Quantity surveyor vs cost manager: roles, responsibilities and fees

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Quantity surveyors (QSs) and cost managers usually do overlapping construction-cost work. In the UK, “quantity surveyor” is the established title for measurement, estimating, tendering, contract administration and commercial control. “Cost manager” or “cost consultant” more often signals a strategic remit covering feasibility, option appraisal, value engineering and whole-life cost. The title is less important than the proposed scope, who the professional represents, the project stage and the deliverables in the appointment.

The difference in one view

There is no universal legal boundary separating a QS from a cost manager. A client-side QS may provide strategic cost advice, while a cost manager may undertake detailed measurement, tender analysis and payment assessments. Treat the following as common emphases rather than fixed definitions.

Comparison Quantity surveyor emphasis Cost manager emphasis
Core lens Measurement, estimating, bills of quantities, tendering and contract administration Cost planning, forecasting, option appraisal, value engineering and whole-life cost
Typical allegiance May work for a contractor or for the client as a professional adviser Usually client- or developer-side cost consultancy, although titles vary
Strongest project stages Procurement, construction valuations, variations, commercial control and final account Feasibility, design development and strategic cost control, as well as delivery
Best appointment question “Which QS deliverables and contract duties are included?” “Which strategic cost decisions and reports are included?”

RICS’s quantity surveying and construction pathway describes quantity surveyors as “the cost managers of construction.” Its careers guidance calls a quantity surveyor “the financial linchpin of any construction job.” Those descriptions explain why the terms overlap: both roles protect the project’s financial position, but their emphasis and allegiance can differ.

What a quantity surveyor does

A QS can be involved from the first feasibility study through completion and final account. The exact service depends on whether the QS represents the employer, a contractor or another party.

Client-side or professional QS

A client-side QS advises the employer or developer. Typical work includes establishing an initial budget, testing design costs, advising on procurement, preparing tender information, assessing bids, monitoring expenditure and reporting the likely final cost. During construction, the QS may value work completed, assess changes, advise on payment, monitor risk and support claims or disputes. At the end, the QS agrees or advises on the final account.

  • Feasibility and preliminary analysis: tests whether the proposed scope can be delivered within the available budget and identifies major cost drivers.
  • Measurement and estimating: calculates quantities and applies appropriate rates or other estimating methods to create a cost plan or tender estimate.
  • Cost planning: tracks the budget as design information develops, showing how changes affect the forecast.
  • Procurement and tendering: advises on procurement routes, prepares or checks bills of quantities and tender documents, answers commercial queries and analyses returns.
  • Contract documentation: helps prepare the commercial parts of the contract and identifies how payment, change and risk will be administered.
  • Construction control: reports committed cost, forecast outturn, approved and pending variations, progress valuations and commercial risks.
  • Completion: supports measurement, claims resolution and agreement of the final account.

Contractor’s QS

A contractor’s QS represents the contractor rather than the employer. The role includes pricing and reviewing the contract, managing subcontractor and supplier commercial interfaces, valuing work, administering changes, preparing applications and protecting the contractor’s margin. A contractor QS may also support notices, extensions of time, loss-and-expense assessments and claims, subject to the contract and the appointment.

The same title therefore describes different duties depending on allegiance. Ask whose commercial interests the person represents before relying on advice about valuation, entitlement or settlement.

What a cost manager does

Cost management usually starts earlier and is framed more strategically. A cost manager helps the client decide what to build, how much it should cost and which choices provide the best value over the asset’s life.

Feasibility and option appraisal

At inception, the cost manager can prepare order-of-cost estimates, test alternative areas or specifications and show the financial effect of scope decisions. Option appraisals make assumptions visible: for example, whether a change reduces capital cost but increases operating, maintenance or replacement cost.

Design-stage cost control

As architects and engineers develop the design, the cost manager updates the cost plan, checks that packages remain within allowances and identifies emerging risks. Value engineering is a structured search for the required function at an appropriate cost; it is not simply indiscriminate cutting.

Forecasting and reporting

A cost manager typically establishes a reporting routine that distinguishes the approved budget, current estimate, committed cost, changes, risk allowances and forecast final cost. The useful question is not only “What has been spent?” but also “What is likely to be spent, and what decisions can still change the outcome?”

Delivery and whole-life perspective

Many cost managers remain involved through procurement and construction, monitoring tenders, commitments, change and risk. Where the brief requires it, they also compare whole-life consequences rather than judging an option solely by its initial construction price. The appointment should state exactly which life-cycle stages and analyses are included.

Responsibilities by project stage

Stage Typical QS deliverables Typical cost-manager deliverables
Inception Preliminary estimate, initial measurement and advice on budget information Feasibility estimate, option appraisal, affordability analysis and strategic cost advice
Concept and developed design Elemental measurement, cost checks and advice on design changes Cost plan updates, value engineering, risk allowances and whole-life comparisons where commissioned
Procurement Bill of quantities or pricing documents, tender queries, bid analysis and contract-price advice Procurement strategy, market and package advice, tender evaluation and forecast-cost reporting
Construction Valuations, payment advice, variation measurement, subcontractor account and commercial reporting Cost reports, change control, risk forecasting, decision reports and coordination of cost information
Close-out Final measurement, claims and final-account support Final cost reporting, lessons for future decisions and whole-life information if included

These are illustrative scopes, not automatic inclusions. A fee proposal must identify the actual services, documents, meeting attendance, site visits and reporting frequency.

Do you need a QS, a cost manager or both?

Choose a client-side QS when detailed commercial administration is the immediate need

  • You are preparing a tender and need measured quantities, pricing documents or tender analysis.
  • The project is under construction and requires valuations, payment advice, variation assessment or final-account work.
  • You need contract, claims or dispute advice tied to particular clauses and records.
  • You want a professional to monitor a contractor’s commercial information independently.

Choose a cost manager when strategic decisions dominate

  • The project is at feasibility or early design and the brief, budget or procurement route is not settled.
  • You need option appraisal, value engineering, cost-risk forecasting or whole-life comparisons.
  • Several design packages or stakeholders need a single cost-planning and reporting framework.
  • The client needs decision papers that explain the cost and value consequences of changing scope.

Appoint one practice for an integrated service when the stages are connected

Many practices offer both capabilities. An integrated appointment can reduce hand-offs between feasibility, tendering and construction monitoring, but it does not remove the need to define who performs each task. Name the lead, identify any specialist support and state how conflicts or changes in scope will be handled.

Questions to ask before appointing

  1. Which project stages will you cover, and which are excluded?
  2. Will you act for the employer, contractor or another party?
  3. Who will measure work, assess changes and advise on payment?
  4. How often will cost reports be issued, and what will each report show?
  5. How many tenders, design revisions, site visits and meetings are included?
  6. What experience do the named people have with this building type, value and procurement route?
  7. Are claims, disputes, novation, remeasurement and final-account negotiations included or charged separately?

How quantity-surveyor and cost-manager fees are calculated

There is no globally valid average fee or universal tariff. Fees vary with country, project type, size, complexity, procurement route, programme and service scope. A percentage that looks low can cost more overall if the appointment covers a long or unusually demanding project; a higher percentage may be rational for a small, complex or poorly defined scheme.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Percentage of works cost

RICS NRM guidance says consultants’ fees should be estimated by applying a considered percentage addition to the works-cost estimate, taking account of the service type and project duration. The contract must define the cost base: for example, whether it is the original works estimate, the approved contract sum, or the final cost, and how variations, provisional sums, inflation and taxes are treated.

A Northern Ireland Department for Regional Development guide published in 2014 gives an indicative quantity-surveyor range of 2–6%. That is an old, jurisdiction-specific indication, not a current market rate or a universal benchmark. The same guide notes that fees may instead be hourly or based on a standard fee, and that role, complexity and scheme size affect the result.

Lump-sum stage fees

A fixed amount can be agreed for a defined stage, such as a feasibility report, cost plan or tender exercise. This gives budget certainty when the inputs and deliverables are stable. The appointment should state what happens if the design changes, the tender is abandoned or the programme extends.

Hourly or daily rates

Time-based charging can suit advisory work, investigations, claims or projects whose scope is still developing. Ask for the rates by staff level, minimum billing units, approval requirements and a not-to-exceed cap where appropriate.

Hybrid arrangements

A common structure is a fixed or percentage fee for predictable stages plus time charges for defined additional services. The trigger for each extra charge must be objective: redesign beyond an agreed number of submissions, a prolonged programme, additional tenders, major change, novation, dispute support or abortive work.

What a fee proposal should include

Compare proposals only when the scope, assumptions, programme and cost base are comparable. Require the following items in writing.

  1. Stage-by-stage scope: feasibility, cost planning, design development, tendering, procurement, construction monitoring, valuations, variations, claims and final account.
  2. Named deliverables: estimates, cost plans, tender reports, cash-flow forecasts, risk registers, monthly reports, valuation certificates or final-account statements.
  3. Fee basis: percentage and its exact cost base, fixed stage lump sums, hourly or daily rates, or the hybrid formula.
  4. Programme assumptions: design and construction durations, reporting cycle, mobilisation date, defects or close-out period and what constitutes a prolongation.
  5. Information assumptions: the drawings, specifications, measurement rules and cost data the consultant will receive, and who is responsible for their accuracy.
  6. Included activity: number of tenders, meetings, site visits, workshops, design reviews and report revisions.
  7. Exclusions: specialist surveys, tax advice, legal advice, planning work, detailed design, claims preparation or dispute representation unless expressly included.
  8. Additional-service triggers: redesign, abortive work, major change, a delayed or extended programme, remeasurement, novation, extra tender rounds or disputes.
  9. Expenses and taxes: travel, printing, accommodation, software or other reimbursable items, with the applicable tax treatment stated.
  10. People and governance: named lead, staff grades, substitution arrangements, approval limits and reporting contacts.

Ask the consultant to show one sample report or contents list, with confidential project information removed. It is easier to compare two reporting commitments when the output is visible than when proposals use broad phrases such as “cost control.”

Credentials, independence and appointment terms

RICS’s quantity surveying and construction pathway is a recognised UK benchmark for competence. However, the title “quantity surveyor” alone does not prove that an individual is MRICS or FRICS, that they work client-side rather than contractor-side, or that contract administration and claims are included. Verify the named person’s status, relevant project experience and the services they will personally deliver.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For medium and large appointments, RICS’s 2025 Standard Form of Consultant’s Appointment provides a formal way to state basic services, additional services and fee arrangements, including a dedicated Quantity Surveyor Services schedule. Use an appropriate appointment document and have legal advisers review amendments where the project risk warrants it.

Common mistakes and how to avoid them

Choosing by title or percentage alone

A title does not reveal allegiance or deliverables, and a percentage is meaningless without its cost base and programme. Compare like-for-like scope and outputs.

Assuming contract administration is included

Some cost-planning appointments stop at tender or provide monitoring without administering the building contract. List each required duty—valuations, payment certification, instructions, variations, claims and final account—and obtain an explicit yes or no.

Leaving changes and prolongation undefined

Projects rarely follow the original programme exactly. State the included duration, reporting frequency and fee treatment for delay, redesign, additional tendering and abortive work before services begin.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring the professional’s allegiance

A contractor’s QS is expected to protect the contractor’s commercial position; a client-side QS advises the employer. Neither is inherently more appropriate, but the appointment and communications must make the role clear.

Using an old benchmark as a promise

The 2–6% Northern Ireland figure is a 2014 indication for that jurisdiction. It should not be presented as a current UK, US or global rate. Obtain current local proposals and record the assumptions behind them.

A practical appointment checklist

  • Define the project location, sector, approximate value, procurement route and current stage.
  • Write the decisions the adviser must support: affordability, design options, tendering, construction cost, change or final account.
  • Separate basic services from additional services and identify every trigger.
  • Set the cost-report format, issue date, recipients and escalation process.
  • Record the fee basis, cost base, programme, expenses, taxes and payment terms.
  • Verify credentials, relevant examples, insurance and conflicts for the named lead.
  • Check that the appointment aligns with the main contract and preserves required notices and records.
  • Review the scope at each gateway and agree changes in writing before the consultant performs extra work.

Bottom line

“Quantity surveyor” and “cost manager” are overlapping labels, not two universally separate professions. In UK practice, a QS commonly delivers measurement, estimating, procurement, contract administration, valuations, change control and final-account work; a cost manager often adds a broader strategic focus on feasibility, option appraisal, value engineering, forecasting and whole-life cost. Decide by scope, allegiance, stage, credentials and deliverables, then compare fees only on the same cost base, programme and assumptions.
