Recycled steel is not automatically cheaper or weaker than steel made primarily from virgin iron ore. The meaningful comparison is between the production route and the specific finished product: its grade, form, location, electricity supply, scrap mix, certification and environmental accounting.
Scrap-based electric arc furnace (EAF) production generally uses fewer raw materials and has lower cradle-to-gate emissions than the blast furnace/basic oxygen furnace (BF-BOF) route. That advantage can narrow or widen with electricity prices and carbon intensity, scrap quality and availability, product requirements and the lifecycle method used. A construction buyer should compare equivalent specifications using dated local quotations, certified mechanical properties and product-specific environmental data.

What “recycled steel” and “virgin steel” actually describe
“Recycled steel” normally means steel made with recovered steel scrap as a major feedstock, most often in an electric arc furnace. “Virgin steel” usually means steel produced from iron ore in an ore-based route, but the label can be misleading because neither route is completely pure.
Scrap-based EAF steel
An EAF melts metallic feedstock with electricity. Scrap can provide up to 100% of an EAF charge, although an individual heat may also include direct reduced iron (DRI), pig iron or hot metal to control chemistry and improve productivity. The percentage of scrap is therefore a property of the heat and mill, not a guaranteed characteristic of every product sold as recycled steel.

Ore-based BF-BOF steel
A blast furnace reduces iron ore with coke and other reductants to make hot metal; a basic oxygen furnace then converts that hot metal into crude steel. Scrap is also added in the BOF route. World Steel Association route descriptions allow scrap to account for up to 30% of BF-route inputs, so “virgin” does not mean scrap-free.
Global route mix
Worldsteel describes global crude-steel production as roughly 30% EAF and 70% BF/BOF. Those are broad industry shares, not a promise about a particular supplier, country or order. A mill’s furnace route, feed mix and finishing process should be confirmed in its technical and environmental documentation.
Route-average material inputs
For every 1,000 kg of crude steel, Worldsteel lists the following broad route averages. They are industry-level material balances rather than a recipe or certificate for a particular grade.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →| Input for 1,000 kg of crude steel | BF/BOF route average | Recycled-steel EAF route average |
|---|---|---|
| Iron ore | 1,370 kg | 586 kg |
| Metallurgical coal | 780 kg | 150 kg |
| Limestone | 270 kg | 88 kg |
| Recycled steel | 125 kg | 710 kg |
| Electricity | Not stated in this route-average table | 2.3 GJ |
The EAF average is therefore not necessarily a 100% scrap recipe. It still includes iron ore and other virgin inputs, while the BF/BOF average includes a meaningful amount of recycled steel.
Which route costs less?
There is no defensible universal rule that recycled steel always costs less. EAF producers are particularly exposed to the price and quality of scrap and to electricity costs. BF/BOF producers are exposed to iron ore, metallurgical coal or coke, and energy. Labour, maintenance, plant utilisation, freight, finishing operations and carbon costs also affect the delivered price.

Why local conditions change the result
- Electricity: EAF economics depend heavily on the local electricity tariff, demand charges and the availability of lower-cost power. A carbon-intensive or expensive grid can reduce the route’s cost and emissions advantage.
- Scrap: Clean, well-sorted scrap commands a different price from contaminated or mixed material. Regional collection rates and export flows can create large differences between markets.
- Ore and coal: BF/BOF costs respond to internationally traded iron ore and coking-coal prices, shipping rates and coke-plant economics.
- Product mix: Thin sheet, plate, bar, sections and specialty grades require different melting, refining and finishing steps. A route that is economical for one product is not automatically the cheapest for another.
- Plant efficiency and scale: Furnace utilisation, age, maintenance and yield influence cost independently of the nominal route.
- Carbon pricing and policy: Where emissions are priced or regulated, the financial balance can shift toward a lower-emission route. The effect depends on the jurisdiction and the accounting rules.
The International Energy Agency’s 2026 Energy Technology Perspectives presents a levelised-cost comparison for conventional routes using 2024 input assumptions. That analysis illustrates sensitivity to electricity, coal, gas, iron ore, scrap, labour and carbon prices; it is a modelled plant-economics comparison, not a current delivered quotation for a particular grade or market.
How to compare quotations fairly
A useful price comparison needs all of the following information:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Geography and delivery basis: Identify the producing mill, destination, freight, insurance and whether the figure is ex-works, delivered or otherwise defined.
- Date and validity: Record the quotation date, validity period and whether surcharges can change with scrap, energy or alloy prices.
- Product form: Compare the same item—such as reinforcing bar with reinforcing bar, or structural sections with the same section size—not crude steel with a finished product.
- Grade and standard: Match the required chemical and mechanical specification, tolerances, surface condition and certification.
- Quantity and schedule: State tonnage, lot size, delivery sequence and lead time. Small or urgent orders can carry premiums that obscure route economics.
- Finishing and compliance: Include rolling, coating, galvanising, cutting, testing, traceability and documentation in both offers.
No like-for-like live transaction price can be stated without a defined product, market and date. A claim that one route is “cheaper” without those details is not a reliable procurement conclusion.
Is recycled steel weaker?
Recycling does not inherently reduce steel’s strength. Strength is determined by the product’s chemical composition, heat treatment, rolling or forming process and the standard to which it is certified—not by a simple recycled-versus-virgin label.
Worldsteel states that steel can be recycled repeatedly without downgrading to a lower-quality product. The American Iron and Steel Institute likewise describes continuous recycling without loss of quality or strength. These statements establish that steel is capable of closed-loop recycling; they do not prove that two unspecified products have identical properties.

| Tensile strength | Specified minimum, maximum where applicable, and the test method. |
| Ductility | Elongation, bend performance or other ductility requirement relevant to the design. |

| Traceability | Heat number, test certificate, inspection records and links to the delivered batch. |
Why scrap chemistry still matters
External and manufacturing scrap can contain residual, or “tramp,” elements such as copper and tin. Excess residuals can make particular grades or surface finishes more difficult to produce. Steelmakers manage this through scrap sorting, blending, dilution with DRI or hot metal, furnace control and refining. That is a manufacturing-control issue, not evidence that all recycled steel is lower quality.
For a structural or infrastructure project, require the same certified grade and test evidence from either route. If a supplier cannot provide the required certificate, the issue is inadequate quality assurance—not proof that recycled steel is intrinsically weak.
Carbon impact: why EAF often has an advantage
The main carbon benefit of scrap-based production comes from avoiding much of the iron-ore reduction stage. Producing iron from ore is responsible for most of the emissions in conventional steelmaking. An EAF melts existing steel with electricity, although it may add DRI, pig iron or hot metal and still requires energy for melting, refining and rolling.
Named figures and their limits
- 1.5 tonnes of CO2 avoided per tonne of scrap used: This is Worldsteel’s life-cycle-inventory estimate from its current raw-materials information, accessed in 2026. It is an industry calculation, not a verified footprint for every product or mill.
- Resources avoided per tonne of scrap: Worldsteel estimates approximately 1.4 tonnes of iron ore, 740 kg of coal and 120 kg of limestone avoided for each tonne of scrap used. These are route-level estimates and should not be presented as a product-specific environmental declaration.
- 2.18 tonnes of CO2e per tonne of steel in 2024: Worldsteel’s 2025 climate paper reports this global sector average across scopes 1, 2 and 3. It is not an EAF-versus-BF product comparison and should not be applied to a particular beam, sheet or bar without further data.
Electricity can change the result
An EAF’s emissions depend strongly on how its electricity is generated. A mill using a relatively low-carbon electricity mix can achieve a much lower cradle-to-gate footprint than a comparable EAF using carbon-intensive power. Scrap proportion, DRI or hot-metal additions, electrode consumption, furnace efficiency and downstream rolling also matter.
A BF/BOF mill has substantial reduction emissions because it converts ore into iron, but its result also varies with coal quality, injection practices, gas recovery, electricity use, scrap additions and process efficiency. Route labels are useful first indicators, not substitutes for a product footprint.

How to read a lifecycle comparison
Worldsteel’s life-cycle-inventory work covers 17 products and uses a cradle-to-gate boundary. Its methodology was updated in May 2021; the 2021 study is identified as released in 2022. A cradle-to-gate result covers extraction and production through the factory gate. It does not automatically describe transport to a project, construction, service life, demolition or end-of-life.
Before comparing two environmental figures, align these items:
- Functional unit: Use the same basis, such as one tonne of the same product and grade, rather than comparing a tonne of crude steel with a tonne of finished, coated steel.
- Product and quality: Alloying, dimensional tolerances, surface treatment and processing can change the footprint.
- Geography and electricity mix: State the producing region and the electricity data used.
- Feed mix: Record the percentage of scrap and any DRI, pig iron or hot-metal additions.
- System boundary: Confirm whether the data are cradle-to-gate or include transport, use and end-of-life.
- Scrap allocation: Check how the study assigns benefits to scrap generation, preparation, melting and future recycling.
- Recycling credits: Apply one consistent method and avoid counting the same recycling benefit in both the current product and a future product.
Worldsteel’s life-cycle explanation cautions that simplified comparisons between materials can mislead. Its accounting credits only net scrap recycled at end of life after subtracting scrap already used to make the product. That distinction prevents double-counting.

Scrap supply and why virgin production remains necessary
Steel can circulate through many generations, but available scrap is limited by the amount of steel placed into service and the time before products return for recycling. Worldsteel says there is not enough scrap to satisfy current global steel demand. As a result, ore-based production remains necessary while the industry expands and replaces long-lived buildings, vehicles, machinery and infrastructure.

This constraint also explains why a “100% recycled” ambition cannot be assumed for every market or product. The realistic question is how much suitable scrap is available locally, what residual elements it contains, and which combination of scrap, DRI, pig iron or hot metal can meet the required specification.
Choosing a route for a construction project
When carbon reduction is the priority
Start with a product-specific cradle-to-gate footprint from the proposed mill or supplier. Prefer data that identify the route, scrap percentage, electricity mix, additions and boundary. Do not substitute a generic EAF average for a certified result when the project has a quantified carbon target.
When structural performance is the priority
Specify the required grade and standard first. Then evaluate certified yield strength, tensile strength, ductility, weldability, toughness, dimensional tolerances and traceability. The feedstock label comes after those acceptance criteria.

Obtain equivalent quotations from the same market and date, include delivery and finishing, and ask which surcharges can move before shipment. A low mill price can be offset by freight, testing, coating, minimum-order quantities or a longer lead time.
When local availability is the priority
Ask mills or distributors about current scrap availability, route, product form, lead time and substitution rules. A theoretically lower-emission route is not useful if it cannot supply the required section, grade or quantity within the construction schedule.
| Project question | Evidence to request | Decision signal |
|---|---|---|
| Will it meet the design? | Grade certificate, mechanical test results, chemistry and traceability. | Accept only products meeting the specified standard and design assumptions. |
| What will it cost? | Dated, delivered quotation for the same form, grade, quantity and finish. | Compare total installed-relevant supply cost, not route labels. |
| What is the carbon footprint? | Product-specific footprint or equivalent environmental data with boundary and method. | Use aligned functional units and electricity assumptions. |
| Can it arrive on time? | Available stock, production slot, transport plan and documentation schedule. | Reject an option that threatens the programme unless an approved substitute exists. |
Procurement checklist
- Write the required steel grade, product standard, dimensions, finish, tolerances and quantity into the enquiry.
- Ask each supplier to state the furnace route and approximate scrap, DRI, pig-iron or hot-metal share.
- Request the full quotation basis: currency, date, validity, delivery point, freight, surcharges, taxes and finishing operations.
- Request certified yield strength, tensile strength, ductility, chemistry, heat number and inspection documentation.
- Ask for the product’s greenhouse-gas result, functional unit, geography, electricity mix, system boundary and scrap-accounting method.
- Check that all bids use the same assumptions before ranking price or carbon performance.
- Have the engineer confirm that any proposed grade or product substitution is permitted by the design and applicable code.
- Retain certificates and environmental documents with the project records so the delivered material can be matched to the quoted data.
Common comparison mistakes
- Calling EAF output “100% recycled” by default: EAF heats may include DRI, pig iron or hot metal, and the route average still includes iron ore.
- Calling BF/BOF output “virgin only”: Scrap can make up part of the BF-route input.
- Using recycled content as a strength specification: Mechanical properties come from the grade, chemistry and processing, supported by certification.
- Comparing a modelled production cost with a delivered quote: Levelised cost is a plant-economics measure, not the price paid by a buyer.
- Applying a sector-average carbon figure to one product: Route, electricity, feed mix, product requirements and boundaries must be aligned.
- Ignoring geography: Scrap, power, ore, coal, freight and carbon prices vary by region.
- Double-counting recycling benefits: Use one transparent allocation method and check whether the study already deducts scrap used in production.
Practical verdict
For most construction decisions, do not ask whether recycled or virgin steel is “better” in the abstract. Ask which certified product meets the design, what it costs delivered on the required date, and what its production footprint is under a clearly stated boundary. Scrap-based EAF steel often offers the lower resource use and cradle-to-gate emissions, but local electricity, scrap quality, feed mix and product requirements determine the actual result. Ore-based production remains part of the global supply because available scrap cannot yet meet total demand.
