Conventional steel is usually the safer choice for heavy crane and point loads, irregular geometry, multi-story production or support spaces, demanding architectural requirements, or a facility that will be altered frequently. Many plants get the best result from a hybrid: PEMB for the regular shell and conventional steel for heavily loaded or unusual zones.
Do not decide on frame price alone. Compare both schemes on the same performance brief and include foundations, slab, fire protection, insulation, doors and docks, cranes, mechanical/electrical/plumbing (MEP), site utilities, design, permits, escalation, contingency, maintenance and future expansion. The published savings and schedule ranges are useful planning signals, not a guaranteed price or duration for an auto-parts factory.

What a PEMB and conventional steel building actually are
Pre-engineered metal building
The U.S. International Trade Commission describes a pre-engineered metal building as an integrated system of primary rigid frames, secondary members such as wall girts and roof purlins, cladding and bracing. The system is engineered for a particular site and then fabricated for field assembly. Manufacturers coordinate the frame, secondary steel, roof and wall panels, openings and connection details as a package.
Factory punching and standardized bolted connections are intended to make erection predictable. Butler Manufacturing describes its systems as arriving with individual parts factory-punched so they fit together with bolted connections. That can reduce field cutting, welding and fitting, but it does not remove the need for a project-specific structural design, approved shop drawings, accurate foundations and qualified erection.

Conventional structural steel
Conventional construction designs and fabricates beams, columns, bracing, connections and secondary steel member by member. It can use wide-flange sections, built-up members, open-web joists, composite floors and custom connections wherever the engineer needs them. That flexibility is valuable when loads, spans, floor levels or architectural forms do not fit a repeatable frame envelope. It normally brings more individual detailing, fabrication and field coordination, which can increase cost and extend the schedule.
Where each system fits an auto-parts plant
| Decision factor | PEMB tends to fit when… | Conventional steel tends to fit when… |
|---|---|---|
| Plan and bays | The plant is low-rise, rectangular and organized around repeatable bays and expansion lines. | The plan has many offsets, transfer conditions, irregular grids or several different structural modules. |
| Clear span | Large open production, storage or shipping areas can use a manufacturer’s standard rigid-frame range. | Spans, roof levels or concentrated loads require unusual member sizes, transfers or long-span trusses. |
| Loads | Loads are moderate, distributed and defined early enough to engineer into the package. | Heavy cranes, machine point loads, severe vibration, dense mezzanines or future load changes dominate. |
| Height and floors | Most operations are on one floor with limited platforms or offices. | There are multi-story process areas, substantial mezzanines, composite floors or support structures. |
| Envelope | A coordinated metal roof and wall system meets thermal, moisture, durability and appearance requirements. | The project needs many façade materials, complex architectural transitions or a nonstandard enclosure. |
| Schedule | Early engineering, approvals and foundations can proceed while the frame is fabricated. | Design development is still changing or custom fabrication is unavoidable. |
| Future change | Expansion can follow planned end-wall or side-wall lines with known reserve capacity. | Equipment, floors and additions will be rearranged often or cannot be predicted. |
These are screening tendencies, not substitutes for engineering. A plant can begin as a regular rectangle and still require conventional steel around a stamping line, furnace, paint process, crane runway, office block or high-bay automated storage area.
Is a PEMB cheaper than conventional steel?
Often, but only when the comparison includes the complete installed facility. The U.S. General Services Administration wrote in 2025 that modular or pre-engineered buildings can save up to 35% on initial construction costs and that cited projects can finish 30% to 50% sooner than traditional construction when factory work proceeds alongside site work. Those are program-level ranges for broader modular/pre-engineered work. They are not a transparent, like-for-like auto-parts-factory case study and should not be used as a guaranteed bid reduction or duration.
Build an apples-to-apples cost model
Issue the same performance brief, site information and inclusions to the PEMB supplier and the conventional-steel design team. Put every cost in the same estimate:
- Primary frame, secondary steel, bracing and connections.
- Slab thickness, reinforcement, joints, pits, equipment pads and foundations.
- Roof and wall panels, insulation, thermal breaks, flashings, gutters, air and water control layers and interior liners.
- Fire-resistance assemblies, sprinklers, suppression systems, fire pumps, alarms, rated doors and firestopping.
- Overhead cranes, runway beams, monorails, hoists, maintenance platforms and crane-energizing systems.
- Loading docks, truck doors, large equipment doors, louvers, skylights and security openings.
- Heating, ventilation, air conditioning, process exhaust, compressed air, gases, plumbing, electrical service, lighting, controls and data.
- Site clearing, grading, drainage, paving, utilities, foundations, stormwater, permits, testing and inspection.
- Engineering, survey, geotechnical work, shop drawings, connection design, erection equipment, freight, taxes, escalation and contingency.
A PEMB quote that excludes crane support steel, equipment foundations, fire protection or MEP coordination is not cheaper than a complete conventional scheme; it is simply less complete. Ask each team to identify exclusions and allowances line by line.
Why a PEMB can lower first cost
- Repeated frame geometry allows engineering and fabrication to be standardized.
- Factory fabrication can reduce field cutting, welding, fitting and material handling.
- Bolted assembly may reduce erection labor and weather-sensitive work.
- Roof and wall components arrive as a coordinated package instead of being procured and detailed separately.
Why the apparent saving can disappear
- Deep foundations or thick slabs may be needed for poor soils, vibration or concentrated equipment loads.
- Heavy cranes can require nonstandard columns, haunches, runway beams and bracing outside the base frame package.
- High insulation levels, thermal bridges, vapor control, fire ratings or interior hygiene requirements can add substantial envelope cost.
- Irregular additions, large openings and late equipment changes can trigger redesign and re-fabrication.
- Long shipping distances, constrained sites or scarce erection crews can offset factory efficiency.
How fast can an auto-parts plant be built?
PEMB fabrication can overlap with earthwork and foundation construction, so it can shorten the period between design approval and a weather-tight shell. The GSA’s 2025 figure of 30%–50% faster completion describes a cited modular comparison, not a promised PEMB auto-parts schedule. The critical path still includes permitting, geotechnical decisions, foundation design, anchor-bolt setting, shop-drawing approval, shipping, erection, utilities, fire protection, commissioning and production-equipment installation.

A realistic sequence to protect the schedule
- Freeze the performance brief. Confirm clear heights, bay spacing, crane loads, equipment loads, mezzanines, fire ratings, thermal targets, openings and expansion lines before requesting a final frame design.
- Complete survey and geotechnical work. Soil bearing, settlement, seismic conditions, groundwater and frost depth determine foundations and can control the start of steel fabrication.
- Coordinate the preliminary frame. Place production lines, cranes, docks, process exhaust, utilities, sprinklers and maintenance access on one coordinated model or drawing set.
- Release shop drawings promptly. Establish who designs connections, who checks openings and who approves revisions. An unapproved drawing package is not released steel.
- Construct and survey foundations. Set anchor bolts to the frame supplier’s tolerances. Verify locations and elevations before steel arrives; correcting embedded bolts after delivery is expensive.
- Fabricate while site work proceeds. Confirm material purchasing, factory quality checks, loading sequence, delivery windows and protected storage.
- Erect the shell in planned lifts. Sequence frames, purlins, girts, bracing, roof, wall panels and temporary stability. Coordinate cranes, traffic, weather and fall protection.
- Close in and commission systems. Install insulation, fire protection, MEP, doors, docks, controls and production equipment; then perform inspections, testing, balancing and authority approvals.
Conventional steel can match or beat a PEMB schedule when the PEMB design is repeatedly revised, when foundations cannot be released early, or when the conventional fabricator has better local capacity. The schedule advantage comes from disciplined scope and parallel work, not from the label alone.

Yes, but only when those demands are part of the structural brief from the beginning. Do not select a standard frame first and ask the supplier to “fit in” a crane or stamping line later.
Information the engineer needs
- Crane capacity, span, wheel loads, wheel spacing, lifted load, impact factors, duty class, runway length and operating frequency.
- Whether the crane is top-running, under-running, monorail or a special hoist arrangement.
- Machine dead load, operating load, anchor pattern, dynamic forces, vibration limits and maintenance-removal path.
- Point loads from racks, dies, presses, conveyors, robots, tanks and platforms.
- Mezzanine occupancy, floor loading, guardrails, stairs, seismic restraint and fire separation.
- Deflection and drift limits for cladding, cranes, process piping, doors and precision equipment.
The resulting design may use reinforced columns, built-up members, separate runway beams, independent crane support, local transfer frames or conventional steel. A hybrid solution can keep a standard PEMB shell while isolating intense loads in a conventional frame. The structural engineer must check fatigue, vibration, stability, connections, foundations and the interaction between crane operation and the building envelope.
Geometry, expansion and production change
Map the plant before choosing the frame
Draw the production, raw-material, finished-goods, maintenance, employee, truck and fire-access paths at the same time as the structural grid. Mark clear spans, column-free zones, roof elevations, dock faces, equipment-removal openings, crane runways, mezzanines and utility corridors. A regular grid with a predictable side or end expansion line supports PEMB economics. A grid that changes repeatedly may favor conventional steel or a hybrid.
Design the first expansion deliberately
Identify which wall will be removed or extended, whether the end frame can become an interior frame, how the roof drainage will continue, and whether foundations, bracing and utilities have reserve capacity. Confirm that the manufacturer’s warranty, coatings, flashings and panel profiles support the planned addition. “Expandable” is not a complete design unless the future load path, fire separation, egress and utility capacity are documented.

Account for late equipment changes
Auto-parts programs often refine line layouts after a building contract. Establish a change-control date and a formal process for revised point loads, openings, supports and clearances. In a PEMB, moving a column, door or brace after fabrication can affect several coordinated components. Conventional steel may absorb some changes more easily, but late changes still cost money and time.

Fire protection, code and authority approvals
A metal frame does not determine the building’s required fire strategy. The authority having jurisdiction (AHJ), adopted building and fire codes, occupancy classification, stored materials, process hazards, height, area, travel distances and insurance criteria determine the requirements.
Resolve these questions during concept design
- What occupancy or mixed-occupancy classifications apply to production, warehouse, offices, laboratories and hazardous processes?
- Which columns, beams, roof assemblies, walls and doors require a fire-resistance rating?
- Is the sprinkler system ordinary, extra-hazard, high-piled-storage or a special suppression design?
- Where are fire walls, smoke barriers, rated shafts, control areas and fire department access routes needed?
- How do egress widths, exit numbers, travel distances, emergency lighting and doors work around equipment and storage?
- What combustible liquids, dust, gases, paints, oils, batteries or heat-producing processes require additional protection?
Coordinate sprinkler mains, branch lines, fire pumps, roof bracing, lighting, ducts and cranes before fabrication. A rated assembly may require specific protection around steel, penetrations and joints; adding it after panels and services are installed can create rework. Obtain written AHJ and fire-protection-engineer decisions rather than relying on a generic “industrial building” assumption.
Insulation, energy and moisture control
Choose the envelope for the project climate and the applicable International Energy Conservation Code (IECC) edition or local energy code. The decision is not simply “blanket insulation versus no insulation.” It includes thermal resistance, thermal bridges, air leakage, vapor control, condensation risk, roof reflectance, daylight, acoustics, interior temperature, humidity, corrosion and maintenance.

Envelope items to specify
- Roof and wall assembly, insulation type and continuous-insulation strategy.
- Thermal breaks at girts, clips, framing, doors, windows and panel joints.
- Air barrier and water-resistive layer continuity, sealants, flashings and penetrations.
- Interior liner panels or impact protection in production and forklift areas.
- Roof drainage, snow and rain loads, condensation control and maintenance access.
- Corrosion-protection system matched to coastal exposure, chemicals, humidity and wash-down conditions.
- Daylighting, solar control, ventilation, process exhaust and heating/cooling loads.
The U.S. Department of Energy identifies energy performance, code compliance, logistics, safety and labor as material questions in prefabricated construction. Its 2020 field-study target covered 45 modular projects across four climate zones in three states; that program is useful context for evaluating prefabrication, but it is not an auto-parts-factory performance guarantee. Model energy use and condensation risk for the actual assembly and operating schedule.
MEP and process coordination
Production equipment can dictate the roof, slab, utility spine and access more strongly than the frame. Reserve structural zones for process exhaust, make-up air, compressed air, cooling water, gases, electrical busway, cable tray, sprinklers and maintenance platforms. Confirm whether ducts and pipes hang from purlins, independent trapezes or a dedicated utility rack, and verify allowable loads and penetrations with the structural engineer.
Set equipment pads, trenches, pits, drains and housekeeping curbs before slab reinforcement is released. Coordinate dock equipment, truck turning, forklift charging, battery ventilation, emergency power and fire alarm interfaces. A PEMB package does not automatically include process utilities; the owner’s equipment engineer and MEP designers must define and coordinate them.

When a hybrid building is the best answer
A hybrid separates repetitive work from exceptional work. Typical arrangements include a PEMB shell for warehouse and assembly bays, conventional steel around a heavy press line, a conventional multi-story office or laboratory block, a reinforced concrete or steel crane bay, and a custom utility or process mezzanine.

Benefits
- Use PEMB standardization where it produces the most schedule and fabrication benefit.
- Use conventional members where crane, vibration, fire, floor or geometry demands exceed the standard package.
- Keep unusual loads from forcing every bay of the building into a heavier custom frame.
- Allow future expansion by assigning clear structural and fire interfaces between systems.
Coordination risks
- Define differential movement, tolerances, drainage, flashing and fire separation at the interface.
- Assign one engineer responsibility for global stability and load transfer, not separate disconnected calculations.
- Coordinate foundations and anchor bolts so the two systems do not compete for the same tolerances.
- Align erection sequence, temporary bracing, crane access and procurement responsibilities.
A decision process for the owner and design team
- Write the owner’s performance brief. State production processes, operating hours, clear heights, spans, loads, cranes, vibration limits, environmental conditions, fire criteria, energy targets, appearance and service life.
- Freeze site facts. Obtain survey, geotechnical data, flood and drainage information, seismic and wind criteria, utility locations, access constraints and local code requirements.
- Lay out two structural concepts. Have a PEMB supplier and a conventional-steel engineer use the same grid, equipment plan, openings and expansion assumptions.
- Run load and constructability checks. Test crane fatigue, equipment point loads, mezzanines, roof loads, drift, vibration, foundation reactions, erection stability and maintenance access.
- Price complete scope. Normalize inclusions for foundations, slab, envelope, fire protection, MEP, cranes, site work, design, permits, freight, erection and contingency.
- Create a schedule with decision gates. Show design approvals, procurement, foundation release, fabrication, delivery, erection, enclosure, MEP, equipment installation, inspections and commissioning.
- Score lifecycle consequences. Compare energy, corrosion protection, roof and panel maintenance, replacement access, adaptability, downtime and salvage or reuse assumptions.
- Select the system or hybrid by documented value. Record why the chosen scheme meets loads, code, schedule and future-change requirements, and list the conditions that would trigger redesign.

Planning expansion without a load path or code plan
Show future columns, foundations, bracing, fire walls, egress, drainage, utilities and panel transitions on the initial documents. Reserve capacity only where it is engineered and paid for.
Lifecycle cost and operational resilience
Initial construction cost is only one ownership metric. Compare expected roof and panel inspections, coating renewal, corrosion exposure, sealant and flashing replacement, access for repairs, energy consumption, interior damage from forklifts, and the cost of shutting down production for work.
Ask how a damaged panel, purlin or door will be replaced, whether spare profiles and coatings remain available, and how future equipment will enter the building. Consider whether a change requires removing cladding, reinforcing a frame, relocating utilities or stopping a production line. Conventional steel may offer more modification options, while a PEMB may offer simpler repeatability; the right answer depends on the owner’s change rate and maintenance plan.
Bottom-line selection
Choose a PEMB when the auto-parts facility is predominantly low-rise and regular, the clear-span and bay pattern is repeatable, loads and openings can be defined early, and a coordinated metal envelope meets the climate, code and operating requirements. Choose conventional steel where heavy cranes, severe point loads, vibration, multi-story areas, irregular geometry, extensive architectural work or frequent structural changes outweigh standardization. Choose a hybrid when those conditions occur only in defined zones.
Before signing a contract, have the owner, structural engineer, PEMB manufacturer or steel fabricator, fire-protection engineer, MEP team, equipment suppliers, estimator and AHJ review the same performance brief. The best system is the one that delivers the required production, safety, enclosure, schedule and future flexibility at a transparent total installed and lifecycle cost—not the one with the lowest unqualified frame price.
