A new or altered railway track should open only after a documented, gated commissioning process proves that the physical railway, signalling, train detection, interfaces and operating controls work together safely. The minimum sequence is to define the acceptance requirements, inspect the completed work, test rail integrity and geometry, prove every safety-critical signalling function, run integrated tests under controlled protection, close defects, compile objective handover records and obtain the infrastructure manager’s and regulator’s authorisation to place the line into service.
This checklist is written for project engineers, construction managers, test managers, maintainers and operations teams. The exact limits and approvals depend on jurisdiction, gauge, traffic type, speed, technology and the infrastructure manager’s standards.

What railway track commissioning must prove
Commissioning is more than a final walk-through. It is the controlled demonstration that the built railway matches the approved design, that each safety function responds correctly in normal and failed conditions, and that the organisation accepting the asset has enough evidence to operate and maintain it.
A useful release rule is: no safety-critical requirement is accepted on verbal assurance alone. Each requirement should point to an inspection, calculation, measurement, test result, certificate, approved deviation or risk-controlled restriction. The signed evidence must identify the asset, configuration, test conditions, people involved, result, defects and final disposition.

There is no universal commissioning duration or industry-wide pass rate. Possession length, test staging and staffing must be set by the project risk, technology, route complexity and regulator rather than by a generic number.
Confirm the governing rules before testing
Freeze the acceptance basis before construction testing starts. Identify the infrastructure manager, regulator, route, gauge, maximum operating speed, rolling-stock envelope, signalling architecture, electrification arrangements and intended service date. Then identify which national, regional, infrastructure-manager and project documents control each acceptance decision.
| Project context | Reference and application | Important qualification |
|---|---|---|
| Australia | AS 7717:2026, published by the Australian Rail Industry Standards Organisation on 10 September 2026 | Provides a framework for rail infrastructure managers to plan and execute inspection, testing and commissioning of new or altered signalling infrastructure. It expects planned processes, work instructions, test-report forms, commissioning plans and retention of site- or equipment-specific requirements. |
| Track geometry | ISO 23054-1:2022, Edition 1, published August 2022 | Defines geometry parameters and minimum requirements for measuring and evaluating track-geometry quality on 1,435 mm and wider gauges. It formally excludes urban or light rail and narrower gauges, so local limits must be confirmed before use. |
| Great Britain | Department for Transport NTSN Infrastructure Issue 2, published 2 May 2025 | Applies to projects seeking authorisation to place infrastructure subsystems into service after 2 May 2025, subject to stated exemptions and transitional phases. |
| United States | Federal Railroad Administration requirements in 49 CFR Part 213 | Railroads with continuous welded rail need a CWR plan covering installation, adjustment, inspection and maintenance. Internal rail-flaw testing is required, and track inspectors must be qualified by the railroad under the applicable regulation. |
Do not copy a limit from one railway into another. A geometry threshold, signal aspect rule, crossing warning time or documentation requirement is valid only when the responsible authority has adopted it for that route and service.

Gate 1: build an acceptance basis and commissioning plan
Freeze the design baseline
Set a controlled revision for alignment and profiles, turnout and crossing data, signalling plans, interlocking or control tables, cable and power plans, communications interfaces and the asset register. Mark all later changes through configuration control. A test performed against an obsolete drawing is not evidence for the released railway.
Create a requirements-to-test matrix
List every requirement and assign its proof method, responsible person, witness point, acceptance criterion and record location. Typical proof methods include dimensional inspection, geometry measurement, electrical test, functional test, software or data verification, certificate review, independent check and trial movement. Include design assumptions such as braking distance, signal sighting, route release and crossing warning time so they are tested rather than merely repeated in a report.
Assign accountable roles
- Responsible engineer: owns technical conformity and resolves design questions.
- Independent checker: verifies calculations, control tables, wiring and safety-critical data without checking their own work.
- Test manager: controls procedures, test sequence, records, witnesses and retests.
- Safety assessor: confirms that evidence supports the safety case and any restrictions.
- Operations representative: confirms that routes, rules, degraded modes and control-centre procedures are usable.
- Maintainer: checks access, maintainability, spares, diagnostics and maintenance instructions.
- Authorised person: controls possession, isolation, permits and release to service.
Plan protection and communications
The commissioning plan should state possession limits, isolation and permit controls, test-train rules, radio or telephone channels, emergency arrangements, weather restrictions, stop-work criteria, access points and responsibilities for restoring the railway. Define who can pause a test and who can authorise a restart. Include a configuration check before every staged test so an altered relay, software load, cable termination or point machine cannot silently invalidate previous results.
Prepare controlled forms
Issue approved work instructions, test procedures, test-report forms, witness sheets, defect forms and commissioning certificates. AS 7717:2026 specifically calls for planned processes, work instructions, test-report forms, commissioning plans and retained site-specific requirements. Each form should identify equipment numbers, drawing and software revisions, instruments used, calibration status, test conditions, expected result, observed result, exceptions, signatures and date.

Gate 2: inspect the completed physical railway
Measure geometry against the correct limits
Confirm alignment, longitudinal profile, gauge, cant or cross-level, twist, curvature and clearance envelope. Use calibrated equipment and retain the raw file as well as the evaluated report. ISO 23054-1:2022 defines geometry parameters and a minimum measurement and evaluation method; it does not replace the infrastructure manager’s project-specific acceptance limits. Confirm that the gauge and traffic type fall within the standard’s scope before applying its method.
Review isolated peaks as well as averages. A short, sharp twist or gauge defect can be significant even when a route-wide average appears acceptable. Record chainage or asset location, measured value, applicable limit, severity, protection imposed, corrective action, retest result and closure authority.
Inspect rail, support and formation
- Check rail sections, welds, joints, fastenings, sleepers, ballast profile, shoulder width, formation condition and drainage.
- Verify bridges, culverts, platforms, walkways, cess areas, access gates, fencing, signs, markers and the clearance envelope.
- Inspect earthing, bonding, traction-return paths, cable routes, troughs, equipment foundations and protection against water ingress.
- Confirm that temporary construction materials, lifting points, test leads and unused cables are removed or formally controlled.
Inspect switches and crossings
Check switch fit, stock-rail and switch-rail contact, stretcher arrangements, detection, locking, obstruction clearance, lubrication provisions, point-machine mounting and operation by hand and by machine. Verify crossing panels, flangeways, check rails, guard rails, drainage and the transition to adjacent track. Measure and record any project-defined dimensions rather than accepting a visual impression.
Check interfaces before energising equipment
Inspect insulated joints, impedance bonds, traction return, level-crossing interfaces, drainage near detection equipment and locations where settlement or movement could affect sensors. Confirm that cable identification and termination labels match the approved wiring diagrams and asset register.
Gate 3: verify rail integrity and special track risks
Reconcile weld and stress-management records
Match the installed rail to the weld list, weld inspection results, rail-temperature and stress-management records, joint records and rail replacement records. Investigate missing serial numbers, duplicate identifiers, unapproved weld procedures or a mismatch between the installed rail and the asset register before acceptance.
Control continuous welded rail
For continuous welded rail, verify that the approved CWR plan covers installation, adjustment, inspection and maintenance and that the records show those activities were completed for the released section. Confirm neutral-temperature or stress-management evidence where required by the governing railway rules. Any restriction imposed because stress records are incomplete must be written into the operating and maintenance controls.
Complete internal rail-flaw testing
Perform the internal rail-flaw testing required for the route and resolve reportable indications before release. In the United States, FRA 49 CFR Part 213 explicitly requires internal rail-flaw testing and CWR controls. Retain test files, equipment identification, calibration information, operator qualification, coverage limits, indications, disposition and any confirmatory examination.

Verify inspection competence
Keep competence records for inspectors and test operators. US track inspectors must be qualified by the railroad under the applicable regulation; other jurisdictions may impose different competency, certification or independent-witness rules. A signed form without evidence that the person was authorised for that task is a weak acceptance record.
Gate 4: test signalling, train detection and interlocking
Test from the equipment outward: installation and identification first, individual functions second, routes and protections third, and integrated operation last. Record the configuration or software version for every test stage.
| Function | What to prove | Failure or abnormal case to exercise |
|---|---|---|
| Power and environment | Incoming supplies, distribution, batteries, chargers, changeover, surge protection, earthing, temperature control and alarms operate within design values. | Loss of primary power, battery discharge or communications to the power system; verify the safe state and restoration sequence. |
| Points | Command, movement, correspondence, detection, locking, indication and timing agree with the control table. | Point obstruction, loss of detection, incomplete movement, manual crank operation and restoration after an unsafe indication. |
| Train detection | Track circuits or axle counters detect occupancy, maintain continuity through joints and release only under the approved conditions. | Broken or occupied track circuit, shunt fouling, axle-counter reset and an equipment or cable failure. |
| Signals and aspects | Aspect sequence, lamp or display monitoring, route indication, sighting and visibility match the design and operating rules. | Lamp or aspect failure, conflicting command, power loss and restoration; confirm the most restrictive safe response. |
| Interlocking protections | Approach locking, route locking, flank protection, overlap, release conditions and incompatibility rules prevent unsafe routes. | Conflicting route request, premature release, failed detection, point obstruction and attempted movement against a locked route. |
| Level crossings | Interface commands, warning time, barriers, lights, audible warnings, detection, controls and indications perform as designed. | Failure of crossing detection, communications or power; verify protection, alarms, degraded instructions and recovery. |
| Communications and train description | Field-to-control-centre links, train describer data, time synchronisation, alarms and event logging are complete and traceable. | Loss of link, stale data, duplicated train identity and restoration after reset. |
Independently check safety-critical data
Check control tables, selection tables, route data, interlocking logic, as-built wiring, cable cores, termination schedules and software or configuration files against the approved design. The checker should use a controlled copy and record discrepancies, not simply sign that a test was witnessed.
Use staged acceptance certificates
Break testing into signed stages with clear entry and exit criteria. Published Metrolinx commissioning forms, listed in April 2025, illustrate the document pattern: interlocking tests, mechanical-locking tests, switch-circuit and obstruction tests, insulated-joint inspection records, signal-system acceptance tasks, signal-testing certification, staged-testing certification and an order-to-operate form. The exact forms may differ by railway, but the principle is portable: each stage has a defined scope, independent evidence and a controlled handoff to the next stage.
Gate 5: test integrated operation under controlled conditions
Prove end-to-end routes
Operate each representative and safety-critical route from the field equipment through the interlocking, communications network and control centre. Confirm commands, indications, train detection occupancy and release, signal aspects, route locking, overlap, points and crossing interfaces agree at every layer.
Recommended Free Tools
Validate operational assumptions
- Check signal sighting from the driver’s approach, including night or adverse-visibility conditions where required.
- Confirm braking-distance assumptions, speed restrictions, route indications and stopping locations against the approved operating concept.
- Verify crossing warning times with the intended train characteristics or an approved representative test.
- Test degraded-mode instructions, communications loss, failed detection, power loss, manual point operation and recovery after a reset.
- Confirm platform, depot, maintenance access, passenger information and emergency interfaces where they affect safe movement.
Conduct trial movements safely
Trial running or test-train movements must be covered by an approved possession and test plan. Use authorised staff, protection, communications, route release criteria and an emergency response. Define the test train’s consist, braking performance, speed, stopping points and driver briefing. Record event logs, data traces, video or photographs and signed witness sheets where required. Compare observed behaviour with the safety case, timetable assumptions and performance requirements; an uneventful movement is not a substitute for the planned evidence.
Gate 6: classify defects, correct them and retest
Open defects should be controlled in one register linked to the affected requirement and asset. At minimum, record location, description, severity, immediate protection, owner, due date, corrective action, retest requirement, evidence and closure authority.

| Classification | Typical treatment before service |
|---|---|
| Safety-critical failure | Stop the affected test or operation, place protection or isolation, correct the cause and repeat the complete affected test. Do not close it with a general inspection. |
| Major nonconformance | Restrict the affected route or function until engineering disposition, corrective work and witnessed retest are complete. |
| Minor defect with no immediate safety effect | Assign an owner and due date, document the risk assessment and maintenance control, and obtain an authorised concession if it remains open at entry into service. |
| Documentation discrepancy | Reconcile the drawing, asset register, test record or software baseline before handover; an undocumented change is a configuration defect. |
When a correction changes wiring, software, geometry, point adjustment or operating data, determine which earlier tests are invalidated. Re-run the smallest justified scope only when the configuration impact is understood; otherwise repeat the entire dependent test chain. Every concession should state the affected requirement, risk controls, expiry or review date, responsible owner and approval authority.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Gate 7: assemble an objective handover pack
The handover pack should allow an independent maintainer, investigator or regulator to reconstruct what was built, what was tested, under which configuration, by whom and with what result.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors| Pack section | Records to include |
|---|---|
| Design and configuration | Approved as-built drawings, asset data, revision history, configuration and software baselines, interlocking or control tables, cable schedules and interface control documents. |
| Track condition | Geometry files and evaluated reports, alignment and profile records, weld lists, weld inspection results, rail-temperature or stress-management records, joint records, internal rail-flaw results, inspection sheets, calibration certificates and photographs. |
| Signalling and power | Interlocking and route test sheets, point and detection results, signal and crossing tests, insulated-joint records, power and battery tests, earthing and bonding checks, communications logs and event data. |
| Safety and change control | Nonconformance reports, risk assessments, deviations, concessions, corrective actions, retest evidence, independent-checker statements and safety-assurance reports. |
| People and operations | Competence records, training evidence, operating and maintenance instructions, degraded-mode procedures, emergency arrangements, access rules and spares lists. |
| Authority to operate | Infrastructure manager acceptance certificate, order to operate, regulator authorisation, in-service notification and transfer-of-maintenance record. |
Use controlled document identifiers and retention periods. Metrolinx’s April 2025 catalogue demonstrates how a railway can maintain separate controlled documents for track standards, signal acceptance checklists, testing certification, staged-testing certification, inspection forms and an order-to-operate form.
Authorise entry into service
Before release, the authorised person should confirm that every safety-critical test is passed or covered by an approved, risk-assessed restriction. Open items must be classified, time-bound, assigned and supported by operating or maintenance controls. Confirm that asset and configuration registers are updated and that maintenance responsibility has transferred formally.
Obtain the infrastructure manager’s acceptance and every regulatory authorisation required for the jurisdiction. In Great Britain, NTSN Infrastructure Issue 2 is the published infrastructure notice for projects seeking authorisation to place infrastructure subsystems into service after 2 May 2025, subject to its exemptions and transitional phases. The project still needs to satisfy the wider authorisation process and provide its own evidence.
Issue the in-service notification only after controllers, drivers, maintainers and emergency services have been briefed on the released configuration, restrictions, access arrangements, emergency contacts and degraded procedures.

| Decision axis | Questions to answer |
|---|---|
| Jurisdiction and standard | Which regulator, infrastructure-manager standard and authorisation route apply? Are exemptions or transitional provisions available? |
| Gauge and traffic | Does the geometry method cover the gauge, urban or mainline use, axle loads, speed and rolling-stock envelope? |
| Technology | What signalling architecture and train-detection method are being commissioned, and which failure modes require independent witnesses? |
| Test staging | Can interfaces be isolated and tested progressively, or do they require an end-to-end route and control-centre configuration? |
| Measurement quality | Are instruments calibrated, raw data retained and coverage sufficient for the acceptance decision? |
| Safety assurance | What safety-case updates, independent checks, assessments and regulator submissions are triggered by each change? |
| Possession and access | How will isolation, test-train movements, emergency access and restoration be protected? |
| Evidence and retention | Can the chosen approach produce traceable forms, logs, certificates, defect closures and configuration records? |
| Maintainability | Will maintainers inherit usable diagnostics, spares, access, instructions and a known baseline? |
Progressive commissioning can expose interface faults earlier, but it demands stronger configuration control between sections. A single final possession may simplify the released boundary, but it concentrates risk and leaves less recovery time if a test fails. The correct choice is the one that preserves safe isolation, independent evidence and a realistic path to retest.

Common commissioning failures and practical recovery
Geometry passes overall but fails at a local peak
Quarantine the location, verify the measurement setup and chainage, compare the raw trace with the evaluated report, correct the track and repeat the specified measurement. Do not average away a short defect.
A point shows command but not safe detection
Stop route testing, protect the affected movement and check mechanical obstruction, switch fit, detector adjustment, wiring, termination, power and interlocking data in that order. After correction, repeat obstruction, detection, locking and every route test that depends on the point.

Preserve event logs and inspect insulated joints, bonds, ballast leakage, axle-counter configuration, cable integrity and reset controls. Keep the section restricted until occupancy, release and recovery tests pass under the approved conditions.
As-built drawings do not match the installed railway
Treat the mismatch as a configuration defect. Survey or inspect the installation, update the controlled drawing and asset register, assess the safety impact and repeat tests that rely on the changed data. Never sign an acceptance certificate against an unverified drawing.
A test fails during the final possession
Use the stop-work rule, record the exact state and preserve logs before resetting equipment. Decide whether the failure is recoverable within the approved plan, requires a new isolation or invalidates earlier results. Release the railway only with an authorised restriction or after corrective work and retest.
Records are incomplete at handover
Build a document index from the requirements-to-test matrix, identify missing signatures, calibration certificates, raw data and approvals, and assign owners. If evidence cannot be reconstructed objectively, treat the requirement as unproven until the responsible authority accepts a documented alternative.
