Philadelphia Zoning Rules for Building a Single-Family Home (2026 Guide)

You can build a single-family home in Philadelphia only if the specific parcel, proposed building and required reviews satisfy the zoning district’s rules. Philadelphia has no single dimensional standard for every residential lot. Start by identifying the address in the City’s Atlas, then check the applicable zoning district, overlays, lot conditions, building form and review requirements before preparing permit drawings. The RSA-5 figures often cited for small homes are district-specific examples, not citywide allowances.

What determines whether a Philadelphia lot can hold a single-family home?

Philadelphia zoning is parcel-specific. The answer depends on more than whether the property is described as residential. You must evaluate the mapped zoning district, any overlay, the legal lot dimensions, the existing buildings and adjacent structures, the proposed building type, and site conditions such as floodplain or steep slope.

As an Amazon Associate I earn from qualifying purchases.

The City directs property owners to use Atlas to identify the parcel’s zoning district and then consult the Philadelphia Zoning Code and the district-specific guide. A general rule cannot establish the feasibility of an unspecified lot because the decisive facts are the address, survey, deed or OPA information, neighboring building conditions and proposed plans.

District and overlay checks come first

  • Confirm the legal address and parcel shown in Atlas.
  • Record the base zoning district and every mapped overlay.
  • Check whether the intended use is a single-family dwelling and whether the proposed form is detached, semi-detached or attached.
  • Compare the lot width, area, depth, yards, height and occupied area with the district standards.
  • Look for environmental, historic, watershed, steep-slope, parking and landscape triggers that may require another agency or commission review.

Do not assume that a neighboring house establishes your rights. Adjacent buildings can affect front-facade placement in some districts, but they do not replace the district’s dimensional standards or an official zoning determination.

Can I build a single-family home on my lot in Philadelphia?

Possibly, if the lot and design comply with the applicable district rules and all required reviews. The practical test is whether the proposed house can fit on the legal lot while meeting minimum lot dimensions, maximum occupied area, yards, height, frontage and building-form requirements. If it cannot, the project may need a special exception or variance rather than ordinary as-of-right approval.

Use this feasibility sequence

  1. Look up the parcel. Search the address in Atlas and save the district and overlay information shown for that property.
  2. Read the controlling standards. Use the Philadelphia Zoning Code and the current guide for that district. Do not substitute standards from another residential district.
  3. Verify the legal lot. Obtain a current survey and reconcile its width, depth and area with the deed and OPA records. A narrow measurement difference can change whether a minimum is met.
  4. Sketch the building envelope. Account for required front, side and rear yards, maximum occupied area, height and any upper-story setback. Show neighboring principal buildings where the district uses them to set the front facade.
  5. Screen for special reviews. Check floodplain, historic, watershed, steep-slope, Streets and Planning Commission requirements before finalizing drawings.
  6. Choose the approval route. A compliant proposal can proceed as of right after zoning approval. A noncompliant proposal may require a special exception, variance or an appeal of a refusal or referral to the Zoning Board of Adjustment.

RSA-5 dimensions: a February 2026 example

RSA-5 is a useful illustration of how detailed Philadelphia’s rules can be. The Philadelphia City Planning Commission’s February 2026 guide lists the following standards. They apply to RSA-5 only; they are not a general rule for every Philadelphia single-family lot.

Standard RSA-5 guide value
Minimum lot width 16 feet
Minimum lot area 960 square feet in council districts 1, 2, 3, 5 and 7; 1,440 square feet in council districts 4, 6, 8, 9 and 10
Maximum occupied area 75% for an intermediate lot; 80% for a corner lot
Side yards Detached intermediate lot: 2 feet and 5 feet; detached corner lot: 5 feet; semi-detached: 5 feet
Rear yard 9 feet; 7 feet for an RSA-5 lot no deeper than 45 feet
Maximum height 38 feet
Building types listed Detached, semi-detached and attached

Lot width and area

An RSA-5 lot must be at least 16 feet wide. The minimum area changes by council district: 960 square feet in districts 1, 2, 3, 5 and 7, and 1,440 square feet in districts 4, 6, 8, 9 and 10. Because those thresholds differ within the same zoning district, the council-district location must be checked rather than inferred from the district name alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Occupied area and yards

On an intermediate RSA-5 lot, the building may occupy no more than 75% of the lot; a corner lot may reach 80%. The remaining area must still be arranged to satisfy required yards and any other applicable open-space or site requirements. For a detached intermediate lot, the guide lists side yards of 2 feet and 5 feet. A detached corner lot has a 5-foot side yard, and a semi-detached building has a 5-foot side yard. The ordinary rear-yard minimum is 9 feet, reduced to 7 feet when the RSA-5 lot is no deeper than 45 feet.

Height and building form

The RSA-5 maximum height is 38 feet. The guide lists detached, semi-detached and attached building types, so the proposed form matters when calculating side yards, frontage and other placement rules. A design that fits as an attached house may not fit the same way as a detached house.

How front-facade placement works in RSA-5

Front placement is not always a fixed distance measured from the front lot line. For attached RSA-5 buildings, the front facade is generally placed within the range of the front-facade distances of adjacent buildings, subject to the conditions in the district guide.

When an adjacent lot has no principal building

If an immediately adjacent lot has no principal building, the guide directs the applicant to use the closest building on the same blockface. If there is no qualifying building on that blockface, the minimum front-facade distance may be zero. This makes a blockface survey important: the relevant reference may not be the structure directly next door.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Corner lots and upper-story setbacks

Corner lots use their primary frontages when applying the front-placement rule. The guide also describes an added upper-story setback when attached buildings on both sides have only two stories. Your elevation and section drawings should show surrounding building heights so the reviewer can test that condition.

Can an RSA-5 lot be divided into smaller lots?

The February 2026 guide allows a conditional RSA-5 lot division into 800-square-foot lots, but it is not a general entitlement. Every stated condition must be met:

  • The original lot must contain at least 1,600 square feet.
  • At least 75% of adjacent lots must be 1,000 square feet or less.
  • Each created lot must be used for one single-family attached home.
  • Each created lot must meet the district’s minimum width.

Because this provision depends on the original area, neighboring-lot pattern, use and width, a sketch division alone does not establish approval. Confirm the conditions with the zoning submission for the actual parcel.

What zoning permits do I need to build a house in Philadelphia?

New buildings need zoning approval before the building permit. The City’s stated process separates zoning review from construction-permit review, although the applications may be coordinated through the Department of Licenses and Inspections (L&I).

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

1. Prepare the zoning application and plans

The zoning submission for new construction requires plans. L&I identifies a site plan and an elevation or section plan among the required documents, along with specified drawing scales and site information. The drawings should identify property lines, dimensions, existing and proposed structures, yards, height, occupied area, access and the surrounding conditions needed to evaluate facade placement.

2. Complete triggered Streets or Planning Commission review

Some projects need approval from Streets or the Planning Commission before L&I can issue the permit. The City lists circumstances that can trigger prior review, including determining the front of a corner lot, construction in watershed or steep-slope areas, and certain landscape or parking matters. Do not wait until construction-permit review to discover that another review is required.

3. Obtain the zoning decision

If the proposal complies with the applicable standards, L&I describes the permit as issuable as of right after zoning approval. If it does not comply, the application may require a special exception or variance. A zoning refusal or referral can be appealed to the Zoning Board of Adjustment. The appropriate remedy depends on the specific deficiency and the legal standard for that relief; an appeal is not an automatic way to waive a dimensional rule.

4. Apply for the building permit

L&I requires a building permit before new construction. Most projects need zoning approval first. New one- or two-family construction requires a combination residential permit rather than treating the work as a simple alteration. New-construction permit release is conditioned on City taxes being current, so resolve tax delinquencies before scheduling permit release.

Which building code applies?

Zoning controls land use and site form; the building code controls construction safety and technical design. Philadelphia adopted the 2021 International Code Council family of codes with local amendments effective July 1, 2026, including the 2021 International Residential Code. Plans must therefore be coordinated with the code edition and local amendments in effect when the permit is submitted and reviewed.

A zoning-compliant footprint can still require redesign for structural, fire, egress, energy, accessibility or other building-code requirements. Treat zoning drawings as the start of permit coordination, not as construction documents by themselves.

Site conditions that can change the approval path

Before relying on a dimensional sketch, screen the parcel for conditions that create additional documents or approvals.

  • Floodplain: may require additional technical information or review.
  • Historic status: may add review requirements beyond ordinary zoning and building permits.
  • Watershed or steep slope: can trigger Planning Commission or other review before L&I issuance.
  • Corner-lot orientation: may require a determination of the primary or front frontage.
  • Landscape or parking matters: certain designs can require prior review identified by the City.
  • Existing violations: unresolved violations or an inaccurate legal-lot record can complicate approval and should be checked before design is finalized.

These conditions do not automatically prohibit a house, but they can change the drawings, sequence and agencies involved.

How to compare design options before filing

When more than one house configuration is possible, compare each option against the same decision points:

  • Milwaukee Ink all Fine Point Marker, Black, 4 Per Pack

  • Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete
  • Hard hat clip- attaches for easy access
  • Quick dry time with reduced smearing and marking
  1. District fit: Is the use and building type allowed on this parcel?
  2. Lot geometry: Does the option meet width, area and depth-related requirements?
  3. Building envelope: Does it stay within occupied-area, yard, height and facade-placement limits?
  4. Corner and environmental effects: Does the option change the primary frontage or trigger floodplain, watershed, steep-slope, historic, Streets or Planning Commission review?
  5. Approval certainty: Is the design fully compliant, or does it depend on a special exception, variance or appeal?

A smaller compliant design may have a more predictable schedule than a larger design that depends on discretionary relief. The City materials do not establish which route is best for an unspecified parcel; that decision requires the actual address, survey and plans.

Documents and checks to complete before hiring for construction

  • Atlas parcel and zoning-district record.
  • Current survey showing legal lot lines, width, depth and area.
  • Deed and OPA address information reconciled with the survey.
  • District guide and code provisions used for the calculations.
  • Site plan with proposed setbacks, occupied area and access.
  • Elevations and sections showing height, stories and neighboring facade conditions.
  • Overlay and environmental screening results.
  • Record of prior permits, violations and tax status.
  • Written list of any Streets or Planning Commission approvals required before L&I issuance.

A residential design professional can prepare scaled plans and coordinate the submission. Zoning counsel or an expediter is most useful when the proposal is nonconforming, a special exception or variance is being considered, or a refusal may need to be appealed. A scaled architectural ruler can help read or check drawings, but it is an optional drafting aid, not a City requirement.

Common mistakes that delay Philadelphia house projects

Using RSA-5 numbers for another district

RSA-5’s 16-foot width, council-district area thresholds, 75% or 80% occupied-area limits, yard rules and 38-foot height cap apply only to RSA-5. Copying them onto an RSA-1, RSA-2 or another district can produce an incorrect feasibility conclusion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Designing before checking overlays

A footprint that appears to fit ordinary zoning may still need floodplain, historic, watershed, steep-slope, landscape, parking or frontage review. Screen these conditions before completing construction documents.

Skipping the survey

Assumed lot dimensions are unreliable on narrow urban parcels. Use a current survey and reconcile it with legal records before calculating yards or occupied area.

Applying for the building permit first

New construction generally requires zoning approval first, and one- or two-family homes use a combination residential permit. Filing in the wrong sequence can create avoidable corrections.

Ignoring taxes or existing violations

Permit release for new construction is conditioned on current City taxes. Prior violations or inconsistent parcel records can also affect review, so address them early.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line for a Philadelphia single-family build

Begin with the address, not a generic house plan. Use Atlas to identify the district and overlays, verify the legal lot by survey, apply the correct district standards, and test the design against yards, occupied area, height, facade placement and building form. Then complete any required Streets or Planning Commission review, obtain zoning approval, and submit the correct combination building permit under the applicable 2021 code family and Philadelphia amendments. RSA-5 can illustrate the calculations, but only the rules for the actual parcel can determine whether your proposed home is buildable as of right or requires discretionary relief.
