Permission in principle (PiP) and full planning permission are not interchangeable. PiP is an initial decision that a site is suitable in principle for a specified location, land use and amount of development. You cannot start building on PiP alone. You must obtain technical details consent (TDC), which assesses the detailed scheme and, when granted, has the effect of granting planning permission within the PiP terms.
Full planning permission decides the detailed proposal through one application. The right route depends on whether the project is eligible for PiP, how much early certainty you need about a site, the information you can prepare now and the deadline attached to any PiP grant.

PiP and full planning permission at a glance
| Question | Permission in principle route | Full planning permission route |
|---|---|---|
| What is decided initially? | Whether the site is suitable in principle, limited to its location, land use and amount of development. | The detailed development proposal submitted to the authority. |
| How many stages? | Two: PiP followed by a technical details consent application. | One detailed application for full planning permission, although conditions and other statutory requirements may still apply. |
| Can construction start after the first decision? | No. PiP alone is insufficient. TDC must be granted before development proceeds. | A grant is planning permission for the proposal, subject to its terms and conditions. |
| What is left to decide? | The detailed proposal and every matter needed for full permission must be dealt with in TDC. | The authority considers those details as part of the full application. |
| Typical eligible use | Housing-led development in England, with limited compatible non-residential floorspace where housing remains the majority. | The route generally available for a proposal that does not use PiP, subject to the application type and regulations. |
The Ministry of Housing, Communities and Local Government’s GOV.UK guidance puts the distinction in one sentence: “The scope of permission in principle is limited to location, land use and amount of development.” That is a limit on what is settled at the first stage, not a promise that the detailed design will later be approved.
What permission in principle actually decides
PiP separates the question could this site accommodate this kind of development? from the question does this detailed design meet planning requirements? At PiP stage, the authority considers the site’s suitability in principle. The decision is confined to three matters:
#1 Best Overall
- Valued Carpenter Pencil Set: You will get 2 pcs solid carpenter pencils with 26 piece 2.8 mm refills, 1 replaceable sharpener, 1 plastic storage box.The complete carpenter pencils combination allows you to finish your work faster and more easily
- Deep Hole Marker Pencil: The deep-hole construction pencils adopts 45mm elongated tip design, which is more convenient to mark in the small hole or in other tight areas that other carpenter markers cannot reach
- Carpenter Pencils with Sharpener: The sharpener is screwed into the top of the work pencil, which won't get lost either. Built-in pencil sharpener that keep the lead with pointed and smooth to Improves line of sight in fine work
- Stronger Solid Lead: This work pencil is matched with a 2.8 mm thick lead , which is much thicker and stronger during the drawing process of construction work, it will not break or damage easily
- Marks on Various Surfaces: 3 colors solid construction pencil can marks on various surfaces, such as metal, plastic, wood, paper etc. Ideals for woodworkers, contractors, craftsmen, builders, merchants and masons
- Location: the land covered by the permission.
- Land use: principally housing, with any permitted supporting uses.
- Amount of development: the scale or quantum identified in the PiP.
Appearance, layout, access, landscaping, detailed scale and other design or technical matters are not approved simply because PiP has been granted. Those matters belong in the later TDC application. Treating PiP as a consent to mobilise on site is therefore a serious error: it establishes a principle, not a buildable scheme.
PiP is a two-stage statutory route
Official guidance describes the route as having two stages. The first establishes whether the site is suitable in principle. The second is the technical details consent stage, when the detailed development proposals are assessed. A TDC submission must be consistent with the PiP and must provide all matters necessary for full planning permission.
When TDC is granted, it has the effect of granting planning permission for the proposal within the PiP’s terms. The legal effect arrives at that second decision, not at the initial PiP decision.

PiP does not carry conditions at the first stage
A PiP grant does not take conditions. Conditions may be attached when TDC is granted, alongside the detailed permission and any requirements that apply to that decision. The absence of PiP conditions should not be read as an absence of controls; the detailed consent is where the authority can set enforceable terms for the approved scheme.
How full planning permission differs
A full planning permission application presents the authority with the complete proposal from the outset. The authority assesses the detailed development rather than deciding only whether a site and broad amount of housing are acceptable in principle.
The application route is not a guarantee of approval. The decision is still subject to the proposal, the applicable regulations, local validation requirements, consultation and any conditions imposed on a grant. The source material describes this route generally; the exact documents, application category and permission terms depend on the development.
One detailed decision instead of a PiP decision followed by TDC
With full permission, the drawings, description of development and supporting information are submitted together as the authority’s basis for decision. There is no separate PiP approval to obtain first. This can be suitable where the design is sufficiently developed, the site is clearly within the relevant policy framework or the project is not eligible for PiP.

Full permission is still subject to its terms
A grant is permission for the proposal described in the decision, subject to its conditions and any other statutory requirements. Construction must follow the approved plans and terms; a different scheme may require a further application. The fact that full permission is a single route does not remove the need to satisfy requirements such as those applying to protected species or listed buildings.
Can you build with permission in principle?
No. You need technical details consent first. PiP by itself does not authorise construction, site clearance or implementation of the housing scheme. The TDC application is the point at which the authority examines the detailed proposal and, if it grants consent, gives that proposal the effect of planning permission.
What the TDC application must do
The detailed submission must stay within the PiP’s location, land-use and amount parameters. It must also specify every matter needed for full planning permission. In practical terms, that means supplying the plans, drawings, descriptions and supporting documents required for the authority to determine the actual scheme rather than asking it to reserve unresolved issues.
A valid TDC submission has the same validity requirements as a full planning permission application. If required information or the correct fee is missing, the authority may treat the submission as invalid and the decision timetable will not operate as it would for a valid application. Check the local planning authority’s validation list before filing.

PiP does not disapply other statutory regimes. At the detailed stage, requirements relating to protected species, listed buildings and other applicable designations can still affect the proposal. A PiP decision should therefore be treated as one planning milestone, not as clearance from every legal or environmental obligation.
Who can use PiP?
The PiP route described here applies in England and is intended for housing-led development. Do not silently apply it to Wales, Scotland or Northern Ireland; the legislation and procedures differ.
Housing must lead the scheme
Official guidance allows limited non-residential development to be included where housing occupies the majority of the scheme’s floorspace and the other uses are compatible with the residential development. Small proportions of retail, office or community floorspace are given as examples. The rule does not mean that every mixed-use or housing proposal qualifies. Eligibility depends on the route used and the applicable statutory rules.

Check exclusions before relying on the route
Before preparing a PiP application, identify the legal route, the site’s status and any exclusions that may apply. Confirm the proposed land use and amount against the local planning authority’s current guidance and the relevant regulations. If the proposal is primarily commercial, heavily mixed-use or otherwise outside the housing-led scope, full permission may be the appropriate route.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesDecision periods, duration and deadlines
These are statutory decision periods for valid applications, not guarantees that a decision will be issued on the final day. The authority and applicant can agree a longer period in writing.
| Application or event | Period stated in the guidance | Important qualification |
|---|---|---|
| PiP application | Five weeks | Applies to a valid PiP application. |
| TDC for major development | Ten weeks | Stated period for a valid TDC application. |
| TDC for other development | Five weeks | Stated period for a valid TDC application. |
| TDC subject to environmental impact assessment | Sixteen weeks | Applies where the application is subject to EIA. |
How long PiP lasts
The default period for obtaining TDC is three years when PiP was granted on application. The default is five years when PiP was granted through allocation on a brownfield land register. The local planning authority can set a different period where it considers that appropriate on planning grounds and should justify the variation.
TDC must be determined within the period that applies to the PiP. Read the decision notice or brownfield land register entry for the actual expiry date rather than relying on the default. Allow time for design, surveys, consultation and validation before that deadline; an application delivered at the last moment can still fail to obtain a decision in time.
Why the deadline changes project planning
PiP can provide an early answer about the principle of development, but it creates a second approval task with a fixed window. A site owner should budget and programme the technical work before applying, not wait until PiP is granted to find consultants, commission surveys or assemble drawings. If the detailed scheme cannot realistically be prepared and determined within the applicable period, the apparent advantage of early principle may be reduced.

Fees and application validity
Both PiP and TDC applications attract fees. PiP fees are calculated by site area. For fee purposes, TDC is treated as an application for full planning permission, with the relevant application category or categories determining the amount. There is no single reliable figure for every project: the fee depends on the proposal, category and current regulations.
England’s general fee guidance was revised on 16 April 2025, and fee regulations can change. Check the current national fee guidance and the local authority’s instructions immediately before submission. Include the correct fee and all validation documents; a technically strong scheme can still be delayed if the application is invalid.

PiP route: a practical step-by-step process
- Confirm that the route is available. Establish that the site is in England, the scheme is housing-led and any proposed supporting uses are compatible and subordinate to the residential floorspace. Check the relevant PiP route and exclusions.
- Define the principle you are asking for. Set out the site location, proposed land use and amount of development clearly. Do not present unresolved detailed design as though it were already approved.
- Check the authority’s requirements and fee. Use the current validation guidance and fee regulations for the local planning authority. Identify ownership, location-plan and other documents required for a valid PiP submission.
- Submit the PiP application. The authority applies the PiP decision process to the principle of development. The stated statutory period is five weeks for a valid application, subject to any written extension.
- Read the decision carefully. Record the site boundary, land use, amount and the expiry period stated in the decision. A variation from the default duration should be justified in planning terms.
- Develop the detailed scheme within the permitted parameters. Prepare the drawings, technical reports and specifications needed to determine the actual proposal. Resolve access, layout, scale, appearance, landscaping and other matters rather than assuming PiP settled them.
- Submit TDC before the deadline. Make the submission consistent with the PiP and include every matter required for full permission. Pay the fee calculated under the full-permission categories.
- Respond to the TDC decision. If consent is granted, follow the approved plans and conditions. If the authority raises issues, address them through the available planning process; do not build on the earlier PiP decision while TDC remains outstanding.
Full planning permission route: what to prepare
- Define the complete proposal. Fix the use, amount, layout, access, scale, appearance and landscaping before submission. The authority’s decision will relate to this described scheme.
- Identify the application category. The category affects the fee and the information required. Confirm whether the development is major, whether EIA applies and whether any special statutory regime is engaged.
- Use the local validation checklist. Local authorities can require specific plans and supporting statements. Missing information can make the application invalid or prevent the authority from determining the proposal efficiently.
- Submit the application and fee. The authority assesses the detailed proposal under the full planning permission route. The stated decision period depends on the development type and whether EIA applies.
- Review the decision notice. If permission is granted, comply with every condition and approved document. A change to the scheme may need a further planning application.
Comparing the routes by project need
When early principle certainty matters
PiP can be useful when the key commercial or land-acquisition question is whether housing of a defined amount is acceptable in principle. It allows that question to be considered before the applicant completes the entire detailed design. The benefit is limited, however, if the site’s value depends on a particular access arrangement, layout, building form or technical solution that remains unresolved until TDC.
When the design is already developed
Full permission avoids the additional PiP stage. If the scheme is ready for a detailed submission and the project is not clearly eligible for PiP, one application can be more direct. The authority considers the complete proposal immediately, so the applicant must invest in the supporting material earlier.
When the proposal is not housing-led
PiP is not a general shortcut for every development. A proposal whose principal purpose is commercial, industrial or another non-residential use may fall outside the housing-led scope. Confirm eligibility rather than assuming that a small housing element makes the route available.
When programme risk is the main concern
Full permission has no preceding PiP expiry clock, but it requires a detailed application from the start. PiP offers an earlier principle decision but introduces a separate TDC deadline. Compare the time needed to prepare each submission with the project’s funding, land and construction milestones.
Common misunderstandings and how to avoid them
“PiP is the same as outline permission.”
That shorthand can mislead. PiP is a distinct statutory route limited at the first stage to location, land use and amount. Do not describe it as outline permission without explaining the legal distinction and the mandatory TDC stage.
“PiP means I can start groundworks.”
It does not. Starting development before TDC is granted risks acting without the permission required for the detailed scheme. Treat the PiP decision as permission to progress the second application, not as authority to construct.
“The authority can leave all details for later.”
TDC is the later decision, but its application must contain all matters necessary for full planning permission. The applicant cannot use TDC to avoid supplying the information needed to determine the proposal.

“The default expiry date always applies.”
Three years and five years are defaults linked to different PiP grant routes. The decision notice or register entry may set a different period with planning justification. Use the project-specific date.
“No conditions at PiP means no conditions at all.”
PiP grants do not take conditions, but conditions may be attached to TDC. Read the detailed consent and comply with its terms before proceeding.
“The statutory period guarantees a decision.”
The stated periods apply to valid applications and may be extended by written agreement. Invalid submissions, additional information and complex issues can affect the real timetable.

Housing-led scheme on a site being acquired
An owner considering a residential scheme may seek PiP to establish whether a defined amount of housing is acceptable before committing to the full design. The owner must still fund and programme the detailed work and secure TDC within the applicable period. PiP may answer the principle question, but it does not settle access, appearance or construction details.
Detailed scheme ready for submission
A developer with completed plans, technical reports and a settled access strategy may apply directly for full permission. This avoids a separate principle decision, but the complete application is exposed to the authority’s detailed assessment from the outset.
Mixed housing and supporting uses
A scheme with homes plus small retail, office or community space should test whether housing occupies the majority of the floorspace and whether the other uses are compatible. If that relationship is not met, PiP may not be available and the proposal may need to proceed through another application route.
Applicant checklist
- Confirm that the site is in England and that the proposal is housing-led if considering PiP.
- Define the PiP location, land use and amount without implying detailed approval.
- Check the local validation checklist and current national fee guidance.
- Budget for both the PiP and TDC fees where using the staged route.
- Plan surveys, drawings and technical reports early enough for TDC to be determined before PiP expires.
- Ensure TDC is consistent with the PiP and includes every matter needed for full permission.
- Check requirements affecting protected species, listed buildings and other statutory designations.
- Read the decision notice or register entry for the actual PiP duration and any variation from the default.
- Do not begin development until the required detailed consent or full permission has been granted.
- Obtain site-specific planning advice where eligibility, timing or the correct application route is uncertain.
Which route should you choose?
Choose PiP only after confirming that the proposal fits the housing-led England framework and that a staged approval helps your project. Its main advantage is an earlier decision on the principle of a defined development; its main obligations are the later TDC application, the need for complete technical information and the expiry period attached to the PiP.
Recommended Free Tools
Choose full planning permission where the proposal is ready for detailed determination, where PiP eligibility is doubtful or where avoiding a second consent stage is more important than obtaining an earlier principle decision. In either case, the local planning authority’s current validation guidance and the applicable regulations control the submission.
The central distinction remains simple: PiP decides whether a site is suitable in principle for a specified location, use and amount; full planning permission decides the detailed proposal. PiP is not permission to build. TDC is the required second stage that gives the detailed scheme the effect of planning permission.
Keeping the advice current
The central GOV.UK PiP guidance was last updated on 15 March 2019. England’s general fee guidance was revised on 16 April 2025, and legislation can change. Before relying on an eligibility rule, fee, decision period or deadline, check the current statutory material, the local planning authority’s guidance and the project’s decision notice. For a site-specific strategy, a qualified planning professional can assess the proposal, evidence and programme against the rules that apply at the time of application.
