Choose a pre-approved (stock) plan when you want a lower-cost, faster design starting point and can accept its basic layout. Choose custom design when the lot, household, accessibility needs, or architectural brief demand a solution no catalog plan can provide. The important qualification is that a plan purchase and a permit-ready custom drawing package rarely include the same work. A fair decision compares deliverables, local adaptation, engineering, energy documents, revisions, and permit support—not just the advertised design fee.
“Pre-approved” also does not mean automatically approved for your parcel. Zoning, setbacks, site conditions, structural loads, energy rules, and submission procedures are set by the authority having jurisdiction. Confirm the local requirements before treating any existing plan as ready to build.

What you are actually buying
Pre-approved or stock house plans
A stock plan is a previously drawn design sold for reuse. The package may include floor plans, elevations, building sections, and a limited license to build the design. Some publishers offer modification services or optional engineering; others sell drawings that still need substantial local work.
The label “pre-approved” describes a plan’s prior use or a publisher’s marketing description, not a blanket approval for every site. Your building department may require a site plan, foundation redesign, wind or seismic calculations, energy forms, accessibility details, truss information, or a professional seal. A sloped lot, flood zone, wildfire exposure, unusual soil, or local snow and wind loads can change the structural and civil work.

Custom residential design
Custom design starts with your lot, room list, budget, and priorities. The designer develops a concept, tests it against setbacks and site constraints, and then produces drawings coordinated with structural and energy professionals. Depending on the provider, the contract may also cover permit responses, builder coordination, or construction administration. Those services are separate scope items unless the proposal says they are included.
Pre-approved versus custom: the practical differences
| Decision factor | Pre-approved plan | Custom design |
|---|---|---|
| Starting point | Existing design selected from a catalog | Brief and site-specific design developed for your project |
| Upfront design price | Usually a plan license or drawing fee; scope varies by publisher | Professional design and documentation fee; scope varies by consultant |
| Lot fit | Must be checked and often adapted to the actual parcel | Designed around setbacks, orientation, grade, access, and site conditions |
| Engineering and energy work | May be optional, delegated, or required locally after purchase | Can be commissioned and coordinated as part of the drawing package |
| Revision freedom | Limited by the original geometry, license terms, and modification fees | Broad flexibility, subject to budget, code, and consultant capacity |
| Permit responsibility | Often shared among the owner, local designer, engineer, and plan preparer | Can be assigned to one lead consultant, but only if the contract states it |
| Schedule risk | Design work may be shorter, but local adaptations and review can add time | More front-end design time, with fewer compromises if the brief is clear |
Costs: compare matching scopes, not headline prices
A 2026 publisher guide reports stock house-plan prices of $700–$2,200. That is the publisher’s reported plan-price range, not a national transaction dataset and not the cost of a complete permit package. See HomePlan HQ’s 2026 guide for the stated range and its distinction between buying a plan and preparing it for submission.
For a local custom benchmark, Boise Construction Co says a permit-ready custom drawing set in the Treasure Valley, including structural engineering and energy compliance, runs roughly $9,000–$35,000. Those are the provider’s 2026 estimates for that market and scope, not a national average. Its figure cannot be treated as a direct “stock-plan savings” calculation because the stock-plan price generally covers a different set of documents and services. The provider describes its offering at Boise Construction Co’s home-plans and design page.

- Plan modifications for room dimensions, roof geometry, window changes, or a different foundation.
- A site survey, topographic information, plot plan, or civil drawings.
- Structural calculations, foundation design, truss or beam sizing, and a professional seal where required.
- Energy-code calculations, compliance forms, mechanical schedules, or local sustainability documentation.
- Geotechnical, drainage, flood, wildfire, wind, snow, or seismic studies triggered by the parcel.
- Permit application fees, plan-review fees, resubmittals, and responses to correction notices.
- Builder coordination, shop-drawing review, or construction administration.
How to normalize competing proposals
Ask every provider to identify the same deliverables. A low plan price can be sensible if you knowingly purchase drawings and hire local professionals separately; it is not comparable to a higher quote that includes engineering, energy compliance, permit responses, and coordination. Request a line-item schedule showing the number of drawing sheets, included revisions, engineering disciplines, seals, site documents, permit support, and ownership or license rights.

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque
- Both the DEWALT impact driver and drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Also ask what happens when the building department requests a change. Some agreements include one round of corrections; others bill hourly or per resubmittal. Clarify whether consultant coordination is included and who pays for redesign caused by an unforeseen site condition. Obtain written local quotes before committing, because the cited prices are examples from a publisher and a Treasure Valley provider rather than a universal market benchmark.
Timelines: separate design, review, and construction
Do not quote one project duration without stating what it covers. Design production, engineering, permit review, and construction are different phases controlled by different people.
| Phase or estimate | Published timing | How to interpret it |
|---|---|---|
| Custom drawing set and engineering | 8–16 weeks | Boise Construction Co’s 2026 Treasure Valley estimate for its permit-ready custom package |
| County plan review | 3–8 additional weeks | The same provider’s estimate after the drawing package is submitted; local workload and corrections can change it |
| Schematic design | 3–5 months | NHG HOME’s Orange County phase estimate |
| Construction documents and engineering | 3–4 months | NHG HOME’s Orange County phase estimate, following schematic work |
| Permit and plan check | 4–8 months | NHG HOME’s Orange County estimate for that phase |
| Overall 18–30 months | 18–30 months | NHG HOME says this total includes later construction phases; it is not a design-only duration |
The Orange County phase ranges come from NHG HOME’s custom-construction page. They describe that provider’s process and geography, not a national standard. A stock plan can remove the need to develop a concept from zero, but the time saved depends on how many changes the lot and code require. A plan that needs a new foundation, extensive structural revisions, or several correction cycles may lose much of its apparent schedule advantage.
Typical sequence for a stock plan
- Screen the parcel. Obtain zoning, setback, height, lot-coverage, parking, and overlay information from the local authority.
- Test the design on the site. Confirm orientation, driveway access, grades, utilities, drainage, easements, and required fire access.
- Order the correct license and files. Verify that the package includes the file formats your local professionals and building department accept.
- Commission local adaptations. Have a qualified designer or engineer address foundation, structural loads, energy compliance, and site-specific sheets.
- Assemble and submit the permit set. Identify who signs, submits, tracks comments, and pays fees.
Typical sequence for custom design
- Brief and feasibility. Define rooms, priorities, budget, schedule, and non-negotiable site constraints.
- Schematic design. Compare massing and layouts before committing to detailed documentation.
- Design development and engineering. Coordinate structure, energy, mechanical, electrical, plumbing, and any civil requirements.
- Construction documents. Produce the drawings and specifications required by your jurisdiction and builder.
- Plan review and corrections. Respond to official comments, revise the set, and obtain approval before construction.
Lot and local-code fit
Fit is the strongest reason to favor custom work. A catalog plan may place the garage on the wrong side, waste a view, conflict with a slope, exceed lot coverage, or leave no practical route for utilities. Moving a room or rotating a building can affect roof framing, bearing lines, drainage, egress, energy performance, and cost.

Start with the authority having jurisdiction, not the plan seller. Ask for current zoning and submittal requirements, including whether a licensed architect or engineer must seal particular sheets. Confirm flood, wildfire, seismic, wind, snow, energy, accessibility, and storm-water rules when they apply. The plan publisher’s description is not a substitute for a local code review.
Flexibility, revisions, and design control
Where a stock plan works well
- Your parcel is relatively conventional and the orientation, setbacks, and foundation type match the design.
- The household accepts the room arrangement, exterior character, and circulation with only modest changes.
- You value a known starting layout and can budget separately for local engineering and permit work.
Where custom design earns its premium
- The lot is narrow, steep, irregular, constrained by easements, or has a strong solar or view objective.
- You need multigenerational zoning, aging-in-place features, unusual accessibility, or specialized work areas.
- You want a specific relationship among indoor rooms, outdoor spaces, daylight, privacy, and prevailing weather.
- The project must coordinate unusual systems, materials, or performance targets from the outset.
Every revision has a consequence. Changing a window can affect energy calculations; moving a stair can alter structure and egress; enlarging a room can change spans and mechanical distribution. Ask how many design-review cycles are included and when the consultant considers the design “frozen” for engineering.
Who coordinates the work?
Responsibility is often more important than the drawing style. A stock-plan purchase may leave you coordinating the plan publisher, a local designer, a structural engineer, an energy consultant, and the builder. A custom lead designer may coordinate those parties, but only a written scope makes that obligation enforceable.
Put one person in charge of the current drawing set. Require a revision log, sheet dates, and a rule that superseded files are removed from the builder’s use. Establish who answers plan-review comments and who confirms that engineering changes flow back into architectural sheets. If the builder is expected to price from the documents, ask whether the set is sufficiently detailed for bids or only for permit submission.

A decision framework you can use
| If your situation is mainly… | Likely starting point | Condition to verify |
|---|---|---|
| Conventional lot, familiar room arrangement, limited changes | Pre-approved plan | Local foundation, structural, energy, and site-document requirements |
| Difficult lot or strict orientation/view goals | Custom design | Design fee, engineering scope, and milestone schedule |
| Strong budget ceiling but willingness to coordinate consultants | Stock plan with controlled modifications | Total installed design-and-permit cost, not just the license fee |
| Accessibility, multigenerational, or highly specific program | Custom design | Written room-by-room brief and review checkpoints |
| Urgent start date | Whichever option has a credible local schedule | Availability of the designer, engineer, and permitting authority |
There is no established national statistic showing a universal percentage saving for stock plans or a guaranteed financial payback for custom design. The value of custom work is usually the ability to solve a site or living requirement; whether that value outweighs the added fee depends on your project.
Questions to ask before signing
- Exactly which sheets, specifications, calculations, and professional seals are included?
- Is the quoted price for a license, a design service, a permit-ready set, or all three?
- How many revisions and correction responses are included, and what are the hourly or fixed rates afterward?
- Who verifies zoning, setbacks, easements, site access, and utility locations?
- Who hires and coordinates structural, civil, energy, mechanical, electrical, and plumbing consultants?
- Who submits the permit, tracks comments, attends meetings, and pays authority fees?
- What conditions can trigger redesign, a schedule extension, or additional fees?
- Can the builder use the documents for bidding and construction, and what license rights do you receive?
- What is the milestone schedule, and which dates depend on information or decisions from you?
- How will you receive and approve the final, coordinated drawing set?
Common failure modes and fixes
Assuming “pre-approved” means permit-ready everywhere
Fix: Send the actual plan index to your building department or local professional and obtain a written list of missing site, engineering, energy, and submission items.
Comparing a plan license with a complete custom package
Fix: Build a scope matrix that lists drawings, calculations, seals, revisions, permit support, and construction coordination for every quote.

Using an outdated or conflicting drawing set
Fix: Nominate one document controller, issue dated revisions, and require the builder to acknowledge the current set.
Treating a permit estimate as a promise
Fix: Ask what assumptions support the schedule, who controls each phase, and how correction cycles are handled.
How to make the final choice
Obtain at least one stock-plan proposal and one custom proposal that describe equivalent deliverables. Have each provider review the same site information and room brief. Then compare the total fee, the work still left for you, the number of coordination handoffs, and the schedule through permit approval.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsIf the stock design meets your needs after a professional site and code check, it can be an efficient foundation. If adapting it requires repeated structural, energy, or layout changes, a custom brief may provide better control even though its design-document fee is higher. In either case, confirm the final scope and requirements with local professionals and your permitting authority before construction contracts are signed.
