detour map, handout or update schedule. Alaska DOT&PF says businesses can request maps, handouts and project updates from staff.
- Local public agencies: Cities, counties, transit providers and emergency services may publish complementary notices, but confirm that their information matches the road agency’s current phase.
Save the date and time of the notice you read. Closure information can become outdated when a weather delay, utility conflict or accelerated phase changes the plan.

Some projects provide a signed detour, a local-access route, a temporary diversion road or alternating one-way traffic. Others provide only one arrangement. Compare the options using the project’s current plan rather than assuming that the shortest line on a map is usable.

How should I drive safely through or around a construction detour?
Temporary layouts can look unfamiliar even when the roadway is open. Concentrate on the signs and devices in front of you, not on the route you normally take.
- Slow down to the posted temporary speed and be prepared for sudden lane shifts.
- Obey temporary signals, stop signs, arrows, cones, barriers and flaggers.
- Keep your attention on the roadway; avoid mobile-phone use and other distractions.
- Merge when directed rather than passing a queue or using a closed shoulder.
- Leave extra following distance for vehicles braking near equipment or a flagger.
- Move over safely for roadside workers when a travel lane permits it. If you cannot move over, ODOT says to slow down.
- Never drive around a barricade, enter a marked work space or follow a vehicle through a closure.
Check the current project information before leaving so an unexpected phase change does not prompt an unsafe last-second maneuver. If a sign, flagger and online map appear inconsistent, obey the on-site traffic control and report the discrepancy to the project agency when safe.
What if I am walking, biking or need an accessible route?
Pedestrian and bicycle movement belongs in the traffic-control plan. ODOT says plans address safe movement for vehicles, bicycles and pedestrians through or around the work zone. The exact path, crossing and surface depend on the project and phase.

What to confirm
- Whether the sidewalk, shoulder, bike lane or shared path remains open.
- Where the temporary crossing is located and whether it has a signal, crossing guard or other control.
- Whether the route is continuous, well marked and separated from moving traffic and equipment.
- Whether an accessible alternative has usable width, a firm surface, curb ramps and manageable slopes.
- Whether the path changes outside work hours or during a weekend phase.
Orlando’s municipal guide provides one local example: under stated conditions it requires pedestrian control on one side or temporary walkways, boardwalks or sidewalks. That requirement applies to Orlando’s rules and should not be generalized to another city or state. Ask the responsible agency for the accessible route for the exact phase, and do not enter a closed walkway to save distance.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How are emergency vehicles and emergency access handled during a closure?
Emergency access is planned with the project and local responders, but the exact arrangement varies. TxDOT identifies emergency-response teams among the parties to coordinate with. Federal Highway Administration guidance for short-term rolling roadblocks recommends an emergency plan and stakeholder coordination while noting that state policies differ.
For a planned concern—such as a medical transport route, fire-station access or an ambulance entrance—contact the project agency and the relevant local emergency-response organization before the closure begins. For an immediate emergency, call local emergency services and follow the dispatcher’s instructions. Do not move barriers or attempt to create your own emergency passage.

Business-access checklist
- Post the official access route at entrances, on appointment confirmations and in delivery instructions.
- Ask whether customer vehicles, commercial trucks, pedestrians and accessible visitors use different approaches.
- Confirm loading hours, turning restrictions, temporary parking and any escorted or flagger-controlled movements.
- Request advance notice of each phase change and identify a staff member to monitor updates.
- Keep a dated record of notices and report blocked or unsafe access promptly to the project contact.
Alaska DOT&PF states on its project information that it does not compensate businesses for lost revenue. That is an Alaska DOT&PF statement, not a general rule for every jurisdiction; consult the governing project documents and local law for any other project.
What should I ask the project contact?
Use a precise question instead of asking whether “the road is open.” Give the agency your destination, travel mode, vehicle type and intended date and time.
- What is the closure limit and what phase is active now?
- Can local traffic reach my address, driveway or business entrance?
- Which detour is signed, and is it suitable for my vehicle or mobility needs?
- When do the closure and work hours apply, and what could change them?
- Where is the current map, and when was it last updated?
- What pedestrian, bicycle, transit and accessible alternatives are provided?
- How should emergency responders or essential services approach the area?
Keep the answer with the notice date because access conditions are temporary. Recheck the agency’s page and on-site signs immediately before travel.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWhy local project information is more reliable than a general detour rule
Closure signs, notice practices, local-access permissions, pedestrian accommodations and emergency procedures are set by the responsible jurisdiction and the project’s approved traffic-control plan. Iowa’s local-access sign, Orlando’s pedestrian provisions and Alaska’s business-access statements illustrate how requirements differ. The same phrase—“road closed”—can therefore produce different practical results on different projects.
The dependable approach is to combine the current agency notice with what you see at the site: use the signed route, respect barriers, ask staff about phase-specific access and leave enough time for conditions that can change.
