Blended hydraulic cement can be a sound alternative to conventional portland cement when the project specification allows it and the selected product meets the required exposure, strength, setting, durability and supply conditions. The practical choice is not “green cement” versus “regular cement.” It is a specification decision: identify the cement type, confirm the performance designation, qualify the concrete mixture, obtain the required approval and document the product’s environmental impact using comparable data.
For many routine applications, Type IL portland-limestone cement is the first alternative to investigate. American Cement Association guidance reports that replacing portland cement with PLC can reduce the concrete mixture’s carbon footprint by up to 10%. That is an association-reported maximum, not a guaranteed saving for every supplier, mixture or job. Type IP, Type IS and Type IT blended cements may be better choices when pozzolan, slag or a combination of materials is needed for a particular durability or heat-performance objective.

What is an alternative to Portland cement?
In construction specifications, the most established alternatives are blended hydraulic cements: cements made by combining portland-clinker-based cement with limestone, slag, pozzolan or combinations of those materials. They are still hydraulic cements, so they harden through reactions with water and can serve familiar concrete applications when their designated requirements are met.
The word “alternative” does not mean that every lower-clinker product behaves identically to ordinary portland cement. The blend, fineness, chemistry, replacement level, curing conditions, aggregate, admixtures and temperature all influence setting and strength development. A cement designation is therefore a starting point for selection, not a substitute for reviewing the project specification and product data.

Two ASTM routes commonly appear in United States specifications:
- ASTM C595/C595M classifies blended hydraulic cements by ingredients and proportions, with specified performance tests.
- ASTM C1157/C1157M is a performance-based route. Acceptance is governed by required performance criteria rather than by a prescribed blend recipe.
The current ASTM listing identifies C595/C595M-26 as the current edition. Always use the edition named by the contract, agency or jurisdiction, because a project specification can impose requirements beyond the base standard.
How ASTM C595 and C1157 change the selection process
ASTM C595/C595M: ingredient-based blended cement types
C595 covers blended hydraulic cements made with slag, pozzolan, limestone or combinations of those materials. It prescribes ingredients and proportions and includes performance requirements. The standard’s test coverage addresses properties such as chemical composition, fineness, expansion, setting time, air content, compressive strength, heat of hydration, water requirement, shrinkage, activity index and sulfate resistance.
ASTM’s own description distinguishes this approach from C1157: “This specification prescribes ingredients and proportions, with some performance requirements, whereas Performance Specification C1157/C1157M is a hydraulic cement specification in which performance criteria alone govern the products and their acceptance.” The quotation describes the distinction; it does not remove the need to check the project’s actual acceptance language.
ASTM C1157/C1157M: performance-based hydraulic cement
C1157 lets an owner or designer specify the performance that matters—such as sulfate resistance, heat behavior or strength—without requiring a particular blend recipe. This can help when an available product has a suitable performance record but does not fit a prescriptive ingredient category.
Performance-based acceptance is not automatic. Confirm that the owner, engineer, building official or transportation agency accepts C1157 for the work, and verify that a local supplier can provide a compliant product with the documentation the contract requires.

Type IL, IP, IS and IT: what the designations mean
| Designation | Meaning | Primary blended material | What to verify before use |
|---|---|---|---|
| Type IL | Portland-limestone cement | Limestone | Actual limestone proportion, applicable special-property designation, strength and setting data, and local acceptance |
| Type IP | Portland-pozzolan cement | Pozzolan | Pozzolan source, strength development at the project’s acceptance age, heat behavior, sulfate requirements and compatibility with the mixture |
| Type IS | Portland blast-furnace slag cement | Ground granulated blast-furnace slag | Strength and setting behavior at the specified temperature and age, heat requirements, sulfate exposure and supply continuity |
| Type IT | Ternary blended cement | A combination of two supplementary or blended constituents, as permitted by the applicable standard | Each constituent’s role, combined performance data, special designations and project approval |
For Type IL, the cited ASTM and industry descriptions define the limestone content as more than 5% and no more than 15% by mass. Do not infer the exact percentage in a delivered product from the type name alone; request the manufacturer’s current certificate or product data.

Is blended cement as strong as Portland cement?
It can meet the same specified strength requirements, but “as strong” must be defined by the age and conditions that govern the project. The relevant comparison is not a generic 28-day number copied from another job. It is the strength development of the proposed mixture at the acceptance age, with the actual aggregates, water-to-cementitious-materials ratio, admixtures, curing and temperature.
American Cement Association guidance notes that supplementary cementitious materials can reduce concrete’s carbon footprint and can lead to lower strength development at 28 days. That observation is not a schedule prediction for every blended cement. Some products and mixtures reach the required strength on the normal schedule; others need a different mixture proportion, longer curing, a later acceptance age or additional trial work.
Strength questions to answer
- What compressive-strength age does the specification use—often 28 days, but not always?
- Is early strength needed for form removal, post-tensioning, traffic opening, precast cycling or cold-weather work?
- What curing temperature and method will the concrete experience?
- Does the supplier have data from a mixture using the project’s aggregates and admixtures?
- Will the engineer accept a trial mixture or a revised strength-development curve?
Setting and finishing
Blended cements can alter initial and final setting, bleeding, finishing time and sensitivity to temperature. A change that is harmless in a warm-weather slab may be important in a winter placement, a fast-track repair or a pumped high-rise pour. Confirm setting-time data under representative conditions and plan a field trial when the placement window is tight.

Type IL is often the first blended option to investigate for routine general concrete because it is intended for general construction and is described by the American Cement Association as having performance comparable to portland cement. The same industry guidance reports a lower carbon footprint when PLC replaces portland cement, with a reduction of up to 10% in concrete mixtures.

Use Type IL as a candidate when all of the following are true:
- The contract, agency or owner accepts Type IL under the applicable cement standard.
- The exposure conditions do not require a special property that the proposed product lacks.
- The product’s strength and setting behavior fit the construction schedule.
- The local supplier can provide consistent deliveries and current compliance documentation.
- The concrete producer has confirmed compatibility with the planned aggregates and admixtures.
Do not treat “up to 10%” as a project guarantee. The reported value is an association statement, and the actual reduction depends on clinker content, plant operations, transport, mixture proportions, curing and the accounting boundary used. If the project has a carbon target, request a current product-specific environmental product declaration (EPD) or other required disclosure and compare products using the same declared unit and lifecycle boundary.
When Type IP, Type IS or Type IT may be a better fit
Type IP: portland-pozzolan cement
Type IP incorporates pozzolanic material. It may be considered when the project team is targeting a particular heat, permeability or durability profile, provided the product’s demonstrated performance matches the exposure and acceptance requirements. Because strength development can vary with pozzolan type and curing temperature, obtain age-specific data rather than relying on the designation alone.
Type IS: portland blast-furnace slag cement
Type IS incorporates blast-furnace slag. It can be useful when the mixture requires a particular heat or durability response, but setting and early-strength behavior should be checked at the temperatures expected during placement. Confirm that the supplier can maintain the required source and delivery schedule.
Type IT: ternary blended cement
Type IT combines blended constituents. A ternary product can be selected when the combined materials provide a useful balance of strength development, heat control, durability or carbon reduction. Its performance must be evaluated as a complete cement, not by adding assumptions about each ingredient’s behavior.
Match the cement to exposure and special properties
Start with the exposure class and project-specific risks, then select the cement designation and special properties that address them. A general-purpose Type IL may be appropriate for an interior slab but unsuitable for a structure with a specified sulfate-resistance requirement unless the product carries the required designation and documentation.

| Project concern | Information to compare | Evidence to request |
|---|---|---|
| Sulfate exposure | Required sulfate-resistance level and applicable designation | Certificate of compliance, test results and product submittal |
| Heat of hydration | Mass placement limits, thermal-control plan and required heat behavior | Heat data under the applicable test method and mixture-specific thermal analysis |
| Early opening or form removal | Required strength at the actual early age | Strength-development data and trial-mixture results |
| Cold-weather placement | Setting and strength at expected concrete temperatures | Temperature-conditioned trial data and curing plan |
| Durability and shrinkage | Permeability, shrinkage, air system and exposure requirements | Product data plus concrete-mixture qualification results |
| Air-entrained concrete | Required air content and freeze-thaw exposure | Air-entrainment compatibility data and field-control procedures |
The standard’s listed tests are useful screening tools, but cement data alone do not qualify the finished concrete. Aggregate properties, water, admixtures, batching accuracy, placement and curing can change the result.

Does portland-limestone cement reduce concrete’s carbon footprint?
It can. Replacing some clinker with limestone generally reduces the amount of clinker manufactured per unit of cement. The American Cement Association reports that PLC can reduce the carbon footprint of concrete mixtures by up to 10% compared with portland cement. The phrase “up to” matters: it describes the upper end of the association’s reported range, not a guaranteed saving for an individual product or project.
Use product-specific evidence when carbon performance affects procurement, planning permission, owner reporting or an embodied-carbon target. Ask for:
- The current EPD or environmental disclosure for the cement or concrete product.
- The declared unit, such as a mass of cement or a cubic metre of concrete.
- The lifecycle boundary and impact category used for the comparison.
- The manufacturing location and transport assumptions.
- The clinker, limestone, slag and pozzolan proportions applicable to the supplied product.
Do not compare a cement-level value with a concrete-level value, or a product EPD with a category average, without aligning the boundaries and units. A lower-carbon cement may not lower the project’s total embodied carbon if the mixture requires substantially more cementitious material or if transport and construction effects dominate.
Project checklist: approving a blended cement
- Read the contract first. Identify the permitted cement standards, types, special designations, agency lists and submittal deadlines.
- Define the performance need. Record exposure classes, sulfate conditions, heat limits, required strengths and acceptance ages, setting constraints, air requirements and durability criteria.
- Identify candidate products. Ask local cement and ready-mix suppliers which Type IL, IP, IS, IT or C1157 products are currently manufactured and routinely delivered to the site.
- Obtain current documentation. Collect the cement certificate, standard designation, special-property designations, test data, safety information and any required EPD.
- Check mixture compatibility. Review aggregate sources, admixture brands and dosages, water demand, air entrainment, pumping and finishing requirements with the concrete producer.
- Qualify the mixture. Run laboratory or field trials when early strength, setting, thermal control, durability or a demanding placement schedule makes performance uncertain.
- Submit for approval. Send the proposed cement and mixture documents through the engineer, owner or agency approval process. Do not change a specified cement silently.
- Plan production control. Confirm silo identification, delivery records, batch tickets, testing frequency, curing procedures and procedures for handling a supply interruption.
- Monitor the first placements. Check slump, air, temperature, setting observations, cylinders or other specified tests, and finishing behavior against the approved mixture.
One-to-one substitution: what it does and does not mean
American Cement Association sustainability guidance states that PLC can be a one-to-one substitution in mixtures designed for traditional portland cement. This is general industry guidance, not blanket authorization to replace cement on every project without review.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteA one-to-one substitution means the cement type may replace the specified portland cement at the same nominal cementitious-material quantity when the mixture and specification permit it. It does not prove that the new mixture will have identical setting, early strength, air demand, shrinkage, thermal behavior or finishability. The engineer and concrete producer still need to confirm the actual product and mixture.

Availability, procurement and continuity
Availability is a practical constraint. The American Cement Association cautions: “Check the local availability of specific cement types as some cements are not available everywhere.” A type listed in a standard may not be stocked by the nearest terminal, available in the required quantity or deliverable on the project’s schedule.
Ask suppliers whether the product is made locally or shipped from another plant, what lead time applies, whether the source can change during the work and how a substitute would be approved. For a large or long-duration project, identify a backup source and define the documentation required if the cement plant, blend or delivery route changes.
Common mistakes and how to correct them
| Mistake | Why it creates risk | Correction |
|---|---|---|
| Choosing the lowest-carbon label without checking the specification | The product may not be accepted or may lack a required special property | Start with contract acceptance and exposure requirements, then compare environmental data among compliant products |
| Assuming every Type IL behaves the same | Manufacturing chemistry, fineness and mixture ingredients vary | Use the actual supplier’s data and qualify the proposed mixture |
| Using a 28-day result to predict an early-opening schedule | Blended cements can develop strength at different rates | Specify and test the age that controls the work sequence |
| Ignoring temperature | Cold or hot conditions can change setting and strength development | Condition trials and curing plans to expected placement temperatures |
| Comparing unmatched carbon figures | Cement and concrete disclosures can use different units and boundaries | Compare current, product-specific documents on a consistent basis |
| Changing cement without a formal submittal | The substitution can violate the contract or invalidate prior mixture approval | Obtain written approval before batching the changed cement |
Worked selection examples
Routine commercial slab
A commercial slab with ordinary exposure, no unusual heat limit and a conventional 28-day acceptance age may be a good candidate for Type IL. The team would still confirm local approval, obtain the product data, check admixture compatibility and verify that the supplier can maintain deliveries. A carbon benefit would be reported only from the product’s current environmental documentation or from the qualified project accounting method.

A thick foundation or dam-like placement should not be assigned a cement type solely because it has a lower nominal carbon value. Heat-of-hydration requirements, thermal gradients, curing and crack-control analysis govern. Compare Type IP, IS, IT or a C1157 performance-based product using the project’s thermal criteria and trial data.
Fast-track pavement repair
A repair that must reopen to traffic quickly needs verified early-age strength and predictable setting. A blended cement may still work, but the decision requires early-age testing at the expected temperature, an approved curing method and a contingency plan if strength is delayed.
Sulfate-exposed foundation
For sulfate exposure, select the required sulfate-resistance designation or performance level first. Then compare compliant Type IL, IP, IS, IT or C1157 products using documented test results. The base type alone does not establish adequate sulfate resistance.
Questions to ask the supplier and engineer
- Which exact ASTM designation and edition does the product meet?
- Does it carry the special sulfate, heat or air-entrainment designation required by this project?
- What are the typical and certified setting times, fineness and strength results?
- What strength data exist at the project’s acceptance age and at any earlier schedule-control ages?
- Has the product been used with the proposed aggregates and admixtures?
- What is the current limestone, slag or pozzolan content, and can it vary by production source?
- Is the product continuously available in the required quantity and delivery window?
- Can the supplier provide a current EPD with the declared unit and lifecycle boundary?
- What approval, trial-batch and inspection records will the owner or agency require?
- What is the documented procedure if the approved cement becomes unavailable?
How to make the final decision
Use a sequence that protects both performance and carbon objectives: acceptance first, exposure and special properties second, strength and setting behavior third, mixture compatibility fourth, availability fifth, and environmental documentation alongside the other comparisons. If a candidate fails any mandatory requirement, remove it from consideration rather than trying to compensate with an unsupported carbon claim.
For general construction, Type IL is often the sensible first product to investigate. For heat, sulfate, early-strength or other demanding conditions, compare all compliant categories and performance-based options with project-specific evidence. The right alternative is the cement that the project can legally accept, reliably obtain and demonstrate to perform in the actual concrete—not simply the one with the most attractive category label.
