Peach Pass is the cheaper choice for any driver who plans to use a Georgia Express Lane. Georgia provides the transponder at no cost. You fund the account with a $20 initial prepaid toll balance, and the posted toll is deducted for each trip. What drivers often call “pay by plate” is not a discounted second tariff in Georgia: entering an Express Lane without a detected Peach Pass is processed as a Uniform Toll Violation. The registered owner owes the proper toll plus a $25 administrative fee for each violation, with larger penalties possible if the notice remains unpaid.
The short answer: Peach Pass is cheaper because plate billing is a violation process
Georgia Express Lanes use variable tolls that change by facility and traffic conditions. A Peach Pass account lets an authorized vehicle enter, records the trip through the transponder, and deducts the applicable toll from a prepaid balance. Georgia.gov guidance for 2026 says Peach Pass transponders are provided at no cost and that tolls are automatically deducted from the prepaid account. Opening the account requires a $20 initial prepaid toll balance.

There is no ordinary, lower-priced “pay-by-plate” option for a driver who chooses not to get a transponder. The Peach Pass FAQ states: “If you do not have a Peach Pass and you enter a Georgia Express Lane, you will receive a Uniform Toll Violation.” Peach Pass and the State Road and Tollway Authority (SRTA) describe the registered owner as liable for the proper toll and a $25 administrative fee per violation. Failure to resolve the notice can lead to collections, an Office of State Administrative Hearings judgment, civil penalties of up to $70 per violation, and suspension of vehicle registration.
Therefore, the meaningful comparison is a normal prepaid toll account versus a toll violation. On upfront cost, routine toll cost, administrative fees and legal risk, Peach Pass is the less expensive way to make a planned Express Lane trip.

What each payment method actually is
Peach Pass: a prepaid account with a transponder
Peach Pass is an electronic toll account. The transponder is supplied at no cost, while the account starts with a $20 prepaid toll balance. When the registered vehicle uses an Express Lane, the system identifies the transponder and deducts the posted toll from the account. The $20 is not a fee for the device; it is money held in the account for tolls.
The toll itself is not a single statewide price. It is set by the facility and traffic conditions. A driver should treat the $20 as the initial funding requirement, not as a promise that every trip costs $20 or that the balance covers a fixed number of trips.
“Pay by plate”: enforcement after an unrecognized entry
In casual conversation, pay by plate can mean a camera reads a license plate and sends an invoice. Georgia’s official Express Lane materials use a different framework. If the system does not detect a valid Peach Pass when the vehicle enters, the registered owner receives a Uniform Toll Violation. The plate identifies the vehicle owner for enforcement; it does not create a standard account with a discounted or identical rate.
The notice includes the proper toll and a $25 administrative fee for that violation. A driver who receives one should not assume that paying only the posted toll closes the matter. The administrative charge is part of the amount due under the violation process.

Cost comparison at a glance
| Cost or obligation | Peach Pass account | Entry without a detected pass |
|---|---|---|
| Transponder | Provided at no cost under Georgia.gov guidance (2026) | No transponder detected |
| Initial cash requirement | $20 initial prepaid toll balance | No normal account funding; a violation notice follows |
| Trip charge | Posted toll for the facility and traffic conditions, deducted from the account | Proper toll assessed through the violation |
| Administrative fee | None described for an ordinary, valid account trip | $25 per violation under current Peach Pass/SRTA guidance |
| If the notice is not resolved | Not applicable to a properly paid account trip | Collections, an administrative hearing judgment, civil penalties of up to $70 per violation, and possible registration suspension |
| Payment status | Routine toll-account transaction | Violation and enforcement process |
The table separates the initial balance from the toll. A Peach Pass user still pays the posted toll on every trip; the economic advantage is avoiding the $25 violation fee and the consequences attached to an unpaid notice.
How much is the toll itself?
Express Lane pricing is dynamic. The amount depends on the facility and traffic at the time of travel, so neither Peach Pass nor a plate-based notice has one universal Georgia price. The Federal Highway Administration’s 2022 table lists these example values:
| Facility example | Value listed in the FHWA 2022 table | How to use the figure |
|---|---|---|
| I-75 South Metro | $3.95 | Historical example from the cited 2022 table, not a guaranteed current rate |
| Northwest Corridor | $6.95 | Historical example from the cited 2022 table, not a guaranteed current rate |
| I-85 extension | $3.50 | Historical example from the cited 2022 table, not a guaranteed current rate |
Use Peach Pass’s real-time toll-rate information for the corridor and travel date when you need the amount for a particular trip. The figures above illustrate that prices differ by facility; they do not establish today’s charge, a minimum, a maximum or a recurring average.

One trip on a $3.50 toll
Suppose the applicable toll is $3.50, using the I-85 extension value listed in the FHWA 2022 table as an example. With Peach Pass, $3.50 is deducted from the prepaid account. Without a detected pass, the owner owes the $3.50 proper toll plus the $25 administrative fee: $28.50 before any later consequence. The plate-based route is therefore $25 more expensive for that single violation.

One trip on a $6.95 toll
Using the Northwest Corridor example from the same FHWA table, a Peach Pass account pays the $6.95 toll. A violation notice would total $31.95 ($6.95 plus $25), assuming it is resolved before additional penalties. Again, the toll is the same underlying charge; the extra cost comes from entering without the required account detection.
Several unrecognized entries
The administrative fee is stated per violation. If a driver receives four separate violations, the current guidance allows four $25 administrative fees, or $100, in addition to the proper tolls. The exact number of violations depends on the trips and notices recorded by the authority; do not assume that multiple trips will be combined into one fee.
Why an unpaid notice can cost substantially more
Paying the violation promptly limits the comparison to the toll plus the $25 administrative fee. If the owner does not pay or successfully dispute it, the matter can move to collections or an Office of State Administrative Hearings judgment. Peach Pass/SRTA guidance says civil penalties of up to $70 per violation may then be added, and vehicle registration can be suspended. The $70 is a possible civil penalty in the enforcement process, not a routine toll or a replacement for the $25 fee.

- Entry is recorded without a detected Peach Pass. The system associates the vehicle with its license plate rather than treating the trip as a valid prepaid-account transaction.
- A Uniform Toll Violation is issued. The Peach Pass FAQ specifically describes this result for entering a Georgia Express Lane without a Peach Pass.
- The registered owner becomes responsible. The violation guidance places liability for the proper toll and the $25 administrative fee on the registered owner.
- The owner must pay or dispute the notice. Follow the instructions and deadline printed on the official notice. Keep the notice and proof of payment or dispute submission.
- Nonpayment can escalate. Collections, an Office of State Administrative Hearings judgment, civil penalties of up to $70 per violation and registration suspension are identified consequences in current Peach Pass/SRTA guidance.
The process is important because “pay by plate” can sound like a convenient after-the-fact billing method. In Georgia Express Lanes, it is safer to regard an unexpected plate notice as a legal violation document that needs prompt attention.

How to use Peach Pass for a planned Express Lane trip
- Open the official Peach Pass account before entering the lane. Complete the account setup and provide the required $20 initial prepaid toll balance.
- Install or carry the transponder as instructed. The system must be able to detect it when the vehicle enters the Express Lane.
- Register every vehicle and license plate that may use the account. A transponder in one vehicle does not automatically authorize an unregistered vehicle. Review the account after replacing a plate, changing vehicles or transferring ownership.
- Keep the payment card and account details current. A declined replenishment or outdated payment method can leave the prepaid balance unable to cover a trip.
- Check the corridor’s real-time toll rate. Verify the route and travel date because pricing varies with facility and traffic.
- Monitor the balance after travel. Confirm that the expected deduction appears and add funds before the next trip if necessary.
This sequence prevents the most avoidable cause of a violation: using an Express Lane before the account, vehicle or plate is properly set up.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to decide if Peach Pass is worth setting up
If you plan to use an Express Lane
Open Peach Pass before the trip. The transponder has no stated purchase charge, the initial $20 remains available for tolls, and a valid account avoids the $25 violation fee. This is the situation in which the answer is clearest: Peach Pass is cheaper.
If you are unsure whether you entered the lane
Check your route and account activity rather than deliberately relying on plate billing. If a notice arrives, treat it as a violation and follow its payment or dispute instructions. Waiting to see whether a bill appears can expose you to escalation.
If you expect only one very inexpensive trip
The $20 initial balance can look larger than a single toll, but it is prepaid toll money rather than a one-time surcharge. For example, even the $3.50 FHWA table example would incur a $25 fee if taken without a detected pass. The relevant comparison is the refundable or usable account balance versus an avoidable administrative fee and enforcement risk, not $20 versus one toll as if both were fees.

If you will never use an Express Lane
A driver who does not enter a Georgia Express Lane has no reason to incur an Express Lane toll or violation. The cost decision only matters when an Express Lane trip is planned or when a vehicle may have entered one accidentally.
Common mistakes and how to correct them
- Assuming a license plate is an alternative account. In Georgia’s official description, an unrecognized entry produces a Uniform Toll Violation. Correction: establish and maintain Peach Pass before using the lane.
- Budgeting only the posted toll. A plate notice adds $25 per violation. Correction: read the entire notice and include the administrative fee when calculating the amount due.
- Treating the $20 as a device price. Georgia.gov describes it as an initial prepaid toll balance, while the transponder is provided at no cost. Correction: distinguish account funding from equipment cost.
- Using a vehicle or plate that is not on the account. Correction: register every vehicle and plate that may travel under the account and update changes promptly.
- Letting the balance or payment card lapse. Correction: keep the prepaid balance funded and payment information current.
- Using an old toll example as today’s rate. The FHWA figures are from a 2022 table. Correction: check the real-time rate for the specific corridor and date.
- Ignoring a notice. Correction: pay or dispute promptly and retain confirmation. Nonpayment can lead to collections, an administrative hearing judgment, civil penalties and registration suspension.
Legal and financial exposure of the plate-based route
Peach Pass/SRTA guidance states: “Failure to pay the proper toll on a toll facility is a violation of O.C.G.A. § 32-10-64 (c)(1).” That statement explains why the plate-based route is not simply a different billing preference. The authority is enforcing an unpaid or improperly paid toll under the cited Georgia statute.
The $25 administrative fee is the immediate documented difference between a valid Peach Pass trip and one recorded without a pass. The possible civil penalty of up to $70 applies when the matter escalates; it should not be presented as the ordinary price of driving without a transponder. Because consequences can include registration suspension, the risk is financial as well as administrative.

What the available evidence does—and does not—show
The documented figures establish the mechanics needed for the decision: a no-cost transponder, a $20 initial prepaid balance, dynamic facility-and-traffic tolls, and a $25 administrative fee per violation, with civil penalties of up to $70 per violation in an escalated case. They do not establish an average driver’s annual spending under each method. Trip frequency, corridor, time of day and traffic would determine that total.
Even without an annual-cost study, the single-trip comparison is decisive for planned use. Both routes owe the underlying toll, but only the no-pass route adds the documented $25 administrative fee and exposes the owner to enforcement escalation. A driver should therefore choose Peach Pass for lawful, recurring or occasional Express Lane travel and avoid treating plate enforcement as a cheaper payment plan.
Bottom line for Georgia drivers
Use Peach Pass before entering a Georgia Express Lane. The transponder is provided at no cost, the account starts with a $20 prepaid toll balance, and each trip is charged the dynamic toll published for that facility and traffic condition. Entering without a detected pass is not a bargain pay-by-plate option: it creates a Uniform Toll Violation, adds $25 per violation, and can become much more expensive if left unresolved.
