Rainwater Harvesting and Stormwater Control Systems for Visitor Centers

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A visitor center can collect roof runoff in a cistern for toilet flushing and irrigation, then manage excess water with bioswales, bioretention, rain gardens, green roofs, permeable paving, and detention or retention storage. The reliable approach is a connected site system: capture clean roof water, treat it for its intended non-potable use, route overflow through planted or engineered controls, and provide safe, accessible maintenance access.

What a visitor-center system should accomplish

Visitor centers have a useful combination of characteristics: substantial roof area, predictable restroom demand, irrigated public landscapes, and large paved areas that generate fast runoff. A coordinated design can reduce potable-water use and downstream flooding without treating every drop on site as drinking water.

  • Harvest roof runoff for toilet flushing, urinal flushing where permitted, irrigation, and other approved non-potable uses.
  • Slow and filter site runoff from roofs, walks, service yards, and parking areas before it reaches a receiving stream or municipal drain.
  • Control peak discharge during intense storms with detention, retention, overflow conveyance, and staged release.
  • Make water infrastructure understandable through visible gardens, channels, level markers, and signs, while keeping visitors away from hazards and protecting water quality.

Rainwater is not automatically safe for every use. A system serving public toilets still needs filtration, pumps, controls, backflow protection, and clearly separated non-potable plumbing. Disinfection, such as ultraviolet treatment, may be required by the end use or local regulation. Local authorities determine acceptable uses, plumbing arrangements, discharge limits, and design storms; requirements vary by jurisdiction.

Build the system as one connected chain

1. Roof catchment and conveyance

Start with the cleanest, most predictable source: building roofs. Gutters and downspouts should discharge through leaf screens or guards to inspection points that can be reached without working over visitor paths. A first-flush diverter can discard the initial portion of runoff, which commonly carries accumulated dust, bird droppings, pollen, and roof debris. The diverter must have a drain, cleanout, and a reset or automatic operating method that staff can understand.

Keep roof drainage separate from runoff that has crossed loading areas, vehicle lanes, refuse enclosures, or chemically treated surfaces. Those flows can contain sediment, hydrocarbons, metals, or other pollutants and generally need a different treatment train before infiltration, storage, or discharge.

2. Storage

Cisterns may be above ground, partially buried, or fully underground. The location must allow structural support, safe access, inspection, pump replacement, overflow routing, and protection from freezing or excessive heat. Buried tanks also require attention to buoyancy when groundwater is high and to vehicle loading when installed beneath a drive or parking area.

Provide a screened vent, secure access cover, level sensor, low-level cutoff, overflow, drain or scour connection, and an isolation valve. Overflow should discharge to a stable conveyance or a downstream green-infrastructure practice rather than eroding a slope or appearing unexpectedly at a public entrance.

3. Treatment and distribution

A typical non-potable train includes sediment separation, finer filtration, and disinfection when required. Pumps maintain pressure for fixtures or irrigation zones; controls start and stop the pump, protect it from dry running, and signal abnormal levels. A potable-water makeup connection, if allowed, needs approved backflow protection and a visible air gap or other code-compliant separation.

Non-potable pipes, valves, hose bibs, and tanks should be identified according to local plumbing rules. Publicly accessible outlets need locks or tamper-resistant fittings. Staff should be able to isolate the rainwater system and switch critical fixtures to an approved backup supply during maintenance or prolonged drought.

4. Landscape and paved-area controls

Tank storage alone does not solve runoff from a large precinct. Route overflow and hard-surface runoff through a sequence of bioswales, bioretention cells, rain gardens, green roofs, amended soils, permeable paving, and detention or retention areas. Each practice has a different role: some infiltrate, some store, some filter, and some slow water long enough for sediment to settle.

Use level spreaders, check dams, curb cuts, or stone weirs where needed to distribute flow without creating concentrated erosion. Provide an emergency overflow route for storms larger than the design event. The route should remain stable and understandable to maintenance crews even when the planting is dormant.

How to size a cistern

Sizing is a balance between available supply, non-potable demand, the desired potable-water offset, stormwater objectives, cost, and the space available for a tank. Oversizing adds capital cost and leaves water stagnant; undersizing sends useful water to overflow and may fail to meet restroom or irrigation demand.

Calculate the available harvest

Estimate runoff volume for each rainfall period using the catchment area, local rainfall depth, and a runoff coefficient appropriate to the roof material and drainage condition. A common planning relationship is:

Harvested volume = rainfall depth × roof catchment area × runoff coefficient

Use consistent units and reduce the result for first-flush diversion, filter losses, evaporation where relevant, and any roof sections that cannot drain to the tank. Monthly or event-based calculations are more useful than an annual average because a tank can be full after a wet spell and empty during a dry visitor season.

Quantify demand

Separate toilet flushing, urinal flushing, irrigation, cleaning, cooling makeup, and any other proposed use. Restroom demand depends on fixture flow rates, operating hours, visitor counts, staff occupancy, and seasonal peaks. Irrigation demand depends on planted area, soil, climate, establishment period, and whether efficient drip or subsurface delivery is used. Do not count a proposed end use until the authority having jurisdiction confirms it is allowed.

Model the balance

A simple daily or monthly water-balance model subtracts demand from stored water, adds usable inflow, and applies an overflow when the tank reaches its operating maximum. Test dry periods, wet periods, winter conditions, and the highest expected visitor days. The design should state the target potable-water offset and the reliability level expected for each use; a toilet system may need a backup supply even when irrigation can be interrupted.

Check the physical constraints

  • Confirm that the tank, slab, and access covers can support full water weight and any imposed vehicle or pedestrian loads.
  • Keep required separation from foundations, wells, septic systems, property lines, groundwater, and utilities.
  • Provide room to remove filters, enter or inspect the tank safely, and lift pumps or control components.
  • Protect exposed tanks and pipes from freezing, ultraviolet damage, vandalism, and accidental vehicle impact.
  • Coordinate tank overflow with the site grading and the capacity of downstream practices.

Choosing stormwater practices for the site

Practice Best use Key design checks
Bioretention garden or rain garden Filtering and temporarily storing runoff near entrances, walks, or parking edges Soil media, underdrain need, overflow, groundwater separation, plant survival, and safe edges
Bioswale or grassed swale Conveying runoff slowly while settling sediment and supporting infiltration where soils permit Longitudinal slope, flow spread, check dams, erosion protection, mowing or planting access
Green roof Reducing and delaying roof runoff before it reaches gutters or tanks Structural load, waterproofing, wind, plant palette, irrigation during establishment, and maintenance access
Permeable paving Managing runoff from walks, plazas, and selected parking areas Subgrade permeability, sediment pretreatment, vacuum maintenance, winter operations, and accessible surface performance
Detention or retention storage Reducing peak discharge and holding water for reuse or controlled release Outlet control, emergency overflow, drawdown time, mosquito prevention, fencing or edge protection

Infiltration-based practices require adequate soil permeability and separation from seasonal high groundwater or bedrock. They may be unsuitable where runoff carries high pollutant loads or where groundwater protection rules are strict. Underdrained bioretention, lined systems, tanks, green roofs, and grassed swales can provide treatment or storage without depending entirely on infiltration. For low-infiltration soils, designs may need underdrains or drainage away from the site.

Central cisterns versus distributed tanks

Criterion Central cistern Distributed rain barrels or modular tanks
Storage volume Efficient for large, predictable demand and coordinated controls Scales in modules but may require many connections and overflow points
Footprint One larger excavation or equipment zone Several smaller locations, often near downspouts
Reliability Central pump and controls are easier to monitor; one failure affects the whole system Redundancy is possible, but uneven filling and more valves increase complexity
Maintenance access Dedicated access can support professional servicing Each unit needs inspection, cleaning, and winterization access
Visitor visibility Usually concealed, with interpretation supplied separately Can make collection obvious, but exposed equipment may invite tampering
Treatment More practical for filtration, UV, level controls, and managed distribution Simple irrigation uses may need little treatment; public restroom supply requires a coordinated treatment system

A hybrid arrangement often works well: a central tank for toilet demand and dependable irrigation, with small above-ground units used as educational demonstrations or for gardens that are distant from the main plant.

Evidence from visitor-center projects

Project Documented configuration and result
Monticello Visitor Center The project, completed in 2008 and described in a 2014 case study, captures and treats 90% of average annual rainfall from the building site. It is designed to manage up to a 10-year storm and estimated to remove 80% of total suspended solids. Biofiltration gardens and a vegetated swale route water to a 3,676-cubic-foot underground storage facility or a 6,000-cubic-foot bioretention pond. Potable irrigation use is reduced by 292,700 gallons per year, or 63% versus baseline, with reported annual savings of $1,770.
Welcome Centre, Greater Manchester A 15,000-liter tank serves 12 water closets and irrigation. It collects from a 2,234-square-meter roof in an area with 725 millimeters of local annual rainfall. The installation includes filtration and ultraviolet disinfection.
Gateway Arch National Park visitor-center precinct The precinct includes a 37,000-gallon retention tank that filters silt and nutrients for irrigation reuse, two underground retention tanks, a native rain garden, bioswales, structural soils, and permeable decomposed granite.

These examples illustrate different scales and climates rather than a universal tank size. Their performance figures are project-specific and should not be transferred to another site without local rainfall, catchment, demand, soils, and operating data.

Public health, safety, and accessibility

Plan treatment around the actual end use. Public-health and environmental risks, treatment performance, operating procedures, and monitoring need to be documented before commissioning. Keep potable and non-potable systems physically and visually distinct, label access covers, and secure any point where a visitor could contact untreated water.

  • Grade paths so overflow cannot sheet across accessible routes or pool at door thresholds.
  • Use edge protection, stable surfaces, and shallow, planted profiles where visitors can approach a rain garden.
  • Control mosquitoes by preventing persistent stagnant water in tanks, inlets, and poorly draining landscape cells; use screened openings and maintain designed drawdown.
  • Protect children from deep water, steep drops, open pipes, and unsecured covers.
  • Provide signs explaining that the water is non-potable and identify areas closed during maintenance.
  • Maintain clear sight lines and lighting around tanks, treatment equipment, and service gates.

Interpretive elements should explain where water comes from, how filtration works, and where overflow goes without encouraging visitors to touch the water or climb on infrastructure.

Operations and maintenance plan

Designers and owners should agree on a written maintenance schedule before construction. A system that cannot be inspected, cleaned, or safely isolated will lose performance regardless of its original design.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. After major storms: inspect inlets, screens, first-flush devices, swales, pond edges, overflow routes, and erosion points.
  2. Routine inspections: check tank levels, pumps, alarms, valves, pipe identification, filters, UV equipment, and backflow devices at intervals set by the manufacturer and authority having jurisdiction.
  3. Seasonal work: remove sediment and leaf litter, trim or replace failing plants, clean permeable pavement as specified, and winterize exposed pipes or small tanks where freezing is possible.
  4. Water-quality monitoring: record treatment status and any required sampling for the approved end use. Investigate odor, color, turbidity, low pressure, or unexpected tank depletion rather than bypassing treatment.
  5. Emergency response: provide a shutoff and a documented changeover to backup water. Keep spare filters, pump seals, UV lamps, and critical control components where response time matters.

Maintenance access should be separated from visitor circulation but not hidden behind a permanent obstacle. Provide lifting points, lockable gates, safe working clearances, and a route for removing sediment or replacing equipment.

Design and procurement workflow

  1. Survey the site: map roofs, downspouts, paving, grades, utilities, soils, groundwater, receiving waters, contamination sources, and visitor routes.
  2. Define approved uses: document fixture types, irrigation zones, operating hours, demand patterns, backup supply, and local code requirements.
  3. Set performance targets: choose targets for potable-water offset, runoff-volume reduction, peak-flow control, pollutant removal, treatment level, and reliability.
  4. Develop alternatives: compare central and distributed storage, infiltration and underdrained cells, visible and concealed infrastructure, and different overflow paths.
  5. Model and size: use local rainfall records and event data, catchment measurements, demand estimates, soil tests, groundwater observations, and the selected design storm.
  6. Coordinate disciplines: have an engineer, landscape architect, architect, and plumbing professional resolve structure, grading, planting, treatment, controls, and visitor safety as one design.
  7. Confirm approvals: consult state and municipal manuals, plumbing officials, public-health authorities, and stormwater regulators before finalizing equipment or discharge details.
  8. Commission and train: test pumps, alarms, disinfection, overflow, backflow protection, and automatic changeover; then train the owner with marked-up drawings and a maintenance log.

Municipalities and site owners typically hire engineers and landscape architects to identify green-infrastructure options and create a site design. Guidance and requirements vary by location, so a nationally familiar detail is not a substitute for local approval.

How to compare alternatives

Use a decision matrix rather than selecting the largest tank or the most visible garden by intuition. Score each option against the same criteria:

  • Expected potable-water offset and reliability for each approved use
  • Runoff-volume and peak-flow reduction for the selected storm events
  • Pollutant removal and protection of groundwater or receiving waters
  • Required filtration, disinfection, controls, and monitoring
  • Capital cost, energy use, replacement parts, and operating labor
  • Fit with rainfall pattern, drought, freezing, soil permeability, and groundwater
  • Visitor experience, accessibility, security, and interpretation
  • Regulatory acceptance and the owner’s ability to maintain the system for its full service life

The best design is usually a portfolio: roof harvesting for dependable non-potable demand, landscape practices for distributed runoff, and a controlled overflow route for storms that exceed storage.
