Short answer: The rigger selects, arranges, attaches, and initially connects the rigging for the particular load and lift. The signal person gives the crane operator movement directions when signaling is required or when site conditions make it necessary. They are separate jobs with separate qualification requirements. One worker may perform both jobs only after the employer has established that the worker is qualified for each duty.
This guide explains the distinction under federal OSHA construction-crane rules in 29 CFR 1926 Subpart CC, including who hooks up the load, when a signal person is required, what each qualification involves, and how an employer should assign people safely.

The two roles in one sentence
A rigger makes the load ready to be lifted; a signal person tells the operator how to move the crane or load. The rigger’s work centers on the physical connection between the load, rigging hardware, and lifting equipment. The signal person’s work centers on accurate, understood communication with the operator.

A person who can operate a crane is not automatically qualified to rig a load or direct crane movements. Likewise, experience attaching ordinary loads does not automatically qualify someone to signal, and knowing hand signals does not demonstrate that someone can select rigging for an unusual load.

The employer must assign people who are qualified for the actual work and must account for the equipment, rigging, load, signaling method, visibility, and hazards at that site. Federal OSHA’s construction-crane rules are the focus here; state-plan rules, other industries, equipment exclusions, employer procedures, and specialized lifts can change the requirements for a particular assignment.
Who is responsible for each part of a lift?
| Part of the work | Rigger | Signal person |
|---|---|---|
| Selecting and arranging slings, hooks, shackles, spreader equipment, or other rigging for the load | Responsible when assigned, and must be qualified for that rigging job. | Not an inherent signal-person duty. |
| Inspecting the planned connection and making the load ready | Responsible for the rigging decisions and connection work within the assignment. | Not responsible merely because they are signaling. |
| Hooking, unhooking, guiding, or making the initial connection to a component or structure | A qualified rigger is required for the specified fall-zone tasks and other covered work. | May signal only if separately qualified and assigned. |
| Directing hoist, swing, travel, boom, or stop movements | Not inherent in the rigging role. | Gives the operator agreed signals using a qualified signaling method. |
| Confirming competence and maintaining qualification records | The employer determines whether the person is qualified for the specific rigging work; federal construction rules do not require a third-party rigger certificate or a qualification card. | The employer must ensure qualification under §1926.1428 and keep documentation available at the site identifying the signal types covered. |
| Responding to an unsafe or unclear operation | Must follow site stop-work and lift procedures and must not continue a lift known to be unsafe. | Must use the site’s stop and emergency-signal procedure; unclear or conflicting directions must be resolved before movement continues. |
What a qualified rigger does
Under OSHA’s construction standard, a qualified rigger is qualified for the task, not simply for a general occupation. The employer must determine whether the person can properly rig the particular load with the equipment and rigging being used. That determination can depend on load weight, center of gravity, attachment points, sling angles, hardware capacity, clearance, travel path, and the consequences of a connection failure.
Load and connection responsibilities
- Select and configure rigging suitable for the load and the planned lift.
- Attach, detach, hook, unhook, guide, or make the initial connection when the applicable rule places a qualified rigger in the fall zone.
- Account for unusual conditions such as an eccentric center of gravity, unstable shape, unusual attachment points, tandem lifting, custom rigging, or a substantially heavier load than the person normally handles.
- Coordinate with the signal person so the load is connected, balanced, and ready before movement begins.
A rigger’s previous work with routine loads is not proof of competence for an unstable, unusually heavy, eccentric, tandem, or custom-rigging lift. The qualification decision must match the real job rather than rely on a job title or a generic years-of-experience rule.

When OSHA specifically requires a qualified rigger
OSHA’s qualified-rigger guidance identifies covered situations including hoisting during assembly and disassembly work and handling a load in the fall zone when workers are hooking, unhooking, guiding, or making the initial connection to a component or structure. The exact requirement depends on the equipment and circumstances, so the lift plan and applicable text of Subpart CC must be checked for the assignment.
What a rigger does not automatically do
Rigging a load does not automatically authorize a worker to give crane signals. The rigger may know the load’s connection and balance better than anyone else, but the employer must still establish separate signal-person qualification before that worker directs the operator.
What a signal person does
The signal person provides a dependable communication link between the work area and the operator. The person gives movement instructions through the agreed signaling method and must understand how those instructions affect the crane and suspended load.

When a signal person is required or used
A signal person is required when the operator cannot see the point of operation, when the operator’s view is obstructed in the direction of travel, or when the operator or the person handling the load determines that site-specific safety concerns make a signal person necessary. A signal person can also be used by choice when the work layout makes direct communication safer, even if a particular visibility trigger is not obvious.
Signal methods and communication discipline
The qualification must cover the type of signaling used. Depending on the assignment, that may include hand signals, radio signals, or another permitted method. Everyone involved should agree who has signal authority, what channel or hand-signal system is being used, how an emergency stop is given, and what happens when a signal is missed or misunderstood. A signal that is not understood must not be treated as permission to continue.
When hand signals are used, the signal person must know and understand OSHA’s Standard Method. A hand-signal chart can serve as a reference, but possessing or posting a chart does not qualify a person to signal.
Signal-person qualification under §1926.1428
The employer of the signal person must ensure qualification before the person gives any signals. Qualification covers both knowledge and demonstrated performance.
Knowledge the person must have
- The type of signals being used and the meaning of each signal.
- How to apply those signals competently and consistently.
- Basic crane operation and limitations relevant to signaling.
- Crane dynamics, including how a suspended load swings and stops and how boom deflection can affect movement.
- The signal provisions that apply to the work.
- For hand signals, OSHA’s Standard Method.
How competence is demonstrated
The signal person must demonstrate the requirements through an oral or written test and a practical test. The evaluator may be a qualified third party or a qualified evaluator employed by the signal person’s employer. An assessment performed by one employer is not automatically portable to a different employer.

Documentation must be available at the worksite and must identify each signaling type for which the person qualified, such as hand or radio signals. A course certificate or signal-person card can be evidence of an assessment, but it does not transfer the employer’s responsibility to verify that the person is competent for the assignment. If later actions show that the person no longer meets the requirements, the employer must remove the person from signal-person work until retraining and reassessment confirm qualification.

Can one worker be both the rigger and the signal person?
Yes, but only when the worker is qualified for both functions and the assignment allows both duties to be performed without creating a visibility, positioning, or communication problem. The employer must make two separate decisions:
- Determine that the worker can rig this load with this equipment and rigging configuration.
- Confirm signal-person qualification for the signaling method that will be used and keep the required documentation available.
Combining the jobs can be impractical if the worker must remain in the fall zone to guide or connect the load while also moving to a position with a clear view of the operator and the load path. The lift plan should identify who has signal authority and where that person will stand. If the worker cannot safely maintain the required view or communication while handling the connection, assign another qualified signal person.
An operator certificate does not resolve either question. OSHA expressly states that a certified operator does not necessarily meet the requirements of a qualified rigger, and operating credentials do not automatically establish signal-person qualification.

- Define the lift. Identify the crane or other covered equipment, the load, attachment points, rigging configuration, travel path, landing point, and whether the work is assembly, disassembly, or routine hoisting.
- Identify fall-zone work. Determine whether workers will hook, unhook, guide, or initially connect the load while in the fall zone. If so, verify that the assigned rigger meets the applicable qualified-rigger requirement.
- Evaluate rigging competence. Match the person’s demonstrated ability to the actual load and configuration, paying special attention to eccentric, unstable, tandem, unusually heavy, or custom-rigging conditions.
- Check visibility and communication. Decide whether the operator can see the point of operation and travel direction. If not, or if site-specific hazards call for it, assign a qualified signal person.
- Verify the signal method. Specify hand, radio, or another method and confirm that the person’s qualification documentation covers that method.
- Set authority and emergency actions. Establish who gives routine signals, how an emergency stop is communicated, and that any worker may trigger the site’s stop-work process when an unsafe condition is observed.
- Brief the crew. Review the load path, exclusion and fall-zone controls, connection sequence, signal method, radio channel if applicable, and the response to a lost or conflicting signal.
- Reassess when conditions change. A change in load, rigging, crane position, visibility, weather, crew, or signaling method can require a new qualification or assignment decision.
Common assignment mistakes and how to correct them
Mistake: treating the operator as automatically qualified for every role
Correction: Verify rigging competence for the actual load and signal-person qualification for the actual signaling method. Keep the signal documentation available at the site.
Mistake: using a general experience claim for a complex load
Correction: Compare the person’s demonstrated ability with the load’s stability, center of gravity, attachment arrangement, weight, and whether the lift is tandem or custom-rigged. Escalate the assignment when the load differs materially from routine work.
Mistake: assuming a certificate settles the employer’s duty
Correction: For signal persons, confirm the evaluation route, the signal types listed, and the worker’s current performance. For riggers, make the employer’s task-specific qualification determination; a third-party card is not required by the cited construction-crane standard.

Mistake: keeping the signal person in a position that loses sight of the operation
Correction: Plan the person’s location and communication path before hoisting. If line of sight is lost or the radio link fails, stop and re-establish reliable communication.
Mistake: believing a hand-signal poster is training
Correction: Use a chart only as a reference. Qualification still requires the knowledge, testing, and practical demonstration required by §1926.1428.

Visible rooftop placement
A qualified rigger attaches a load of materials using the planned rigging. The operator can see the point of operation and the travel path from the cab. If no site-specific concern requires a signal person, a separate signal person may not be required by the visibility trigger. If the employer nevertheless assigns one for safety, that person must still be qualified for the signaling method used.
Blind-side delivery behind a structure
The operator cannot see the landing point. A qualified signal person gives movement directions using the agreed method, while a qualified rigger handles the connection and any required guiding in the fall zone. The signal person is not made responsible for selecting the slings simply by directing the operator.
Unusual eccentric load
A worker who routinely rigs balanced pallets may not be qualified for a load whose center of gravity is offset or whose attachment points are custom. The employer must evaluate competence for that configuration and may need a different qualified rigger. A signal person can be assigned separately to communicate movement.

One worker proposes to do both jobs
The arrangement is acceptable only if the worker satisfies both qualification decisions and can safely perform both positions. If connecting the load requires the worker to stand where the operator cannot see the worker, or if signaling requires leaving the connection area at a critical moment, assign separate people.
What the federal rule does—and does not—cover
29 CFR 1926 Subpart CC generally covers powered equipment used in construction that can hoist, lower, and horizontally move a suspended load, subject to listed exclusions. Applicability can change with equipment type, use, industry, and activity. Do not extend the construction-crane requirements automatically to every hoist, lifting device, or nonconstruction operation.
This article is not a lift plan or a site-specific legal interpretation. Before a safety-critical assignment, confirm the applicable federal or state-plan rule, equipment status, employer procedures, and the details of the planned lift. Specialized lifts and current amendments may impose additional requirements.
Why the distinction matters
Rigging errors can release or destabilize a load; communication errors can send a correctly rigged load into a person, structure, or obstruction. Treating the two jobs as interchangeable hides both risks. Separating the duties—or deliberately documenting why one qualified worker can perform both—makes the lift plan clearer and gives the crew a precise answer to the question, “Who hooks up the load, and who tells the operator where to move it?”
OSHA’s 2016 rulemaking FAQ cited an historical average of approximately 22 fatalities and 175 injuries per year in the background to the crane standard. That figure is not a current annual rate, and the cited passage does not identify the underlying year range. It should not be used as a present-day incident statistic; its value here is to show why role clarity and qualification controls are treated as serious parts of crane safety.
