Budget the actual work required to make your leased premises operational, then subtract only the landlord contribution that the signed lease and work letter make available. A tenant-improvement allowance is a contribution toward defined improvements, not a promise to pay the entire fit-out. Your usable budget therefore has two separate outputs: the project’s total cost and the tenant cash (and financing) needed after the allowance, including any invoices that must be paid before reimbursement.
Why there is no reliable national retail cost per square foot
Retail construction cost changes materially with the premises and the business. A new shell in a building with incomplete utilities can require much more work than a second-generation shop with serviceable power, HVAC, plumbing and life-safety systems. Location affects labor, permitting, inspections, taxes and logistics. The tenant’s use determines capacity and code requirements: a clothing store, food use, salon, medical service and high-load specialty retailer do not have the same mechanical, plumbing, electrical or ventilation needs.

The available examples do not establish an authoritative national retail benchmark. A Vancouver contractor guide reports local allowance ranges by property use, but those figures are specific to Vancouver and are contributions rather than necessarily the whole project budget. A separate 2026 contractor guide gives broad Southern California ranges across categories; it is secondary, geographically limited and not a defensible universal retail number. Treat both as prompts to obtain a local estimate, never as a price you can transfer to another city.

The budgeting equation tenants should use
Use this planning equation after you have a scope-based estimate:
Estimated total project cost − lease-available allowance or landlord work contribution = estimated tenant-funded construction gap.
The inputs must come from your plans, contractor pricing and executed lease documents. Do not subtract a marketing concession, a verbal promise or an allowance that expires before you can claim it. Keep cash-flow timing separate from the arithmetic: if reimbursement occurs only after completion, inspection or submission of paid invoices, you may need to fund much of the project before receiving the contribution.

| Budget category | Typical items to identify | Lease question |
|---|---|---|
| Design and approvals | Architectural and engineering services, plan preparation, permit and license fees, plan-check charges and revisions. | Are professional fees and permit costs reimbursable, and are there dollar caps or approval requirements? |
| Interior construction | Partitions, doors and hardware, flooring, ceilings, wall finishes, painting, millwork and built-in casework. | Does the allowance cover both labor and materials, and are “standard” finishes defined? |
| Electrical and lighting | Branch power, panels, distribution, lighting fixtures, controls, emergency lighting and service upgrades. | Who pays for capacity increases or work outside the leased premises? |
| HVAC and plumbing | Distribution, equipment, controls, domestic water, drains, grease or specialty systems and balancing. | Are base-building upgrades included, excluded or subject to landlord approval? |
| Fire and life safety | Sprinkler relocation, alarms, detection, emergency systems, testing and inspection. | Which authority approvals and close-out documents are required before payment? |
| Construction administration | General conditions, supervision, temporary protection, testing, inspections, taxes and close-out administration where applicable. | Are these soft costs eligible, and must the tenant provide invoices, waivers or lien releases? |
| Tenant-specific items | Loose fixtures, equipment, point-of-sale systems, signage, cabling, inventory, opening expenses and financing costs. | Do not assume eligibility; verify each item in the signed work letter. |
Add a contingency line for design changes, code interpretations, concealed conditions and utility requirements discovered after demolition. The contingency is a planning reserve, not a guaranteed percentage or a substitute for investigation.
How the starting condition changes your cost
New or cold shell
A shell may need interior partitions, restrooms, distribution from the building’s service points, lighting, HVAC distribution, fire-protection changes, finishes and storefront work. Confirm exactly where the landlord’s delivery stops: a space described as “warm shell” or “vanilla shell” can still leave substantial tenant work.
Partially improved space
Existing ceilings, flooring, lighting or mechanical equipment may reduce scope, but inspect age, capacity, code compliance and remaining useful life. Reusing an undersized electrical service or an obsolete rooftop unit can create a later change order that costs more than planned replacement.
Previously fitted retail space
Reuse can be economical when the layout and systems match your operation. Budget removal, repairs, accessibility changes, new finishes and testing. Confirm that prior work was permitted and that hidden conditions are not being accepted without an inspection contingency.

What the tenant-improvement allowance actually controls
The practical value of an allowance is set by the work letter attached to the lease. Filed lease exhibits show negotiated examples of cost eligibility, plan approval and reimbursement controls; they are not representative lease surveys, and some concern non-retail premises. Your executed documents control.
Scope and delivery obligations
List every item the landlord delivers before possession and every item the tenant must design, procure or install. Clarify whether the landlord performs base-building work directly, whether you can select the contractor, and who controls the schedule and site access.
Eligible and excluded costs
Ask whether the contribution covers design, engineering, permits, taxes, testing, supervision, furniture, equipment, signage, data cabling and specialty systems. Exclusions can turn an apparently generous allowance into a small offset against the real project. Require the exclusions in writing rather than relying on a leasing summary.

Payment timing and expiration
Identify whether payment is an advance, progress draw or reimbursement after completion. Note the final submission deadline and any condition tied to rent commencement, opening or absence of default. An allowance that expires before the work is complete has less value than its headline amount.
Overruns, savings and restoration
State who pays when bids exceed the allowance, whether unused funds can be applied to rent or other costs, and what happens if approved scope is removed. Also determine whether improvements must be removed or restored at lease end; restoration can be a future liability even when the initial fit-out was landlord-funded.
A step-by-step process for building the budget
- Document the premises. Record square footage, shell condition, existing equipment, service capacities, storefront details, access restrictions, delivery hours and known deficiencies. Obtain base-building drawings and utility information where available.
- Define the operating program. Map sales areas, storage, staff rooms, restrooms, receiving, security, point-of-sale locations and any use-specific equipment. Identify power, water, drainage, ventilation and temperature-control loads before requesting bids.
- Obtain design and engineering input. Have the team prepare a concept and then permit-level scope sufficient for contractors to price the same work. Include landlord standards and local code requirements.
- Request comparable contractor estimates. Give each bidder the same drawings, finish schedule, phasing assumptions and exclusions. Require separate pricing for base scope, alternates, demolition, utility upgrades, permits and general conditions.
- Build a line-item estimate. Separate hard construction, professional fees, permits, inspections, taxes, contingency and tenant-supplied items. Mark each line as landlord work, allowance-eligible or tenant-funded pending lease confirmation.
- Reconcile the estimate with the work letter. Apply the allowance only to documented eligible costs. Resolve ambiguous language before signing; an amendment is easier to obtain before construction than after an invoice is rejected.
- Model cash flow by month. Show deposits, design payments, permit fees, progress draws, retainage, equipment purchases and the expected reimbursement date. Include financing costs if the timing creates a working-capital need.
- Update at milestones. Reprice after site investigation, permit comments, demolition and major equipment selections. Track approved changes separately from owner-requested upgrades so the source of each overrun is clear.
Worked example: transparent, hypothetical arithmetic
The following figures are illustrative inputs, not a market statistic or a contractor quote. Assume a 4,000-square-foot shop where the tenant’s estimate is:
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches| Item | Illustrative amount |
|---|---|
| Design and engineering | $42,000 |
| Permits, plan checks and inspections | $18,000 |
| Partitions, doors and finishes | $210,000 |
| Electrical and lighting | $95,000 |
| HVAC, plumbing and fire/life-safety work | $145,000 |
| Construction administration and general conditions | $55,000 |
| Contingency | $55,000 |
| Estimated total project cost | $620,000 |
If the executed work letter provides a $200,000 contribution and all of it is available for the eligible lines, the estimated construction gap is $620,000 − $200,000 = $420,000. If the landlord reimburses only after completion and paid invoices, the tenant may still need a facility large enough to carry the project’s interim cash requirement. If $30,000 of the estimate is for equipment excluded by the lease, that amount remains tenant-funded in addition to the calculated gap unless the scope or financing plan changes.

Keep construction costs separate from recurring occupancy costs
A fit-out budget is not the same as the cost of occupying the store. Read the lease for base rent, taxes, insurance, common-area expenses, utilities, maintenance, security, marketing charges and other pass-throughs. The available evidence does not establish a universal list or amount for those recurring charges, so do not fold them into a generic construction cost-per-square-foot figure.
Prepare two schedules: a one-time opening and construction schedule, and a recurring occupancy schedule. Add opening payroll, inventory, training, deposits and working capital only when you are evaluating the total capital required to open; label them separately from improvements and verify whether any lease contribution can legally be used for them.
How to compare two premises or lease proposals
A larger allowance does not automatically make one deal cheaper. Compare the complete economics using the same scope and timing assumptions.

Local incentives require a separate eligibility check
Public programs are jurisdiction- and program-specific. New York City’s Commercial Expansion Program page states that retail uses are ineligible for that named program. That fact does not establish eligibility or ineligibility in another city, state or incentive program. Check the exact program rules, application deadline, eligible use, documentation and award timing before assigning an incentive a dollar value in your budget.
Quick Recap
Common budgeting mistakes and their fixes
- Using a national cost-per-square-foot article. Fix: price the actual plans, location, shell condition and use with a local estimator.
- Treating the allowance as cash in hand. Fix: model the reimbursement trigger, required records and interim funding.
- Leaving utility capacity to the end. Fix: verify electrical, HVAC, plumbing, grease, gas and fire-service requirements during concept design.
- Accepting a vague “turnkey” promise. Fix: attach a written delivery checklist and responsibility matrix to the lease.
- Mixing tenant upgrades with base scope. Fix: price alternates separately and identify who approved each change.
- Ignoring restoration. Fix: negotiate removal and end-of-term obligations before installing specialized improvements.
- Counting incentives before approval. Fix: treat unawarded public funds as upside, not committed project financing.
Questions to resolve before signing

- When are progress payments or reimbursements made, and what is the final claim deadline?
- Who pays for cost overruns, code changes, concealed conditions and base-building upgrades?
- What happens to unused allowance?
- What happens if the store opens late or the lease ends before all work is complete?
- Must the tenant remove improvements or restore the premises?
- Which recurring charges are separate from construction and when do they begin?
